Abstract

Clean government or good governance is an important concept in public administration aimed at enhancing the quality of public services, improving government-citizen relations, and building public trust in government institutions. Implementing the principles of transparency, accountability, and public participation is essential to reduce corruption, increase bureaucratic efficiency, and encourage citizen involvement in government decision-making. Transparency provides citizens with clear access to information regarding decision-making processes and public policies. Accountability ensures that public officials are held responsible for their actions, while public participation enables citizens to take an active role in policy-making. However, several challenges hinder the implementation of clean government, including weak institutions, a lack of transparency and accountability, and limitations in infrastructure and human resources. Information and Communication Technology (ICT) holds potential to support clean governance by enhancing transparency and expediting administrative processes. Nonetheless, technology implementation is often constrained by inadequate infrastructure. Additionally, low public participation worsens policy quality. Achieving clean government requires institutional reform, strengthening transparency and accountability, and utilizing appropriate technology, supported by active public involvement in every aspect of governance

Abstract

The Regional Public Service Agency (BLUD) is a system implemented by the technical implementation unit of the agency/regional agency in providing services to the community who have flexibility in financial management as an exception to the provisions of regional financial management in general. The implementation of BLUD is carried out with the aim of improving public services and independence of self-financial management. The independence of BLUD financial management in this study focuses on the causes of BLUD's dependence on APBD subsidies and the problems behind it. The research method uses qualitative methods with an emphasis on document studies and interviews. The results of this study show that BLUD's financial dependence on APBD subsistence is caused by the lack of optimal BLUD financial management and administration process. For this condition, it is necessary to improve the BLUD thinking paradigm so that the performance of financial management and administration can increase so that BLUD's revenue receipts are better and the dependence on APBD subsidies can be further reduced

Abstract

The purpose of this study is to build a model of innovation capability, co-creation, and value based selling on the marketing performance of dodol entrepreneurs in North Sumatra. This study uses an explanatory research type with a quantitative approach. Questionnaires were given to the Dodol UKM craftsmen in North Sumatra as many as 60 respondents with a sample technique using a purposive sample based on predetermined criteria. Analysis of the data using descriptive statistics and hypothesis testing using path analysis smartpls. Based on the test, it is explained that the overall hypothesis in the study has a positive and significant effect. First, the Co Creation variable has a positive and significant effect on the innovation capability variable and the marketing performance variable. Furthermore, the Value-based selling variable also affects the innovation capability variable and the marketing performance variable. The innovation capability variable also has a positive and significant effect on marketing performance.

Abstract

This study aims to analyze the implementation of Good University Governance (GUG) in Indonesian higher education institutions through a systematic review of existing literature. The method employed is a systematic literature review of 50 scientific articles published between 2015-2024, focusing on GUG implementation in the context of Indonesian higher education. The research identifies five main themes: (1) challenges in GUG implementation, including resistance to change and resource limitations; (2) effective strategies in GUG application, such as continuous training and development of integrated information systems; (3) positive impacts of GUG on institutional performance, particularly in aspects of accreditation and research productivity; (4) the crucial role of leadership in successful GUG implementation; and (5) the significant influence of organizational culture on GUG effectiveness. The study concludes that GUG implementation in Indonesian higher education institutions is a multidimensional process involving structural, cultural, and leadership aspects. Despite facing various challenges, effective GUG implementation has the potential to bring substantial positive impacts on the performance and quality of higher education institutions. These findings emphasize the importance of a holistic and contextual approach in GUG implementation, taking into account the uniqueness of each institution and the Indonesian higher education environment.

Abstract

The absence of natural disaster control due to climate change can have an impact on economic and environmental aspects. The purpose of this study is to evaluate the role of village governments in implementing the Climate Change Response Village Programme with the SDGs Concept in Gowa Regency. This research uses qualitative and quantitative research methods, whose data are obtained from observations, interviews, document studies and questionnaires of 100 samples from the total population determined using purposive sampling techniques. The theory used in this research is Stuflebeam's CIPP evaluation. The results showed that the village programme in Barombong sub-district was generally successful in achieving its objectives. Although there are some obstacles such as the lack of facilities and infrastructure, finance, and the need to improve human resources. The level of effectiveness of the implementation of the village programme in Barombong Sub-district resulted that the three indicators studied in 5 locations were in the good category. So it is necessary to improve aspects of communication and coordination with the local government of Gowa Regency to be more optimistic about the implementation of the Disaster and Climate Change Response Village programme in achieving the Disaster Ratio Index target of 0 for all households.
