Abstract

The purpose of this study was to analyze job satisfaction factors that affect the performance of employees in the Main Office (Rectorate) of Brawijaya University. Research method in this study is a quantitative method with a descriptive approach. The study was conducted at the Main Office of Brawijaya University with a population of 389 people. In this study, the sampling technique was probability sampling with proportionate stratified random sampling technique. The technique of collecting the data used a survey method with a questionnaire, while to measure the variables used a Likert scale. The data analysis used multiple linear regressionanalysis with the help of SPSS 23.0. The results of the study indicate satisfaction with salary, with the work itself, with work supervision, with colleagues has a positive and significant effect on the performance of employees, while satisfaction with promotion and satisfaction with the work environment has a positive and not significant effect on the performance of employees in the Main Office of Brawijaya University

Abstract

Financial Management Information System (SIPK) is one of the determinants on the success of a university especially in Universitas Brawijaya (UB). The existence of Government Regulation of the Republic of Indonesia Number 61 of 1999 about the Establishment of Higher Education Institutions (universities) as a Legal Entity has produced a shift in the internal management system of a university. Therefore, SIPK is needed which is expected to simplify and accelerate the working results of employees. This can help to realize UB's vision and mission. A good SIPK is accepted by users. There are several factors that influence the use of SIPK so that it is necessary to identify these factors using Technology Acceptance Model (TAM). By knowing the factors that influence or not in using SIPK, it can be used as an evaluation for further improvement of SIPK in UB.

Abstract

The main objective of this research is to describe how the performance of the state civil apparatus (ASN) in the sub-section of the education staff, the headquarters of the University of Brawijaya, and identify the inhibiting factors and drivers of performance. This study uses five performance indicators, namely: (a) quantity, (b) quality, (c) effectiveness, (d) timeliness, and (e) independence. The study was conducted using descriptive qualitative methods. The research location is the subsection of education staff, staffing, Universitas Brawijaya head office. Data obtained through interviews, environmental observations and documentation. Respondents in this study were all ASNs in the sub-section of education staff and several other related ASNs. The results of this study indicate that: (a) the quantity of performanceagainst the target is very good; (b) the quality of good performance; (c) the effectiveness is quite good; (d) the accuracy of service in completing the task is not good; and (5) independence is not good. Factors that influence performance are of two sources, namely: from within the ASN itself and from the work environment of the ASN.

Abstract

The success of the procurement is influenced by the planning of procurement that are well contained in the procurement plan. From the procurement history in Universitas Brawijaya it is known that there is a gap between planning and implementing procurement. This study aims to uncover and evaluate problems related to procurement planning in the University of Brawijaya environment while providing solutions to overcome these problems. Problems were revealed through in-depth interviews with procurement management officials. There are four sources of problems related to the procurement plan. Universitas Brawijaya leaders must give more intense attention to the procurement planning process so that these problems can be reduced

Abstract

Nowadays, government uses e-services to boost the services for citizen with many endeavours but there are some e-service where the technology did not accommodate or appropriate to citizen needs. In order to improve the service and accomodate the citizen needs, this journal attempts to explore the related key determinants or variables. Exploration of theory is begun from the definition of e-services, the explanation of public choice theory and organizational behaviour theory in public administration until the model of citizen use and acceptance of e-services. Considering the government efforts to introduce the e-services, this model combines Unified Theory of Acceptance and Use of Technology (UTAUT) with the marketing process to seek key determinants from citizen personality, perceptions, and attitude.

Abstract

The purpose of this research is revealing the process of preparation of performance information with logic model approach in planning and budgeting that exist at Ombudsman of The Republic of Indonesia and then which supporting factor and constrain. Furthermore, revealing the process in comprehensive ways, the researcher arrange it according to the stage of building a logic model created by Mclaughlin and Jordan (2015). The result of this research indicated that most of preparation of performance information stage are according to the stage of building a logic model, however there are crucial finding that has not same/ accordance to which are some stage that not done (model drawing stage and the involvement of key stakeholders). This paper only potrait the current condition of Ombudsman of The Republic of Indonesia that it is not proper for other institutions. However, the potrait of process and supporting factor condition and constrain could be the reference of makes research.

Abstract

This research aims to analyze Tax Court Decision is not in accordance with evidences and provisions of tax law and regulation. This research aims also explains standing of Branch Offices and Head Office. In legal provisions, Branch Office is part of Head Office. For simplicity of administration, Head Office and Branch Office are separate entities in fulfilling Tax Obligations referred to Article 12 paragraph (1) of VAT Law, including for purposes of tax invoices. Conclusion from this research is Agreement signed by Head Office with PT Pertamina EP in Jakarta, and also Invoice issued from Head Office to PT Pertamina EP could not be assessed that the person who make submission was Head Office. We need see substance of goods carried out from Batam, Evidence of news event handover of goods show that transfer of rights of taxable goods by Branch Office to PT Pertamina in Batam, and customs documents indicating that PT Pertamina as the owner of goods from since Batam.

Abstract

This research was conducted in Faculty of Administrative Sciences Brawijaya University with the aim to know the effectiveness of the procurement of goods and services, through the mechanism of e-procurement system. The results of this study found two findings. First, the process of procurement of goods/ services at the Faculty of Administrative Sciences Brawijaya University is in accordance with the regulations on procurement of government goods/ services, ranging from procedural analysis, related functions, up to the handling of information and documents in the e-procurement system. The research findings also suggest that     a mechanism is needed to control the commitment of the winning bidder companies. Second, the e-procurement system in the procurement of goods/ services at the Faculty of Administrative Sciences Brawijaya University has been effective, although still experiencing the constraints of personnel composition within the Pokja is still dominated by personnel from the Faculty of Administration.

Abstract

An application based technology so called as smart city can be easily accessed by citizen and government. The government information could create safety and comfort in order to service better future life for their citizen. The main purpose of writing this paper is to gain an overview of the smart city concept using a qualitative approach, by a comprehensive review of the literatures. The conclusion from this paper could provide clear information from the most recently scientific articles focus on smart cities. This paper could be a basis for future researchers for another investigation.

Abstract

Public service is one of the important things that becomes a benchmark in the implementation of government administration as a manifestation of creating quality public services. The problem in public service is a burden for the government because many complaints are received by the government on the implementation of public services, especially in the field of land, services about land services that seem convoluted and require a long time. Head of Land Agency Regulation No. 1 of 2010 as an effort to respond to poor service by the National Land Agency of the Republic of Indonesia through accelerated public service programs in the land sector, one of which is One Day Service for Land Services or one-day service that can be carried out throughout the Agency's work area National Land all over Indonesia. It is expected that this program can improve thequality of public services in the field of land so that public services in the land sector become a quality and effective and efficient service.
