Abstract

This article discusses the regulation of single-organ nightlife in Tanggamus Regency through the implementation of Regional Regulation Number 05 of 2017 concerning Public Entertainment Regulation. This study aims to evaluate the effectiveness of these regulations in overcoming social and legal problems arising from nightlife. Single-organ nightlife in Tanggamus often causes disturbances of public order, disturbing noise, and even criminal acts such as drug abuse and fights. To overcome this problem, the Tanggamus Regency Government issued a Regional Regulation that aims to order and regulate entertainment activities tonight. The research method used is a qualitative method with a descriptive approach. The data was collected through in-depth interviews with various related parties, including nightlife business actors, law enforcement officials, and the surrounding community. In addition, document analysis was carried out to understand the content and context of Regional Regulation Number 05 of 2017. The results of the study show that even though the regulation has been implemented, the level of legal awareness among the public and nightlife business actors is still low. Many business actors have not complied with existing regulations, such as operating beyond the predetermined time limit, noise levels that exceed the threshold, and the absence of supervision of illegal activities that occur in their premises. This low legal awareness is caused by several factors, including the lack of socialization and education about the importance of complying with this regulation. Socialization carried out by local governments often does not reach all levels of society and nightlife business actors, so information about this regulation is not spread evenly. In addition, law enforcement that is not strict is also a factor causing low compliance with regulations. Law enforcement officials often compromise on violations that occur, both due to pressure from certain parties and due to a lack of resources to carry out effective law enforcement. Additional measures are needed to increase the effectiveness of law enforcement against these regulations. These measures include increasing socialization and legal education, as well as stricter and more consistent law enforcement. In addition, there is a need for periodic evaluations of the effectiveness of these regulations and adjustments to law enforcement strategies in accordance with conditions and needs in the field. Thus, it is hoped that this regulation can be more effective in regulating single-organ nightlife in Tanggamus Regency and improving order and environmental security.

Abstract

This paper assessed the challenges militating against conduct of examinations in the tertiary institutions in Nigeria. Relevant journals and conference papers were consulted and are sources of secondary data used in the paper. The paper identified funding problems, inadequate infrastructure facilities, corruption, examination mal-practices, technological facilities, strike actions and insecurity problems as challenges militating against effective conduct of examinations in tertiary institutions in Nigeria. Based on these findings, the paper recommends an increment in the budgetary allocation of tertiary institutions. Provision of modern infrastructure facilities. Deployment and installation of CCTV cameras in all examination halls and theatres. Examination marking should be taken away from lecturers to a special centre where marking of exams scripts will be decentralized. Government should implement all agreement reached with different trade unions to curtain strike actions in the various institutions. Government should address all issues breeding insecurities in Nigeria

Abstract

This article provides information about clothing, food, and money collected by residents of the republic, employees of the education system, and schoolchildren, to war-ravaged territories, to the front, and to create a defense fund. Since the beginning of the war in June 1941, the population that had not gone to the front was struggling with all their might, they worked diligently, providing food, clothing and housing to evacuated residents of the entire Soviet Union. Thanks to this, our people have become an example for the peoples of the whole world with their tolerance and hospitality.

Abstract

The research aims to clarify the effect of estimation in clarifying the interpretation of the Qur’anic text, as it has been observed that estimation determines the interpreter’s point of view in choosing the appropriate interpretation for this estimation. It has been noticed that some interpreters may go beyond what is compatible between estimation and interpretation, which prompted the research to clarify and guide these areas. Therefore, the research had its importance in referring to appreciation and its impact on the interpretive reading of the Qur’anic text. So in choosing AlMighty's saying “so patience is most fitting. And Allah is the one sought for help against that which you describe” (Yusuf: 18), was a clear example to explain what we referred to the tension between interpretation and appreciation, in both its grammatical and meaningful types. When choosing an estimate, the interpreter had to take into account the attachment of the appropriate meaning to this estimate, which generates cognitive agreement between the interpretive reading and the linguistic reading, to result in saying, through what we have referred to , the importance of regarding the estimate to be in its place. Because meaning represents the core of syntactic and semantic agreement and is the critical point that reveals the correctness of the semantic and syntactic structure according to the context. This is by describing the Qur’anic text as a context that must be read conveniently to appropriate it.

Abstract

General Background: National costumes are crucial cultural artifacts that reflect the historical and social fabric of societies. In Central Asia, these traditional garments offer significant insights into regional customs and social structures. Specific Background: Despite their importance, there is a limited understanding of how Central Asian national costumes, particularly headdresses, embody and communicate cultural values and traditions. Previous research has often overlooked the nuanced relationship between these garments and local customs. Knowledge Gap: There is a notable gap in comprehensive studies that link the cultural and symbolic significance of national costumes with their historical evolution and contemporary relevance, particularly in the context of tourism and cultural preservation. Aims: This study aims to explore the cultural significance and historical evolution of Central Asian national costumes, focusing on their relationship with life customs and traditions. It employs a mixed-methods approach to address existing knowledge gaps. Results: The research reveals that traditional headdresses in Central Asia carry deep symbolic and functional meanings, with distinct styles reflecting regional identities and social hierarchies. The analysis demonstrates a rich tapestry of cultural heritage and artistic expression inherent in these garments, highlighting both their unity and diversity. Novelty: By integrating qualitative and quantitative data from surveys, literature reviews, archival research, and official tourist websites, this study offers a comprehensive perspective on the role of national costumes in Central Asia. It provides new insights into the interplay between tradition, identity, and tourism. Implications: The findings underscore the importance of preserving and promoting traditional clothing as a vital component of Central Asia's cultural heritage. They suggest that national costumes play a significant role in enhancing cultural tourism and preserving regional identities, thus contributing to the broader field of cultural preservation and tourism development.

General Background: Human capital development is a critical factor for national growth and competitiveness, influencing various sectors such as education and healthcare. Global approaches to human capital development offer diverse strategies and frameworks that can be adapted to national contexts. Specific Background: This article examines the global strategies for human capital development, with a particular focus on Uzbekistan's approach. It reviews the strategic goals and tasks outlined by Uzbekistan, especially in relation to its 2030 vision, and assesses their application across key sectors including education and healthcare. Knowledge Gap: Despite extensive research on global human capital development strategies, there is a limited understanding of how specific national strategies, such as those of Uzbekistan, are operationalized and their effectiveness in addressing sector-specific challenges. Aims: The primary aim of this article is to analyze and evaluate the global approaches to human capital development, assess the strategic goals and tasks adopted by Uzbekistan, and explore their implementation and impact across various sectors. Results: The analysis reveals that Uzbekistan’s human capital development strategy, as outlined in the Uzbekistan-2030 plan, prioritizes key areas such as education and healthcare. The implementation of these strategies has shown significant progress, although challenges remain in fully realizing their potential across all sectors. Novelty: This article provides a detailed evaluation of Uzbekistan’s human capital development strategy within the context of global approaches, offering new insights into the effectiveness of sector-specific implementations and their alignment with broader strategic goals. Implications: The findings underscore the importance of targeted human capital development strategies in achieving national growth objectives. Specific Background: Historical research on Khwarezmian fortifications has predominantly focused on their architectural features and historical context within Central Asia. Early studies emphasized the military and defensive roles of these structures, reflecting their importance in regional security and administration. Knowledge Gap: Despite extensive documentation, gaps remain in understanding the chronological development of these fortifications, their specific functions within the local socio-political landscape, and their interactions with neighboring cultures and technologies. Aims: This study aims to review and synthesize the historical research on Khwarezmian fortifications, highlighting advances and persistent gaps. It seeks to provide a comprehensive overview of the evolution of these structures and their broader historical implications. Results: The analysis reveals that while substantial progress has been made in identifying and categorizing Khwarezmian fortifications, there remains a lack of detailed chronological frameworks and a limited understanding of their socio-political roles over time. Recent findings suggest a more nuanced interaction between Khwarezmian fortifications and surrounding civilizations than previously understood. Novelty: This review introduces a critical re-evaluation of Khwarezmian fortification studies, integrating recent archaeological discoveries and historiographical advancements. It proposes a revised framework for understanding the evolution and significance of these structures within their historical context. This article provides information about the development of economic and social infrastructure in the city of Bukhara during the Soviet government. Mainly during the war, the relocation of many factories and factories from the front zone to Bukhara created new opportunities for the expansion of the city's infrastructure and the development of industrial sectors. The article discusses the impact of these enterprises on the city structure, the construction of new housing and transport networks, and urbanistic changes. Also, the role and importance of Bukhara in the framework of the Soviet urban policy will be considered. The article aims to shed light on how it influenced the industrial development and urban development processes during the Soviet government.
