Abstract

The Covid-19 pandemic has significantly impacted health and the economy, leading many countries, including Indonesia, to launch social protection programs to mitigate the negative effects of the crisis. This research employs a qualitative research method with purposive sampling in selecting informants. Data analysis is conducted using the Miles and Huberman method, supported by the Nvivo 12 application. The research findings indicate that the implementation of social assistance policies for communities affected by the Covid-19 pandemic in DKI Jakarta Province involves two main aspects: policy content and policy implementation context. The policy content aspect encompasses factors such as influencing interests, types of benefits provided to the community, the expected extent of change, the roles of policymakers, the implementation of social assistance programs, and the limitations of available resources. On the other hand, the policy implementation context aspect includes power, interests, and strategies of the actors involved, the characteristics of institutions and authorities distributing social assistance, as well as the compliance levels and responses from policy implementers.

Abstract

Central Jakarta has increasingly bad levels of air pollution, it is recorded that Jakarta is ranked third with the worst air in the world. Purchasing an electric vehicle is one way to minimize bad air. This research uses the Theory of Planned Behavior (TPB) to understand and predict what characteristics or variables influence the purchase of electric vehicles in Central Jakarta. The research sample consisted of 166 respondents who had purchased an electric vehicle. Data analysis used descriptive statistics and PLS-SEM. The perception of ease of avoiding pollution influences the lack of desire to protect oneself, and the protect intention (PI) influences purchasing behavior (PB). Subjective norms (SN) and attitudes towards electric vehicle purchasing behavior (ATB) are important elements that can increase a person's desire to defend against pollution by purchasing an electric vehicle. Perceived behavioral control (PBC) challenges subjective norms and attitudes toward electric vehicle purchasing behavior. Perceived behavioral control is proven to be a solution to preventing air pollution.

Data collection techniques in this study were by distributing questionnaires, observations, interviews and literature studies. The population in this study were all people of Sukabumi City who were registered as the Permanent Voters List (DPT) in the Sukabumi City area, with a total of 100 respondents from 7 sub-districts in Sukabumi City. The sampling technique used by researchers was probability sampling with cluster sampling technique. Data processing in this study used Statistical Product and Service Solutions (SPSS) 26. The result of this study is that e-democracy activities in Sukabumi City are in the high category, where based on the hypothesis test, obtained ttabel 1.660 < tcount 10.127, then H0 is rejected, and Ha is accepted. The accepted hypothesis reads that the level of e-democracy in the 2019 simultaneous general elections in Sukabumi City is above 50%.

Abstract

President Joko Widodo officially introduced the State Civil Apparatus (ASN) to core values and employer branding. As a public servant, policy implementer, and unifier of the nation, ASN plays a critical and strategic function, requiring unity of steps in the concept and work methods from the national government to local governments. The goal of these basic principles is to develop civil servants' culture so that they can operate professionally, particularly in the delivery of public services. The mentality issue in dealing with work pressure and change or disruption that necessitates a shift in thought and innovation has not been entirely resolved. A service-oriented mentality is one of the key values. RSUD Banten is one of the public-sector health-care organizations in Banten Province. With the establishment of RSUD Banten, it is envisaged that the needs of public health services in Banten Province can be satisfied to the greatest extent possible, one of which necessitates professional implementing human resources as service providers. The research method uses qualitative methods with a descriptive approach. Data analysis techniques using the model of Miles et al. The results showed that BerAKHLAK's core values have been implemented well by employees at RSUD Banten.

Abstract

To obtain superior Human Resources (HR) is still a challenge in various countries. Health and education are the focus of the main problems that hinder the achievement of superior human resources. Millions of young children are still not reaching their full potential due to a lack of nutrition, learning, and stimulation as well as exposure to stress. Bone Regency is one of the districts in South Sulawesi with a relatively high stunting rate. Bone Regency ranks 4th as a district with a high prevalence of stunting out of 24 districts in South Sulawesi after Jeneponto, Maros, Takalar. Bone Regency is one of the regencies that has been the location for stunting management interventions since 2019, considering that the stunting rate in Bone Regency is quite high. The purpose of this study was to analyze the intervention of the government, in this case stakeholders, non-governmental organizations, communities and the private sector, to collaborate to solve the problem of stunting in Bone district. One of the keys to effective collaborative governance requires governance structures and processes that facilitate coordination and decision-making across sectors. The data collection method was carried out through in-depth interviews and focus group discussions involving stakeholders at the provincial and district levels, to program implementers at the community level - sub-districts/community health centers (puskesmas) and villages/kelurahans. In-depth interviews with stakeholders at the provincial and district levels whose fields of work are related to programs/activities related to stunting prevention. So that the research results can describe the Electronic Based Government System (SPBE) in realizing active collaboration between stakeholders in the following years

Abstract

The Farmer Card is a transaction tool in the form of debit cards such as ATMs that function as a means to redeem subsidized fertilizers. This research focuses on the effectiveness of the Farmer Card Program in distributing subsidized fertilizers in Jampangkulon District, Sukabumi Regency. This research began with the discovery of several problems including uneven distribution of subsidized fertilizers because there are still many farmers who do not get subsidized fertilizer balances, then farmers complain that they do not understand how to apply the Farmer Card, and finally EDC machines that often error so that they can hinder transactions. The theory used to measure and know about how effective the Farmer Card Program is using the theory proposed by Duncan (1973: 274-275). The method used in this study is a qualitative method with a descriptive qualitative approach. The results in this study show that the Farmer Card Program has not been effective because the main purpose of the Card is to prosper and facilitate farmers in redeeming subsidized fertilizers, but in fact farmers still feel burdened, especially for farmers over the age of 40 years who are not tech-savvy. Then there are still many obstacles that occur, especially the problem of EDC machines as a means of fertilizer redemption transactions often errors because the network in Jampangkulon District is not yet stable. Keywords: Effectiveness, Farmer Card Program, Subsidized Fertilizer Distribution
