Abstract

Transformational leadership plays an important role in improving organizational performance by creating an inspiring vision, building strong working relationships, and encouraging innovation. This study aims to analyze the impact of transformational leadership on employee performance across various sectors, with a focus on the Central Bureau of Statistics (BPS) in Maluku Province. The research employs a quantitative approach and is analyzed using statistical methods. The findings show that transformational leadership has a positive impact on employee motivation, engagement, and productivity. Leaders who provide a clear vision, offer emotional support, and encourage innovation have been proven to enhance organizational effectiveness. This study also identifies challenges in implementing transformational leadership, such as resistance to change and resource constraints. Therefore, it is crucial for organizations to develop adaptive and sustainable leadership strategies to optimize employee performance. These findings are expected to serve as a reference for stakeholders in designing more effective leadership policies.

Abstract

The research aims to determine the relationship between leadership (X1), motivation (X2), organizational climate (X3) and employee performance (Y) at the Regional secretariat of Palembang City. The sample in this study was 102 respondents. The sample-sampling technique in the study was carried out with a sample random sampling technique. Data collection method using questionnaire. The Data obtained is then processed by using the SPSS tool. The analysis techniques used include validity tests, reusability tests, the correlation test of Kendall's tau, hypothesis tests through partial correlation tests, double correlation, Ttest and Ftest tests. Based on the calculation results of the double correlation statistics of 1.7615 shows the relationship between the variable leadership, motivation, organizational climate and employee performance is very strong. T test result proves that the leadership variables are unrelated and significant with the employee's performance, the motivation variables are unrelated and significant with the employee's performance, and the organizational climate is unrelated and significant with the employee's performance. While the simultaneous F test results of 1.761 indicate that there is a simultaneous relationship between leadership, motivation, organizational climate and employee performance with a very strong relationship level.

Abstract

Dalam memastikan tercapainya tujuan dan sasaran pemerintah, pengelolaan kinerja Aparatur Sipil Negara (ASN) menjadi salah satu instrumen penting. Namun, pelaksanaan penilaian kinerja di Pemerintah Kota Surakarta dalam Jabatan Pimpinan Tinggi (JPT) Pratama, masih ditemukan beberapa permasalahan yaitu proses penilaian kinerja yang cenderung bersifat formalitas dan kurang mencerminkan kondisi rill kinerja pegawai. Sebagai langkah untuk mengatasi hal tersebut, Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Surakarta menerapkan metode penilaian perilaku 360° yaitu penilaian yang dilakukan dua kali dalam setahun melalui e-portal dengan sistem kuesioner tertutup, serta melibatkan atasan langsung, rekan kerja, dan bawahan. Butir pertanyaan disusun oleh BKPSDM Kota Surakarta dengan melibatkan psikolog Universitas Sebelas Maret (UNS), guna memastikan objektivitas pada penilaian. Penelitian ini bertujuan untuk menganalisis pelaksanaan metode penilaian perilaku 360° di lingkungan Pemerintah Kota Surakarta dengan pendekatan kualitatif studi kasus melalui teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan metode ini memberikan gambaran penilaian yang lebih objektif. Dengan pelaksanaan penilaian perilaku 360° diharapkan mampu mendorong budaya kerja yang lebih objektif, transparan, dan akuntabel di lingkungan Pemerintah Kota Surakarta. Abstract

This study aims to analyze the influence of money politics on voter decision-making in the 2024 election of DPRD (Regional People's Representative Council) candidates in Musi Banyuasin Regency, particularly in Sekayu District, as well as to evaluate the effectiveness of the socialization strategies implemented by the Election Supervisory Board (Bawaslu) in preventing such practices. Money politics remains a prevalent phenomenon in electoral contests across various regions in Indonesia, especially in areas with low political awareness and economically vulnerable communities. This research employs a descriptive qualitative approach, with data collected through in-depth interviews involving voters, political brokers, community leaders, and electoral officials in Sekayu District. The analysis is based on the theory of clientelism by Stokes (2021), which highlights transactional relationships between patrons (candidates), brokers (intermediaries), and clients (voters). Patrons offer direct benefits, such as cash or basic necessities, in exchange for political support. The findings reveal that money politics continues to be a dominant strategy in influencing voter behavior, particularly among lower-income groups. Voters often feel a moral obligation to support candidates who have provided them with tangible benefits, regardless of their knowledge of the candidate’s vision and mission. Meanwhile, Bawaslu’s socialization strategies have proven to be insufficient in effectively reaching all segments of society, particularly marginalized groups most susceptible to material inducements. The results of this study indicate that money politics significantly affects voter decisions, and preventive efforts by electoral supervisory institutions must be strengthened through more participatory and context-sensitive approaches in order to foster greater political awareness, integrity, and independence among voters.

Abstract

This study discusses students' perceptions of the budget efficiency policy implemented in the era of the new government, focusing on its impact on the education and welfare sectors. Budget efficiency has become a strategic issue in state financial governance; however, its implementation often generates both pros and cons, especially in public services such as education. This research employs a quantitative descriptive method with a survey approach targeting active K3 students of the 2024 cohort in Public Administration, Faculty of Social and Political Sciences. The instrument used is a Likert scale-based questionnaire that encompasses aspects of understanding, attitudes, and perceptions of students towards the policy. The results show that the majority of respondents have a skeptical, even negative perspective toward the budget efficiency policy. As many as 75.8% respondents expressed disagreement or strong disagreement with the policy, mainly because it is considered to reduce the quality of educational services, does not guarantee equitable access to education, and does not involve community aspirations in its formulation process. Furthermore, the majority of students feel that the benefits of this policy have not been felt significantly by them as recipients of educational services. These findings indicate that the implementation of budget efficiency policies needs to be evaluated, both in terms of planning and execution, to achieve efficiency goals without sacrificing the quality and equity of public services. This study recommends an increase in transparency, public participation, and government communication to make the adopted policies more responsive to community needs.

Abstract

Penelitian ini bertujuan untuk menganalisis persepsi mahasiswa Ilmu Administrasi Negara terhadap penggunaan AI ChatGPT dalam meningkatkan kualitas pembelajaran. Metode penelitian yang digunakan adalah kuantitatif dengan purposive sampling. Purposive sampling digunakan untuk memilih sampel mahasiswa yang memiliki pengalaman menggunakan ChatGPT dalam proses pembelajaran mereka, sehingga informasi yang diperoleh lebih relevan dan mendalam. Data dikumpulkan melalui kuesioner yang disebarkan secara online kepada sampel mahasiswa. Kuesioner mengukur persepsi mahasiswa terhadap kemudahan penggunaan, manfaat, efektivitas, dan potensi dampak negatif ChatGPT, serta tingkat literasi digital mereka. Hasil penelitian menemukan bahwa mahasiswa Ilmu administrasi negara menganggap integrasi teknologi AI dalam pendidikan tinggi harus diiringi dengan penguatan literasi digital dan etika akademik agar manfaatnya bisa dirasakan secara maksimal tanpa mengorbankan aspek fundamental dalam pembelajaran. Selain itu, penelitian ini juga diharapkan dapat memberikan kontribusi pada pengembangan teori tentang adopsi teknologi dalam pendidikan.

Abstract

This study aims to analyze cultural-based tourism development strategies as an effort to enhance creative micro-enterprises in Bejijong Village, Trowulan District, Mojokerto Regency. The village possesses rich cultural and historical heritage from the Majapahit Kingdom, which serves as the main attraction for cultural tourism, including sites such as Brahu Temple, Siti Inggil Hermitage, and the Sleeping Buddha Statue. This research employs a qualitative approach using observation, in-depth interviews, and documentation techniques, with data analyzed through the SWOT method. The results indicate that cultural tourism development has a significant impact on local economic growth through the formation of a culture-based MSME ecosystem. Development strategies that are rooted in local potential and cultural wisdom values encourage active community participation in environmental preservation, social empowerment, and income improvement. The SWOT analysis places Bejijong Village in an aggressive strategy position, meaning it can maximize internal strengths and external opportunities to promote sustainable growth. These findings highlight the importance of integrating cultural preservation with the strengthening of the local economy in the development of cultural tourism villages.

Abstract

Implementation of Palembang City Regional Regulation Number 27 of 2011 Concerning Waste Management and Service Retribution at the Palembang City Environmental and Sanitation Service (Case Study of Article 32 Principles and Targets of Determining Household Waste Retribution Tariffs Sukabangun Indah Phase II Sukajaya Village). The background of this study is Based on temporary findings at the Palembang City Environmental and Sanitation Service regarding the principles and targets of determining household waste retribution tariffs, a case study of Sukajaya Village Sukabangun Indah Phase II, the problems faced are not paying attention to the cost of providing services, tariffs are not in accordance with government regulations so that they vary from Rp. 30,000 to Rp. 50,000 for waste contributions, unfairness in service, ineffectiveness of service provision in terms of waste transportation past the specified due date. The method used in this study is a qualitative method that directly presents the nature of the relationship between researchers and informants, objects and subjects of research. The theory used is Edward III in (2004:168) and (Palembang City Regional Regulation Number 27 of 2011 Concerning Waste Management and Service Retribution) is to process and analyze the collected data into systematic, orderly, structured and meaningful data for research showing the Importance of Principles and Targets for Determining Household Waste Retribution Tariffs for Sukabangun Indah Phase II, Sukajaya Village.
