Abstract

Objective: The research aims to analyze how the TIC system contributes to enhancing destination attractiveness and supporting regional tourism development through digitalization. Method: A descriptive qualitative approach was applied, with data collected through in-depth interviews, observation, and document analysis. The analysis was guided by George C. Edwards III’s policy implementation theory, focusing on four variables: communication, resources, disposition of implementers, and bureaucratic structure. Results: The findings reveal that the Web TIC implementation remains suboptimal, hindered by weak internal communication, limited IT resources and funding, low implementer motivation, and rigid bureaucratic processes that delay decision-making. Despite these challenges, the system demonstrates potential as a tool for improving accessibility to tourism information. Novelty: This study contributes by applying a policy implementation framework to assess digital tourism innovation at the regional level, emphasizing the need for structured communication, human resource development, dedicated budgets, and cross-sector collaboration to ensure effective and sustainable digital tourism information management.

Abstract

Objective: The research aims to analyze how digitalization through the "Kembang Randu" platform improves efficiency, transparency, and the quality of services at the village level. Method: A qualitative approach was employed with data collection techniques including observation, interviews, documentation, and literature review. The analysis was conducted using five effectiveness indicators: program success, target success, program satisfaction, input-output balance, and achievement of overall objectives. Results: The findings indicate that the "Kembang Randu" website has been relatively effective in providing accessible administrative services, enhancing community participation, and accelerating service processes. Nevertheless, challenges remain, particularly in terms of limited internet infrastructure, low digital literacy among residents, and the need for technical feature improvements. Novelty: This study contributes by applying a multidimensional effectiveness framework to assess digital service innovation at the village level, offering insights into the importance of infrastructure reinforcement, human resource capacity-building, and youth engagement as digital volunteers to ensure sustainable public service transformation.

Abstract

Objective: This study aims to analyze the implementation of the Family Information System (FIS) in family planning data management at BKKBN East Java. This study also aims to evaluate the impact of using SIGA on operational efficiency and service quality in the field. Methods: This study used a descriptive qualitative approach with data collection through interviews, observation, and document analysis related to SIGA implemented in BKKBN East Java. The research subjects consisted of BKKBN officers and beneficiaries of the family planning program. The data collected was analyzed to describe how SIGA operates and affects service performance. Results: The results showed that the implementation of SIGA has successfully improved the efficiency of data recording and reporting of family planning activities. The system speeds up administrative processes and minimizes errors in data management. However, challenges related to the quality of technological infrastructure and limited internet networks in some areas are still an obstacle to the optimal implementation of SIGA. Novelty: This research offers a contribution to understanding the impact of information technology implementation in family planning data management in Indonesia. The success of SIGA in East Java can serve as a model for similar implementation in other regions, with a focus on improving infrastructure and developing features that are more in line with field needs.

Abstract

Objective: The research aims to analyze the development of smoked fish businesses as a strategy for strengthening local economic capacity and independence. Method: A qualitative descriptive case study was conducted using in-depth interviews, participant observation, and documentation involving business owners, village officials, and community leaders. Results: The findings indicate that smoked fish businesses significantly contribute to increasing income, fostering independence in production and distribution, and generating local employment opportunities. Innovations such as modern smoking technology and packaging training have enhanced product competitiveness and extended shelf life, while digital marketing initiatives have begun to expand market reach, although access to training and support remains uneven among business owners. Novelty: This research highlights the integration of local potential with technological innovation and policy support as a sustainable model of community empowerment, demonstrating that the synergy of communities, academics, and private actors can transform traditional businesses into resilient local economic drivers rooted in local wisdom.

Abstract

Objective: This study aims to find out the development strategy of Duck and Salted Egg Village Tourism in Kebonsari Village, Candi District, Sidoarjo Regency, as well as how the development can improve the economy of the local community. Kebonsari Village has great potential through duck farming and salted egg production which has become a local identity and educational tourist attraction. Method: qualitative descriptive method with data collection techniques in the form of interviews, observations, and documentation. The analysis was carried out with a theoretical approach to tourism development strategy which includes five indicators, namely accessibility, attractions, amenities, promotion, and institutions, Results: The results of the study show that although this village has quite good access and unique tourist attractions, there are still various obstacles such as lack of supporting facilities, digital promotion that is not optimal, and the absence of official institutions and regulations governing management tour. Novelty : The novelty of this study lies in the focus of development strategies based on local potential and the role of village institutions in building sustainable tourism. This finding can be an input for other villages with similar potential.

Abstract

Objective: This study aims to analyze the effectiveness level of electronic-based village financial administration management in the implementation of the Si Manis application in Karangrejo Village. With a focus on village development financial management. This study also aims to evaluate the use of the Si Manis application in Karangrejo Village on the quality or impact provided by the Si Manis Application to the Karangrejo Village Government. Method: The research approach used in this study is qualitative research with a descriptive approach. The focus of this study is the effectiveness of financial administration management in the Si Manis Village Application in Karangrejo Village, based on the theory of effectiveness according to Champbell (1989) to measure the success of a program's effectiveness, which contains variables of program success, program target accuracy, program goal achievement, and program monitoring. Results: The results of this study indicate that the use of the Si Manis application in Karangrejo Village has succeeded in increasing the effectiveness of recording financial reports for Karangrejo Village Development. And the results of this study are in line and in accordance with the theory according to Champbell (1989) which contains 4 indicators in determining the level of effectiveness of a program. Novelty: This study provides a new and significant contribution to valid data results because it uses new data and sources. This research also presents novelties by specifically examining the effectiveness of the Si Manis application in Karangrejo Village. It also provides recommendations based on local data that can serve as a reference for developing electronic-based village financial administration management policies in other regions.

Abstract

Objective: This study aims to describe and analyze the implementation of e-government in village asset management through the Village Asset Management System (SIPADES) application in Sumokali Village, Candi District, Sidoarjo Regency.  The main objective of this study is to evaluate the extent to which the SIPADES application supports effectiveness, efficiency, and transparency in village asset management. Method: This study uses a qualitative method with a descriptive approach. Data is collected through interviews, observations, and documentation from relevant parties, as well as the collection of supporting documents. Results: The results of the study show that in the organizational aspect, the organizational structure in the village has been formed but human resources are still limited. In terms of interpretation, operators' understanding of the application is still low due to the lack of socialization from related agencies. Meanwhile, in the application aspect, even though the initial SOPs and training are available, the implementation of the SIPADES application still faces technical obstacles such as system disruptions and errors during working hours, which cause operators to have to work outside of working hours. Novelty: This research makes a new contribution by revealing the specifics of the obstacles to the implementation of SIPADES at the village level through the implementation theory approach of Charles O. Jones. Focusing on the local context of Sumokali Village provides a real picture of the challenges and opportunities in the implementation of application-based e-government in rural areas.

Abstract

Objective: This study aims to analyze and describe the strategy of Gempol Village-Owned Enterprises (BUMDes) in developing the transit tourism potential of Wong Pulungan Hot Springs as one of the village's economic and social assets. The focus of the research is directed at four main indicators, namely strategy planning, implementation, evaluation and supervision, and sustainability aspects, in order to understand the extent to which BUMDes governance is able to optimize the potential of local-based tourism independently. Method: Using a qualitative descriptive approach method, with data collection techniques through in-depth interviews with BUMDes managers, community leaders, and visitors, complemented by field observation and documentation. The analysis was carried out by examining the empirical narrative based on strategic themes developed according to the research indicators. Results: The results of the study show that BUMDes Gempol has been working on participatory planning of the community and village apparatus, the implementation of gradual development, informal evaluation and supervision, and community involvement in maintaining cleanliness and the ecosystem. However, BUMDes Gempol still faces several shortcomings such as the absence of a long-term strategic plan document, limitations in digital promotion, informal evaluations, and collective awareness that needs to be improved. Novelty: The novelty of this study lies in the strategic mapping based on village institutional performance indicators in the context of transit tourism management, which is still rarely the focus of academic studies. This study shows how BUMDes institutions can play a role as actors of local development through a collaborative approach, although limited by limited resources and minimal formal policy support.

Abstract

Objective: The aim of this research is to determine the description of labor requirements, workload in each hospital unit, and measure the appropriate workload balance to produce efficient performance based on the WISN (Workload Indicator Staffing Need) method at Aisyiyah Siti Fatimah Tulangan Hospital. Method: The research design uses quantitative descriptions with work sampling and observation techniques in data collection. The population in this study was all units working at the hospital, and the sample used a different calculation method of 15 units. Results: The research results show that the available working time is 270.1 hours per year or the equivalent of 113,460 minutes per year with a standard allowance of 0.1786, equivalent to 18%, which is in accordance with general workload standards. From the results of this research, there is a gap between the workload calculation methods for each unit. The Pharmacy Unit, Laboratory Unit, and Registration Administration Unit do not use the WISN method for workforce planning. So the calculation results show an excess workload which causes a lack of labor requirements. Novelty: It was concluded that Aisyiyah Siti Fatimah Tulangan Hospital requires alignment of workload calculations with the WISN method to plan workforce productivity efficiency with a focus on main tasks and functions.

Abstract

Objective: This study aims to analyze the role of profitability in moderating the influence of leverage, company size, and investment decisions on firm value in food and beverage companies listed on the Indonesia Stock Exchange for the 2018-2020 period. Method: A quantitative with a purposive sampling approach, resulting in 51 company samples from 90 populations. Results: Leverage has no effect on firm value, company size has a significant negative effect on firm value, while investment decisions also have a significant negative effect. Profitability proves unable to moderate the relationship between leverage and investment decisions on firm value, but can moderate the significant negative effect of firm size on firm value. Novelty: The novelty of this study lies in testing the moderation of profitability in the relationship between firm size and firm value in the food and beverage sector. This study highlights that the size of leverage does not affect firm value because companies can rely on other capital, such as retained earnings, while large company size actually tends to reduce operational efficiency and attract less investor interest. High investment decisions are considered risky by investors, resulting in a decrease in firm value. Profitability only effectively moderates the relationship between firm size and firm value, strengthening the negative relationship between the two.
