Abstract

When policies and programmes are designed and implemented successfully by governments, it tends to improve development indices such as reducing poverty, when governance is good. The paper examined the impact of governance, public expenditure and trade on poverty reduction in some selected Sub-Saharan African countries, using Pool Mean Group (PMG) with data spanned for 21 years (1996-2016). The results show a long-run association between governance, public expenditure, trade and poverty reduction in SSA. Also, control of corruption, political stability, government expenditure, and trade reduces poverty by enhancing the Human Development Index (HDI) in the long run. This outcome implies that improving governance (control of corruption and political stability) is vital for reducing poverty as it increases the adequate performance of public expenditure and as well as promote trade in SSA.

Abstract

The aim of this paper is to analyze the impact of human capital, notably education, on environmental quality in Cameroon. Used is made of ARDL bound testing techniques to analyze annual data spanning the period 1971-2019. The data was obtained from the World Development Indicators published by the World Bank website. The results show a positive impact of human capital development on environmental quality. Also, evidence was found to support the existence of the environmental Kuznets curve in the context of Cameroon. These results indicate that the government of Cameroon can improve on its environmental quality by developing the human capital of its citizens. This can be done by enhancing environmental education in the country.

Abstract

In Indonesia, innovation has become an essential priority for the government. The study analysed innovation's impact on regional governments' performance. The study focused on factors such as regional financial independence, local own-sourced revenue growth rate, the maturity level of e-government, and regional competitiveness. Secondary data from related ministries, covering all provincial, regency, and city governments in Indonesia, were used for the analysis. The study tested hypotheses using partial least squares and group difference tests. The results indicated that innovation positively impacted regional financial independence, e-government maturity level, and regional competitiveness but did not impact local own-sourced revenue growth rate. Innovative local governments exhibited higher regional financial independence, e-government maturity level, and competitiveness index. As a result, the study concluded that innovation plays a significant role in improving local government performance by helping manage resource constraints and meeting societal expectations. However, the regional financial independence dominated by low levels highlights the need for better innovation and performance management, especially in increasing revenue to better finance regional development.

Abstract

The Indonesian government has provided fiscal incentives to develop a battery electric vehicle (BEV) market, such as luxury goods tax (PPnBM) exemptions, vehicle title transfer fee (BBNKB) reduction, and motor vehicle tax (PKB) reduction for BEV users. With several fiscal incentives, BEV prices are expected to compete with Internal Combustion Engine Vehicle (ICEVs), thus consumers will switch to buying and using BEVs. Consumers, however, do not solely consider the price of BEVs; they also consider the total cost of ownership (TCO). In that regard, this study aims to construct a TCO model and calculate the total cost of ownership of Electrified Vehicles (x-EVs) and ICEVs. This study also attempts to analyze the impact of various fiscal incentives on the TCO of BEV. The result of this study shows that (1) without any fiscal incentives, the amount of x-EV’s TCO (Total Cost of Ownership) is comparably higher than that of ICEV; (2) PHEV’s and HEV’s TCOs are lower than the TCO of ICEV with the provision of PPnBM-free incentives and PPnBM reduction respectively; and (3) three fiscal incentives (PPnBM exemption and BBNKB and PKB discount) are urgently required to lower the TCO of BEV and penetrate the Indonesian market.

Abstract

This study aims to measure systemic risk in conventional commercial banks in Indonesia with the Conditional Value at Risk (CoVaR) model developed by Adrian and Brunnermeier (2009). The financial crises of 1998 and 2008 have become valuable lessons for Indonesian banks to always maintain financial system stability because the impact caused by systemic risks is very large. Systemic risk is the possibility of instability due to contagion in some or all of the financial system. This study uses a sample of 6 conventional commercial banks in Indonesia from January 2012 to December 2018. The results obtained from this study is the systemic risk is not related to the size of banks. Each bank has a negative externality so that it can cause a bank rush and systemic impact.

Abstract

Decentralization creates a need to discuss education inequality on a smaller scale to formulate a better development policy. This study aims to give insights on how education inequality can vary across districts depending on the characteristics attributed to the said region. By calculating education Gini indices, we found that regencies and agricultural districts tend to experience worse education inequality than municipalities and non-agricultural districts. Adding to that, using panel data regressions, we also found that the data shows the opposite of education Kuznets curves, contradicting some of the previous studies. This study contributes to the literature by highlighting the importance of measuring education inequality in a smaller scale to improve the accuracy of development policies.

Abstract

This study aims to describe the priority strategy of agricultural sub-sector development in improving farmers’ welfare. The data used in this study were primary and secondary data. Secondary data included: GRDP of Sumbawa District, GRDP of NTB Province, and other supporting data for this study.  Primary data were: Experts Opinion Questionnaire or experts related to research problems. Respondents of this study were: bureaucrat respondents, academic respondents, farmer group respondents, and businessmen respondents. The determination of respondents used was purposive sampling technique which consisted of 30 respondents. The data analysis used was Process Hierarchy Analysis (AHP). The results of the study showed that: (1) Central government policies were a priority for achieving goals, compared to regional government policies. (2) Related to central government policy factor, protecting farmers was a priority compared to empowering farmers. (3) Regarding to protecting farmers, optimizing the role of Indonesia Logistics Bureau (BULOG) and implementing Warehouse Receipts was a priority. (4) Regarding the empowerment of farmers, the development of systems and facilities for marketing agricultural products was a priority. (5) The results of AHP showed that central government policies need to be considered and prioritized in crop agricultural sub-sector development strategy to improve farmers' welfare. Then to achieve the welfare of sub-criteria farmers, the protection of farmers must be prioritized. Furthermore, the alternative main priority in determining the strategy was optimizing the role of Indonesia Logistics Bureau (Bulog) and implementing Warehouse receipts.  Keywords: Strategy, Kesejahteraan Petani, Analythical Hierarchy Process (AHP).

Abstract

Recognition of the competitiveness of various export commodities is very important to design industrial policies which is then shaping the country 's structural transformation, such as to reallocate  labors to activities outside of sector with lower comparative advantage. The most popular comparative advantage measurement approach is Revealed Comparative Advantage (RCA) introduced by Balassa in 1965. Eventhough Balassa's RCA very popular, it has received a lot of criticism and improvement effort especially related to its asymmetric distribution and consistency (ranking bias). This present study introduced a new method to increase the predictive power of Balassa's RCA while maintaining the simplicity principle of calculation and convenience in dealing with data availability by selecting product included in the analysis. The study revealed that by selecting the product limited to the top 250 export (from 1,259 products in HS 4-digit), it is able to correct (restore) the position of Indonesian manufacturing sector as a competitive sector (RCA> 1) reflected by the position of the sector as top 10 export, based on export share (export value). This approach also provided a new understanding of Indonesia's export competitiveness in the Chinese market, especially after the implementation of the ASEAN-China FTA in 2010.

Abstract

The Indonesian capital market is one of the investment destination countries for investors in developed countries. The development of economic conditions in Indonesia itself is considered suitable for investors to invest. Insurance sector stocks are one of the sectors that are the target of investors. This study predicts the share price of insurance companies. Data in daily form from 2010 to 2020 uses the Autoregressive Conditional Heteroskedasticity - Generalized Autoregressive Conditional Heteroscedasticity (ARCH - GARCH) method. The results showed that forecasting that was carried out until 2025 all the insurance companies studied experienced an upward trend in stock prices. Investors can manage their funds by increasing or decreasing the insurance stock portfolio and adjusting the asset allocation with the investment strategy.

Abstract

The global crisis caused by the pandemic also has an impact on the labor market in Indonesia. Young and women workers are strongly affected by the crisis and economic uncertainty due to the pandemic. One of the perceived impacts is the transition of young workers from entrepreneurs to NEET. This study aims to analyze the determinants of the transition of young entrepreneurs to NEET during the pandemic in Indonesia, both in general and gender-specific models. Data from the National Labor Force Survey (SAKERNAS) with individual panel observation in the period of August 2019 and August 2020 were analyzed using multinomial logistic regression. Important issues related to the determinants of the transition from an entrepreneur to NEET in Indonesia are demographic characteristics, COVID-19 risk status in the area of residence, and employment characteristics. Meanwhile, in the gender-specific model, there are differences in the determinants between male and female models. Prevention of the transition to NEET can be done by improving skills and education for young entrepreneurs, one of which is by expanding the scope of kartu prakerja. Specifically, on gender-based policy, women can be directed to the creative economy with flexible working hours
