Abstract

Objective: This study aims to analyze the historical causes of teacher shortages in Uzbekistan, examining their impact on the quality of education and evaluating the effectiveness of government interventions in addressing the issue. Method: A historical-analytical approach is employed, drawing on archival records, policy documents, and statistical data to trace the evolution of teacher shortages across different periods. Comparative analysis is used to assess the outcomes of various policy measures and their long-term implications. Results: The findings indicate that teacher shortages in Uzbekistan have been persistent due to factors such as rapid population growth, inadequate teacher training infrastructure, and competition from alternative employment sectors. While government interventions, including financial incentives and recruitment policies, have shown some success, they have not fully resolved the issue, particularly in rural and underserved areas. Novelty: This study contributes to the discourse on teacher shortages by providing a comprehensive historical perspective, linking past and present challenges to policy effectiveness. Unlike previous studies that focus solely on contemporary issues, this research highlights the structural and systemic factors that have shaped the problem over time, offering insights for more sustainable solutions.

Abstract

Objective: This paper systematizes and analyzes historiographic materials by English-speaking authors on Bukhara Emirate’s history, identifying research trends, changes, and results while offering insights for the future development of historiography on this topic. Method: The study applies comparative, analytical, and historiographic methods, synthesizing primary and secondary sources, critically assessing colonial and Orientalist perspectives, and categorizing research into political, economic, and socio-cultural dimensions. Results: The paper reveals evolving Western perspectives on Bukhara Emirate, distinguishing colonial biases from objective insights, highlighting key contributions by 19th-20th-century scholars, and outlining historiographic gaps requiring further interdisciplinary research. Novelty: It provides a systematic historiographic assessment of English-language research on Bukhara Emirate, critically examining ideological influences and academic trends while proposing new directions for future studies in Central Asian historiography.

Abstract

Objective: This study explores the establishment and significance of the Zirabad Local Lore Museum, a specialized institution dedicated to preserving and showcasing the historical and cultural heritage of a specific regional community. Method: A qualitative descriptive approach was employed to analyze the museum’s structure, thematic focus, and ethnographic elements through literature review and comparative analysis of similar regional museums. Results: The findings highlight that the museum serves as a valuable resource for ethnotourism, presenting the local community’s lifestyle, customs, rituals, crafts, and cultural identity in a coherent narrative. Its regional specificity enhances its appeal to both local and international tourists seeking authentic cultural experiences. The museum also contributes to cultural preservation and community engagement. Novelty: While local lore museums are often overlooked in mainstream museology, this article positions the Zirabad Local Lore Museum as a unique case that bridges regional identity with global cultural discourse, thereby offering a new perspective on the role of micro-level heritage institutions in international tourism and heritage education.

Abstract

Objective: This study explores the philanthropic legacy and infrastructural contributions of Chorikulboy Nafasov (1847/1852–1934), a notable figure from Romitan, Bukhara, with a focus on his pivotal role in regional development through the construction of the Chorikulboy Bridge. Method: Employing a historical-comparative approach, this research integrates oral history accounts and archival records to examine the bridge’s construction (1911–1914), architectural design, and socio-economic implications. Results: The analysis reveals that, following restrictions on constructing religious institutions due to skepticism regarding the origins of his wealth, Chorikulboy redirected his efforts toward public infrastructure. Utilizing materials and engineering expertise from Europe, he constructed a hydrotechnical bridge over the Zarafshan River that remains operational today. The bridge not only demonstrated advanced structural durability and resilience against natural elements but also significantly enhanced regional trade and mobility. Novelty: This study offers new insights into Chorikulboy’s transnational construction strategy, which integrated European and local building practices, and positions the bridge as a lasting monument of philanthropy and civil engineering innovation in Central Asia.

Abstract

Objective: This study investigates the economic and social functions of caravanserais in the Bukhara Emirate, emphasizing their role in facilitating internal and external trade, supporting merchant activity, and contributing to the economic infrastructure during the 18th–19th centuries. Method: Employing a historical-analytical approach, the research draws upon primary archival sources, travel accounts, and comparative analysis to classify caravanserais by function, examine taxation policies, and reconstruct trade routes. Quantitative data are utilized to assess the growth and economic impact of these structures on urban development and international commerce. Results: The findings reveal that by the 19th century, Bukhara’s caravanserais had evolved into essential trade and financial hubs, with over 60 establishments serving as centers for goods storage, merchant accommodation, and tax collection. Their expansion paralleled increasing trade with Russia, facilitating Bukhara’s integration into regional and global markets. Novelty: This study contributes a systematic classification of caravanserais and unveils their specialized economic roles, offering new insights into taxation systems, urban planning, and transnational trade networks. It presents a recontextualized understanding of caravanserais as dynamic instruments of economic policy and infrastructure in Central Asia.

Abstract

Objective: This study aims to examine the educational system of madrasas in the Bukhara Emirate by analyzing their contributions to religious and secular education, their socio-cultural influence, and their role in the formation of the scientific environment. Method: Utilizing a historical methodology, supported by source analysis and comparative analysis, the research investigates the institutional and pedagogical characteristics of madrasas from the late 19th to early 20th centuries. Results: The findings reveal that madrasas were central to the cultural and educational life of the Bukhara Emirate, serving both Islamic teachings and state ideology. Despite a strong tradition of religious scholarship, the system faced significant limitations, including outdated curricula and limited emphasis on applied sciences, which ultimately hindered broader scientific and societal progress. These shortcomings catalyzed the emergence of reform efforts in the madrasa system during the specified period. Novelty: This article offers a systematic classification of the strengths and weaknesses of the madrasa education system in the Bukhara Emirate and presents an original historical interpretation of the factors that necessitated educational reform, contributing to the broader discourse on Islamic education and modernization

Abstract

Objective: This study aims to examine the theoretical foundations of heuristic education and assess the effectiveness of heuristic tasks in fostering students' intellectual independence, research skills, and creative thinking within general secondary education. Method: A qualitative research approach was employed, involving theoretical analysis of classical and modern pedagogical works, as well as a review of educational reforms and practices in Uzbekistan. Results: The findings indicate that heuristic methods—such as tasks, guided conversations, and problem-based questioning—play a significant role in developing students' logical reasoning, creativity, and research capabilities. However, despite their cognitive and developmental potential, these strategies remain underutilized in mainstream curricula. Novelty: This study provides a comprehensive synthesis of heuristic education by integrating insights from both Eastern and Western philosophical traditions with contemporary pedagogical models. It highlights the relevance of heuristic strategies in 21st-century education and emphasizes their transformative role in shifting learning from passive reception to active inquiry.

Cultural heritage sites represent a vital component of the tourism economy, offering both historical significance and opportunities for sustainable development, particularly in regioa Objective: This study aims to evaluate the current use of cultural heritage sites in the Bukhara region of Uzbekistan and to develop a conceptual model for diversifying tourism services in alignment with regional capacities and international best practices. Method: A qualitative research design was employed, incorporating comparative analysis, policy review, and case-based synthesis of global tourism diversification models. Results: The analysis indicates that while Bukhara accounts for 10.09% of Uzbekistan’s heritage sites, its tourism service offerings remain limited in scope. Key diversification directions identified include digitalization, integration of comprehensive service packages, entry into new markets, and the adoption of hybrid tourism models. Novelty: The study introduces a strategic conceptual model that integrates legislative frameworks, management systems, market dynamics, and resource-based capacities. This model provides a scalable and adaptable blueprint for heritage-based tourism development, bridging the gap between cultural preservation and economic advancement. The research offers actionable recommendations for policymakers and tourism stakeholders seeking to enhance sustainability and competitiveness in heritage tourism sectors. ns like Bukhara, Uzbekistan.           Despite the high concentration of heritage assets in Bukhara, the effective diversification of tourism services at these sites remains underdeveloped, limiting both economic output and tourist engagement.           There is a lack of practical frameworks for integrating various tourism service models within heritage settings, especially those aligned with global trends and supported by regulatory systems.           This study aims to analyze the current utilization of cultural heritage sites in the Bukhara region and to propose a conceptual model for diversifying tourism services based on regional capacities and international experiences.           The findings reveal that Bukhara holds 10.09% of Uzbekistan’s heritage sites, yet diversification remains narrow. The study identifies major directions for diversification, such as digitalization, integration of complex services, new market entry, and hybrid models.           A conceptual model developed by the author outlines a strategic framework incorporating legislative support, managerial structure, market conditions, and resource capabilities, reflecting both global and local best practices.           This research provides practical recommendations for policymakers and tourism stakeholders to optimize heritage-based tourism through service diversification. The proposed model can serve as a scalable blueprint for other regions with similar historical and tourism potential, contributing to both cultural preservation and economic growth.

Abstract

Objective: This study aims to comprehensively analyze the multifaceted impact of the Great Silk Road on the civilizational development of Central Asia, focusing on its influence on urbanization, intercultural exchange, technological progress, and intellectual life. Method: An interdisciplinary literature analysis was employed, drawing from historical, cultural, and economic sources to synthesize diverse scholarly perspectives on the Silk Road’s role in shaping the region. Results: The research reveals that the Silk Road significantly contributed to the growth of urban centers such as Samarkand and Bukhara, facilitated the spread of religious and philosophical thought, stimulated scientific and literary advancements, and supported the emergence of influential political entities. Novelty: This study offers an integrative framework for understanding the Silk Road as a catalyst of historical globalization in Central Asia, moving beyond conventional trade-focused narratives to highlight its enduring contributions to regional identity and global history. The findings also provide relevant insights for contemporary cultural and economic initiatives that seek to revive the integrative spirit of the Silk Road in modern Central Asia.

Abstract

Objective: This study investigates the development of the film festival industry in Uzbekistan and Turkmenistan, with a focus on its role in cultural diplomacy, regional integration, and the promotion of national cinema in the post-Soviet context. Method: A historical and qualitative approach was employed, involving the analysis of archival sources, policy documents, and contemporary case studies of film festivals in both countries. Results: The research reveals that film festivals in Central Asia have evolved from Soviet-era ideological instruments into vital platforms for cultural expression, artistic innovation, and regional collaboration. Uzbekistan has emerged as a regional leader in hosting international film events and reviving cultural diplomacy through cinema. However, challenges remain, including inconsistent funding, low organizational standards, and the persistence of outdated thematic content. Novelty: This study provides one of the first comparative assessments of film festivals in Uzbekistan and Turkmenistan, offering a nuanced understanding of their dual historical and contemporary roles. It highlights the potential of film festivals to contribute to national identity formation and regional soft power while calling for institutional reforms and creative diversification to enhance global visibility and impact.
