Abstract

Good management of regional levies based on the provisions of the Regional Tax and Retribution Act No. 28 of 2009 is a strategy to optimize income to support regional development. This is important for regional prosperity and becomes a benchmark for regional independence. In-depth analysis of the conditions and developments of the realization of revenue from regional levies can illustrate the problems that occur. The four technical analyzes used were growth analysis, contribution, performance and overlay analysis, which eventually resulted in a description of the object of retribution that had a high leakage rate. Thus a strategy can be formulated that can provide concrete recommendations in order to optimize the receipt of regional retribution as one of the spearheads in increasing PAD inTulungagung District.

Abstract

National Institute of Public Administration command to all of the Governmenttraining institution to form The independent team of Quality Assurance Committee. The aim of this study is to describe the performance planning model of the quality assurance committee team based on the quality model from Juran’s Trilogy. A qualitative approach was used in this study. The result of this study proves that the QAC Team of BPSDM West Java Province has carried out performance planning (Bacal) according to the stages. The model used as a reference is the quality model of the Juran’s Trilogy. The model is almost the same as Robert Bacal’s performance planning. However, the disadvantage is that there are no performance indicators that shows the benefits and impact of implementating quality assurance.

Abstract

Agriculture is an important sector for development in Indonesia, most of the population of Indonesia earns a living in this sector as well as the main support of the national economy, How it implementation UPSUS PAJALE program in Sumbawa Regency?. The research method used is a qualitative method with a Grindle implementation model (1980). This study resulted in the finding that the implementation of the UPSUS PAJALE program was easy to implement in Sumbawa Regency because of the findings of non-compliance with SRI (System Rice Intensification) activities due to the limitations of farmers' ability to absorb innovation technology and the gratification of CPCL determination. Theres no attraction between government, society and the private sector, interests are homogeneous so that implementation is easy to implement. This research can be useful as an input to the relevant agencies to plan the next program to be more targeted.

Abstract

The purpose attempts to find out an analyze the factors that become obstacles in tax services through the process of diagnosis, intervention and organizational development by looking at and reviewing organizational goals, organizational structure, relationships, rewards, leadership and organizational work mechanism KPP Pratama Palembang Ilir Timur. The method used is quantitative descriptive with the Weisbord model through the distribution of questionnaires to respondents from the state civil apparatus (ASN) as much as 16 percent of the 126 population, namely 20 respondents. The results of the study and discussion concluded that all variables in the diagnostic process had proceeded well according to the facts and data obtained. The facts and data indicate that KPP Pratama Palembang Ilir Timuris not problematic and that in the present conditions it is not necessary to intervene in the development of Palembang Ilir Timur Primary Tax Office.

Abstract

User satisfaction can be measured one through the interior design, as the interior design is part of supporting the convenience that must be considered in the library. A good library’s interior design will create the impression of comfort and satisfaction to user. This research used quantitative descriptive research with used design interior and user satisfaction concept. It consists of several variables, i.e. space, color, lighting, air circulation, sound, as well as satisfaction. Measurement scale used is Likert scale with a sample of 110 respondents. Results of the study showed that Perception and User Satisfaction of FMRC interior Design can be seen detailed from space variable with a grand mean score (3.32), color variable (3.36), lighting variable (3.31), air circulation variable 3,48), sound variable (3.34), andconvenience variables (3.62). It means that perception and user satisfaction of space, color, lighting, and sound variable are included in medium category while air circulation and convenience variable are included in high category.

Abstract

The implementation of the musrenbang is a formal means of community participation even though it has met normative rules but has not been optimal in its participation. This study aims to describe how the Blora community participates in the making of the RKPD based on the categories of urban, rural, and samin communities and how the efforts to synthesize the culture of participation and management of RKPD making. This study applies a qualitative approach . The results of this study prove there are differences in the culture of participation between urban, rural and samin communities. A number of factors that support community participation include legislation; the existence of SIPPD; and the enthusiasm of the local government and the community to advance their region. A number of inhibiting factors still occur including the low capacity of the community; domination of local elites; the absence of a verification and guarantee mechanism for the proposed results of the musrenbang; and the uneven capacity of planners on every line of planning.

Abstract

Law Number 1 of 2004 concerning State Treasury Managing Government Systems in Indonesia. The Government of Indonesia has issued Government Regulation Number 60 of 2008 concerning the Government's Internal Control System. Since the stipulation of Government Regulation Number 60 of 2008 has been approved for 10 years the regulation has been applied. However, the policy contained in Government Regulation Number 60 of 2008 has not been fully approved in Indonesia. The results of the government's internal control system maturity evaluation of the maturity level of SPIP are still far from the Government's target. In addition, the Supreme Audit Agency also found weaknesses in the Indonesian Government's internal supervision system in 2015-2017 inspections. Things that hinder the implementation of the government's internal control system in Indonesia include: (a) Weakness in terms of content and policy context; (b) There is no effect of applying sanctions; (c) Less consideration, according to consideration; (d) Error in agreement; (e) Management neglect; and (f) Collusion.

Abstract

Capacity building is a strategy to improve employee efficiency, effectiveness and performance. This study aims to determine the effect of capacity building on employee performance at the UB Head Office. Data collection techniques were using observation and questionnaires. Data analysis using Partial Least Square structural models with partial hypothesis testing. The population used was 798 employees at the Head Office of Universitas Brawijaya, with samples taken at three Bureaus which are: General and Civil Service Bureau, Academic and Student Affairs Bureau and the Finance Bureau. The results showed that there was a positive and significant influence on human resource building capacity, organizational strengthening and institutional reform on employee performance through competency and motivation of employees at the Central Office of Universitas Brawijaya.

Abstract

Central government control over local government is necessary In order to ensure achievement of decentralization policy goals. Unfortunately, study about local government control is uncommon in Indonesia. This study aims to describe types of central government control to local government and to explain how those control work in crucial political situation within local government. Most of problematic LGR (Local Government Regulation) were about local government budget. Similar to the problem that was faced by many local governments in Indonesia, Kediri Regency struggle with delay of determination of local government budget. This qualitative research was conducted in 2014-2015 in approval process of 2014 Kediri Regency Budget. McNabb procedures for data analysis (2002) was used in this research. There are three types of administrative control: general, sectoral, and functional control. Another research findings about the cause of determination delay for LGR about 2014 local government budget (APBD) were two things. First source of problem was conflict within and between Kediri Regency Council and Local Government. Second source of problem was lack of control from central government about the overtime budget approval.

Abstract

Regional Autonomy makes Regional Income as a financial source for the management of its own area so as to minimize dependence on the central government is a requirement in the state government system. Sources of Income are derived from Regional Taxes; regional retribution; results of management of separate regional wealth and others legitimate local revenues. Law No. 28 of 2009, the definition of regional retribution, is building permit levies as payment for services or the granting of certain permits specifically provided and/ or given by local governments for the benefit of individuals or entities, this is regulated in Gresik Regency Regulation Number 23 of 2004 about Building Permit Levy so that it is expected that there will be an increase in Regional Original Income from the regional levies licensing sector managed by DPM-PTSP as a government agency that is responsible for implementing the Regional Levies licensing policy for building construction.
