Abstract

General Background: The rapid advancement of digital technology has catalyzed the proliferation of online service platforms, intensifying competition among providers to deliver optimal user experiences. Specific Background: In this landscape, food delivery services such as GoFood Merchant play a crucial role, yet user dissatisfaction remains a persistent challenge. Knowledge Gap: Despite the abundance of user-generated reviews, comprehensive sentiment and pattern analysis for GoFood Merchant remains limited, particularly in the integration of sentiment classification with pattern discovery and actionable recommendations. Aims: This study aims to analyze user sentiment toward the GoFood Merchant application using the Naïve Bayes algorithm and identify common complaint patterns via the Apriori algorithm, followed by solution formulation through the 5W+1H approach. Results: Utilizing 1,243 Play Store reviews, the sentiment classification model achieved an accuracy of 87%, indicating robust performance. Further analysis of negative reviews revealed five dominant keywords: “driver,” “order,” “aplikasi,” “resto,” and “iklan.” Novelty: The integration of sentiment analysis, association rule mining, and structured problem-solving provides a novel framework for understanding and addressing user dissatisfaction. Implications: The findings offer strategic insights for enhancing user experience and strengthening GoFood Merchant’s competitive advantage in the saturated online service marketplace. Abstract

General Background: Standardized passenger service administration is a vital component in airport management to ensure safety, comfort, and user satisfaction; however, its implementation often faces challenges related to resources, infrastructure, and service management. Specific Background: At Juwata International Airport Tarakan, departure, arrival, comfort, value-added services, and terminal capacity management have been aligned with national regulations but still encounter operational constraints. Knowledge Gap: In-depth empirical studies on the supporting and inhibiting factors of passenger service administration at regional airports, particularly in North Kalimantan, remain scarce. Aims: This study analyzes the implementation of passenger service administration and identifies factors influencing service smoothness. Results: Using a descriptive qualitative approach, the findings indicate that regulatory compliance and adequate human resources serve as key enablers, while limited check-in counters, underdeveloped self-check-in facilities, and insufficient supporting amenities are the main obstacles. Novelty: This study provides a comprehensive empirical overview of service dynamics at a regional airport and highlights the urgency of facility innovation. Implications: The findings emphasize the need for optimizing infrastructure, information technology, and human resource management to improve the effectiveness and competitiveness of public services in the air transportation sector. Abstract

General Background: The management of Village-Owned Enterprises (BUMDes) is an important strategy in driving the rural economy in Indonesia, but its sustainability often faces managerial and institutional challenges. Specific Background: In Benua Baru Village, the BUMDes “Maju Bersama” manages business units such as a night market, cassava chips, and livestock feed corn, which contribute to increasing village income but are hindered by communication and coordination problems following a change in management. Knowledge Gap: Empirical research that thoroughly examines BUMDes management based on management function theory, particularly the supporting and inhibiting factors at the village level, remains limited. Aims: This study analyzes the management of BUMDes “Maju Bersama” using Luther Gulick’s framework (POSDCoRB) and identifies factors influencing business sustainability. Results: The findings show that business management has aligned with the village’s potential and provided a positive impact on the local economy (2018–2022), but has experienced stagnation since 2023 due to weak communication and planning. Novelty: This study presents a village-level analysis integrating management theory with local leadership dynamics. Implications: The results highlight the importance of continuous coordination, communication, and managerial capacity to ensure the sustainability of BUMDes as a driver of the rural economy. Highlights: The sustainability of BUMDes greatly depends on communication and coordination after a change in leadership. The application of Luther Gulick’s management function theory is effective in revealing supporting and inhibiting factors. Abstract

General Background: Waste management remains a critical environmental and public health issue in Indonesia, affecting both urban and rural communities. Specific Background: In Kelinjau Ulu Village, East Kutai Regency, rising household waste generation is exacerbated by insufficient infrastructure, limited processing facilities, and suboptimal local policy enforcement. Knowledge Gap: While regional waste strategies are mandated, little empirical evidence exists on how these are operationalized at the village level and the local factors influencing success or failure. Aims: This study analyzes the direction and implementation of household waste management policy in Kelinjau Ulu Village, focusing on waste separation, collection, transportation, and disposal, as well as identifying enabling and constraining factors. Results: Employing a qualitative descriptive approach through observation, interviews, documentation, and literature review, findings reveal that although policy frameworks are comprehensive, implementation is hindered by inadequate facilities and infrastructure, while community awareness and government support serve as enabling factors. Novelty: This research offers a detailed, village-scale assessment of household waste policy implementation challenges, bridging the gap between regional strategies and local realities. Implications: Strengthening infrastructure, enhancing community engagement, and enforcing regulations are crucial for improving rural waste management policy effectiveness in Indonesia. Abstract

General Background: Cultural preservation is a pressing issue in Indonesia, where traditional heritage faces erosion due to modernization and shifting values. Specific Background: Lung Anai Cultural Village in East Kalimantan, home to the Dayak Kenyah Lepoq Jalan community, embodies rich traditions such as traditional dance, weaving, carving, and ceremonies, yet these practices are declining, particularly among youth. Knowledge Gap: While traditional institutions are recognized for safeguarding culture, limited empirical research examines their operational roles, youth engagement, and contextual challenges at the village level. Aims: This study analyzes the role of the Lung Anai Traditional Institution in preserving cultural heritage, identifying its functions, supporting factors, and obstacles. Results: Using a qualitative descriptive approach with interviews, observation, and documentation, the study reveals the institution’s pivotal role in channeling community aspirations, promoting cultural practices, and mediating with the village government. However, limited youth participation and inadequate training hinder effectiveness, while community solidarity and local leadership provide strong support. Novelty: This research delivers a granular, village-level analysis of how traditional institutions navigate modernization pressures while sustaining intangible heritage. Implications: Findings highlight the necessity for targeted youth engagement and capacity-building programs to strengthen traditional institutions as cultural stewards in rural Indonesia. Abstract

General Background: Farmer empowerment is a key strategy for enhancing rural economic welfare, with village governments serving as primary facilitators of development based on local potential. Specific Background: Loa Pari Village, Kutai Kartanegara Regency, possesses significant agricultural potential; however, farmers’ productivity remains hindered by limited facilities, low participation, and restricted access to information. Knowledge Gap: Research on the role of the Loa Pari Village Government in farmer empowerment is limited, particularly regarding mechanisms, effectiveness, and the challenges encountered. Aims: This study aims to analyze the role of the village government in implementing farmer empowerment programs and to identify supporting and inhibiting factors. Results: Findings indicate that the village government plays an important role in providing facilities, forming farmer groups, and collaborating with external institutions, but implementation remains unstructured due to the absence of standard operating procedures (SOPs), budget limitations, and low farmer participation. Novelty: This study highlights the need for measurable and sustainable support systems for village-based farmer empowerment, emphasizing the importance of SOPs, institutional strengthening, and youth engagement. Implications: The results can serve as a reference for village governments and policymakers to design systematic, participatory, and locally adaptive empowerment models. Abstract

General Background: The administration of registration, issuance, and delivery of replacement land certificates is a crucial component of land services in Indonesia to ensure legal certainty of land ownership; however, its implementation often faces administrative and technical challenges. Specific Background: At the Samarinda City Land Office, this process includes the registration of the Land Registration Certificate, field inspections, public announcements in mass media, and final certificate delivery, which are largely conducted in accordance with regulations but still encounter obstacles. Knowledge Gap: Empirical studies examining the supporting and inhibiting factors of replacement certificate administration at the city level remain limited. Aims: This study aims to analyze the implementation of replacement certificate administration at the Samarinda City Land Office and identify factors that support and hinder the process. Results: Using a qualitative approach through interviews, observations, and documentation, the study found that integration of the KKP database and adequate human resources were the main supporting factors, while constraints included incomplete applicant documents, lack of survey copies, and ineffective communication between officers and applicants. Novelty: This research provides a detailed empirical overview of the dynamics of replacement certificate administration at the municipal level and emphasizes the importance of active applicant involvement. Implications: Recommendations include enhancing public outreach, strengthening staff capacity, and optimizing land information systems to improve the effectiveness of public services. Abstract

General Background: Traditional institutions hold a strategic role in maintaining social harmony, preserving cultural values, and resolving disputes in Indonesia, yet their performance is often challenged by modernization and limited institutional resources. Specific Background: In Tanjung Lapang Village, West Malinau District, the Traditional Institution serves as the main actor in the Dayak Lundayeh engagement cancellation custom, covering ceremonial procedures, settlement of legal and social impacts, and dispute mediation, despite facing issues in ensuring process effectiveness and fairness. Knowledge Gap: In-depth empirical studies on the mechanisms, supporting factors, and obstacles of Traditional Institutions in handling engagement cancellations at the village level, particularly in North Kalimantan, remain scarce. Aims: To analyze the performance of the Traditional Institution in implementing the engagement cancellation custom and to identify its supporting and inhibiting factors. Results: This qualitative study found that the Traditional Institution is effective as a facilitator, mediator, and arbitrator, strongly supported by the community, but hindered by limited communication, modernization influences, and resource constraints. Novelty: This study provides a comprehensive empirical account of the dynamics of engagement cancellation in traditional villages and emphasizes the need for institutional adaptation to social change. Implications: Strengthening institutional capacity, enhancing customary law literacy, and fostering cross-sector collaboration are crucial to sustaining the role of the Traditional Institution in preserving cultural values and resolving disputes in Tanjung Lapang Village. Abstract

General Background: Computerized systems play a crucial role in enhancing work effectiveness and efficiency, particularly in government institutions, yet their implementation often faces technical obstacles that negatively impact employee performance. Specific Background: This study focuses on the Organizational Division of the Regional Secretariat of Paser Regency, where frequent system disruptions hinder the completion of administrative tasks. Knowledge Gap: Although many studies highlight the benefits of computerization, empirical research linking its influence to employee work effectiveness in local government settings remains limited. Aims: To analyze the effect of computerized systems on employee work effectiveness using measurable indicators. Results: A quantitative approach with the Spearman Rank Correlation technique on 18 respondents yielded an rs value of 0.529 > 0.472 (α = 0.05), indicating a significant positive relationship. Novelty: This study provides new empirical evidence on the contribution of computerized systems to improving work effectiveness in the regional public sector. Implications: The findings underscore the need to improve system quality and provide employee training to maximize technology utilization, thereby enhancing administrative performance and the quality of public services in Paser Regency Highlights: Significant positive correlation between computerization and work effectiveness. Abstract

General Background: The performance of electoral management bodies, such as the Indonesian General Election Commission (KPU), is crucial for ensuring democratic and high-quality elections. However, challenges in task execution and inter-divisional coordination often affect effectiveness. Specific Background: In Tana Tidung Regency, North Kalimantan, the KPU faces increased workloads ahead of the 2024 simultaneous elections, while staffing and resources remain limited, potentially hindering smooth operations. Knowledge Gap: While studies on KPU performance exist, empirical research specifically examining factors influencing district-level KPU performance in simultaneous elections is scarce. Aims: This study analyzes the performance of KPU Tana Tidung in the 2024 elections, focusing on quality, quantity, responsibility, cooperation, and initiative, and identifying supporting and inhibiting factors. Results: Using Miles and Huberman’s interactive analysis model, findings show that quality was maintained through effective coordination, communication, and leadership, though some tasks were delayed due to disproportionate workloads. Divisional accountability, cross-division collaboration, and proactive staff initiatives supported performance, while constraints included limited human resources, varied educational backgrounds, voter data validation issues, and inadequate infrastructure. Novelty: This research uniquely identifies district-level KPU performance determinants in simultaneous elections, emphasizing inter-divisional synergy and human resource strengthening. Implications: The study highlights the need to increase staffing and capacity, strengthen coordination, and optimize staff initiative to improve future electoral effectiveness and efficiency.
