Abstract

This study aims to describe the innovation of E-Government-based personnel services through the ASN management information system (SIGMA) at the Riau Province Regional Personnel Agency Office. The data analysis technique used is qualitative descriptive analysis, which describes specific things obtained through data, interviews and documentation. The results of the study state that the innovation of E-Government-based personnel services through the ASN management information system (Sigma) at the Riau Province Regional Personnel Agency office is not optimal, as can be seen from several indicators that have not been running optimally, namely there is one feature that cannot be used which is currently still in the development stage, there are features that are locked because the feature is not yet suitable for use, and there is no legal umbrella that has been approved for this Sigma application. The inhibiting factors are that IT employees are not optimal in developing features, employees are still in a hurry to create features which result in the features created not being able to be used, and the Governor's regulation has not been issued which will be the legal umbrella for the Sigma application.

Abstract

The purpose of this study was to determine the implementation of the chromebook program in binawidya sub-district in pekanbaru city. This research uses a qualitative approach with data collocted through interviews, observations, and documentation. The results of the study indicate that the implementation of the chromebook program policy can be said to be good when seen from the students’ response to the use of chromebook, namely the enthusiasm of students who can provide new and enjoyable learning experiences so that they can create active learning that leads to increased interest and motivation in learning, with the use of chromebooks students can master and understand learning. Teachers have used most of the applications available on chromebooks in their learning.

Abstract

This study aims to determine the effect of price perception, brand image and social media influencers on the purchasing decision of Maybelline lipstick in the community in Pekanbaru city. This type of research is quantitative research using multiple linear regression methods. The number of samples in this study was 96 respondents selected using the purposive sampling method. Data collection was carried out by distributing questionnaires to respondents. The research data was analyzed using the SPSS V.25 program. The results of this study indicate that partially price perception, brand image and social media influencers have a positive and significant effect on the purchasing decision of Maybelline lipstick. The results of the Simultaneous test show that price perception, brand image and social media influencers have a Positive and Significant influence on the purchasing decision of Maybelline lipstick. From the table above, it can be seen that the R square value is 0.640, that the Purchase Decision variable can be explained by the variables Price Perception, Brand Image and Social Media Influencer by 64.0%, while the remaining 34.0% are other variables that are not examined in this study.

Abstract

This study aims to determine the effect of workload, work environment, and work motivation on employee performance At BUM Des Amanah, Bukit Gajah Village, Pelalawan, Riau, This research method uses a quantitative approach. The population in this study were employees of Bum Des Amanah Bukit Gajah Village Pelalawan Riau , the samples used was 38 respondents. The data collection method in this study used hypothesis testing and the data analysis used was multiple linear regression through the SPSS 23 program. The results of this study indicate that workload and work motivation have a positive and significant effect on emmployee performance at Bum Des Amanah Bukit Gajah Village Pelalawan Riau, while the work environment has a negative and significant effect on emmployee performance at BUM Des Amanah Bukit Gajah Village Pelalawan Riau. The adjusted R Square value is 0,806 or 80,6% which means employee performance can be explained by workload, work environment, and work motivation, the remaining 19,4% can be influenced by other factors not examined in this study.

Abstract

Digital-based services have become an essential element in effective governance and the improvement of public service provision in the modern era. However, the adoption and implementation of digital services in rural areas face complex challenges. This study aims to identify and analyze the barriers hindering the implementation of digital services in Giti Village and Aliantan Village. A qualitative approach is used to explore the technical, organizational, social, and financial barriers affecting the application of technology in these areas. The research findings reveal that limited infrastructure, including unstable internet access and a lack of technological devices, are major obstacles. Additionally, issues of privacy and data security, resistance from organizations, and a lack of training and capacity-building for human resources also slow down the digital transformation process. Social factors, such as low digital literacy among the community, also influence the level of digital service adoption. This study emphasizes the importance of a holistic approach to overcoming these barriers through strengthening infrastructure, providing ongoing training, raising awareness about data security, and enhancing collaboration between the government and local stakeholders. By addressing these challenges, digital technology can be maximized to drive inclusive development and strengthen village governance in the future.

Abstract

This research aims to determine the influence of brand ambassador, brand image and brand trust on purchasing decisions for Samsung brand cellphones in Pekanbaru City. This type of research is quantitative research using multiple linear regression methods. The total sample in this study was 96 respondents who were selected using the purposive sampling method. Data collection was carried out by distributing questionnaires to respondents. Research data was analyzed using the SPSS V.25 program. The results of this research partially show that brand ambassador, brand image and brand trust have a positive and significant influence on the decision to purchase Samsung brand cellphones in Pekanbaru City. Simultaneous test results show that brand ambassador, brand image and brand trust have a positive and significant influence on purchasing decisions for Samsung brand cellphones in Pekanbaru City. The R Square value is 0.535 or 53.5%, indicating that the brand ambassador, brand image and brand trust variables as a whole only have an influence of 53.5% on the purchasing decision variable. Meanwhile, the remaining 46.5% was influenced by other variables not examined in this research.

Abstract

This study examines the challenges associated with the implementation of the Digital Population Identity (IKD) in enhancing the quality of population administrative services in Rokan Hulu Regency. While IKD represents a digital innovation aimed at streamlining and expediting public service delivery, its adoption at the regional level continues to encounter significant obstacles. Employing a descriptive qualitative approach, this research utilized data collection methods including observation, interviews, and document analysis. The findings reveal that several key factors impede the effective implementation of IKD: low levels of public participation, limited digital literacy, the lack of access to mobile devices among the population, inadequate infrastructure, and the absence of mandatory regulatory frameworks. In light of these challenges, a comprehensive strategy is imperative—one that involves intensified public outreach, the provision of sufficient supporting facilities, and the establishment of clear and enforceable policies to ensure the successful realization of digital transformation in population administration services.

Abstract

This study aims to determine the collaboration between the village government and traditional institutions in preserving local culture in Kuntu Village, Kampar Kiri District. The research method used is descriptive qualitative through observation, interviews, and documentation. The results of the study indicate that the collaboration of the village government and traditional institutions in preserving local culture in Kuntu Village, Kampar Kiri District has been running but has not been optimal. Seen from several indicators 1) Face to face dialogue, 2) Building trust (Trust Building), 3) Commitment to the process (Commitment to process), 4) Sharing understanding and experience (Share Understanding), 5) Interim results that can be utilized (Outcome). The inhibiting factors are 1) Minimal participation of the younger generation due to the influence of modern lifestyles and lack of interest in traditional activities. 2) Lack of socialization and promotion. 3) Supporting infrastructure for cultural activities and Budget limitations. 4) Shifting values ​​and changes in people's mindsets towards tradition. 5) Lack of Participation of the Driving Team, and 6) Low communication and coordination between the Village Government and Traditional Institutions are obstacles to cultural preservation.

Abstract

Poverty remains one of the major social issues that continues to receive significant attention from the government, including in West Pasaman Regency, where poverty rates have fluctuated over the years. The Social Service Office, as the implementing agency for social affairs, plays a crucial role in poverty alleviation through various programs, policies, and social services. This study aims to analyze the role of the Social Service Office in reducing poverty rates and to identify the inhibiting factors encountered in its implementation. This research employs a qualitative method with data collected through observations, interviews, and documentation. The findings indicate that the Social Service Office has carried out the four main governmental roles proposed by Arif (2012), namely as a regulator, dynamist, facilitator, and catalyst. The institution implements several social assistance programs such as PKH, BPNT, and PBI-JK, conducts community empowerment initiatives, updates the Integrated Social Welfare Data (DTKS), and provides various welfare services. However, several obstacles are still encountered, including limited budget allocation, inaccurate beneficiary data, insufficient human resources, and challenges in cross-sector coordination. Therefore, optimizing the role of the Social Service Office is essential through improving data accuracy, strengthening collaboration, and ensuring adequate resources to sustainably reduce poverty rates in West Pasaman Regency.

Abstract

This study aims to examine the effect of TikTok Social Media Marketing, Brand Image, and Reference Groups on the Purchase Decision of Aerostreet local shoes among students in Pekanbaru City. The research employs a quantitative approach using a survey method. The sample consists of 100 respondents selected through purposive sampling, specifically students who had purchased Aerostreet shoes during the 2024–2025 period. Data were collected using an online questionnaire with a Likert scale and analysed using multiple linear regression with SPSS version 20. The results indicate that, partially, Social Media Marketing, Brand Image, and Reference Groups have a positive and significant effect on Purchase Decisions. Simultaneously, the three independent variables also show a significant effect, as indicated by an F-value of 99.254 with a significance level of 0.000. The Adjusted R Square value of 0.749 indicates that 74.9% of the variation in purchasing decisions can be explained by these variables, while the remaining percentage is influenced by other factors outside the model. These findings confirm that digital marketing strategies, a strong brand image, and social influence play a crucial role in shaping consumers’ purchasing decisions for local footwear products.
