Abstract

This study aims to explore the role of innovation and collaboration in the development of local talent in Indonesia's creative economy sector. Despite significant growth in this sector, challenges related to access to resources, networks, and infrastructure still hinder the full potential of creative talent, especially in rural areas. Using a qualitative approach, the research gathers data through semi-structured interviews with 20-30 industry stakeholders, including artists, designers, filmmakers, and related parties such as businesses, government officials, and educational institutions. The findings indicate that innovation in products and business models plays a critical role in helping local talent access new markets and differentiate themselves. Collaboration within the creative community and with the business and government sectors provides access to resources and networks that accelerate skill development. However, significant barriers, such as limited capital, poor infrastructure, and a lack of formal collaboration platforms, hinder this potential. Several strategies, such as utilizing crowdfunding, partnerships with investors, and forming informal industry networks, are identified as solutions to address these challenges. This study suggests that the growth of Indonesia's creative economy should be accelerated. There is a need for policies that support more structured collaboration and innovation and improved access to technology and resources for creative talent in underdeveloped areas.

Abstract

The Indonesian government has not been optimal in promoting the development of UMKM as a strategy to achieve the SDGs. As a result, the global commitment for people around the world to enjoy a peaceful and prosperous life by 2030 is still difficult to achieve. The main issue in this paper questions the extent of the Indonesian government's efforts in promoting the development of UMKM. Using the normative juridical research method, the research findings show that UMKM play an important role in national economic development, thus they should be the focus of strategies to achieve the SDGs. Indonesia itself has policies and regulations that mandate the development of UMKM. Unfortunately, the implementation of those policies and regulations has not met expectations due to paradigmatic constraints within them. Therefore, it is recommended that the Indonesian government undertake legal reforms in the field of investment to optimize the implementation of existing policies and regulations, particularly in the field of investment, in developing UMKM.

Abstract

The sovereignty over natural resources in Indonesia faces challenges due to foreign corporate ownership, which can undermine national control over these resources (Cotula, 2016). Article 33 of the 1945 Constitution, however, asserts that the management of these resources must prioritize the welfare of the people and be under state control (Miranda, 2012). Illegal mining activities, particularly in Mandailing Natal Regency, have become a serious concern, as they are carried out without proper government permits and contribute to significant environmental degradation (Jacob & Gunadi, 2023). This study aims to examine the factors contributing to illegal mining in the region and the effectiveness of current policies aimed at curbing these activities. Using qualitative methods, including interviews with local miners, this research explores the economic, social, and legal aspects influencing illegal mining. The findings indicate that economic factors, lack of socialization about legal mining regulations, and weak law enforcement are the primary drivers behind illegal mining. The study suggests that raising public awareness and strengthening legal frameworks could significantly mitigate illegal mining activities. Ultimately, this research contributes to improving policy formulations that address illegal mining and its associated impacts on the environment and local economie

Abstract

Initially, the only known batik was hand-drawn batik. Along with the increasing use of batik, batik technology has also developed rapidly.Now, in addition to traditional batik making, there is also "modern" batik production, the result of which is called modern batik. Based on the use of the terms traditional and modern, batik cloth can be distinguished into. The method used in this research employs several cases of copyright infringement. The approach to analyze the existing issues by conducting an analysis of several regulations related to copyright. There is an issue regarding the Legal Certainty Related to the Legal Status of Batik Tabir Riau. Based on Law Number 28 of 2014 on Copyright. The research concluded that batik works receive legal protection because they possess artistic value, both in their motifs, images, and color compositions. Batik is one of the products based on traditional knowledge with characteristic features inherent to batik as a cultural product that aligns with traditional knowledge, requiring comprehensive legal protection.

Abstract

Ecological disasters due to mining activities are a serious problem that has an impact on the environment and society. Bongkaras Village, which is located in Dairi Regency, precisely in Silima Pungga-Pungga District has experienced environmental degradation due to lead and zinc mining by PT Dairi Prima Mineral (PT DPM). Impacts such as water pollution, soil degradation, and increased risk of floods and landslides have threatened the sustainability of ecosystems and the livelihoods of local communities. Therefore, this study aims to analyze the disaster mitigation strategies implemented by the government and related parties in reducing the impact of mining in the area. This study uses a qualitative method with a descriptive approach. Data collection techniques through in-depth interviews, field observations, and documentation studies. The research informants included the village government, the Dairi Regency Regional Disaster Management Agency (BPBD), affected communities, and environmental activists from Brazil. Data analysis was carried out by source triangulation techniques and techniques to ensure the validity of the findings. William Nick Carter’s disaster mitigation theory is used as an analytical framework, covering six main aspects, namely : legal framework, institutions, public awareness, training and education, incentives, and early warning systems. The results of the study show that disaster mitigation in Bongkaras Village still faces various obstacles. Regulations related to environmental management have not been enforced optimally, government supervision of mining activities is still weak, and community participation in mining-related decision making is very minimal. The case of water pollution in 2012 and the flash flood disaster in 2018 are clear evidence that the mitigation carried out has not been effective. The public is also not fully aware of the long-term dangers of mining exploitation, while the early warning system is still not fully implemented. So it is necessary to strengthen regulations, increase transparency in mining management, and closer collaboration between the government, companies, and local communities. The government must strengthen the role of institutions and supervision so that the exploitation of natural resources no longer sacrifices environmental sustainability and community welfare.

Abstract

This study examines the impact of live verification as an innovative approach to local content verification at PT Pertamina Hulu Energi (PT PHE), by comparing its efficiency and effectiveness against conventional verification methods. By analyzing 207 contracts (verified in 2022-2024), this study documents the transition from conventional verification (50 contracts in 2022) to live verification (71 contracts in 2023, 77 contracts in 2024), with little retention of conventional methods (4 and 5 contracts respectively). By applying Business Process Re-engineering (BPR), this study aims to demonstrate significant process simplification, reducing verification steps from 9 steps to 6 steps and consolidating 4 steps into 1 step. Furthermore, statistical tests were conducted to validate the significant changes before and after the live verification method was implemented. Including homogeneity test and one-way ANOVA was chosen because it was considered suitable by involving three independent variables (2022, 2023, 2024) and the dependent variable which is verification time (SLA). Statistical validation through descriptive frequency analysis showed that the average verification processing time in 2023 (25,45 working days) and 2024 (14,55 working days) was getting closer to the ideal benchmark. Furthermore, homogeneity testing and one-way ANOVA confirmed a statistically significant improvement, with significance values of <0.001 (by mean) and 0.001 (<0.05 for ANOVA), indicating a substantial reduction in SLA post-implementation. Then the implementation of verification is measured by the effectiveness test and the results show that in 2023 & 2024 the live verification process is considered effective with a cumulative achievement rate of 32%, and in terms of efficiency it is considered efficient with a cumulative achievement rate of 87,18%. This live verification method can be an effective solution to speed up the local content verification process and help solve problems in the local content verification process. The findings underscore live verification as a transformative strategy, improving process agility, cost efficiency, and compliance performance. This research contributes to the production process literature by offering a data-driven framework for process optimization, as well as actionable insights for energy sector policymakers and potential scalability in the context of global supply chain compliance.
