Abstract

This study discusses the principles of governance and paradigm shifts in the management of State-Owned Enterprises (SOEs) based on Law No. 1 of 2025. This law is a milestone in the reform of SOE management, shifting the old bureaucratic paradigm towards a modern corporate model that is professional, efficient, and accountable. The governance principles emphasise transparency, accountability, independence, and fairness as the foundation for carrying out the business and social functions of SOEs. The separation of SOE finances from the State Budget (APBN) and the recognition of SOEs as private legal entities require more professional management with the state acting as an investor. This study uses a literature review method to analyse the legal, economic, and governance aspects of the law. The findings indicate that this paradigm shift brings new dynamics to SOE management, which is expected to enhance their competitiveness and contribution to sustainable national development. The success of implementation depends on the consistency of regulations, oversight mechanisms, and the professionalism of SOE managers.

Abstract

The government subsidy programme in BPJS Kesehatan in 2025 has a strategic role in improving equitable access to health services for the poor in Indonesia. Through the Contribution Assistance Recipient (PBI) scheme, the government is trying to remove financial barriers that have been one of the main obstacles for vulnerable groups in accessing health services. However, the effectiveness of these subsidies still faces significant obstacles, such as low accuracy of beneficiary data, administrative complexity, budget constraints, health infrastructure disparities, low public health literacy, cultural barriers, weak inter-agency coordination, and limitations in information technology for data management. These obstacles not only reduce the accuracy of subsidy distribution but also affect the quality of services received by participants. Evaluations indicate that optimising subsidies cannot rely solely on expanding coverage but requires systemic reforms encompassing improved governance, strengthened infrastructure, modernised information systems, and community empowerment through comprehensive education. Adaptive policy approaches, rigorous oversight, and collaboration among stakeholders are key to delivering effective, sustainable, and targeted subsidies. With these strategic steps, it is hoped that the government's goal of achieving social justice in the health sector can be achieved, while ensuring the sustainability of BPJS Kesehatan as one of the pillars of national health insurance.

Abstract

This study discusses the Daya Anagata Nusantara Investment Management Agency (BPI Danantara) as a new legal entity in the management of state-owned enterprises (BUMN) investments in the era of Law No. 1 of 2025. BPI Danantara was established to integrate the management of SOE assets and investments in a professional, transparent, and accountable manner to support sustainable national economic development. This study uses a literature review method by analysing regulations, academic literature, and official documents to explore the concept, position, and impact and challenges of implementing BPI Danantara. The research findings indicate that BPI Danantara plays a strategic role as a national investment management centre that combines the principles of good corporate governance with effective mobilisation of state assets. However, the success of this institution depends on its ability to manage risks, enhance managerial capacity, and ensure independence and transparency in decision-making. This study provides recommendations for strengthening regulations and institutional capacity so that BPI Danantara can contribute maximally to accelerating economic transformation and the management of state-owned enterprise investments.

Abstract

This study discusses the dilemma of legal protection for indigenous peoples in Indonesia that has arisen due to the limited effectiveness of regional legal products in guaranteeing their rights. Although a number of regional legal products have been issued as an effort to recognise and protect them, their implementation has often failed to provide substantial and sustainable protection. The main obstacles identified include overlapping authority between the central and regional governments, complex bureaucracy, political and economic pressures, and a lack of regulatory harmonisation. These conditions result in legal uncertainty that is detrimental to indigenous peoples, particularly in relation to the recognition of customary territories, land rights, and cultural preservation. Through a literature review, this study outlines the national legal framework and local legal products, and examines the limiting factors and real implications for the rights of indigenous peoples. The results of the study emphasise the importance of policy harmonisation, synergy between governments, and strengthening the national legal framework to improve the effectiveness of legal protection and ensure social justice for indigenous peoples.

Abstract

This study discusses the implementation of Pancasila values and digital transformation as a strategy to strengthen Indonesia's economic sovereignty. Pancasila values such as social justice, mutual cooperation, unity, and independence are the philosophical foundation for building an inclusive, just, and sovereign economic system. Digital transformation offers significant opportunities to accelerate economic inclusion, expand market access, and enhance national competitiveness while upholding the nation's noble values. Through a literature review, this study reveals how the integration of Pancasila values in the utilisation of digital transformation contributes to creating an independent and sustainable Indonesian economy, while rejecting foreign economic dominance. The results of the study emphasise the importance of collaboration between the government, the private sector, and the community in building a fair and equitable digital ecosystem for the welfare of all Indonesians.

Abstract

Village Mandiri Jaya is located in Wania District in Mimika regency which faces limited means of identity and information from the public in the form of road signs and gate signboards. This condition causes low accessibility of the community and navigation difficulties for newcomers as well as the weak image of the village as a regional identity. Through the kuliah Kerja Nyata (KKN) program which focuses on community service, STIE Jambatan Bulan Timika students together with the village and local residents carry out activities to make road signs at strategic points and add signage to the Village Gate. The method of activity used is field observation to identify problems, discussion and coordination with the village and the community, training and technical briefing, implementation of mutual cooperation with the village and the community, up to the evaluation and reporting stage. The results of the activity showed an increase in village identity, ease of access, and regularity of space. In addition to producing physical outputs in the form of road signs and gate signage, this program also provides a social impact in the form of increased participation and a sense of community ownership of the environment. This activity proves that collaboration between universities, village parties, and community members can strengthen the identity of the region and become a model for sustainable service.

Abstract

This study aims to analyze the prediction of financial distress in all non-financial companies listed on the Indonesia Stock Exchange (IDX) during the 2021–2023 period using the Altman Z-Score Model and the Zmijewski Model, as well as to compare the predictive accuracy of the two models. Financial distress is a condition in which a company experiences financial difficulties that may lead to bankruptcy. This research employs a quantitative approach with a descriptive method. A total sample of 250 companies was determined using stratified random sampling and analyzed with the non-parametric Mann-Whitney test, along with prediction accuracy testing using the bootstrapping method. The results indicate a significant difference between the Altman and Zmijewski models in predicting financial distress. Furthermore, the Zmijewski model demonstrates a higher predictive accuracy of 95.1% compared to 89.6% for the Altman model. These findings are expected to provide both theoretical and practical contributions, particularly in decision-making processes for company management, investors, and creditors.

Abstract

The phenomenon of female smokers in Indonesia has become an increasingly complex social issue in line with cultural changes and globalization. Smoking behavior among women is no longer simply viewed as a habit that negatively impacts health, but is also related to self-image, social identity, and cultural dynamics. This study aims to examine how women's image is shaped through smoking behavior, taking into account internal factors, the environment, social stigma, and changes in cultural perceptions. The research method used a qualitative approach with a literature review of various journal sources, theses, and recent research results. The results of the study indicate that internal factors such as emotional drives, psychological needs, and self-identity negotiation play a significant role in encouraging women to smoke. Meanwhile, environmental factors such as family, peers, and media representation also strengthen or weaken this behavior. Although the social stigma against female smokers remains strong, especially in traditional societies, modernization has opened up space for more diverse self-image negotiations. This phenomenon demonstrates that female smokers are in an ambivalent position: on the one hand, they are considered deviant, on the other, they are seen as a symbol of freedom and gender equality. This study emphasizes that the issue of female smokers needs to be viewed not only from a health perspective, but also from a social, cultural, and psychological perspective.
