Abstract

Since the last two decades, Indonesia has been performed decentralization for managing water resources. However, some problems related to water management still exist such as flood, drought, and ego sectoral among stakeholders. Cisadane river basin was used as a study area due to this river basin is one of the national strategic river basin and faced the fastest growing population and land conversion function in Indonesia. Using Grindle model (1980), we analyzed the performance of the policy and figure out its supporting and constraining factors. As a result, in general, implementation of decentralized water resources management based on “Integrated Water Resource Management (IWRM)” principles at Cisadane river basin has been running well. Nevertheless, some problems related communication among stakeholders, public participation, and limited resources are the main issues of decentralized water resources management in Indonesia and can hamper the policy to reach its goals.

Abstract

Good University Governance (GUG) is very relevant to the internationalization of any university and its department. This study compares the strategy of Department of Government Science - Muhammadiyah University of Yogyakarta (UMY), and the Department of Public Policy and Management - Gadjah Mada University (UGM). The research method used is a qualitative approach with the process of collecting data using interview techniques, documentation, observation and Focus Group Discussion (FGD). The results of this research can be seen, the variation of GUG results in encouraging internationalization, namely: focus on international reputation, focus on international networking, and focus on global branding.

Abstract

The purpose of this study is to examine the influence of economic, social and environmental dimensions in the sustainable development planning of coastal areas in Malang Regency. This type of research is quantitative with survey methods carried out to planners in coastal planning in Malang Regency. The measurement scale used is ordinal scale with cross sectional survey design. And the results showed that, partially, the social and environmental dimensions had a significant effect on sustainable development planning of coastal area in Malang Regency, while the economic dimension had no significant effect. However, together, these three dimensions have a significant effect on the sustainable development planning of coastal area in Malang Regency.

Abstract

Support of local people is important things regarding successful ecotourism management. Ranu Pani is located in Bromo Tengger Semeru National Park (BTSNP), Indonesia. This study aims was to examine how residents’ views and the relationship between perception, attitude, communication and participation on ecotourism. A questionnaire survey was conducted to get the data. For analyzing data, it used regression analysis through SPSS. The results showed that there was a relationship between positive perception, communication and participation. Most of respondents agreed ecotourism would like to improve attractiveness of the community, and raise incomes. Regarding communication, residents would like to give information and feel happy when visitors asking them about their nature and culture. Regarding attitude, most of respondents supported with national park management. However, they were only 58.7% satisfied with development of national park. Therefore, the authority should improve their capacity to provide more employment opportunities and to escalate residents-national park relationship.

Abstract

This study discussed the implementation of Self-sufficient seeds village program in Mempawah Regency, West Kalimantan as an effort of the Government to develops seeds independency in villages and able to provide quality seeds. The study conducted using descriptive qualitative approach using the program implementation theory by David C. Korten (1980). Respondents were composed of participant and non-participants farmers of the Self-sufficient seed villages program. The results showed that in terms of three elements of program content and context of Implementation on supports the program implementation were running well.It is important to observe the sustainability of this program at the end of it farmers would then be able to produce high quality seeds continuously with or without government programs.

Abstract

This study explored the relationship between the local government and the external stakeholders in the frame of the administrative performance information publication. The research findings show that poor practices of administration and the lack of social activism have kept the information asymmetry and goal conflict in existent. In addition, instead of making effort to overcome information asymmetry and goal conflict, the stakeholders preferred to exit the relationship. This is an exploratory single case study in the context of Wajo, a locale area with a long history of a moral system and democratic practices since the fifteenth century.

Abstract

This paper aimed to explore the approach of a policy advocacy pursued by residents of Central Jebres RT 02 and 03 RW 25, Jebres Village, Jebres Sub subdistrict, Surakarta City to reject the eviction policy carried out by the Surakarta City Government for the expansion of the Solo Techno Park (STP) land. The method used in this study was a descriptive qualitative namely the handling of their phenomena and providing theoretical interpretation. The findings in the field indicated that the residents of Central Jebres conducted a series of policy advocacy, which among others, such as the formation of a core circle, choosing strategic issues, setting goals and strategies, processing data and packaging information, mobilizing supporters, influencing policy implementer, forming public opinion, creating a basis for movement and the latter monitor the work program. The results of the policy advocacy series conducted by the residents of Central Jebres who had joined the Jebres Demangan citizen alliance had not received positive results.

Abstract

The development of rural tourism is estimated can led to a new dimension of sustainable development. The government of Indonesia has made some efforts to realize the target of increasing the country's foreign exchange income with digital tourism, rural tourism homestay, and air connectivity. Regarding this target, community participation is needed to become the main subject of rural tourism. However, the development of rural tourism in Indonesia still encounters various obstacles such as lack of promotion and innovation in programs. Using qualitative method, author explore the barriers, facilitators and how to overcome challenges within the sustainable rural tourism development in Kalibiru village, Yogyakarta Special Region, Indonesia.

Abstract

Problems of adolescence such as unwanted pregnancy, early marriage, risky adolescent childbirth have sought attention to urgently resolve. Based on the data from family planning institute (PKBI), as many as 976 of 1.078 childbirth cases happened at age 10-18 years in 2015. This study focuses on finding out the possible collaborative dynamics in GenRe program, which aims at checking adolescence reproduction health. This research uses descriptive method with qualitative approach and case study design. Based on the research, it showed that the highly and interest power have Gubernur DIY, BPPM DIY, Dinas Dikpora DIY, Dinas Sosial DIY, Dinas Kesehatan DIY, Perwakilan BKKBN DIY between stakeholders including with power and interests low have Biro Kesra Setda DIY. Collaboration has been done through principled engagement, share motivation and capasity of join action show FP2KRR forum, but the leadership and management resources are still under expectation.

Abstract

One of the regions in East Java that has the potential as a major electricity producer is Ponorogo Regency. The Government of Ponorogo Regency itself through the Regional Regulation (Perda) of Ponorogo District Number 1 of 2012 concerning the Regional Spatial Plan of Ponorogo Regency (2012-2032) has regulated the development of infrastructure to increase electricity productivity by developing Geothermal Power Plants in Ngebel District. This then attracted the attention of domestic investors, namely PT. Darmakarya Energi Bakrie to establish a Geothermal Power Plant (PLTP) in the Ngebel Village area, Ngebel District, Ponorogo Regency. The development that has been planned will be able to run as expected together if it receives a positive response from the community. So it would have been a necessity if planning, implementing, and the results of development should be oriented towards the community, including the local community.
