Abstract

Determinants as supporters or obstacles to optimizing the role of Bhabinkamtibmas in building public trust are analogous to two sides of one coin which revolves around the implementation of the main tasks, authority, and functions of the institution that accommodate it. These organizational factors have a sustainable impact on service effectiveness and strengthening relations between government institutions and the community. The article resulting from this research explains the determinants of optimizing the role of Bhabinkamtibmas in building public trust in certain loci. Data, information, and knowledge regarding the research focus were obtained through observations, interviews, and focus group discussions with informants as members of Bhabinkamtibmas (police, army, sub-district officials), community leaders, religious leaders, non-governmental organizations (NGOs), and academics. The data is analyzed using an interactive model which includes data collection, data condensation, and verification using the Important Performance Analysis (IPA) technique which is presented through a spider curve, and drawing conclusions. The research results found that there are several aspects as determinants that support or hinder efforts to build public trust in the demarcation of duties of the Makassar Indonesian Big City Resort Police (Polrestabes). Determinants as supporters or obstacles to optimizing the role of Bhabinkamtibmas in building public trust include the quality of public services, actor leadership style, transparency and accountability, public participation, effective communication, justice and equality in public policies and services, competency and integrity of the apparatus. The glue that unites the sustainability of these determinants is the leadership style and learning of the Bhabinkamtibmas organization as a representation of the Indonesian National Police (Polri).

Abstract

This study aims to determine the strategy of Local Revenue Agency  (LRA) of Pekanabaru for increasing local tax revenue because there was a decrease in tax revenue in Pekanbaru City during the COVID-19pandemic. For governance funding to run effectively and efficiently and avoid overlapping funding, the government delegated authority to Bapenda Pekanbaru City as an extended branch. Therefore, RRA implemented strategies to increase taxes during the pandemic. This qualitative research uses a qualitative descriptive analysis method that uses data collection methods such as observation, interviews, and documentation. The benchmarks for assessing the success of the strategy, according to Burhan in Zuchri (2016), are through indicators concerning the future of a decision made now, the process that starts with making strategic plans, facilities, and policies in developing implementing plans; certain attitudes and ways of life because strategic plans determine work habits with consideration of the future; as well as linking three strategic plans at the same time, namely strategic plans, medium-term plans, and short-term budgets. Based on the results of research on the strategy of the Pekanbaru City Local Revenue Agency in increasing local original tax revenue (PAD) during the COVID-19pandemic, the strategy of digitizing services and payment methods is the right thing to increase local tax revenues. However, socialization regarding the strategies made has yet to be carried out evenly to the community, as well as the level of public awareness that still needs to be improved in paying taxes

Abstract

This study aims to analyze the description of modern office administrative services in supporting public services. The research method used is descriptive qualitative, employing surveys to collect data from respondents who are members of the public who have interacted with office administrative personnel. The research results indicate that administrative personnel have a positive response to every member of the public seeking services, and they provide problem-solving solutions to visiting individuals, demonstrating a satisfactory level of satisfaction, although it is considered less important by the public. However, the services provided do not meet expectations. Therefore, there is a need for improvement in the availability of integrated information systems that connect internal units with external stakeholders and the provision of services based on Standard Operating Procedures (SOP) to satisfy the public. The services provided offer a satisfactory level of satisfaction but need to be maintained to avoid excess.
