Abstract

The purpose of this research is to examine and to provide evidence empirically influence of employees competence, and job satisfaction on organizational performance with government intern control systems and organizational values as moderating variables. Respondents of this study are 245 employees in thirty tax office in East Java I Region. The results show that organizational performance is affected by employees competence and job satisfaction. Other result, improved organizational performance can be achieved better when employees competence and job satisfaction moderated by organizational values. This study also found that organizational performance can be achieved better if employees competence are improved and moderated by government intern control systems, however, organizational performance can’t achieved better, although job satisfaction are improved and moderated by government intern control system.

Abstract

Penelitian ini bertujuan untuk menguji pengaruh persepsi kemudahan penggunaan, persepsi kegunaan, persepsi resiko, kecocokan dan kepercayaan terhadap sikap pengguna sistem e-Village Budgeting (EVB). Penggunaan sistem EVB yang diwajibkan, serta adanya kewajiban menggunakan sistem informasi dalam penyusunan anggaran desa, menjadikan penelitian mengenai sikap pengguna menarik untuk diteliti. Analisis data menggunakan Partial Least Square (PLS) dengan perangkat lunak warpPLS versi 3.0. Hasil penelitian menunjukkan bahwa pertama, sikap pengguna sistem EVB dipengaruhi oleh persepsi kegunaan pengguna mengenai sistem EVB yang digunakan dan kedua, sikap pengguna sistem EVB mengennai penggunaan sistem EVB dipengaruhi oleh tingkat kepercayaan pengguna terhadap sistem EVB yang digunakan. Selain itu, penelitian ini menemukan bahwa persepsi kemudahan, persepsi resiko dan kecocokan tidak memberikan pengaruh signifikan terhadap sikap pengguna sistem EVB.

Abstract

This study aims to examine the influence of partisipative budgeting on budgetary slack, the influence of partisipative budgeting and government apparatus performance are moderated by government governance in Regional Government of Malang. The results showed the greater level of budgetary participation, it will decrease budgetary slack, but government governance is not moderate the influence of partisipative budgeting on budgetary slack. The results also showed participative budgeting will increase government apparatus performance, and government governance strengthen the influence partisipative budgeting on government apparatus performance.

Abstract

Banyuwangi teaching program is implemented on the basis that schools in areas with difficult access levels (called Detas schools), lacked of teachers, so that the learning process not able to walk properly, the problem appears because of the moratorium on civil servants. In addition, the school's operational support funds too few, so it is impossible to add auxiliary teachers at the school because of the salary is too few. Therefore, in 2014 Department of Educational Banyuwangi Regency implement Banyuwangi teaching program to overcome the problem.Implementation of Banyuwangi teaching program in Banyuwangi Regency was conducted by Banyuwangi Teaching Team (Department of Educational Banyuwangi Regency) along with assigned volunteers to Detas schools. For maximum benefits, Department of Educational Banyuwangi Regency should be provide training to volunteers in order to have the provision when commissioned and the addition of the budget so it is capable of assigning many volunteers in schools Detas in Banyuwangi Regency.

Abstract

The complexity of the land problem is an unresolved issue. The fact that the amount of land is fixed, while the need for physical development is increasing as the increase in population leads to inevitable social conflict. One of the causes of social conflict is the conflict of interest between the government that needs land for the construction of various infrastructure and the people who want to retain the rights to the land it owns. Therefore, it is necessary to revise the land policy that leads to the integrated state land asset mechanism that can accommodate the needs of the government and the right of the people as the owner of the land rights simultaneously, so that social justice for all Indonesian people can be realized. Implementation of the land bank concept as a means of integrated state land assetsmanagement can be a solution in overcoming the land crisis for development.

Abstract

Waterfront project toward urban redevelopment has become common in many countries, including Indonesia. Based on the field survey and documents research in Banjarmasin, during 2016 to 2017, this study aims to evaluate the urban waterfront redevelopment. This study revealed that there are three phases of Banjarmasin waterfront redevelopment process, namely river normalization, creating a new economy, and rediscovering identity. Findings suggested that Banjarmasin government has attained success in both the physical development and the maintenance of the traditional river culture as Banjarmasin’s image. Another finding also suggested that decentralization has a part to play in the Banjarmasin waterfront process, because Banjarmasin government gives more attention on waterfront projects, by allocating a huge budget for this purpose.

Abstract

The more developed a country is, the more complex the public service management it requires. Thus, increasing public service provision has been a huge challenge for big countries around the world, especially for a country like Indonesia that adopts decentralized system of governance. Hence, for Indonesia, it is important to formulate and reinforce the service standards (Minimal Service Standards, Public Service Standards, and Operational Procedures Standards). This writing emphasizes on the Standards that are meant to be the reference for around 590 regencies/cities across Indonesia in terms of the establishment of Public Service. Public service standards need to focus on the citizens’ basic needs and civil rights for goods, services, and administrational services. Basic public services, especially in education, health, and infrastructure sectors, are determinant or key factors for a better quality life in a society.

Abstract

Strategic planning in public sector in Indonesia has been fully supported by the regulations, but the implementation has not been applied properly. Meanwhile, empirical evidence related to what extent strategic planning has been adopted by public sector in Indonesia in order to support the critique that a strategic planning affects what an organization is, what it does and why it does it is still limited. Under qualitative method, the study tries to explore how far strategic planning principles have been adopted in public organization by using case study in Directorate of Land and Forest Fire Controlling, Directorate General of Climate Change Controlling, Ministry of Environment and Forestry. The study focuses on analyzing the process of strategic plan arrangement. Research result shows that strategic planning principles haven’t been adopted properly on the arrangement of strategic plan document of Directorate of Forest and Land Fire Controlling (PKHL). There are several important points to be noticed, are: stakeholder analysis hadn’t been used properly and the TOWS matrix wasn’t used to formulate strategy development.

Abstract

The government of Indonesia has a changing strategy for Science and Technology (S&T) development. This condition has influenced institutional development, which in turn may have affected the transformational role of public research institutes. This study attempts to investigate the trajectory of Indonesian S&T development strategy from the colonial era through the Old Older, the New Order, and following the Asian Financial Crisis. In response to this changing of development strategy, it eventually analyzes how the role of public research institutes has transformed, by takings LIPI and BPPT as case studies. This study employs a historical approach by using interview and document analysis to investigate the trajectory of S&T development in Indonesia and the transformation of LIPI’s and BPPT’s role. The findings suggest that political transformation has much affected the government’s strategy on Indonesian S&T development. Moreover, LIPI and BPPT tend to transform their role following the government’s strategy by giving less consideration to either demand from society and industry or their strong point of early inception.

Abstract

This study aims to find out the public procurement process before and after the implementation of e-procurement in Magelang City Government and to assess whether the implementation of e-procurement has been or not improved in Magelang City Government.  This study investigates cost efficiency, time efficiency and other aspect of  efficiency in comparison with conventional procurement. This comparative study is useful to explain the procurement process before and after the implementation of e-procurement.  The implementation of public procurement using e-procurement is more efficient compared with conventional procurement. There are problems that hinder the process of public procurement. The problem in the implementation of procurement in Magelang City is human resources. These problems prevented improvements in procurement in Magelang City.
