Abstract

The study focused on how the attitude of the government bureaucracy apparatus in the regional secretariat of Makassar city in providing service to the societies. The study is entitled “The Bureaucracy Pathology in Regional Secretariat of Makassar City in Serving Communities”. The study is expected to give input to the government in evaluating the bureaucracy in the Regional Secretariat of Makassar City. The research aims to describe and explain the attitude of the bureaucratic apparatus in giving service to the community in the Regional Secretary in Makassar City. It is a descriptive study collecting data from two methods: library research and field research. To obtain objective results, data from the field were analyzed qualitatively. Quantitative complementary data were obtained from field reports and notes. Based on the research findings, types of bureaucracy pathologies found in the Regional Secretariat of Makassar City included the apparatus being indiscipline toward the time, they were less responsible, they showed some discrimination, and they were less polite in serving societies

Abstract

The change in the Law on Regional Government, specifically Law Number 23 of 2014, has resulted in significant impacts, particularly the transformation of villages into sub-district units. Issues that have emerged include the working relationship between village heads and sub-district heads, the organizational performance of villages after the regulatory change, and the performance of sub-district organizations in supervising villages. This research was conducted in Bungo Dani Sub-district, Bungo Regency, Jambi Province. The aim of this study is to examine the implementation impacts of the transformation of villages into sub-district units. The research method employed is qualitative research with a descriptive approach, as qualitative research can capture phenomena in detail and provide insights for the researcher. Data collection techniques involved interviews, observations, and documentation. The research utilizes the Manual Data Analysis Procedure (MDAP) to analyze the transcribed interview data collected in the field. The findings of this research are based on the Samoedra Wibawa policy impact evaluation theory. Overall, the research results indicate a satisfactory implementation, but some issues and obstacles were identified, such as poor communication between village heads and sub-district heads due to a lack of understanding of the prevailing regulations. In conclusion, the governance processes generally run well with a few challenges and issues. It is recommended that local governments take a more proactive role in providing education and knowledge to the officials in sub-districts and villages regarding the applicable regulations.

Abstract

Optimizing the utilization of state assets through strategic asset leasing services is important in the context of effective public resource management. However, to achieve this goal, a systematic and integrated approach is required. Therefore, this study aims to combine the TOWS (threats, opportunities, weaknesses, strengths) method with SWOT (strengths, weaknesses, opportunities, threats) analysis to develop an optimal strategy for state asset utilization. This study aims to analyze internal and external factors affecting the utilization of state assets and identify suitable strategies using the TOWS approach. This study used a qualitative approach with SWOT analysis and TOWS matrix. Data were collected through a literature review and interviews with experts in the field of state asset management. Internal and external factors were analyzed to identify relevant strengths, weaknesses, opportunities, and threats in the context of state asset utilization. Based on SWOT analysis, several internal strengths and weaknesses of solar power development companies in South Sulawesi were identified. In addition, external opportunities and threats affecting the company were also identified. Then, using the TOWS matrix, suitable strategies were developed to optimize the utilization of state assets through strategic asset leasing services in the region. Combining the TOWS method with SWOT analysis provides a comprehensive approach in the development of state asset utilization strategies. This research produced a strategy that can be used as a guide in optimizing the utilization of state assets through strategic asset leasing services in South Sulawesi. This strategy considers internal strengths, weaknesses, opportunities, and external threats, so as to increase effectiveness and efficiency in the management of state assets.

Abstract

This research aims to produce a strategic group map of the retail industry in Indonesia at PT Sumber Alfaria Trijaya Tbk. A strategic group is a collection of companies in an industry with similarities in strategy implementation, the scope of operations, and the resources they use to win the competition. The research method used is the case study method, namely a series of scientific activities carried out in detail and depth to reveal an event and activity of an entity in order to gain in-depth knowledge about the event. This study explores strategic groups in the retail industry concerning the position of PT Sumber Alfaria Trijaya Tbk as one of the retail business players, including the supermarket and minimarket sub-sectors. The results of the study show a mapping of strategic groups in the retail industry in Indonesia using indicators of wide geographical coverage and the number of outlets owned by companies in the industry. The strategic group mapping of the Indonesian retail industry consists of sub-sectors: supermarkets and minimarkets (such as PT. Sumber Alfaria Trijaya Tbk), retail electronics (such as PT. Erajaya Swasembada Tbk); retail automotive (e.g., PT. Mitra Pinasthika Mustika Tbk); retail clothing and textiles (e.g., PT MapActivs Adiperkasa Tbk; and PT Mitra Adiperkasa Tbk).

Abstract

Terrorists are not suddenly born, there is a process in which the process starts from radicalization, namely the transmission of radical ideology into a person. The radical understanding included is an ideology that is related to existing extremist ideology and is usually related to certain political groups or religious groups. The most important process in radicalization is in fact the process of giving doctrine to someone by a terrorist group. Once the Doctrine has been given, it becomes difficult to indoctrinate it. It requires a deep understanding of how doctrines are formed and how they are taught. This research describes how the extremist network of a former convict who is now active in deradicalization activities identifies extremist doctrines and ideologies. By understanding the process of identifying doctrines, it will be understood what processes can be carried out to dispel and fight these doctrines to carry out deradicalization. In this study, the case raised is the extremist network experienced by Agus Suprianto alias Farel, in his journey, he went through a process of accepting radical ideology up to extremist ideology, in the end he was deradicalized and is now in the Pancasila ideology which refers to national unity. The provisions are used to carry out empowerment activities and carry out deradicalization efforts.

Abstract

This research was conducted to analyze the influence of competence, commitment, and ethics variables on responsibility at the Inspectorate of Central Kalimantan Province. This research was designed to quantitatively use explanatory research methods with a causality approach design or a causal relationship between two variables. Following the research location at the Inspectorate of Central Kalimantan Province, the total population of employees serving as APIP is the Government Oversight Function (PPUPD) and Auditor Functional, who are directly involved in supervisory activities. The samples used in this study were all APIPs in the Inspectorate of Central Kalimantan Province, namely 64 people. The research instrument used in this study was a structured questionnaire equipped with alternative answers. The respondent only had to choose the alternative that best suited the respondent's experience, opinion, or feelings. Data analysis uses the help of SPSS and Smart PLS statistical analysis tools. The findings from this study are that the competence variable has a significant direct effect on commitment. The ethical variable has no significant impact on loyalty. Competence, ethics, and commitment have no significant effect on performance. Meanwhile, from the results of the indirect effect test, the commitment variable cannot mediate the influence of competence on performance. It is also unable to mediate the effect of ethics on performance.

Abstract

The ability of local governments to optimize existing resources is of course the key for regions in implementing regional autonomy. Law Number 23 of 2014 does not completely regulate the settlement of regional boundary disputes, but what regulates the determination and confirmation of territorial boundaries both on land and at sea is contained in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 45 of 2016 concerning Guidelines for Determining and Affirming Village Boundary. Territorial border conflicts are things that often occur in several districts, cities and even villages. The dynamics of border governance between Penyengat Village and Rawa Mekar Jaya Village is a conflict that arises because of different views regarding the agreed boundaries. There are five indicators of border governance. The method used in this research is descriptive research method with a qualitative approach. Data collection techniques with literature study, in-depth interviews and observation. The results showed that the border management between Penyengat Village and Kampung Rawa Mekar Jaya had not been resolved as the government hoped, responsibility and equality in seeing the wishes of the community tended to be neglected. boundary.

Abstract

The tourism industry in Indonesia has witnessed substantial growth in recent years, positioning the country as a prominent destination in Southeast Asia. However, alongside this growth, there has been a growing need for improved public services to cater to the increasing number of tourists. This research aims to investigate the impact of public service innovation on the growth and sustainability of the tourism industry in Indonesia. Through a comprehensive analysis of innovative approaches and best practices in public service delivery, this study identifies key strategies and policies that have successfully enhanced the overall tourist experience. The findings highlight the pivotal role of public service innovation in driving the tourism sector's expansion, improving visitor satisfaction, and fostering sustainable development in Indonesia's tourism landscape.

Abstract

This study aims to determine the effect of remuneration, work ethic, organizational culture and corporate image on improving the quality of Human Resources at the Office of the Ministry of Religion, South Tangerang. The method used is quantitative and the sampling method uses saturated samples from a total of 140 respondents. Data analysis used validity, reliability, classical hypothesis, regression, correlation coefficient analysis, certainty analysis, and hypothesis testing. Remuneration research results have a positive and significant effect on improving the quality of human resources, this is indicated by the value of t count > t table or (7.254 > 1.977) this is strengthened by a significance of 0.000 <0.05. Work ethic has a positive and significant effect on improving the quality of human resources, this is indicated by the value of t count > t table or (8.857 > 1.977) this is strengthened by a significance of 0.000 <0.05. Organizational culture has a positive and significant effect on improving the quality of human resources, this is indicated by the value of t count > t table or (8,155 > 1.977) this is reinforced by a significance of 0.000 <0.05. Remuneration, work ethic and organizational culture simultaneously have a positive and significant effect on quality improvement, this is indicated by the calculated F value > F table (47.619 > 2.670) and sig. < 0.05 (0.000 < 0.05) with an influence contribution of 51.2%.

Abstract

This article aims to evaluate the implementation of agricultural policies and identify the challenges faced in the agricultural transformation process in Indonesia. The background of the study revolves around the importance of agricultural development in achieving sustainable economic growth, food security, and poverty reduction in the country. The study's objective is to assess the effectiveness of policy implementation and understand the key challenges hindering the agricultural transformation process. To achieve the research objective, a qualitative approach was employed. Qualitative interviews were conducted with key stakeholders, including government officials, farmers, and agricultural experts, to understand their perspectives on policy implementation and identify challenges faced at the ground level. The findings of the study reveal both positive outcomes and challenges in the implementation of agricultural policies in Indonesia. The policy implementation has led to increased investment in agricultural infrastructure, technology adoption, and productivity improvement in certain regions. However, challenges such as limited access to credit and markets, inadequate extension services, and climate change impacts have hindered the desired transformation. The study underscores the need for improved coordination between government agencies, increased investment in rural infrastructure, targeted support for smallholder farmers, and climate change adaptation strategies to overcome these challenges.
