Abstract

This research aims to analyze the political communication strategy of the DKI Jakarta Golkar DPD in rebuilding the party's positive image ahead of the 2024 legislative elections. The research method used is qualitative with a descriptive approach. Secretary of the DKI Jakarta Golkar DPD, Chair of the DKI Jakarta DPRD, Golkar Faction, Deputy Chair for Organizational Affairs and Membership of DPD Golkar, Academics and Community Figures. The data collection techniques used in this research come from primary and secondary data using observation, interviews, and documentation. Meanwhile, the data analysis techniques used were data reduction, data presentation, and the withdrawal of political communication strategies using a political marketing approach carried out by DPD Golkar DKI Jakarta, which was successful in rebuilding the political image that had fallen since the corruption case involving the chairman of the DPD. The implication of the success of this political image is an increase in votes and seats in the results of the 2024 Legislative Election.

Abstract

One aspect of organizational resources is Human Resources (HR). Human resource development programs are very important in an organization to improve employee performance, because development can encourage the self-quality of existing employees. One of the variables that can be used in developing human resources is to understand Organizational Capability. Organization Capability is useful for developers of Village-Owned Enterprises (TVEs) can carry out their business processes well, so that TVEs can grow and develop. There are three things in understanding Organizational Capability, namely: Social Capital, Human Capital, and Intellectual Capital. Social Capital has a role in facilitating access to wider information sources and improving the quality, relevance and timeliness of information. Human Capital is defined as the knowledge, skills and abilities that reside with an individual and are utilized by the individual. Meanwhile, Intellectual Capital is conceptualized as knowledge to determine organizational capabilities. This type of research is explanatory with a quantitative approach. The research location was carried out at 9 TVEs in Wonosalam District, Jombang Regency with 32 TVEs administrators as respondents. The research results show that Intellectual Capital, Social Capital, and Human Capital have a significant simultaneous influence on the TVEs Business Model.

Abstract

This paper aims to analyze the problem of sexual violence in Aceh using the Multiple Perspective Analysis theory introduced by William N Dunn. Sexual violence is complex problem with cases like an iceberg phenomenon where few cases are visible or openly reported while the majority of the problem remains hidden or undetected. Sexual violence cases in Indonesia are difficult to handle in many provinces, such as Aceh, where this problem has been a protracted problem that must be resolved with effective solutions. The method used in this paper is a qualitative method with secondary data sources and literature studies. The results found by the researcher show that the problem of sexual violence in Aceh caused by multiple factors ranging lack of availability for safe house facilities and the unoptimal service system from the PPA unit at Aceh police, TPKS Law that cannot be implemented optimally due to overlapping regulations with Qanun Jinayat, and the taboo discussion of “sex” in the community that impacts survivors who often get negative stigma from the community. This research provides useful implications for a sustainable sexual violence response system in Aceh that requires effective leadership from the government, efficient infrastructure, and an effective response system.

Abstract

Crimes cannot be separated from personal security and are a serious threat to the security and welfare of society. This study aims to determine the relationship between the impact of population, poverty and individual security and crime in Makassar City. The method used in this research is a qualitative method using a normative descriptive approach. The data collection in this research is through observation, interviews and documents. Then the data is analysed by researchers to get the best conclusion. The result of this research is the analysis of the impact of population on crime and individual security is becoming increasingly relevant and important. High population density in an area can place pressure on resources and infrastructure, creating an environment that is less safe and prone to crime. High population density can increase economic competition, create social instability, and complicate law enforcement.

Abstract

 The rapid development of technology in the era of society 5.0 is characterized by the rapid pace of information technology, this also makes various challenges appear in various aspects, one of which is education. The functions and objectives of National Education are none other than to develop capabilities and form distinguished national character and civilization in the context of educating the nation's life. In the education system in Indonesia. This research was conducted with a qualitative approach, through literature studies. Data collection was carried out by tracing various sources of literature or literature in the form of RI Minister of Education and Culture Regulation Number: 262/M/2022, journals, and other documents related to the independent curriculum. The independent learning curriculum is presented as an answer to the occurrence of a comprehensive transformation in all aspects, especially the demands of human resources who are able to compete and adapt. The implementation of the independent curriculum in the era of society 5.0 for 12 years of compulsory education has been implemented since February 2022 by the MENDIKBUDRISTEK as one of the independent learning programs to improve the quality of learning. Monotonous learning is a barrier for students to demonstrate their abilities and competencies. The pattern of life that is happening is increasingly dynamic as if there are no limits, this is proven by the development of the world of technology which is growing rapidly. Therefore, education must be able to keep up with the dynamics of the times. In its application, the Merdeka curriculum must also be adapted to the conditions and characteristics of each school, so as to maximize existing potential. In this case, schools must be able to identify the needs and challenges faced, and develop appropriate strategies to overcome them. Thus, it is hoped that the learning process in schools can run well and produce quality output.

Abstract

The strategic management of Educational Operational Grants (Indonesia: Bantuan Operasional Penyelenggaraan Pendidikan - Pusat Kegiatan Belajar Mengajar BOP-PKBM) at PKBM Melati in Ogan Ilir plays a vital role in enhancing the quality of non-formal education. This study aimed to explore the effectiveness of strategic management practices in optimizing the use of BOP funds to improve educational outcomes. Using a qualitative research approach, data were collected through interviews, observations, and documentation involving key stakeholders such as the school principal, treasurer, tutors, and local education authorities. The findings reveal that the management at PKBM Melati prioritizes efficient allocation of funds towards critical areas like teacher training, curriculum development, and facility maintenance. Transparency is maintained through clear reporting mechanisms, ensuring all stakeholders are informed about fund utilization. Additionally, community involvement in the management and oversight of BOP funds fosters a shared responsibility for educational quality. Regular evaluations are conducted to assess the effectiveness of fund usage, with adjustments made as necessary to maximize impact. The study concludes that strategic planning, stakeholder collaboration, continuous evaluation, and rigorous oversight are essential components for achieving sustainable improvements in educational quality at PKBM Melati. The research contributes valuable insights into the strategic management of educational grants in non-formal settings, emphasizing the need for comprehensive planning and accountability to meet the educational needs of underserved communities.

Abstract

The needs of the community in terms of public services have increased, so the government as a public service agency is trying to respond to all the community's needs in terms of public services. This condition is caused by the development of the global environment, which affects public services and demands the government to play a role in addressing various community interests. In implementing public services, the government cannot work alone. Cooperation or collaboration from various parties outside the government agency is needed as an effort in the government's response as a public servant to improve public services that meet what is needed by the community. The research method used in this study is a descriptive qualitative method. Data is obtained based on interview results, observation results, and a review of documents related to the research to describe and analyze phenomena and events individually or in groups. Data collection techniques are conducted through interviews, observations, documentation. In this research, the description/characteristics of informants consist of four (4) main elements, namely: Government element: Tourism Office, and Tallo District, Business/Practitioners: MSMEs, Academics: Lecturers involved in the implementation of Tourism Alley, Community: Community implemented for approximately one year in the city of Makassar, South Sulawesi Province. The selection of the study locus considers collaboration between sectors in improving public service innovation. The research result of collaborative governance on the innovation of tourism alley in Makassar city is that the collaboration that has been done in the tourism alley of Makassar city has been quite good, but still needs to be improved, especially the involvement of various stakeholders.

Abstract

The ambiguity in the implementation of the No-Smoking Area (NOSAR) public policy is a topic of discussion among people occasionally, along with the underlying perspective of its users (smokers). This article explains the implementation of the NOSAR policy. Qualitative research methods with a phenomenological approach were used to reveal the meaning behind the facts of implementer and smoker behavior. The data collection technique is through observation at the locus where markers or writing are placed that inform about the prohibition of smoking. Apart from that, in-depth interview techniques were used with informants, both policy implementers and active smokers and passive smokers, while exploring documents regarding regulations regarding NOSAR in Bekasi City Government agencies, Indonesia. The data analysis follows an interactive model: data collection, condensation, data presentation, and verification/conclusion. The results of the research found that the implementation of the NOSAR policy in the City of Bekasi has been implemented effectively. However, there are still various obstacles found in the context of its implementation, including a lack of proportional human resources and funds for implementing regional regulations, a lack of coordination between agency leaders and employees, the implementation of trials Justice for NOSAR violators is limited to giving verbal warnings and no administrative sanctions have been given, so that violations of the rules in the NOSAR are still often found.

Abstract

Determinants as supporters or obstacles to optimizing the role of Bhabinkamtibmas in building public trust are analogous to two sides of one coin which revolves around the implementation of the main tasks, authority, and functions of the institution that accommodate it. These organizational factors have a sustainable impact on service effectiveness and strengthening relations between government institutions and the community. The article resulting from this research explains the determinants of optimizing the role of Bhabinkamtibmas in building public trust in certain loci. Data, information, and knowledge regarding the research focus were obtained through observations, interviews, and focus group discussions with informants as members of Bhabinkamtibmas (police, army, sub-district officials), community leaders, religious leaders, non-governmental organizations (NGOs), and academics. The data is analyzed using an interactive model which includes data collection, data condensation, and verification using the Important Performance Analysis (IPA) technique which is presented through a spider curve, and drawing conclusions. The research results found that there are several aspects as determinants that support or hinder efforts to build public trust in the demarcation of duties of the Makassar Indonesian Big City Resort Police (Polrestabes). Determinants as supporters or obstacles to optimizing the role of Bhabinkamtibmas in building public trust include the quality of public services, actor leadership style, transparency and accountability, public participation, effective communication, justice and equality in public policies and services, competency and integrity of the apparatus. The glue that unites the sustainability of these determinants is the leadership style and learning of the Bhabinkamtibmas organization as a representation of the Indonesian National Police (Polri).

Abstract

Information technology allows offices to manage information and communication more effectively and efficiently. By using information technology, offices can optimize the data management process. This study aims to determine the effectiveness of the use of information technology in employees of PT. Midi Utama Indonesia Tbk Makassar, and to find out the supporting and inhibiting factors for the effectiveness of the use of information technology in employees of PT. Midi Utama Indonesia TBk Makassar.  This research uses a qualitative method, therefore in order to achieve a research objective, data collection techniques are used, namely observation, interviews, and documentation. The informants of this research were 5 employees of PT. Midi Utama Indonesia Tbk Makassar. The results of this study show that the effectiveness of the use of information technology in employees of PT. Midi Utama Indonesia Tbk Makassar can be seen from the indicators that hardware, software and brainware are "effective". It can be seen from the aspect that the hardware that uses a computer is adequate with good quality so that it is very helpful for employees in supporting office activities. From the aspect of software used to process data, including processing, compiling, and storing data, it is quite flexible in supporting the work in the office, one of the applications used is a spreadsheet data processing application that produces relevant, accurate and timely information. From the human aspect (brainware) of human resources in the office of PT. Midi Utama Indonesia Tbk Makassar stated that the technology component is very important in carrying out the development of the use of information technology and all the devices that have been provided. The supporting factors of information technology are information systems that utilize information technology to facilitate the management of various forms of facilities and infrastructure as well as information technology that makes it easier for employees to carry out their individual needs, while the factors that hinder the use of information technology are several problems that are often faced including high dependence on information technology, incompatibility with business processes, regulatory readiness,  procedures, and limitations of human resources, information technology is often not supported by an effective management system and work process, as well as limited human resources.
