Abstract

The existence of the MORA in governance in Indonesia is very important so that its existence has been present throughout Indonesia with various forms and levels of work units. With regard to the outbreak of the Covid-19 early 2020, all government agencies, both central and regional, at all levels participated in carrying out efforts to handle the pandemic both with strategies and policies, such as refocusing activities, budget reallocation, policy making and appeals related to efforts to prevent and accelerate the handling of the spread of Covid-19. Reflecting on the massive change in the focus of activities and the focus of budgeting that occurred, which was diverted to support the acceleration of handling the pandemic, the object of planning as an activity of making decisions from various choices regarding targets and ways to be implemented in order to achieve the desired goals that are carried out systematically and continuously really needs attention. The purpose of this paper is to evaluate the efficiency of strategic stratetegi and the policy of improving the ministry's services as a response to the outbreak of the Covid-2019 pandemic. The research method used is descriptive analysis.

Abstract

The population growth in Riau Province is increasing every year. This is in contrast to the existing educational infrastructure. Furthermore, the interest of students and parents in continuing education in Madrasah is also increasing. However, the growth rate of madrasah educational units seems to experience stagnation or zero growth. Therefore, this study aims to map the population growth in Riau Province and the available educational infrastructure for madrasah. This is important to achieve equal education as mandated by the law and to support the achievement of the Excellent and Dignified Riau Province Vision 2019-2024. The conclusion of this study provides a recommendation for the Regional Office of the Ministry of Religion in Riau Province to create a program for the establishment of madrasah at the district/city level. Furthermore, the equal distribution of educational infrastructure is also important to be one of the priority policies to achieve the National Education goals effectively.

Abstract

The rapid flow of information through social media influences the implementation of religious moderation in society, particularly in the office environment. The phenomenon of moderation through social media platforms has become a space for the emergence of various religious issues, which influence each person's perspective on religious matters. The purpose of this paper is to determine the implementation of religious moderation in the office environment, specifically within the Ministry of Religious Affairs in the South Sulawesi province. The method used is descriptive qualitative, with sources gleaned from literature that correlates with the problem. Data collection comes from journals, ebooks, websites, and YouTube. The results and discussion of this paper are: Implementing religious moderation is not enough to be done individually, but must be done systematically and institutionally, even by the state. The state must be present to facilitate the creation of a healthy public space, so that communication between people of different religions and beliefs can be fostered. Providing all facilities and not restricting them is a just and wise moderate attitude. Having a moderate nature for all ASN employees will realize the benefits of religious life and harmony, peace, and tolerance within the nation.

Abstract

The aim of this policy paper is to find out the role of the Madrasah Head in implementing the Merdeka Curriculum. The research method used is a qualitative, qualitative is a series of procedures designed to produce descriptive data in written or spoken words. The kinds of research are descriptive, that describes about phenomena, events and incidents in certain groups. The results show that; As Madrasah leaders must work together with educators and education staff to improve the quality of education in Madrasah. The role of the madrasa head in implementing the Curriculum merdeka is to encourage a student-centered learning process and allow flexibility for educators and their education staff. In solving problems related to the Problems of implementing the Merdeka Curriculum in Madrasas, the Head of the Madrasah has an active role to answer current problems, related to the implementation of the Merdeka Curriculum effectively and efficiently.

Abstract

This study examines the implementation of the Religious Moderation Village (KMB) policy in Southeast Sulawesi Province as a response to digital disruption that threatens credible religious authority and trigger identity polarization. Amidst the contestation of digital spaces dominated by exclusive narratives and provocative hoaxes, the role of Islamic Religious Counselors is crucial as information mediators and agents of moderation. The main focus of this study is to evaluate the impact of the KMB policy in creating peaceful conditions and how the transmission of moderation values ​​is carried out in digital and non-digital contexts. The research methodology used is descriptive qualitative with a policy study approach. Data were collected through in-depth interviews with Islamic Religious Counselors and community leaders in the KMB area, participant observation of counseling activities, and content analysis on social media channels (Facebook, Instagram, YouTube, and TikTok) to measure the effectiveness of counter-narratives against extremist ideologies. The analytical framework uses Heidi Campbell's Religious-Social Shaping of Technology theory to dissect the shift in religious authority in the digital era. The research findings show that the establishment of the KMB in Southeast Sulawesi significantly strengthened social capital and the resilience of rural communities to asymmetric information. Religious instructors play a strategic role in enhancing the community's digital literacy to filter out misleading "buffet of religious narratives." This study recommends strengthening digital literacy for instructors to enable them to seize the digital stage through inclusive and tolerant narratives. Integrating Southeast Sulawesi's local wisdom with digital transformation is key to successfully creating a moderate, stable, and harmonious religious ecosystem at the grassroots level.

Abstract

This policy paper outlines that the increasing divorce rate in Indonesia indicates the need for more effective policies to support family resilience. One factor contributing to this trend is the low level of awareness among couples about accessing marriage counseling. In developed countries, counseling is a normal part of married life, while in Indonesia, social stigma still hinders this. This paper analyzes this issue and the policies that can be implemented to normalize marriage counseling in Indonesia. The purpose of this policy paper is to formulate comprehensive policy recommendations to address the issues of marriage counseling support and communication, which are the root causes of divorce. A qualitative approach was chosen, emphasizing the U-Process analysis method. The results indicate that couples' awareness of accessing marriage counseling remains low. Individual mental models of each actor can be a barrier to accessing marriage counseling. The potential of religious and cultural leaders has not been fully utilized. Policy recommendations are directed to the Minister of Religious Affairs, religious and cultural leaders, and relevant institutions to support the normalization of marriage counseling through religious and cultural leaders. This approach is expected to create a paradigm shift in society that will be more open to marriage counseling. Marriage counseling becomes a necessity, not just a solution to conflict. This will strengthen family resilience, improve the quality of communication within the household, and reduce the divorce rate in Indonesia.

Abstract

This policy paper describes the policy of pre-marital counselling guidance based on artificial intelligence (AI) in forming a sakinah family. The purpose of this study is to analyse the implementation of an Artificial Intelligence (AI)-based pre-marital counselling policy as an innovative solution in preparing prospective married couples to form a sakinah family. The research also aims to identify the role of AI technology in detecting and preventing the main factors that cause divorce, such as disputes, arguments and economic problems, through the pre-marital counselling programme. This research uses descriptive qualitative methods to understand phenomena related to pre-marital counselling, the use of artificial intelligence (AI), and the formation of a sakinah family. Data sources consisted of primary data obtained through in-depth interviews with 15 respondents, and secondary data obtained from documentation studies, such as scientific literature and related policies. Data collection techniques included semi-structured interviews and documentation studies. The data analysis technique uses Miles and Huberman's interactive analysis model, which includes three stages: data condensation, data presentation, and conclusion drawing. This policy paper reveals that a policy that integrates AI in pre-marital counselling guidance with several concrete steps. Firstly, it is important for the government or relevant institutions to develop an AI-based digital platform that is easily accessible to prospective couples across Indonesia, with interactive features such as a chatbot for direct consultation. Second, the guidance programme should be tailored to the personal needs of each couple, by utilising AI algorithms that can assess and provide recommendations according to the couple's character and situation. Third, there needs to be continuous monitoring and evaluation of the effectiveness of the use of AI in this guidance, to ensure the quality of service remains optimal.

Abstract

This policy paper conducts an in-depth study of the failure of the Single Tuition Fee (UKT) relief policy at UIN Sunan Gunung Djati Bandung in realizing adaptive justice for students experiencing sudden economic difficulties. The main issue is the rigidity of internal regulations that lack a responsive mechanism (force majeure) to changes in financial conditions mid-semester, leaving students vulnerable to the risk of dropping out of their studies. This study uses qualitative policy analysis methods, including problem identification (USG), determining the root cause, and evaluating alternatives using the William N. Dunn scoring model. The analysis identifies three structural root causes: (1) Rigid Regulations that ignore incidental crises; (2) Budgetary Focus on UKT Revenue Stability, which limits flexibility; and (3) Bureaucratic Pressure to maintain a high revenue efficiency ratio, causing a shift in the goal from equity to efficiency. Based on the alternative evaluation, policy recommendations prioritize integrated regulatory solutions. UIN SGD Bandung is recommended to issue a Rector's Decree on Adaptive Force Majeure UKT to create a fast verification path. This policy must be operationally supported through Risk-Based Digital Verification Regulations to reduce administrative and bureaucratic burdens. Implementing these regulatory reforms is crucial to balance the financial interests of institutions with their social mandates, ensure the continuity of studies for students from low-income families, and end disparities in access to equitable education.

Abstract

This policy paper discusses the quality of Buddhist Marriage Guidance, which is currently not optimal in equipping prospective brides and grooms with an understanding of Dhamma principles and practical skills for fostering harmonious families. The main policy issue is the severe inconsistency in implementation and curriculum, triggered by weak binding national regulations and a policy focus that is too administrative rather than substantive program outcomes. Through descriptive qualitative methods, in which the author analyzes this issue using public policy theory approaches (such as Standardization Theory, Implementation Failure, and Result-Oriented Administration) and supported by an USG (Urgency, Seriousness, Growth) analysis for problem priority, it is found that the root of the problem lies in the failure of the oversight system to address the high autonomy of the Assembly and resistance to standardization. The USG analysis identifies five main problems, with three of the top priorities: Curriculum Inconsistency, Unstandardized Facilitators, and Cross-Sector Synchronization (Scores 13-14). Therefore, this policy paper recommends the issuance of a Decree of the Director General of Buddhist Community Guidance on the Establishment and Management of a Centralized Digital Platform. This decision was chosen based on William N. Dunn's scoring, which showed that the digital solution achieved the highest score (22) because it was considered the most efficient and capable of ensuring equal access to the Minimum Core Curriculum to all Buddhists, fundamentally shifting the focus from fulfilling administrative requirements to achieving substantive results in the form of increasing program efficacy and the quality of Buddhist families in Indonesia.

Abstract

This policy paper analyzes the systematic failure to strengthen the resilience of family institutions in Bali, characterized by a surge in divorce rates, threatening socio-cultural disintegration and local economic stability. The main root causes are identified through policy and socio-cultural analysis: first, minimal local government investment in post-marital counseling services, which are not considered a public health priority; and second, the strong social and cultural stigma that maintains shame that prevents people from seeking professional help. This paper uses a descriptive qualitative methodology with an approach that includes USG (Urgency, Seriousness, Growth) analysis and William N. Dunn policy evaluation using policy alternative scoring to determine intervention priorities. The results indicate that these socio-cultural barriers have the highest urgency score because they hinder the utilization of existing services. The discussion emphasizes the need for a paradigm shift from a curative approach to a culturally competent preventive approach. The policy paper recommends the issuance of a regulation in the form of a Decree of the Head of the Regional Office of the Ministry of Religious Affairs of Bali Province concerning the Integration of Mental Literacy Programs and Reducing the Stigma of Seeking Help in Pre-marital and Post-marital Counseling. This regulation requires the addition of a specific module that explicitly addresses social stigma (the culture of maintaining shame) and normalizes the role of professional counselors/psychologists as a legitimate solution to family crises. The goal is to address the root causes of social and cultural stigma, which are major barriers to utilizing professional services to maintain harmony in Balinese families.
