Abstract

The assessment of state financial losses in the procurement of creative services is still predominantly based on a cost-based approach that emphasizes cost components, limiting its ability to capture the value of creative services derived from creativity, innovation, and intangible assets. This study aims to reconstruct the mechanism for assessing state financial losses in the procurement of creative services through the Amsal Sitepu case. A qualitative case study approach was employed using document analysis of regulations, legal documents, official government publications, and relevant scientific literature. The findings indicate that the cost-based approach remains essential for ensuring accountability in public spending but is insufficient as the sole basis for assessment because it does not adequately accommodate the value and benefits generated by creative services. Based on these findings, this study develops the Creative Value Assessment Framework (CVAF), which integrates cost assessment and value assessment into a more proportional mechanism for assessing state financial losses in the procurement of creative services.

Abstract

The halal industry has become an important driver of Indonesia's regional economic development, yet its spatial distribution remains uneven across provinces. Understanding these regional disparities is essential for designing evidence-based policies that promote balanced industrial development. This study examines the spatial distribution, regional inequality, and regional development typologies of Indonesia's halal industry using provincial-level data from the Halal Industry Information System (SIINas Halal). A quantitative spatial approach was employed by integrating descriptive spatial analysis, the Lorenz Curve and Gini coefficient to measure interprovincial inequality, Location Quotient (LQ) analysis to assess regional specialization, and K-Means clustering to classify provinces into regional development typologies based on their industrial characteristics. The analysis covers 157,289 halal industries across 33 Indonesian provinces. The findings reveal a highly uneven spatial distribution, with East Java, West Java, and Central Java accounting for the largest concentration of halal industries, while eastern provinces exhibit substantially lower industrial presence. The estimated Gini coefficient indicates a high degree of regional concentration, confirming significant spatial inequality in the distribution of halal industries. Furthermore, K-Means clustering identifies four regional development typologies; leading, emerging, developing, and lagging regions, highlighting substantial differences in regional industrial characteristics. These findings provide a comprehensive spatial perspective on the structure of Indonesia's halal industry and offer empirical evidence to support more balanced, place-based industrial policies aimed at strengthening regional competitiveness and reducing interprovincial disparities.

Abstract

The rapid advancement of digital technology has transformed the music industry, with streaming platforms such as Spotify competing intensely to maintain user loyalty. This study aims to examine how Spotify constructs Fear of Missing Out (FOMO) through its marketing communication strategy, particularly the annual Spotify Wrapped campaign, and to identify the psychological and cultural implications of this strategy for Generation Z, a gap that previous research on FOMO, Spotify, and popular culture has rarely examined in an integrated manner. A qualitative literature review method was employed, synthesizing peer-reviewed journal articles, research publications, and industry reports on digital marketing communication, consumer behavior, and the FOMO phenomenon. The results show that Spotify transforms personalized user data into an aesthetically appealing social identity, or social badge, through data storytelling, encouraging users to voluntarily share their Wrapped results and thereby generating widespread FOMO among non-users and less active users. As a literature review, this study is limited by its reliance on secondary sources and the absence of primary empirical validation; nonetheless, its implications indicate that this FOMO-based strategy heightens social anxiety, social pressure, and digital dependency among younger users, while also accelerating the penetration of global popular culture at the expense of national cultural values. The novelty of this study lies in integrating digital marketing communication, media psychology, and cultural resilience into a single analytical framework, offering new insight into how algorithm-driven marketing shapes both consumer psychology and cultural identity among Generation Z.

Abstract

Private travel agencies the intermediaries that manage pilgrims’ day-to-day registration on Saudi Arabia’s Nusuk platform remain understudied, as prior research on Nusuk digitalization has focused mainly on regulatory or user-adoption perspectives. This study addresses that gap by examining how Nusuk implementation shapes service quality at PT. Naral Tour Travel, Indonesia, using the SERVQUAL dimensions (tangibles, reliability, responsiveness, assurance, empathy) as an analytical lens. A descriptive qualitative single-case-study design was used, drawing on semi-structured interviews with six informants (manager, staff, and pilgrims) triangulated with observation and documentation. Results show that Nusuk implementation improved registration efficiency, Raudhah-schedule accuracy, and entry-permit processing, with the strongest gains in the reliability and responsiveness dimensions; four of six informants nonetheless cited data-synchronization mismatches and central-system instability as persistent obstacles, and three cited limited digital literacy among elderly pilgrims. These findings indicate that at the operational level, technology adoption alone is insufficient staff mediation remains critical to closing the gap between platform design and pilgrim experience, a nuance largely absent from prior regulator- and user-focused studies. As a single-case account the results are contextual, but they offer travel agencies and policymakers a concrete basis for prioritizing staff assistance and digital-literacy support alongside continued technological investment.

Abstract

This study investigates the role of sustainable tourism in strengthening destination resilience through community-based tourism, with particular attention to the mechanisms that help destinations respond to crises and uncertainty. A qualitative research approach was adopted, involving semi-structured interviews with tourism stakeholders—including community leaders, tourism entrepreneurs, destination managers, government representatives, and tourism professionals—selected through purposive sampling. NVivo-assisted thematic analysis was conducted to identify recurring themes and relationships. The results show that sustainable tourism enhances destination resilience through community participation, adaptive capacity, socio-cultural sustainability, and collaborative governance. Community involvement fosters local ownership and economic flexibility, while sustainable practices and cooperation among stakeholders improve crisis response, recovery, and long-term transformation. Because the study draws primarily on qualitative perspectives from community-based tourism contexts, the findings may not be directly transferable to other tourism settings. The findings suggest that policymakers and tourism practitioners should incorporate community empowerment, sustainable practices, socio-cultural preservation, and collaborative governance into long-term destination resilience planning. The study’s originality lies in offering a community-centered qualitative explanation of how sustainable tourism functions not only as an environmental or development approach but also as an integrated mechanism for creating adaptive and resilient tourism destinations.

Abstract

This study examines the relevance and potential application of agile management as a governance framework for strengthening a competitive and sustainable maritime economy in the Bangka Belitung Islands Province, particularly in the context of post-mining economic transformation. A qualitative narrative literature review was conducted using thematic synthesis of academic literature and relevant policy documents. The synthesis identifies four key dimensions of agile maritime governance: adaptive policy cycles, cross-sectoral collaboration, innovation and high-value-added maritime diversification, and data-driven monitoring for sustainable development. These dimensions indicate that agile management can provide a strategic basis for aligning maritime competitiveness with blue economy and adaptive governance principles. As a literature-based study, the findings are conceptual and strategic and do not empirically assess the effectiveness of agile management in regional policy implementation. This study contributes by extending the application of agile management from general organizational and public-sector contexts to the specific governance challenges of maritime economic transformation in an archipelagic and post-mining region, and by proposing a context-specific framework for strengthening a competitive, resilient, and sustainable maritime economy.

Abstract

This study examines the role of the creative economy as a nation branding instrument for increasing the competitive advantage of Indonesia within the ASEAN countries. With regard to methodology, a qualitative descriptive research design was chosen based on library research, during which data were selectively collected using purposive sampling from policy and institutional documents from ASEAN and Indonesia, data on particular sectors, scientific articles on creative economy, nation branding, branding management, innovation and regional cooperation. Data were analyzed by thematic analysis and five themes have been considered in this study: Creative assets and competitiveness; Creative products and national identity; Market opportunities within ASEAN; Branding and digitalization; Institutional constraints. It is found out that Indonesian creative economy includes culinary, fashion, crafts, films, music, applications and games, all of which have certain economic and cultural value, contributing to nation branding and competitiveness. However, richness of cultural heritage does not guarantee competitive advantage. To create competitive advantage it is necessary to perform good branding management, innovation of business, access to digital markets, financing and protection of intellectual property. There are opportunities provided by ASEAN cooperation for market growth, cross-border cooperation, exchange of knowledge, innovation and increase of the visibility of Indonesian creative products on a regional level. The study develops an integrated framework that links creative assets, branding management, business innovation and market integration of ASEAN, thus considering creative economy as the link between economic competitiveness and reputation aspect of nation branding. The limitations of the study are related to the use of only secondary data and absence of empirical data at firm and consumer levels.
