Abstract

Objective: The goal of this study is to evaluate how well the Next Generation Social Welfare Information System (SIKS-NG) is working in managing poverty data in Sumput Village, Sidoarjo District. The research used a qualitative descriptive approach, involving observations, interviews, and document analysis at the study location. This method was based on the theory of program effectiveness as outlined by Budiani (2007). Results: The results of the study indicate that the implementation of SIKS-NG in Sumput Village has not been fully optimized, based on indicators of target accuracy, socialization, monitoring, and program goal achievement. The main challenges include insufficient field verification, low community understanding, and inadequate infrastructure. The uniqueness of this study lies in its focus on analyzing the effectiveness of the social data management information system at the village level in a specific and comprehensive manner, as well as comparing the findings in Sumput Village with previous studies in other areas.  Novelty: This research provides an important contribution to the development of strategies to improve the implementation of digital-based social information systems at the village level to support improved data accuracy and the effectiveness of social assistance distribution.

Abstract

Objective: This study examines the implementation of e-government through the Integrated Sub-district Administrative Services (Pelayanan Administrasi Terpadu Kecamatan/PATEN) system, which delivers services in a single location from application submission to document completion. Method: Employing a qualitative descriptive approach, data were collected through observation, documentation, and interviews with PATEN staff, the head of PATEN in Wonoayu Subdistrict, and members of the public utilizing the services. The purposive sampling method was applied, and data analysis followed the Miles and Huberman model, involving collection, reduction, analysis, and conclusion. Results: The findings reveal that while the PATEN system has streamlined administrative processes, challenges remain in providing adequate waiting facilities and human resources that fully meet community needs. Novelty: This research contributes to the discourse on e-government by offering empirical evidence on PATEN’s practical implementation at the sub-district level, highlighting both its strengths in service integration and its limitations in resource allocation, thereby providing insights for enhancing local governance and improving citizen satisfaction.

Abstract

Objective: The research aims to analyze the implementation of the Sicantik application as an innovation in health information systems designed to improve maternal and child health services, particularly through enhanced monitoring and emergency referrals. Method: A descriptive qualitative approach was applied to identify factors influencing the effectiveness of the program, using data collected from observations, interviews, and documentation. Results: The findings reveal that the Sicantik application has contributed positively by increasing awareness and access to health services for pregnant women, thereby supporting efforts to reduce AKI and AKB. However, challenges persist, including limited technological understanding among health workers and insufficient government facility support, which hinder optimal utilization. Novelty: This study highlights the significance of integrating digital health innovations into maternal and child health services at the regional level, emphasizing that sustainable improvements require not only technological tools but also capacity building for health workers and stronger institutional support to ensure long-term effectiveness.

Abstract

Objective: This study aims to analyze the implementation of the E-Buddy application in digital official letter management in Keboguyang Village, Jabon District, with a focus on its effectiveness, encountered obstacles, and the role of village officials. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and document analysis. The research applied George C. Edward III’s policy implementation theory—covering communication, resources, disposition, and bureaucratic structure—and utilized Miles & Huberman’s model for data analysis, including data reduction, presentation, and conclusion drawing. Results: Findings indicate that the E-Buddy application has positively influenced administrative efficiency by accelerating processes, enhancing organization, and promoting transparency. Training programs significantly improved officials’ technical understanding, while the application facilitated smoother and more structured administrative workflows. Novelty: A unique contribution of this study lies in the participatory knowledge dissemination observed, where village officials proactively shared insights from technical guidance with peers, independent of formal training. This grassroots initiative highlights an overlooked dimension of community-driven capacity building in digital governance, offering valuable insights for broader e-government implementation in rural contexts.

Abstract

Objective: This study aims to analyze the implementation of the Simpeldesa application as a strategic step in realizing a digital village in Tambak Kalisogo Village, Sidoarjo Regency. The focus of this study is to evaluate the extent to which the implementation of village digitization policies through Simpeldesa can improve public services, village management efficiency, and community participation. Method: This study uses a qualitative approach with a case study method. Data collection techniques include in-depth interviews with village officials, direct observation of application use, and documentation related to policies. Data analysis was conducted using George C. Edwards III's implementation theory, which covers aspects of communication, resources, disposition, and bureaucratic structure. Results: The results of the study show that the implementation of Simpeldesa is still in the early adaptive stage. Thus, several obstacles were found in the aspects of resources and digital infrastructure readiness. The disposition of the implementing actors who support an adaptive bureaucratic structure is a major factor in the success of the program. Novelty: The novelty of this study lies in its focus on exploring implementation through the three pillars of smart villages to determine the focus of the Simpeldesa application in Tambak Kalisogo Village. This approach not only aims to understand the implementation of applications in supporting social networking and digital economic activities, but also to measure their impact on the lives of the people of Tambak Kalisogo Village.

Abstract

Objective: This study aims to evaluate the effectiveness of the E-Buddy application in accelerating administrative services and strengthening digital governance in Wonoayu Village. Method: A descriptive qualitative approach was adopted, with data collected through interviews, observations, and documentation to provide an in-depth understanding of the application’s implementation. Results: The findings reveal that E-Buddy has successfully improved the efficiency of correspondence delivery and record management, thereby enhancing the productivity of village officials and contributing to more transparent administrative practices. However, the utilization of available features remains suboptimal due to limited adaptability among users and technical disruptions during system updates, which constrain its full potential. Novelty: This study highlights the dual role of E-Buddy as both an enabler of administrative modernization and a reflection of the challenges inherent in digital transformation at the village level. The novelty lies in uncovering the gap between system design and practical use, emphasizing the need for continuous training, user adaptation, and technical reinforcement to fully optimize digital administrative tools in rural governance.

Abstract

Objective: The focus of this research is to describe the reality related to the use of information technology through e-HDW and identify the obstacles faced in the field.   Method : This research uses a descriptive qualitative approach, with data collection techniques through observation and literature review. Data were analyzed using an interactive analysis model with stages of data reduction, data presentation, and conclusion drawing. This research refers to George C. Edward III's policy implementation theory, which includes indicators of communication, resources, disposition, and bureaucratic structure.  Result : Research results show that the e-HDW application has had a positive impact on real-time data collection, monitoring, and reporting of priority targets, as well as strengthening coordination among stunting program implementers at the village and district levels. However, its implementation still faces several challenges. Novelty : This study describes the actual conditions of the implementation of the e-HDW application in Desa Tambak Kalisogo by highlighting the field challenges faced by program implementers and how the readiness of village resources is a key factor in success.

Abstract

Objective: This study aims to analyze the obstacles faced by BUMDes Kebonagung in providing Motor Vehicle Tax (PKB) and Land and Building Tax (PBB) payment services through the JConnect SiPandai application developed by Bank Jatim, with a focus on system quality, information quality, and user satisfaction. Method: A qualitative case study was conducted from January to March 2025 using in-depth interviews with the BUMDes Director, direct observations, and analysis based on the DeLone & McLean information system success model. Results: The findings indicate that the system quality still encounters technical challenges, including login failures during peak hours, limited integration with external parties, and exclusive smartphone-based access. Nevertheless, the information quality was perceived as accurate, relevant, and real-time, thereby supporting tax management. Although user satisfaction decreased due to technical barriers, the active role of BUMDes as facilitators helped maintain service accessibility. Novelty: This study contributes new insights into village-based digital tax services by highlighting the critical interplay between system reliability, information quality, and institutional support, an area that has rarely been examined in prior research on local-level digital governance.

Abstract

Objective: This study aims to examine how visual storytelling techniques in Paniradya Kaistimewan's short film Grusah Grusuh depict the theme of communication breakdown among citizens. Method: A descriptive qualitative approach was employed, analyzing 15 selected scenes using Bruce Block’s framework of seven visual components—space, line, shape, tone, color, movement, and rhythm. Data were gathered through observation and documentation, with scene selection based on their thematic relevance to miscommunication and social tension. Results: The analysis reveals that visual elements such as the use of deep space, line closure, contrasting and saturated colors, dynamic tracking shots, and rhythmic repetition of audio-visual patterns effectively create narrative tension and convey the consequences of poor communication without relying heavily on dialogue. Novelty: This study contributes to the discourse on film and communication studies by highlighting the role of visual storytelling as a powerful medium for representing social issues. It demonstrates that the integration of cinematic techniques can substitute for verbal expression in illustrating the dynamics of miscommunication and its impact on communal relationships, an area rarely explored in prior research on short films.

Abstract

Objective: The zero waste campaign phenomenon on TikTok has become a focus of global efforts to reduce the environmental impact of waste. Pandawaragroup is a community actively campaigning for this movement on TikTok. Pandawaragroup's distinctive content revolves around environmental cleanliness, particularly waters polluted by waste. Previous research has demonstrated how media can be used to convey environmental messages and raise public awareness of sustainability issues. This study aims to examine the framing applied by the TikTok account @pandawaragroup in conveying the zero waste campaign message. The theory used in this study is the framing theory of Gamson and Modigliani.  Method: The methodology used is qualitative with a descriptive approach, where researchers analyzed videos uploaded to the TikTok account @pandawaragroup. Data were collected through direct observation of the videos and mapping emerging themes related to the zero waste campaign. Result: The results of this study indicate that the framing of the zero waste campaign on social media can influence audience understanding and behavior in dealing with environmental issues, especially among Generation Z TikTok users. Novelty: This study contributes novelty by identifying specific framing devices in short video social media content, an area less explored compared to traditional and artistic media campaigns, while highlighting TikTok’s potential as an interactive medium for environmental communication.
