Abstract

Duku Port, located along the Batanghari River, plays a strategic role as a gateway for international trade in the Jambi region. However, the port faces significant challenges due to the shallow river channel, which limits access for large-tonnage vessels. Only smaller ships can operate safely, while larger vessels must wait for high tide or divert to other ports. This condition reduces the port’s operational performance, decreases revenue, and hinders regional economic growth. Although these issues have been acknowledged, comprehensive evaluations of cargo handling service standards remain limited. This study aims to assess the effectiveness of these service standards through a qualitative case study approach. Data were collected through in-depth interviews, direct observation, and document analysis, followed by descriptive and interpretive analysis. The findings indicate that the implementation of service standards has improved loading and unloading efficiency and reduced operational costs. Nevertheless, technical and service-related limitations persist. Therefore, strengthening infrastructure, conducting regular training, and adopting new technologies are essential. This study highlights the need for continuous evaluation and improvement of service standards to ensure safe and efficient port operations that support international trade and regional economic development.

Abstract

This study examines the effectiveness of behavioral attitude assessment instruments used in structural leadership training programs by analyzing how instrument- and assessor-related conditions shape their validity, reliability, objectivity, and practicality. Employing a quantitative approach enriched with qualitative feedback, data were collected from 41 facilitators (widyaiswara in Indonesian terminology) from the PKASN Training Center and other government training institutions. The findings indicate that while the instrument is practical and easy to apply, its effectiveness is constrained by weaknesses in validity, reliability, and objectivity. These limitations are associated with inconsistent interpretation of indicators, the presence of subjective bias, and the absence of standardized observation guidelines, all of which reduce inter-rater reliability and behavioral accuracy. The study highlights that instrument effectiveness is not solely determined by its design but also by how it is interpreted and implemented in practice. The findings underscore the need for evidence-based evaluation instruments that promote fairness, accuracy, and accountability in leadership development programs and support the development of more objective and behaviorally grounded assessment systems in government training institutions.

Abstract

The advancement of digital technology has caused a significant shift in the book industry, altering the way consumers access and purchase literature. This study explores the impact of book digitalization on the performance of traditional book vendors in Indonesia. Digitalization, encompassing e-books and digital distribution platforms, offers convenience and lower costs, leading to a decline in the demand for physical books and challenging traditional business models. This research employs a qualitative approach with a literature review methodology. Data were collected from relevant literature, industry reports, and previous studies to analyze the changing trends in the book industry and their effects on traditional vendors. Descriptive analysis is used to interpret how digitalization impacts the demand for physical books and the adaptation strategies employed by book vendors. The findings reveal that book digitalization has led to a significant decline in the sales of physical books at traditional bookstores. Consumers now prefer the convenience and lower cost of digital books, resulting in reduced revenue and operational challenges for physical book vendors. While digitalization offers efficient solutions for book distribution and procurement, it also requires traditional vendors to adapt. The implications of this study highlight the need for traditional book vendors to adopt digital strategies, such as developing e-commerce platforms and integrating technology, to maintain their relevance in the evolving market. The study suggests that book vendors explore product and service diversification to meet the needs of increasingly digital consumers and invest in innovation to remain competitive in the digital age.

Abstract

The rapid advancement of digital technology has brought transformative changes to the global economy, impacting the competitiveness and sustainability of businesses across various sectors. However, not all regions have benefited equally from this transformation. This study aims to analyze the impact of technological underdevelopment on the sustainability of micro, small, and medium enterprises (MSMEs) in Ciasihan Village, a rural area in Indonesia that still faces digital inequality. The study used a qualitative descriptive approach through in-depth interviews and direct observation with ten MSME owners operating in various sectors, including food processing, services, and handicrafts. The findings indicate that MSMEs in Ciasihan Village face persistent barriers such as limited digital literacy, unstable internet connectivity, and a lack of institutional support. These obstacles hinder their ability to participate in the digital marketplace and effectively adopt technological innovations. However, MSMEs that have adopted even simple digital tools, such as social media marketing and mobile-based payment systems, have shown significant improvements in market reach and operational efficiency. The study concludes that digital readiness and ongoing literacy training are key determinants of achieving sustainable business growth among rural MSMEs. Strengthening the digital ecosystem in rural areas through government collaboration, educational support, and infrastructure development is crucial to minimizing the technology gap and ensuring inclusive economic progress.

Abstract

The digitalization of public healthcare services in Indonesia, marked by the introduction of the Mobile JKN application, aims to streamline administrative processes and reduce facility congestion. However, a significant "utilization gap" remains prevalent in rural health centers, where technological availability does not always translate into adoption. This study aims to evaluate the digital service quality of the Mobile JKN online queuing feature at the Cisaga Public Health Center (Puskesmas Cisaga) through the lens of the E-Service Quality (E-SERVQUAL) framework. A qualitative descriptive approach was employed, utilizing in-depth interviews, field observations, and documentation. Data were gathered from a diverse group of informants, including BPJS administrative staff and both active and non-active JKN participants, to capture a 360-degree perspective on service delivery. he findings reveal a stark contrast between technological potential and practical reality; despite being a pioneer of digital transformation in Ciamis Regency, nearly 90% of participants still rely on manual queuing systems. Evaluated against the seven E-SERVQUAL dimensions, "Efficiency" emerged as the most significant potential strength for tech-savvy users, whereas "Responsiveness" and "System Availability" were found to be the weakest due to technical disruptions and the absence of integrated on-site support. The study identifies that low digital literacy, inadequate socialization by BPJS Kesehatan, and infrastructural disparities are the primary inhibitors of digital adoption. This study concludes that for digital health transformation to be effective at the grassroots level, it must be supported by a "hybrid" implementation strategy that aligns digital features with local user readiness and technical reliability.
