Abstract

The Indonesian government has recognized the importance of community participation in the provision of public services. However, community participation in the public sector is often limited due to various factors, such as lack of access to information, limited resources, and low levels of trust in government institutions. To address these challenges, participatory innovation has been identified as a potential solution to enhance community participation in public services. This study aims to explore the role of participatory innovation in enhancing community participation in public services in Indonesia. Specifically, this study seeks to identify the factors that facilitate or hinder the implementation of participatory innovation and to provide insights for public sector organizations to implement participatory innovation effectively. This study adopts a qualitative research approach. Semi-structured interviews were conducted with public sector officials and members of the community who have experience with participatory innovation in the public sector. The data collected from the interviews were analyzed using thematic analysis. Results: The findings of this study suggest that participatory innovation can enhance community participation in public services in Indonesia. The implementation of participatory innovation has resulted in several positive outcomes, such as increased trust in government institutions, improved access to information, and increased community involvement in decision-making processes. However, the implementation of participatory innovation also faces several challenges, such as a lack of resources, limited capacity of public sector officials, and bureaucratic culture.

Abstract

The performance of medical personnel is obtained by comparing the results of carrying out one's duties in a certain period and is used to measure the results of medical personnel's achievements Emergency means life threatening, while emergency is the need to get immediate treatment or action to eliminate the threat to the victim's life. This study aims to find out the influence of the health team's performance on the quality of emergency services at the Public Safety Center (PSC) 119 Takalar. This study used quantitative research with a Cross Sectional Study design. The population was the entire PSC 119 health team in Takalar. The sampling technique used was Total Sampling. The results of this study reported that punctuality had a direct significant and positive influence on service quality , effectiveness demonstrated a direct significant and positive influence on service quality, independence illustrated a direct significant and positive influence on service quality and work commitment showed a direct significant and positive influence on service quality. This study concluded that (1) punctuality had an influence on the quality of emergency services at PSC 119 Takalar, (2) Effectiveness confirmed an influence on the quality of emergency services at PSC 119 Takalar, (3) independence  showed an influence on the quality of emergency services at PSC 119 Takalar, (4) work commitment illustrated an influence on the quality of emergency services at PSC 119 Takalar (5) demonstrated effectiveness an influence of 17,847 times on the quality of emergency services in PSC 119 Takalar.

Abstract

The success of education and teaching at private universities in North Sumatra Province will depend heavily on the quality of lecturers who are able to produce high lecturer performance. which in the end will be able to improve the performance of the private university. This study aims to identify, analyze and examine Visionary Leadership, Organizational Culture, and Lecturer Competence on Affective Commitment and Job Satisfaction and Their Implications for Lecturer Performance at Private Universities in North Sumatra. This study used a quantitative method with a descriptive analysis and verification analysis approach. In this study, the sample was the lecturers who received the fixed income with a sample of 212 lecturers. The method of analysis in this study uses path analysis (path analysis). The results of the study concluded that: 1). There is a significant influence from Visionary Leadership, Organizational Culture, and Lecturer Competence on Affective Commitment, with a magnitude of influence of 73.18 percent 2). There is a significant influence from Visionary Leadership, Organizational Culture, and Lecturer Competence on Job Satisfaction with an influence of 75.11 percent, and 3) there is a significant influence. of affective commitment and job satisfaction on lecturer performance with an influence size of 85.57 percent. 11 percent, and 3) there is a significant effect. of affective commitment and job satisfaction on lecturer performance with an influence size of 85.57 percent. 11 percent, and 3) there is a significant effect. of affective commitment and job satisfaction on lecturer performance with an influence size of 85.57 percent.

Abstract

Communities living in border areas face greater challenges in terms of access to health compared to urban communities. This article aims to strengthen and complement previous research on health accessibility policies for people in border areas. This research is a literature review that uses the Publish or Perish (PoP) software to search for relevant articles, as well as the Vos viewer to visualize the relevance of previous research. A total of 19 relevant previous studies were used in this study. The results of the research show that people in border areas, both in Indonesia and other developing countries, face significant health access problems. The implication of this research is the importance for governments in developing countries to develop health policies that are applicable and in accordance with conditions in border areas.

Abstract

Much research explained that environmental-based learning contributes significantly to learning quality, but many teachers have not implemented it in the learning process yet. Therefore, this study aimed to describe what teachers need in the implementation of environmental-based learning in the learning process in elementary schools. This study used a quantitative and qualitative design that involved 16 teachers from four elementary schools as research participants. The research data, in the form of nominal data, was collected through a questionnaire, document analysis, and checklist, while verbal data about the problem in implementing environmental-based learning by interview. Nominal data were analyzed by simple statistical analysis techniques, while verbal data was analyzed by following the steps: reduction, classification, categorization, presentation, interpretation, and conclusion. The findings showed that in implementing environmental-based learning, teachers faced many problems caused by internal and external factors, which include the lack of teachers' experience, unavailable sources of information and examples as references, media and facilities available in schools, and policy factors. Teachers needed technical guidelines, workshops/training, and learning media of the learning model to improve their learning. These findings are significant as a basis for policy-making in increasing the learning quality. In addition, these findings lead to an analysis of school needs in developing learning quality.

Abstract

Water is the most important element presented by the creator in the midst of this world, the presence of water can help meet needs and create prosperity for the community, especially the availability of appropriate sanitation and clean water. However, in this case the state represented by the government to exercise power for the realization of people's welfare, sometimes has an apathetic attitude and action towards guaranteeing human rights, in the form of fulfilling the right to clean water for its people. This is especially felt by the people in Kutai Kartanegara district, East Kalimantan province, where local people receive water supply from the government that is not of poor quality because the water that flows to their homes is not clear but has a murky color and sometimes contains mud. Meanwhile, this research was carried out using a normative juridical research method, with a statutory and philosophical approach, through collecting primary and secondary legal sources, and then analyzing it using a qualitative descriptive method . The conclusion in this study is that the guarantee of human rights in the form of fulfilling clean water cannot be felt optimally and comprehensively by the people in Kutai Kartanegara district, East Kalimantan province, clean water is a human right that needs to be guaranteed by the state for community needs, both for household needs and industrial needs. and other needs that cannot be separated from clean water. Konstitusion of concerning health emphasizes that people have the right to enjoy clean and healthy water, in this case what is related to the author's research is that the water that flows in people's homes in Kutai Kartanegara district does not meet clean water standards. so that the community's rights in the aspect of clean water to meet their needs and guarantee their health are still being neglected by the state, in this case the government.

Abstract

In Bombana district, Southeast Sulawesi Province on February 20, 2022 a democratic party was held through the simultaneous general election of village heads throughout Bombana district which was attended by 109 villages as stipulated in Bombana Regent Decree No. 449 of 2021 Concerning Schedules and Stages of Simultaneous Village Head Elections in 2022. In the implementation of local democracy through simultaneous village head elections, there are many practices of money politics carried out by village head candidates, success teams, and the community itself. The purpose of this research is to find out the factors causing the practice of money politics in the simultaneous village election. The method used in this study is a qualitative method by describing the facts that occur in the field to be explained more deeply through primary data sources, namely interviews, and secondary data, namely books and journals. The results of this study indicate that several factors cause money politics in simultaneous village elections in Bombana district, including the habitual factor that continues to occur at every election moment at all levels of democracy that occurs in Bombana district, and economic factors due to the Covid-19 outbreak that hit Indonesia. nationally 2 years ago, the factor of the absence of a special supervisory agency for village head elections, the factor weak laws and regulations on all hierarchies governing villages, and the absence of political education carried out by the local government and stakeholders in building village community intelligence about the dangers money politic.

Abstract

Destructive fishing is fishing activity using materials, tools or methods of fishing that can damage fish resources and the environment. This study aims to determine the strategies for coping with destructive gishing in Makassar City waters. This type of research is using a qualitative descriptive approach and a quantitative approach. A qualitative approach was carried out to determine the strengths, weaknesses, opportunities and challenges of the Makassar City Fisheries Service. Data collection techniques were carried out through observation, interviews, questionnaires and documentation. The results of the study show that there are five powers that are owned by the territorial waters of Makassar City in preventing destructive fishing, namely the laws and regulations that are standard, have supervisors who go directly to the community to carry out socialization, supported by adequate infrastructure, take a persuasive approach to former perpetrators not to carry out destructive fishing, provide infrastructure and facilities for environmentally friendly fishing. This research can be used in making decisions regarding destructive fishing in Makassar city waters, because previous research only focused on damage to natural resources.

Abstract

This paper focuses on the e-Government optimization at The Ministry of Villages, Development of Disadvantaged Regions, and Transmigration as eGovernment has become one of the strategic issues of Bureaucratic Reform. This study aims to identify the aspects of an organization’s environment, to analyze, and formulate strategies for e-government optimization. Evaluation tools use the design-reality gap analysis through seven dimensions of ITPOSMO to assess the level of eGovernment implementation success and identified the critical success and failure factors. Strategy formulation techniques are using three stages of the strategy formulation analytical framework. Results from this study, by measuring the design-reality gap across seven dimensions show eGovernment project is likely to partially fail unless action is taken to correct the gap. Using three stages of the strategy formulation analytical framework defines four strategy recommendations: forward integration, related diversification, backward integration, and product development. Findings from this research will serve to reduce the risks that may affect e-governance success in The Ministry of Villages, Development of Disadvantaged Regions, and Transmigration.

Abstract

This research aims to determine how the government implements policies for protecting and developing children in Makassar City. The research method used is qualitative to examine the relationship between variables. Data collection techniques include interviews and documentation. The data analysis technique follows the steps outlined in the theories of Miles, Huberman, and Saldana, which involve data condensation, data presentation, and drawing conclusions or verification. The research findings based on interviews and observations indicate that the implementation is not efficient and effective in terms of human resources. According to Edwards III's theory, efficient and effective implementation requires sufficient resources. Therefore, Makassar Mayor Regulation Number 45 of 2020, which aims to provide support for street children, has not been fully optimized because the Department of Women's Empowerment and Child Protection still needs more optimized resources, especially in terms of budget allocation. However, when considering the indicators of communication, disposition, and bureaucratic structure, the implementation is deemed fairly effective, as all four dimensions are functioning as intended.
