Jurnal Pembangunan Pendidikan: Fondasi & Aplikasi (JPPFA) is interested in comparative studies that lead to new insights and challenge of orthodox theories; that have potential for policy impact; and that apply to broad range of settings, including industrial democracies as well as low and middle income countries, countries in political transition and countries recovering from armed conflict and social unrest. JPPFA also considers papers that look at education and development through the policies and practices of official development assistance and commercial education trade. JPPFA engages these approaches to deepen the understanding of the relationship between education policy and development.

Abstract

Penelitian ini bertujuan untuk mendiskripsikan manajemen budaya sekolah yang ada di MTs Ali Maksum Sewon, Bantul. Penelitian ini merupakan penelitian kualitatif naturalistik dengan pendekatan kualitatif. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah, tenaga pendidik, dan siswa. Data penelitian dikumpulkan melalui pengamatan langsung (observasi), analisis dokumen, dan wawancara secara mendalam. Untuk meningkatkan keabsahan data, peneliti menggunakan tehnik trianggulasi. Hasil penelitian ini adalah sebagai berikut. (1) pengembangan budaya sekolah berbasis pesantren sebagai identitas atau karakteristik madrasah dilakukan dengan berpedoman pada nilai-nilai kepesantrenan melalui sistem pendidikan dan pengajaran, yaitu kurikulum yang diterapkan dengan mengadopsi kurikulum kemenag 100% dan kurikulum pesantren 100%, dan program unggulan dan kegiatan ekstrakurikuler mampu meningkatkan motivasi belajar dan prestasi peserta didik, (2) pengelolaan budaya sekolah yang dikembangkan menyertakan peran langsung kepala madrasah dengan melakukan kegiatan manajemen yang meliputi perencanaan, pengorganisasian, motivasi, dan evalusi melalui pembentukan tim yang bertanggungjawab mengatur kegiatan, penjadwalan, koordinasi langsung dengan bawahan dan pembimbing di pondok, serta peninjauan dan pengawasan baik secara langsung maupun tidak langsung sebagai pertimbangan dalam evaluasi.Kata Kunci: budaya sekolah, manajemen, pesantren MANAJEMEN OF PESANTREN BASED SCHOOL CULTURE AT MADRASAH TSANAWIYAH ALI MAKSUM, SEWON, BANTUL, YOGYAKARTAAbtractThis research was aimed to discription the management of school culture at MTs Ali MaksumSewon, Bantul. This was qualitative naturalistic research using the qualitative approach. The research subjects were the headmaster, deputy headmaster, teachers, and students. The data were gathered through three main direct observation, document analysis, and in-depth interview. To develop the data validity, the researcher used the triangulation technique. The research results were as follows. (1) The development of pesantren-based school culture as a madrasah identity and characteristic was conducted based on Islamic school of Koranic studies values through educational and teaching system, curriculum applied by adopting the curriculum of Kemenag 100% and curriculum of pesantren 100% as well as excellent programs and extracurricular activities which were able to improve students learning motivation and achievement. (2) The management of school culture was developed by involving direct roles of madrasah principal by performing management activities that covered planning, organizing, motivation and evaluation through establishment team that was responsible to handle activities, scheduling, direct coordination with subordinates and instructors in school and direct and indirect observation and supervision as an observation in evaluation.Keywords: school culture, management, pesantren (Islamic school)

Abstract

Artikel ini bertujuan untuk mengetahui: (1)konsep pendidikan karakter di Madrasah Ibtidaiyah, dan (2) model pengembangan pendidikan karakter di Madrasah Ibtidaiyah. Penelitian ini menggunakan metode kualitatif deskriptif. Pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi terhadap kegiatan pembelajaran di  Madrasah Ibtidaiyah.  Penelitian ini berhasil menemukan bahwa: (1) konsep pendidikan  karakter di Madrasah Ibtidaiyah  merupakan bentuk pendidikan yang memuat materi-materi pendidikan karakter yang diperuntukkan bagi pembelajaran anak sejak dini dalam rangka mengenalkan dan menanamkan karakter-karakter baik pada diri anak. (2) model pengembangan pendidikan karakter di Madrasah Ibtidaiyah dilakukan dengan menggunakan empat model pendekatan penyampaian, yaitu model sebagai mata pelajaran tersendiri (monolitik), model terintegrasi dalam semua bidang studi, model di luar pengajaran dan model gabungan. Dari keempat pendekatan tersebut yang cocok diterapkan di Madrasah Ibtidaiyah hanya dua, yakni: model terintegrasi pada semua bidang studi dan model gabungan.Kata kunci: pendidikan karakter, madrasah ibtidaiyah THE MODEL OF CHARACTERISTIC EDUCATION IN MADRASAH IBTIDAIYAHAbstractThe purpose of this article is: (1) to describe the concept of character education in Madrasah Ibtidaiyah, (2) to describe the development of character education model in Madrasah Ibtidaiyah. This study was a descriptive qualitative method. The data were collected through interviews, observation and documentation. The results of this study are: (1) the concept of character education in Madrasah Ibtidaiyah is a form of education that contains the materials of character education which given to the teaching and learning of the children.(2) There are several models of implementation of character education in Madrasah Ibtidaiyah, a) Model as an individual subject (monolithic), b) Integrated model in all field of study,  c) Model outside  of teaching, d) Combined model. There only two approaches that can be applied in Madrasah Ibtidaiyah: integrated model in all field of study and combined model.Keywords: character education, madrasah ibtidaiyah

Abstract

This study aims at finding the configuration pattern in education that exists among families, schools and social community and determining the quality of education which affects the high quality of education. This study implements phenomenological-qualitative approach carried out in three schools in Bantul regency. The respondents of the research were the principals, teachers, students, school committee, and parents. The data were obtained through in-depth interview, observation and documentation study which were analyzed qualitatively. The result of the research shows that the pattern of educational configuration is formed by the variations of school’s implementation of responsibilities carried out separately and consecutively in a family, schools and a social community. The quality of education at the level of school system is considered better compared to that of individuals and it also varies based on the school’s condition. The pattern of configuration of the educational responsibility aspect is related to the quality of education itself. The pattern does affect the level of the quality of the education if the family, schools and the social community do the responsibility separately, consecutively and consistently without being affected by any distractor.

Abstract

Tujuan dalam artikel ini adalah untuk mengetahui kebijakan pendidikan bahasa Asing di Indonesia dalam perspektif masyarakat global. Artikel ini pemaparkan kebijakan pendidikan bahasa Asing di Indonesia dalam menghadapi era globalisasi. Kebijakan pendidikan bahasa Asing di Indonesia mengalami perubahan dari Indonesia merdeka hingga saat ini. Perubahan ini disebabkan karena perubahan kurikulum yang mengalami karena penyempurnaan kurikulum-kurikulum sebelumnya. Abstract

Tulisan ini bermaksud menghadirkan kembali peran bahasa Arab sebagai bahasa yang dapat mempersatukan umat. Dalam penelitian ini diketahui adanya disfungsi peran bahasa Arab sebagai bahasa internasional Perserikatan Bangsa-Bangsa dan bahasa resmi 25 negara di benua Asia-Afrika. Bahasa Arab tidak dapat menjembatani berbagai konflik diantara negara-negara Arab yang dikenal sebagai masyarakat multikultural. Melalui penelitian kualitatif yang bersifat studi literatur dapat digambarkan secara jelas, objektif, sistematis, analitis dan kritis untuk melakukan revitalisasi peran bahasa Arab. Hasil penelitian menunjukkan bahwa peran bahasa Arab perlu direvitalisasi melalui perspektif multikultural untuk mengatasi konflik berkepanjangan di negara-negara Arab. Berikut adalah beberapa tahapan revitalisasi peran bahasa Arab untuk mengatasi konflik dalam perspektif multikultural; 1) menegaskan kembali tentang urgensi bahasa Arab sebagai bahasa Agama Islam yang mempunyai substansi penting dalam mengajarkan nilai-nilai kebaikan terutama tentang kesadaran multikultural yang termaktub dalam Alquran dan sunnah; 2) mendeklarasikan kembali tentang posisi bahasa Arab sebagai bahasa resmi negara yang harus digunakan sesuai dengan ketentuan bahasa Arab fusha secara massif dan konsekuen; 3) memperkuat komitmen berbahasa Arab dengan baik dan benar dalam berkomunikasi yang disesuaikan dengan etika dan moral; 4) mengutamakan penggunaan bahasa Arab dalam berbagai forum pendidikan dan pemerintahan tanpa mengesampingkan penggunaan bahasa asing Inggris atau Perancis; 5) menggunakan bahasa Arab fusha secara lisan maupun tulisan agar meminimalisir penggunaan bahasa Arab ‘amiyyah yang berbeda dari suatu negara dan antar negara.Kata kunci: Peran bahasa Arab, revitalisasi, multikultural REVITALISASI PERAN BAHASA ARAB UNTUK MENGATASI KONFLIK DALAM PERSPEKTIF MULTIKULTURALAbstractThis paper intends to bring back the role of Arabic as a language that can unite the people. In this study, there was a dysfunction of the role of Arabic as the international language of the United Nations and the official language of 25 countries in the Asia-Africa continent. Arabic cannot bridge various conflicts between Arab countries known as multicultural societies. Through qualitative research with the character of literature, it can be described clearly, objectively, systematically, analytically and critically to revitalize the role of Arabic. The results of the study show that the role of Arabic language needs to be revitalized through a multicultural perspective to overcome prolonged conflicts in Arab countries. The following are some stages of revitalizing the role of Arabic to overcome conflicts in a multicultural perspective; 1) reaffirming the urgency of Arabic as the language of Islam that has important substance in teaching good values, especially about multicultural awareness embodied in the Qur'an and the sunnah; 2) re-declare the position of Arabic as the official language of the country that must be used in accordance with the provisions of the Arabic language in a massive and consistent manner; 3) strengthen the commitment in Arabic properly and correctly in communicating in accordance with ethics and morals; 4) prioritizing the use of Arabic in various educational and government forums without prejudice to the use of English or French foreign languages; 5) using Arabic fusha both verbally and in writing to minimize the use of Arabic ‘amiyyah which is different from one country and between countries.Keywords: The role of Arabic, revitalization, multicultural

Abstract

Penelitian ini bertujuan untuk menganalisis pola pendidikan di Rumah Inklusif Kembaran, dasar untuk pendidikan inklusif di sana dan tantangan dalam mengimplementasikan pendidikan inklusif di sana. Segmentasi lembaga pendidikan berdasarkan perbedaan agama, etnis, dan bahkan perbedaan kemampuan baik secara fisik maupun mental yang dimiliki oleh siswa masih terjadi di Indonesia, ini menunjukkan bahwa pendidikan di Indonesia belum mengakomodasi keragaman. Temuan pendidikan yang dilakukan di Rumah Inklusif adalah pendidikan pembebasan yang menempatkan anak-anak luar biasa atau anak-anak dengan kebutuhan khusus untuk belajar bersama dengan anak-anak normal dalam satu kelas di rumah joglo dekat dengan tempat mereka tinggal. Yang dimaksud dengan pembebasan adalah bahwa siswa diberi kebebasan untuk menentukan menu pendidikan mereka sendiri. Tantangan penerapan pendidikan inklusif di rumah inklusif Kembaran Kebumen adalah kurangnya pemahaman publik tentang kondisi anak-anak penyandang cacat. Dalam proses pendidikan, rumah inklusif terbatas dalam hal fasilitas, dan ada kekurangan staf sukarela untuk membantu anak-anak cacat. Hal ni terbukti dengan banyaknya fasilitas publik, terutama di Kebumen, yang tidak ramah bagi penyandang cacat. Kelahiran rumah inklusif di Kebumen adalah bentuk perlawanan terhadap kurangnya perhatian pemerintah dalam menangani anak-anak berkebutuhan khusus di Kebumen. Pemerintah belum melakukan apa-apa, tepatnya untuk mengecualikan anak-anak penyandang cacat di sekolah-sekolah Luar Biasa (SLB). Ini membuat siswa apalagi orang tua merasa minder.Kata kunci: inklusif, difabel, persamaan EQUALITY PEDAGOGY  DI RUMAH INKLUSIF DESA KEMBARAN KECAMATAN DAN KABUPATEN KEBUMENAbstractThis study aims to analyze the pattern of education in the Kembaran Inclusive Houses, the basis for inclusive education there and the challenges of implementing inclusive education there. Segmentation of educational institutions based on differences in religion, ethnicity, and even differences in abilities both physically and mentally possessed by students still occur in Indonesia, this indicates that education in Indonesia has not accommodated diversity.Findings of inclusive education carried out in Inclusive Houses is a liberation education that places exceptional children or children with special needs to study together with normal children in one class at a joglo house close to where they live. What is meant by liberation is that students are given the freedom to determine their own education menu. The challenge of implementing inclusive education in Kembaran Kebumen inclusive homes is the lack of public understanding the conditions of children with disabilities. In the process  education, inclusive homes are limited in terms of facilities, and there is a lack of volunteer staff to assist disabled children. This hall is proven by the many public facilities, especially in Kebumen, which are not friendly to the disabled. The birth of an inclusive house in Kebumen is a form of resistance to the lack of government attention in dealing with children with special needs in Kebumen. The government has not done anything, precisely to exclude children with disabilities in Extraordinary schools. This makes students more than parents feel less.Keywords: inclusive, difabel, equality

Abstract

Penelitian ini bertujuan untuk menghasilkan dan mengetahui keefektifan produk mutlimedia berbasis sosiokultural yang layak untuk meningkatkan motivasi dan prestasi belajar pada siswa. Penelitian dilaksanakan di SD Negeri Glagah Yogyakarta. Subjek dalam penelitian ini adalah siswa kelas IV. Penelitian menggunakan metode research and development (R D) dengan langkah-langkah sebagai berikut: (1) studi literatur, survei lapangan awal, dan analisis kebutuhan; (2) perencanaan; (3) pengembangan draf produk; (4) uji coba terbatas; (5) merevisi hasil uji coba; (6) uji coba diperluas; (7) merevisi hasil uji coba; (8) uji operasional; (penyempurnaan produk akhir; dan (10) diseminasi. Perencanaan meliputi penyusunan materi, pembuatan flowchart, story board, serta evaluasi dan revisi rancangan. Pengembangan meliputi produk multimedia berbasis sosiokultural, validasi ahli materi, validasi ahli media, dan revisi produk awal. Instrumen pengumpulan data meliputi; pedoman wawancara, angket respon guru, angket respon siswa, skala motivasi, dan soal tes. Tekhnik analisis data menggunakan independent sample t-test dengan taraf signifikansi 0,05. Hasil penelitian menunjukkan bahwa, produk multimedia berbasis sosiokultural yang dihasilkan memiliki kelayakan dan keefektifan yang sangat baik.Kata kunci: multimedia, sosiokultural, motivasi belajar, dan prestasi belajar MULTIMEDIA DEVELOPMENT BASED ON SOCIOCULTURAL TO IMPROVE MOTIVATION AND LEARNING ACHIEVEMENTS OF GRADE IV STUDENTS IN GLAGAH ELEMENTARY STATE YOGYAKARTAAbstractThis study aims to appropriate and knowing the effectiveness of sociocultural based multimedia to improve motivation and learning achievement in the student. The study was conducted in Glagah State Elementary School, Yogyakarta. Subjects in this study were fourth-grade students. The study used to research and development (R D) method with the following steps: (1) literature study, initial field survey, and needs analysis; (2) planning; (3) development of product draft; (4) limited trials; (5) revise the results of the trial; (6) expanded trials; (7) revise the results of the trial; (8) operational tests; (improvement of final products; and (10) dissemination. Planning includes the preparation of materials, preparation of flowcharts, storyboards, as well as evaluation and revision of the design. Development includes sociocultural-based multimedia products, expert material validation, media expert validation, and initial product revisions. The data included: interview guidelines, teacher response questionnaires, student response questionnaires, motivation scale, and test questions. The technique of data analysis used independent sample t-test with a significance level of 0.05. The results showed that the resulting sociocultural multimedia products had excellent feasibility and effectiveness.Keywords: multimedia, sociocultural, learning motivation, and learning achievement

Abstract

Penelitian ini bertujuan untuk: (1) mendeskripsikan implementasi Perda No 6 Tahun 2011 Tentang Perlindungan Anak yang Hidup di Jalan oleh Dinas Sosial DIY; (2) mendeskripsikan hambatan-hambatan dalam memenuhi hak dan kebutuhan anak jalanan; (3) dan mendeskripsikan solusi dalam mengatasi hambatan yang ditemukan. Penelitian ini merupakan penelitian evaluasi dengan pendekatan deskriptif kualitatif dan kuantitatif menggunakan model evaluasi kesenjangan. Responden penelitian terdiri atas staf perlindungan anak, pengasuh Rumah Perlindungan Sosial dan Lembaga Kesejahteraan Sosial Anak, dan anak jalanan. Pengumpulan data dilakukan melalui wawancara, observasi, kuesioner, dan dokumentasi. Keabsahan data kualitatif menggunakan uji kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas. Validitas instrumen menggunakan validitas isi, dan estimasi reliabilitas angket menggunakan Cronbach Alpha dengan koefisien sebesar 0,75. Data dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa Dinas Sosial telah memenuhi hak dan kebutuhan anak jalanan dengan baik, kecuali pemenuhan hak identitas. Tugas Dinas Sosial selanjutnya adalah memenuhi hak identitas anak jalanan melalui kerjasama yang berkelanjutan dengan semua pihak terkait.Kata kunci: perlindungan, pemenuhan hak dan kebutuhan, anak jalanan. AN EVALUATION OF THE IMPLEMENTATION OF REGIONAL REGULATION NUMBER 6 OF 2011 ABOUT STREET CHILDREN PROTECTIONAbstractThis research aims to: (1) describe the implementation of Regional Regulation Number 6 of 2011 about Street Children Protection (the fulfillment of children rights) was realized by Social Office of DIY, (2) describe the obstacles found by the Social Office of DIY in fulfill the rights and the needs of street children, (3) and to describe the solution to overcome the obstacles found. This was an evaluation research that used quantitative and quantitative descriptive approach with the discrepancy evaluation model. The respondents in this research consisted of the staff of street children protection, caretakers in social protection houses and child social welfare institutions, and street children. Data collection was done through interviews, observation, questionnaire and documentation. The validity and reliability of qualitative data was measured through credibility, transfer-ability, dependability, and confirm-ability testing. Research instrument validity was measured through content validity and the testing of questionnaire instrument is through Cronbach Alpha with a coefficient of 0.75. The results of this research show that the rights and needs of street children has fulfill well by Social Office, except in fulfilling the right of identity. The next task of the Social Office is to fulfill the rights of the street children’s identity through ongoing collaboration with all relevant agencies.Keywords: protection, fulfillment of rights and needs, street children

Abstract

The high level of educational participation has not guaranteed the quality of education in a country. Especially developing countries, the issue of educational participation can be overcome with the maximum, but the problem that is still the agenda in various countries is about the equalization of the quality of education. This article is an article compiled based on literature review of the issues. One of the key factors causing inequality in the quality of education is the irregularity of the quality of educators which ultimately affects the inequality of teaching quality. The literature study conducted finding the teacher community is an effective solution to solve the problem. The professional community is an association of teachers to interact with each other and communicate in an integrated learning and teaching improvement. The professional community of teachers is considered to be able to overcome the quality of educators who are located in remote areas. The activities of this professional community of teachers can also be maximized by the use of various media such as internet network. Addressing the gap in teaching quality between remote and airspace will ultimately be able to address the inequalities of appropriate educational quality.
