Abstract

This article examines that welfare and placement of retired Government Employees with Work Agreements (PPPK) at the Ministry of Religion. With the enactment of Law Number 20 of 2023, which regulates the rights of ASN, including PPPK, this study aims to evaluate the welfare conditions of PPPK retirees as well as the challenges and opportunities in their placement. The research method used is a case study and documentation analysis. The results of the study indicate that although PPPK are entitled to pension insurance, there are still several obstacles in its implementation, such as a lack of access to health services and training programs. The recommendations from this study are the need to increase pension benefits, provide comprehensive health insurance, and develop training programs to improve the welfare of retired PPPK.

Abstract

This article examines the urgency of establishing a State Vocational Madrasah Aliyah (MAKN) in the Mandalika Special Economic Zone (KEK), West Nusa Tenggara, as a strategic investment in meeting the needs of education and skilled labor in the tourism sector and related industries. The Mandalika KEK, as a super-priority tourism destination, requires competent human resources to support economic growth while still fortifying the "moral-religious" spirit of the local community from the onslaught of various tourist cultures that come one after another. This article uses a qualitative method with a literature study approach, secondary data analysis, and interviews with relevant stakeholders, including local government officials, tourism industry players, and community leaders. The results of the analysis show that the establishment of MAKN with relevant vocational programs, such as hospitality, culinary arts, and tourism, will have a significant positive impact. MAKN is expected to improve the quality of local human resources, create jobs, and encourage the development of small and medium enterprises. In addition, MAKN is also likely to support sustainable development in the area. Support from the local government, the Ministry of Religion, and industry players is a crucial factor in realizing a quality and competitive MAKN. This article concludes that the establishment of MAKN is an important educational investment for the future of Mandalika, in line with the National Long-Term Development Plan (RPJPN) 2025-2045, and recommends a policy of important collaboration between various parties to ensure the success of its implementation.

Abstract

This paper describes that Islamic boarding schools in Indonesia in 2024 will reach 36,600 boarding schools, with a total of 3,642,738 students, which is a potential market share as well as a potential target to be developed into a clean energy manufacturing provider as well as an energy conservation area. On the other hand, the Indonesian Government is trying to increase the portion of the renewable energy mix according to the National Energy Policy (KEN) which will reach 23% in 2025. Islamic boarding schools as one of the centers of educated people are the right place to socialize and implement the New Renewable Energy and Energy Conservation program. The purpose of this study is to calculate the technical feasibility of utilizing communal biogas for cooking, generating rooftop solar power to support the energy diversification program and reduce PLN electricity bills, and replacing LED lamps according to SNI 6197:2011 concerning lighting systems in building structures and supporting energy conservation efforts. The methodology used is a survey and direct measurement related to local solar energy potential, the precision of the PLTS location, electricity needs, biogas potential and its designation, and lighting needs. Data processing was carried out using Meteonom, CorelDraw, and Pvsyt software. The results of the study showed that, for example, the Al Ihsan Islamic Boarding School case, is worthy of being recommended as a pilot project for the program. PP Al Ihsan has a potential for solar radiation of 4.91 kWh/m2.day with an average annual temperature of 27.8 oC so it is feasible to build a rooftop PLTS with a capacity of 13,000 Wp to supply the electricity needs of the boarding school which reaches 15,840 VA. The number of students of PP Al Ihsan which reaches 590 students with a sufficient area makes PP Al Ihsan feasible to build a communal biogas with a scale of 6 m3. In terms of replacing LED lamps, PP Al Ihsan will meet SNI standards by replacing 39 5-watt LED lamps, 89 13-watt LED lamps, and 18 27-watt LED lamps.

Abstract

This paper describes that toll roads are National Strategic Projects (PSN) that are prioritized by the government to improve accessibility and encourage economic growth in a region. Sumatra Island as the second largest island in Indonesia has a variety of natural, commodity and tourism potential. This policy paper outlines an analysis of the impact of the Trans Sumatra Toll road development on the government's Proud to Travel in Indonesia (BBWI) program. The tourism potential of Sumatra Island is not inferior to that of Java Island. It's just that the island's tourist destinations have limited travel distance, few accommodations and lack of promotion. Thus, Sumatran tourists prefer to visit abroad because it is easier, faster and more affordable. The purpose of this policy paper is to explain the results of the analysis of the Trans Sumatra Toll Road that its existence can improve regional tourism and encourage the WWBI program through tourism management strategies in each province on the island of Sumatra. With a qualitative method approach, this policy paper emphasizes data analysis methods through literature studies from various information both books, journals and official government websites, then the results are assembled by providing informational narratives and policy suggestions. Broadly speaking, the results of this policy paper analysis show that the Trans Sumatra toll road provides benefits to accelerate the distribution of goods and services and has a positive impact on tourist visits in the region. The alternative policy to support the BBWI program is to implement city branding for tourist areas on the island of Sumatra, so that tourism promotion increases tourist visits.

Abstract

This study aims to examine religious moderation in madrasah, focusing on strengthening character and religious tolerance. The study uses a descriptive qualitative research method, with the subjects being students and teachers at one of the madrasas in Indonesia. Data were collected through interviews and observations, then analyzed using descriptive analysis techniques. The results show that madrasas play an important role in teaching religious values and strengthening students' character, as well as developing religious tolerance to foster harmony and diversity in society. Strengthening character in madrasah can be achieved through religious teaching and the development of students' personalities by providing positive examples in daily life. Religious tolerance can be strengthened by teaching Islamic principles that promote tolerance, engaging in social activities together, and interfaith dialogue. However, there are several challenges in strengthening religious moderation in madrasah, such as the lack of available facilities and supporting curricula, as well as discrimination and intolerance in society. Therefore, support from the government and all relevant stakeholders is needed to strengthen educational programs that emphasize values of tolerance and harmony. Overall, this study shows that madrasas can play a role as Islamic educational institutions that can strengthen students' character and develop religious tolerance, thereby helping to build harmony and diversity in society.

Abstract

This policy paper describes that cash waqf is a potential Islamic philanthropic instrument to support community development and sustainable economic empowerment. However, its implementation in Indonesia still faces major challenges, particularly the low level of public understanding, limited capacity of nazir (waqf managers), and the lack of technical re gulations and fiscal incentives. A survey by the Indonesian Waqf Board (BWI, 2023) shows that only about 23% of the population understands the concept of cash waqf. This condition hampers the optimal utilization of cash waqf to support national development agendas, including the Ministry of Religious Affairs' Strategic Plan 2025–2029 and the Sustainable Development Goals (SDGs). This study applies a qualitative approach through document analysis, literature review, and comparison with international practices in Malaysia and Turkey. The analysis employs theories of Islamic financial literacy, institutional theory, and trust theory in Islamic philanthropy. The findings indicate that improving public literacy is the most urgent policy to implement, as it serves as the entry point for strengthening nazir capacity and regulatory reform. The main recommendation is the establishment of a Ministerial Regulation (PMA) on Cash Waqf Literacy, covering curriculum integration, digital literacy campaigns, involvement of mosques and Islamic organizations, and national evaluation mechanisms. This policy is expected to increase public understanding to at least 50% by 2029, expand the number of waqf donors, strengthen nazir capacity, and position cash waqf as a sustainable financing instrument for community economic development.

Abstract

This study analyzes the fundamental issues in the implementation of performance-based budgeting policy at the State Islamic University (UIN) Imam Bonjol Padang. Although the policy aims to increase efficiency, its application creates a misalignment between uniform government performance indicators and UIN’s unique mission as a religious educational institution. The research identifies the main root causes: (1) a lack of institutional policy to align performance indicators, (2) a one-size-fits-all policy approach, and (3) demands for bureaucratic and administrative efficiency. This paper uses a qualitative method with a descriptive analysis approach, USG analysis, and William N. Dunn's theory. The findings show that a regulative alternative is the most effective solution to address the root problems directly and quickly. As a recommendation, this article advises the Rector to issue new guidelines for implementing performance-based budgeting at UIN Imam Bonjol Padang, prioritizing the development of diverse and contextual performance indicators as a first step. This strategy directly addresses the core issue in performance-based budgeting: the misalignment of uniform indicators with the unique characteristics of each faculty and work unit.

Abstract

This policy paper describes that waqf is one of the Islamic philanthropic instruments with significant potential to support sustainable development. However, in Indonesia, waqf practices are still dominated by traditional models such as the construction of mosques, pesantren, and cemeteries. This indicates a gap between the ideal potential of waqf as a productive instrument and the current reality of its underutilized management. This study aims to analyze strategies for optimizing Green Waqf as an environmentally friendly financing instrument aligned with the Sustainable Development Goals (SDGs) and the Strategic Plan of the Ministry of Religious Affairs 2025–2029. The methodology used is a qualitative approach through literature review, regulatory analysis, and limited interviews with stakeholders. Analysis was carried out using a fishbone diagram to identify root causes and the USG method (Urgency, Seriousness, Growth) to prioritize problems. The findings show that low public literacy is the root problem, leading to limited nazir capacity and a lack of program innovation. The discussion reveals that without public literacy, the contribution of waqf to sustainable development will remain insignificant. This study offers three policy alternatives: (1) public literacy programs, (2) strengthening regulation and incentives, and (3) multi-stakeholder collaboration. The conclusion indicates that a Ministerial Regulation on Green Waqf is the most strategic policy option. The recommendation is addressed to the Ministry of Religious Affairs to formulate derivative regulations on Green Waqf so that it can contribute significantly to achieving the SDGs and the Ministry’s Strategic Plan 2025–2029.

Abstract

This policy paper analyzes the policy issues related to the weak collaboration between UIN Maulana Malik Ibrahim Malang and local economic stakeholders, which has resulted in limited community economic empowerment. Using qualitative methods and a comprehensive policy analysis approach, this policy paper identifies the root cause: the absence of a formal mechanism regulated by the university's internal regulations to integrate input from MSMEs, industry, and local government. This gap results in curriculum irrelevance to job market needs, underutilization of academic innovation, and a lack of practical skills for graduates. Using USG (Urgency, Seriousness, Growth) analysis and policy alternative criteria scoring theory, this article highlights the urgency of this issue and the need for systemic intervention. The results suggest that the most effective policy alternative is the establishment of a permanent multi-actor curriculum partnership forum, as stipulated in the Rector's Regulation. This forum will serve as a formal bridge to ensure the curriculum and innovation programs remain relevant to local economic dynamics. These policy recommendations are expected to strengthen the synergy between UIN Malang and the surrounding economic ecosystem, thereby increasing the university's tangible contribution to sustainable regional development.

Abstract

Madrasahs, envisioned as bastions of national values, face a critical challenge in implementing religious moderation in Jambi Province. A significant gap exists between national policy mandates and on-the-ground realities, rooted in the low competency and wide disparity in teachers' understanding. Data from the 2022 Competency Assessment (CAT) reveals that over 31% of teachers have 'Poor' or 'Very Poor' comprehension, creating an institutional vulnerability that transforms madrasahs into environments susceptible to intolerant narratives. This study employs a qualitative policy analysis method. The problem was analyzed using secondary data and prioritized with the USG (Urgency, Seriousness, Growth) method. Policy alternatives were evaluated using William N. Dunn's effectiveness criteria to produce a strategic recommendation. The findings indicate that the core problem is structural: religious moderation competency has not been integrated as a measurable professional performance standard within the Teacher Performance Appraisal (PKG) system and academic supervision. Consequently, the most effective and efficient intervention is to revitalize the existing system. It is recommended that the Head of the Jambi Provincial Office of the Ministry of Religious Affairs issue a Circular Letter and Technical Guidelines to integrate practical indicators of religious moderation into the PKG and supervision instruments. This measure fundamentally shifts religious moderation from a moral appeal to a mandatory, evaluable, and accountable professional standard, thereby reinforcing the role of madrasahs as epicenters for nurturing moderate and inclusive national values.
