Abstract

Purpose: This study investigates the influence of communication, teamwork, and work culture on employee performance, with self-efficacy as an intervening variable. This study focuses on the employees of the Riau Islands Provincial Bureau of Procurement of Goods and Services. Research Methodology: A quantitative approach was employed with a sample of 103 employees selected through purposive sampling method. Data were collected via structured questionnaires and analyzed using Structural Equation Modeling (SEM) with AMOS 24.0 to test both direct and indirect relationships among variables. Results: The findings revealed that communication, teamwork, and work culture significantly influenced employee performance. Additionally, all three factors positively affected self-efficacy, which in turn mediated their relationship with performance. The mediation analysis confirmed that self-efficacy strengthens the impact of communication, teamwork, and work culture on the performance outcomes. Conclusions: Effective communication, cohesive teamwork, and supportive work culture are critical for enhancing employee performance. Self-efficacy is a vital psychological mechanism that translates organizational dynamics into improved outcomes. Limitations: This study was limited to one regional bureau with a relatively small sample size, which restricts the generalizability of the findings to broader contexts. A cross-sectional design also prevents causal inferences. Contribution: This study enriches the digital governance and procurement literature by emphasizing fraud prevention as a key mediator. It underscores the necessity of combining digital innovations with strong internal controls to achieve transparent and effective procurement.

Research Methodology: This type of research is qualitative with a case study approach to 4 breast cancer patients who are members of the Sapkandara Results: The results showed that patients with breast cancer experienced significant physical and psychological changes after therapy, including fatigue, hair loss, stress, and emotional instability. Socially, patients tend to withdraw from their environment. Psychosocial adjustment is influenced by patients' knowledge of the disease and family support. There are three types of assistance: existential, functional, and professional; however, only existential support from the family is effective. The Sapkandara Community provides comprehensive support, including information, hospital assistance, and moral and emotional support. Conclusions: Holistic support is crucial for patients with breast cancer, integrating family, social workers, and health professionals. The Sapkandara community plays a vital role in empowering patients and supporting psychosocial adjustment. Limitations: This study was limited the scope of research to patients with breast cancer who were undergoing treatment, support therapy, and were members of the Sapkandara. Contribution: This study contributes to social welfare knowledge by emphasizing the role of community-based support and social work in health settings. This study provides practical insights for policymakers, health institutions, and NGOs to strengthen psychosocial services for cancer patients.

Abstract

Purpose: This study aims to increase the level of consumer satisfaction with the services provided by the Central Statistics Agency (BPS) of Belitung Regency through the Integrated Statistical Service (PST) by measuring the dimensions of Tangibility, Reliability, Responsiveness, Assurance, and Empathy. Research Methodology: This study employed a quantitative survey method using an administrative approach. Data were collected through questionnaires distributed to 50 respondents, including government employees, private employees, consultants, students, and the general public who directly accessed BPS services. The questionnaire was designed using a Likert scale, and the collected data were analyzed using SPSS and Microsoft Excel. Analytical tools included validity and reliability tests, gap analysis, and Importance-Performance Analysis (IPA). Results: The findings revealed that most consumers were satisfied with BPS services, particularly in terms of reliability, assurance, and empathy. The highest satisfaction was noted in terms of data accuracy and trust in BPS independence, while the lowest scores were in terms of responsiveness and tangibility, especially regarding service speed, clarity of publication information, and availability of facilities. Quadrant analysis highlighted that improving officer responsiveness and the clarity of information should be prioritized. Conclusions: The BPS Belitung Regency has achieved a high level of consumer satisfaction but needs to prioritize improvements in officer performance, data clarity, and service speed to enhance the user experience and maintain trust. Limitation: This research is limited to consumer data that comes directly to BPS offices and does not include online consumer services. Contribution: This study contributes to the literature on public service quality by providing empirical evidence of statistical service performance. It also offers practical recommendations for the BPS to strengthen its service delivery and consumer trust, thereby supporting better data-driven decision-making in the Belitung Regency.

Abstract

Purpose: To determine the motives of perpetrators of sexual violence against children in the immediate environment and how the modus operandi is carried out by the perpetrators. Research Methodology: This research employed a qualitative approach with a case study method involving five perpetrators of child sexual violence detained at the Class I Special Institution for Children (LPKA) in Medan. Data were collected through in-depth interviews, observations, and documentation to uncover the underlying motives and behavioral patterns. Results: The results of the study indicate that there is a superior position and interior between the perpetrator and the victim, where the perpetrator feels more powerful than the victim, triggering the occurrence of sexual violence. The existence of motives in the past (because motive), such as having a bad experience in the past that causes a sense of resentment, and all informants lacking early socialization from their families in the past, especially in understanding religion. Motives in the present (in order to motive), namely reasons delivered by the perpetrator, such as miscommunication. Conclusions: This study concludes that sexual violence is not merely a result of individual deviance but is also shaped by weak social control, poor family communication, and negative peer environments. The opportunities and accessibility of pornographic content further exacerbate these behaviors. Limitations: This study focused only on five perpetrators in one institution, without incorporating victims’ perspectives or broader socioeconomic contexts, limiting generalizability. Contribution: This research enriches sociological discourse on social welfare and child protection, offering insights for families, communities, and policymakers to strengthen preventive measures, social control, and rehabilitation programs.

Abstract

Purpose: This study aims to analyze the impact of the Supplementary Feeding Program (PMT) on education quality in Kampung Atuka, Mimika Regency, with a focus on academic achievement, attendance rates, and dropout rates. It also considers nutritional status as a mediating factor, and parental support and learning environment as moderating factors. Research Methodology: The study applied a quantitative approach using descriptive statistics, Spearman correlation, and multiple linear regression, supported by mediation and moderation tests. To complement the quantitative data, qualitative analysis was carried out through interviews with students, teachers, and parents, providing contextual insights into the program’s effectiveness. Results: The findings indicate that PMT does not directly and significantly affect academic performance or student attendance but improves nutritional status, which is positively associated with academic achievement. The learning environment and parental support were not found to significantly moderate the relationship between PMT and education quality. Nevertheless, both students and teachers observed benefits such as increased energy and better focus during learning activities. Conclusions: The research concludes that PMT’s role in improving education quality can be optimized when combined with nutritional education programs, active parental involvement, and comprehensive education policies. Limitations: The study is limited by contextual challenges such as household eating patterns and the limited diversity of supplementary food provided, which reduce the overall impact of PMT. Contribution: This study contributes to policy discourse by highlighting the importance of integrating PMT with broader nutritional and educational strategies. It offers practical recommendations for local governments, education offices, and schools to strengthen PMT implementation and achieve greater improvements in education quality in remote regions.

Abstract

Purpose: This study analyzes the role of Jadid theater in nurturing spirituality and moral awareness among youth in late 19th to early 20th century Central Asia. It seeks to show how theater became a medium for education, reform, and national awakening through cultural innovation. Research methodology: The study applies a qualitative historical approach using document and literature analysis of primary and secondary sources, including plays, newspapers, and writings of Jadid intellectuals such as Behbudi, Niyozi, Avloniy, and Fitrat. Descriptive analysis is used to interpret the ideological and structural elements of their works within socio-cultural contexts. Results: The Jadid movement transformed traditional storytelling into modern theater that addressed social issues, promoted literacy, and inspired youth spirituality. Despite censorship and scarce resources, amateur and professional groups sustained the movement, gradually expanding participation, including women. Theater became a powerful cultural tool that left a lasting legacy in Central Asian society. Conclusions: Jadid theater functioned not merely as art but as a cultural instrument combining education, morality, and national identity. By integrating traditional and modern forms, it fostered youth engagement, advanced literacy, and mobilized society toward reform, underscoring the importance of cultural platforms for social and spiritual development. Limitations: This research is limited to historical and document-based analysis, without empirical data such as interviews or reception studies that could provide contemporary perspectives. Contribution: The study enriches understanding of how Jadid theater became a strategic platform for youth spiritual development and national awakening in Central Asia.

Abstract

Purpose: This study aimed to construct a theoretical framework for developing students’ communicative competence by integrating the principles of the PIRLS International Assessment Program. The objective was to demonstrate how PIRLS approaches reading literacy can enhance students’ comprehension, interpretation, and communication skills in diverse educational contexts. Research Methodology: This study used a quantitative survey with 50 respondents representing various user groups of BPS services. Data were collected via Likert-scale questionnaires and analyzed using SPSS and Excel through validity tests, gap analysis, and Importance-Performance Analysis (IPA). Results: The findings indicate that Uzbekistan has strategically integrated the PIRLS into its educational reforms through the Presidential Decree No. 5712 and Resolution No. 997, which emphasize international benchmarking and the development of a national evaluation system. PIRLS not only serves as a diagnostic tool but also guides the improvement of teaching methods, curriculum design, and communicative skills. Its implementation promotes reading comprehension, analytical thinking, and effective communication among primary students, thereby aligning national education with global standards. Conclusions: PIRLS should be viewed not merely as an evaluation mechanism but as a strategic opportunity to modernize education, enhance communicative competence and foster globally competitive learning. Limitations: This study is conceptually based and lacks empirical validation, and its focus on Uzbekistan may limit its applicability to other contexts. Contribution: This study contributes theoretically by linking the PIRLS to communicative competence development and practically by offering insights into integrating global literacy assessments into national education systems.

Abstract

Purpose: This study aims to examine the influence of the e-catalogue system on fraud prevention in the procurement of goods and services within the Mimika Regency government and to assess how fraud prevention mediates the relationship between e-catalogue implementation and procurement effectiveness. Research/methodology: A quantitative descriptive and explanatory approach was applied using path analyses. Data were collected through structured questionnaires from 50 purposively selected procurement officers and vendors in the study area. Regression and Sobel tests were used to measure the direct and indirect effects of the variables: e-catalogue implementation, fraud prevention, and procurement effectiveness. Results: The findings indicate that the implementation of the e-catalogue system has a significant positive effect on fraud prevention but does not directly affect procurement efficiency. However, fraud prevention significantly influences procurement effectiveness and acts as a mediator between e-catalogue use and procurement performance. The model explains 75.5% of the variance in the procurement effectiveness. Conclusions: The implementation of the e-catalogue system significantly enhanced fraud prevention in public procurement, reinforcing transparency and reducing irregularities. Although it does not directly impact procurement effectiveness, its influence becomes substantial when mediated through strong fraud prevention mechanisms. Thus, digital systems alone are insufficient; effective procurement depends on the integration of technology, robust oversight, and institutional integrity. Limitations: This study is limited to a single regency and relies on self-reported perceptions, which may not capture the full scope of systemic or technical constraints in e-procurement. Contribution: This study contributes to the literature on digital governance and public procurement by highlighting the strategic role of fraud prevention as a mediating factor. This underscores the need for integrated systems that combine digital tools with robust internal control mechanisms to ensure transparent and effective procurement.
