Abstract

This study aims to determine the implementation of Know Your Customers (KYC) and Citizen Charter (Service Contract) strategies in increasing employee responsiveness in collecting retribution for Bone Regency. The type of research used is descriptive qualitative. Data collection used observation techniques, interviews, and documentation. The analysis technique is carried out through data collection, data reduction, data presentation, and concluding. The results of this study indicate that the implementation of the public service responsiveness strategy of Bone Regency in collecting retribution is considered to be less responsive based on each of the 3 indicators of the two responsive strategies, there is one indicator on the Know Your Customers strategy which is considered not good, namely approach, while two other indicators are considered good, namely (surveys, observations, interviews) and know customers. The indicators on the three Citizen Charter strategies (Service Contracts) are considered to be still not good, namely service users as the centre of attention, service contracts, and system determination. Of course, there are still shortcomings that need attention, namely paying more attention to the needs of traders, following up on merchant complaints quickly, and providing services according to existing regional regulations. If this is allowed to continue, it will harm the implementation of public services in the future, bearing in mind that the increasing needs of traders must be supported by managers who are alert and responsible for their main tasks and functions, so that responsive services can be created.

Abstract

Tracing the problems of public services in Indonesia can actually be seen in several periods of governance, for example starting during the New Order era and finally the reform period. The citizen charter service contract is one of the innovations in public service management towards responsive service delivery and in accordance with the needs of the community. In the citizen charter service contract requires active involvement of citizens, also empowering citizens through the introduction of rights and obligations between users and service providers which will raise citizen awareness to control the implementation of public services. citizens also have the right to participate in the delivery of services and citizens must also be empowered so that they have a bargaining position when dealing directly with the service provider bureaucracy. The implementation of the citizen charter service itself consists of five principles, namely service vision and mission, service standards, service flow, community complaint unit, service user survey

Abstract

This study focuses on the process of talent management-based training planning, which is expected to generate high-performing human resources. The research method used is qualitative with a descriptive exploratory approach, with the research output being the stages of talent management-based training planning. The objective of this research is to design the stages of talent management-based training planning along with its supporting instruments, in order to produce high-performing human resources. The implementation of talent management in human resources training is one of the strategies that companies can use to obtain human resources with excellent performance quality, as well as to assess, train, and optimize the human resources owned by the company, where talent management can address retention or employees' desire to leave the organization. The impact of talent management implementation in the implementation of human resources training that adopts the DISC personality concept (Dominance, Influence, Steadiness, and Compliance) is expected to benefit both the company and the relevant employees, as follows: (1) Improving the business value of the company to shareholders; (2) Increasing customer satisfaction; (3) Enhancing the quality, productivity, and capabilities of human resources; (4) Boosting employee motivation and commitment to high performance; (5) Facilitating career development and mapping for employees; (7) Enhancing employees' contribution of knowledge to company objectives.

Abstract

The purpose of this study is to analyze the types of Makassar City Government Public Service innovations through the establishment of the Makassar City Ombudsman (OKM) institution. This study uses research with a qualitative method approach. The key informants in this study were the Chairperson of the Makassar City Ombudsman (OKM), the Mayor of Makassar as the leader of the Regional Apparatus Organization (OPD) of the Makassar City Government, related OPDs who directly carry out public services directly to the community, the Community as service recipients and information providers to OKM, Members DPRD Makassar Commission A. The results of the study show that the innovations carried out by the Makassar City Government through the Establishment of the Makassar City Ombudsman, by looking at 3 types of innovation in the public sector through the establishment of OKM namely, and these innovations fall into 3 types, namely (1) Radical innovation, (2) Top down innovation to bottom up innovation and (3) Needs led Innovation and efficiency-led innovation.

Abstract

This article aims to explore the significance of public entrepreneurship in achieving success and fostering innovation within public organizations in Indonesia. The background of the study highlights the growing recognition of the importance of entrepreneurship in the public sector and its potential to drive positive change and deliver better services to citizens. The research objective is to identify the key factors that contribute to the success of public entrepreneurship in Indonesia's public organizations. A qualitative research method, including interviews and case studies, was employed to gather data and analyze the experiences of successful public entrepreneurs. The findings reveal that factors such as leadership support, a conducive innovation ecosystem, collaboration with stakeholders, and a culture of risk-taking and experimentation are vital for the success of public entrepreneurship in Indonesian public organizations. This research provides valuable insights for policymakers, managers, and practitioners in fostering public entrepreneurship and harnessing the transformative power of innovation for the betterment of public service delivery in Indonesia.

Abstract

This research aims to investigate the effectiveness of digital marketing strategies in the public sector of tourism and their role in enhancing promotion and engagement within the tourism industry. The background of the study highlights the increasing importance of digital platforms in marketing and the need for the public sector to adopt effective strategies to promote tourism. The objective of this research is to analyze the methods employed by public sector organizations in implementing digital marketing strategies and to assess their impact on promotion and engagement in the tourism industry. To achieve this objective, a mixed-methods approach was utilized, combining quantitative analysis of digital marketing campaigns and qualitative interviews with key stakeholders in the public sector of tourism. The quantitative analysis involved evaluating the reach and engagement metrics of various digital marketing initiatives, including social media campaigns, email marketing, and website optimization. The qualitative interviews provided insights into the decision-making processes, challenges, and success factors associated with implementing digital marketing strategies. The findings of this research reveal that effective digital marketing strategies play a crucial role in promoting tourism and enhancing engagement in the public sector. The analysis of digital marketing campaigns demonstrates the significant impact of social media platforms, targeted email marketing, and website optimization in reaching and engaging with the target audience. Additionally, the interviews highlight the importance of collaboration between public sector organizations, private sector stakeholders, and local communities in designing and implementing effective digital marketing strategies.

Abstract

This study aims to examine the creation of alternative tourism attractions in Makassar City. It is qualitative research, and the informants include the Mayor of Makassar, the Head of the Department of Tourism and Creative Economy, the Head of the Makassar District, the Chairman of the Regional Board of the Indonesian Hotel and Restaurant Association (PHRI) in South Sulawesi, the Chairman of the Regional Board of the Association of Indonesian Tours and Travel Agencies (ASITA) in South Sulawesi, and the local community. Data was collected through observation, interviews, and documentation. The data analysis technique employed was qualitative descriptive analysis, involving data reduction, data presentation, and conclusion drawing or verification. The research findings indicate that the implementation of the Makassar Tidak Rantasa (MTR) Policy, which includes the Lorong Garden program, has successfully transformed several alleys or lanes into cleaner, healthier, and more attractive places to visit, particularly in the Makassar District. However, these changes have not yet created alternative tourism attractions. The recommendation from this study emphasizes the need to consider the principles of tourism attraction management to follow up on the Lorong Garden program and ultimately create alternative tourism attractions in Makassar City.

Abstract

Poverty alleviation is one of the efforts to improve the welfare of society. The resulting impact can affect life and the fulfillment of basic needs of society such as food needs. This study aims to analyze the implementation of the non-cash food assistance program in Takalar Regency. The method used in this research is qualitative-explorative to examine the implementation of the non-cash food assistance program as a national initiative to fight poverty. Data was collected from interviews, field observations and existing literature, then Nvivo 12 Pro was used to analyze the results. The location in this study is in Takalar Regency. The research results show that the implementation of the non-cash food assistance program has gone well, such as access to information. However, the findings in this study that were considered less than optimal were related to executor accountability, timeliness, suitability for needs, not on target, and target group coverage.

Abstract

This study aims to investigate the utilization of information technology in knowledge sharing as a means to improve the performance of public organizations. The background of the research emphasizes the growing importance of knowledge sharing in enhancing organizational performance in the public sector. With the rapid advancement of technology, leveraging information technology platforms has become crucial for effective knowledge management and sharing. The research employs a mixed-methods approach, combining qualitative and quantitative methods. The qualitative phase involves a comprehensive literature review to explore the theoretical foundations and best practices of knowledge sharing and the role of information technology in the public sector. Additionally, interviews and focus group discussions with key stakeholders from various public organizations will be conducted to gain insights into current knowledge sharing practices and the potential challenges faced. In the quantitative phase, a survey questionnaire will be administered to a sample of public organization employees to assess their perceptions of knowledge sharing practices and the impact of information technology on organizational performance. The collected data will be analyzed using appropriate statistical techniques to identify correlations and patterns between the variables. The anticipated findings of this research will contribute to a deeper understanding of the utilization of information technology in knowledge sharing and its impact on organizational performance in the public sector. The results will provide valuable insights for public organizations seeking to enhance their knowledge sharing practices and leverage technology effectively to achieve improved performance outcomes.

Abstract

Poverty has a contribution to increase the number of street children then, street children are minors who maintain their lives on the streets. Many children stay in the street to make a living every day.  Because they are the country's most important resource, children, the policy and investment decisions made today will have significant implications for the country's future. The aim of this analysis is to analyze the implementation of public policy on behaviour change of street children in Indonesia. The method used in this analysis is Narrative Policy Analysis (NPA). NPA is a research method by using a narrative approach. Policies in dealing with street children in Indonesia are still top-down, so their implementation is measured through the indicators put forward by Edward III which include: communication, resources, arrangements, and bureaucratic structures. However, the needs of street children must also be known through a collaborative approach by combining top-down and bottom-up methods. In conclusion, direct individual support from government officials, the social community, and families also play a role in changing the behavior of street children. Policies that are repressive and do not understand the condition of street children tend not to change the behavior of street children. Policies should concern the real needs of street children and find out the vital causes of why they choose to live on the streets to prevent those condition. This analysis focused only on narrative policy to overcome children’s welfare. Thus, this analysis has a limit in comparing the condition of street children in various cities of Indonesia.
