Abstract

This study examined the possibilities of legalizing detailed spatial planning in Sleman regency. By using objectives analysis of project cycle management (PCM) method, 7 approaches were identified to introduce detailed spatial planning, namely: Motivation approaches, Central Government Policy Approaches, Law Enforcement Approaches, Relocation Approaches, Industrial Development Approaches, Business Development Approaches, and Coordination with Sultan’s office Approaches. From the 7 approaches, 4 approaches were selected most convincing combinations which are relocation approaches, industrial development approaches, business development approaches and coordination with sultan’s land approaches. The examination of its feasibility were conducted by interviewing stakeholders in Sleman regency whose result showed that the first 3 approaches could be realized without serious problems while coordination with sultan’s land office approaches had to be handled with care because the authority of sultan’s land conversion was under the sultan’s office even though the location was in Sleman. To overcome these difficulties, Sleman regency must take initiative and be able to suggest to sultan’s office feasible idea of coordination with national land use planning. This being action research case, its actual applicability will be verified by initiating activities with Sleman regency government as its main promoter.

Abstract

A survey of thirteen farmers using qualitative method with in-depth interview was carried out in Malang District in order to observe farmers’ constraints and the strategy taken under the rise in beef price. The result showed that during 2010-2015, Malang District farmers had faced constraints such as difficulty in accessing cattle, poor feeding behavior, and long selling channel. Most of them had joinedcattle sharing system in order to access cattle. Based on trust and kinship, cattle sharing system allowed smallholders to gain access to the cattle. On the other hand, some farmers’ showed their interest joining farmer group in order to improve their poor feeding behavior. Farmer group could be a good solution to enhance farmers’ skill in rearing cattle with good guidance. Selling carcass to the beef seller will give higher profit to the farmer, but it has some constraints such as need particular skill to be butcher, needs government license, takes time and need a market link. This new market access must be observed further to know it’s potential.

Abstract

This research aims to analyze the process of preparing and determining the planning of tourism development by using T-A-I-D Tracking, analizing, amaging and deciding on the planning of tourism development of Kutai Kartanegara regency. With the aim of carrying out the process of preparation and determination needs to be supported by various parties and SKPD in order to accomplish the proses of determining the development is running in integrity with attention to several factors that can affect the process of determining the development.

Abstract

This research aims to examine quality of services in the issuance of Electronic Identity Card (KTP) at Pasuruan District Agency of Population and Civil Registry Services. Qualitative method with descriptive research was used by conducting in- depth interviews to 50 users of card services Electronic Identity Card (KTP) that conducts electronic subscription card (KTP) application through the Technical Implementation Unit (UPT) of the Department of Population and Civil Registration of Sub-District. The results show the Quality of Implementation of Electronic Identity Card (KTP) services ranging from how the public knows the information electronic identity card (KTP) service mechanism, procedures and mechanisms of making or issuing electronic ID Card (KTP) , All of which are through the Technical Implementation Unit (UPT) of the Department of Population and Civil Registration of the Kecamatan.

Abstract

The purpose of this papers is to analysis role of state in the mining policy in Indonesia. Tulisan ini menganalisis peran negara dalam kebijakan pertambangan di Indonesia. Liberalisation in mining will debilitate state ideals. This country has clearly set in the Constitution (Undang-Undang Dasar 1945) Article 33 point 3 that the earth,water,and natural resources are controlled by the state and should be utilized as much as possible for the welfare of the people. Today, mining regulation indicates have ignored the mandate of the constitution. Then, actually a mining policy created for whom? This case should use state centered perspective, how is the role of government, regulation, and what is the feasible methods   to answer the basic assumption that mining resources should be utilized as much as for welfare of people. The reality alsoanalyze by political economic perspective.

Abstract

Food sufficiency is closely related to a country’s political stability. In order to achieve food sufficiency, local government need to conduct agriculture development which more focus on farmer community empowerment as main actor of ariculture development. This research aims to describe the efforts of local governmnet in empowering farmer community and analyze the appropriateness of those efforts with community empowerment concept. Descriptive research method with qualitative approach is used in this research. The result shows that local government has conducted farmer community empowerment efforts through several activities which are appropriate with the concept of community empowerment such as training, counseling, forming network, socialiszation, and providing loan. However, local government also gives subsidies and grant which are contrary to the concept of community empowerment and have potential to increase the dependence of the farmer on the local government.

Abstract

Since The Law of Local Tax Number 28 in 2009 apply, Property Tax become one of the local tax that is manage by local government. Existence opportunity of property tax require the local government to optimize program in order to use budget efficiently and increase local revenue. Optimum program is the best effort to increase local revenue. This research intent on make an analysis the factors which must be prepare and the strategy that is planned to increase local revenue. This research approach is qualitative with literature study method. The results indicate that any factors which must be prepare efficiently to manage property tax, that is implementation regulation, human resources, infrastructure tool, and exist budget. Be sides the factor, strategy which must be done to increase local revenue, that is mapping sell value of the land object, update tax data object, giving primeservice, collecting with structure, and giving information on whole a scale.

Abstract

Implementation of good nursing management functions is closely related to the implementation of nursing services. nursing management functions such as planning, organizing, regulating, moving, controlling. Factors affecting the nurse's work motivation are appreciation, growth opportunities, job responsibilities, autonomy, headroom management functions and nurse characteristics. The research method used is descriptive correlation, with 43 sample nurses, data retrieval technique is done by using questionnaire. Based on the results of research from nurses said the planning of the head of the room is not good, some nurses say the direction of headroom is not good, the motivation of some low nurse jobs. Conclusion there is correlation between head room planning with work motivation of nurse and there is correlation of head direction of room with work motivation of nurse at RS Pameungpeuk Garut Year 2017 with P <0,05 (0,004).

Abstract

The presence of New Public Management as a new paradigm of publicadministration is projected to provide solutions to the complexity of public sector issues. The New Public Management offers an the idea to improve public sector performance by transforming the spirit of private sector that prioritizes the value of effectiveness and efficiency. In Indonesian bureaucracy, the opportunity in applying “The New Public Management” in strategic. Because of support bureaucratic reform policies that have been continuously buzzed by the government since the birth of the Reform Orde. In reality, applying is still constrained by the mental apparatus of bureaucracy that lack of commitment to make changes, the work culture of the organization is not creative, and the model of leadership that is not transformative.

Abstract

This study aims to: (1) explain the consistency of agricultural sector strategic planning in Situbondo; (2) explain the role of each local actors in the effort to formulate a consistent agricultural strategic planning document. Based on data and data analysis, this research concludes that the consistency level of strategic planning document of agricultural sector in Situbondo Regency is very good but there are still 33,33% priority program in RPJMD/ Middle Range Work Plans which is not referenced by program of strategic planning document and there are 30% of activity in strategic planning document year 2017 not referenced by Renja/Annual Work Plans year 2017. Some important efforts that have been made by local government actors to produce a consistent Agricultural Strategic Planning document are: Synchronizing between RPJMD and Agricultural Strategic Planning document; Coordinating between BAPPEDA/Local Planning Department and Dinas TPHP/Food Crops, Horticulture and Plantation Department; Assessing the consistency of the Strategic Plan consisting of consistency on targets, programs and activities , performance indicators and activities and indicative strategic ceilings.
