Abstract

In a country that has a democratic system, one indication of the running of democracy is the active role of the community in various fields and decision making. Referring to the basics in the process of preparing the Environmental Impact Analysis (EIA) mandated by Law Number 32 of 2009 and regulated in the Regulation of the Minister of Environment No. 17 of 2012 The research method used in this essay writing is a qualitative research method. The data source in this study uses primary data and secondary data. Data collection techniques used are document studies, and direct interviews. The results of the study showed that community involvement in the process of preparing the EIA in Rembang District was in accordance with the Regulation of the Minister of Environment No. 17 of 2012. However, there are still obstacles in the process of involvement, both technical and technical. own general constraints. Suggestions from the results of this study are to further socialize the process of community involvement itself, as well as provide assistance to the community itself. and make online services for complaints and consultations. In addition to the regional government, they must coordinate with relevant agencies and maintain neutrality on the red plate, yellow plate and black plate so that later the decision does not harm the parties concerned.Keywords : Keterlibatan Masyarakat, AMDAL, PT. Abstract

ABSTRACTThe implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable.The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation.The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Therefore, inhabitants participation is greatly influency of success of the implementation.Key words : Inhabitable Settlement, Policy of Implementation of Enhancement Fund, and Village Structuring

Abstract

ABSTRACTThe policy of tourism development since Indonesian independence in 1945 until now has changed along with the changing socio-political and economic conditions in Indonesia and the world. Community-based tourism or CBT is a concept of tourism management by prioritizing the participation of the local community with the purpose to provide welfare for them while maintaining the quality of the environment and protecting social and cultural life.Desa Wisata Wiskuno is an example of a tourism destination that implements the concept of CBT in the tourism development model. Desa Wisata Wiskuno was established on 26 September 2016 managed by Pokdarwis Sumbermadu that located in Maduretno Village, Kebumen Distict. Over the course of 2 years, Pokdarwis Sumbermadu succeeded in mobilizing community participation and received several awards in District and Province level which enabled them to gain the Government's attention to help the Pokdarwis’s program in mobilizing people's participation in tourism development.The researcher used qualitative descriptive method and applied interview and documentation study in collecting data in Maduretno Village, development location of Desa Wisata Wiskuno conducted by the local community and Pokdarwis Sumbermadu.The result of this research is “How Pokdarwis Sumbermadu to achieve success in applying the concept of CBT at Maduretno Village by established Desa Wisata Wiskuno”.Recommendations that can be given is Pokdarwis Sumbermadu is expected to make more varied programs according with tourism development, and increasing its role to apply Sapta Pesona values to the local community. Abstract

The Governance Analyisis on District Integrated Administrative Services (PATEN) Programe: Case Study In West Semarang District of Semarang City aims to explain any innovations that contained in PATEN, how the innovation was done, the underlying reasons of Semarang City Goverment on making decisions about PATEN Programe which only held in non-permission services, and the impact for society as service users in West Semarang District about the implementation of PATEN.               The method of research used in this study is Mixed Method Research with concurrent embedded strategy, which both qualitative and quantitative data were collected at the same time. For collecting data, researcher conducted interviews at the office of West Semarang District and the government of Semarang City and then distributed questionnaire to communities in the region of West Semarang District. Researcher also used secondary data from documents of PATEN and other literature sources such as books and journals.            The implementation of PATEN brings about changes in performance of employee districts and has impact for the community. The presence of PATEN is not only to improve the quality of service in the district but also for a better and closer service to the community. The changes that occur through of PATEN such as more modern service system, establishment of service standards, and the provision of service facilities. In implementation of PATEN, the government of Semarang City has several considerations include the substantive requirements have not been met, sectoral ego among departments, barriers on standard of implementation, outside of the priority scale, the new constitution of local government, conditions of urban area, and the indecisiveness of sanctions of the central government. Furthermore, as the impact for the community, PATEN was able to provide a positive impact although most people said that they did not know about PATEN in Semarang City. Therefore, the government should also involve the community participation, so that in the future the authorities that are delegated to the districts will be suitable to the needs of society. On the other hand, society should be more active in participating to oversee the implementation of public services in the district level.

Abstract

This study discusses the dynamics of the process of fulfilling the political rights of persons with disabilities in the Temanggug regent election in 2018 by the Temanggung KPU. The lack of service for persons with disabilities in the Temanggung election by the KPU makes the political rights of disability in the election of Temanggung not maximally fulfilled.The purpose of this study is to describe and analyze the dynamics of the process of fulfilling the political rights of persons with disabilities by the KPU Temanggung in Temanggung Pilbup in 2018 and identify the inhibiting factors. The research method used is descriptive qualitative with data collection techniques through interviews and documentation. The theoretical framework used is the Concept of Disabled, Disabled and Disability, the Concept of Democracy and Election, and the Concept of Human Rights.The results of the study showed that in the Temanggung regent election on 2018, KPU Temanggung had not been maximized in providing programs that initiated the fulfillment of the political rights of disability, the equality for disabilities to play an active role in the election implementation was still hampered by educational requirements. However, KPU Temanggung has been tried to serve disability by adjusting the budget for disability needs, and committed to providing services to them despite the shortcomings. KPU Temanggung had also implemented two of the four strategies to support the creation of inclusive elections so that the political rights of disability can be fulfilled. Factors that inhibit the process of implementation are low disability education background, election organizers who lack understanding of SOPs, invalid data, lack of accessibility, and poor reference choices.KPU Temanggung has sought the implementation of the fulfillment of the political rights of disability in the 2018 election, even though it has not been maximized. Suggestions that can be made by the Temanggung Disdukcapil are recording the pick-up administration of the ball. For KPU Temanggung is to improve the disability database, interactive dialogue with disabilities, cooperation with election participants for socialization. And for those with disabilities, they must actively follow up on political information and not hide family members with disabilities.Keywords: KPU, political rights, persons with disabilities, regent elections

Abstract

The purpose of this study is to analyze the strategies Suryono victory and Team Success In The Village Head Election Tegalarum Jaken District of Pati Regency period 2015-2021. The strategy used Suryono and Success Team to win elections Tegalarum village is preceded by mapping a mass basis, determine the steps for the campaign and also formulate a work program that will be offered to the public. To get more support Suryono and Team Successful use of communication strategies namely by visiting luminaries Tegalarum village society considers people who respected and honored in the Village Tegalarum. Here Suryono and team success always follows the activities organized in the village Tegalarum to introduce themselves while closer to the village community Tegalarum.This research uses qualitative research methods. The subject of research among others Suryono as Tegalarum village chief, Tim Tegalarum Success and village residents are involved in the implementation of the Village Head Election Tegalarum Jaken District of Pati regency. The data collection technique is done through interviews, documentation, literature, and then analyzed to draw conclusions.Based on the results of the study concluded that Suryono Tegalarum elected as village chief in the district of Pati regency period 2015-2021 Jaken gained 917 votes, while Suharto gained 800 votes. In obtaining more votes Suryono and the Campaign Team chose Hamlet Mberan and Hamlet Taunan as a target for support, as in Hamlet Taunan is the home of Suryono and relatives or relatives of Suryono also play an active role in influencing and introducing Suryono to the public, while at the hamlet Mberan many people, especially young kids activities facilitated Suryono relatives such as association youth.Keywords: Village Head Election, Political Strategy, Village Tegalarum

Abstract

In accordance with Law no.32 of 2004 article 126 and further enforced by Government Regulation 19 of 2008, present day camat hold specific roles that are different from what their predecessors had. This research aims to discover the responsibilities and functions of camat after they are made as SKPD as well as the obstacles they have to face while performing assigned tasks.Qualitative descriptive analysis is used in this research, meaning that the study provides descriptions about relevant circumstances and events and/or ongoing processes. Descriptive method is intended as solving mechanism for the observed problems by depicting condition of research subject or object.From this research, it is found that the role of kecamatan officials is to run governmental, developmental, and societal affairs. Moreover, it is also found that factors deemed to have influence on the enforcement of camat's main responsibilities and functions are camat's leadership capacity, facilities and infrastructures, and regional budget. Obstacles that are discovered in this research is brittle relationship between Camat and society which causes misunderstandings in decision making and lack of manpower to effectively run the organization.  Keywords: Camat, SKPD, Authority

Abstract

BUMDes is Lembaga Usaha Desa (Village Business Institutions) that managed by the community and Government of the Village for the effort to strengthen the village’s economy and it formed based on the needs and potential of the village. This study aims to determine the management process of BUMDes in Lerep Village, West Ungaran District, Semarang Regency. The research approach used was descriptive qualitative. The data collected by using data collection techniques through interviews with informants who are considered to have the potential to provide information about the management process of the BUMDes Gerbang Lentera as Penggerak Desa Wisata Lerep (The Driver of the Lerep Tourism Village), also through interviews and documentation of the management results of BUMDes.The results of the study indicate that even though it is still new, BUMDes Gerbang Lentera is one of the BUMDes whose management is already good in Semarang Regency, so that it becomes another village reference for visits and comparative studies. The management process of BUMDes is going well in accordance with the objectives of the establishment of BUMDes. This can be proved by the business units that running well. The good factors for managing the BUMDes Gerbang Lentera are the available resources, the community participation and empowerment, government support and the existence of cooperation with third parties. Yet, there are still obstacles to the development of BUMDes, namely that, it is still difficult to find employees because the salaries are less promising.The conclusions of the management of BUMDes Gerbang Lentera Desa Lerep have been very good, especially compared to other BUMDes in Semarang Regency. Itis just like most BUMDes in other villages in Semarang Regency, it is still difficult to find employees because BUMDes still have difficulties in providing salaries.Keywords: Village Business Institutions, Management, Obstacles

Abstract

Leadership includes the process of influence in setting organizational goals, motivate followers to achieve the objective behavior, influence to improve the group and its culture. Leadership has a close connection with motivation. It can be seen from the success of a leader in mobilizing others in achieving the goals set. One obvious example is the form of leadership success Regional Head managed to occupy his post for more than one period. Starting from the above problems, the authors try to determine how the public perception in the region that has a head area with a multi-period tenure.This paper aims to determine the perception Politics Society against district leader elected in the district of Central Kalimantan province Lamandau through Community Political Orientation. Political Perceptions is the political views of the subject to the object political politics. In the perception of national and state politics is a reasonable attitude possessed by every citizen as a sign of political culture creation..Kajian is done by non-parametric methods of quantitative research and written with descriptive analytical method. The author conducted a survey to determine the sample using Multistage Random Sampling method in the three District of the District Bulik, District and Sub-district Lamandau Delang by the number of respondents of the Hundred Double.The study results show the political culture of society in the study site has been running pretty well. It is caused by several factors including: 1) The level of education began to improve so that the level of political awareness also increased; 2) a high number of productive age; 3) the disclosure by the local government as a political object; 4) The policies offered by the government in accordance with the conditions of the community.Keywords: Perception of Political, Cultural Politics, Leadership.

Abstract

Pendidikan merupakan hal yang sangat penting saat ini dimana pendidikan menjadi hal yangdiutamakan, tingkat pendidikan seseorang berbeda-beda begitu juga dalam menyikapi fenomenapolitik yang ada dimana banyak sekali isu-isu berkembang di masa-masa Pilkada. Ekonomi memilikitingkatan-tingkatan ekonomi dimana ada tiga tingkatan, tingkat ekonomi atas, menengah dan bawah.Partisipasi politik pemilih pemula karena untuk pertama kalinya akan berpartisipasi dalam Pemilu.Dari hal-hal yang telah disebutkan tentunya akan mempengaruhi partisipasi politik mereka. Adapun penelitian ini menggunakan metode kuantitatif. Berdasarkan analisis dari data penelitiandengan 70 responden yang telah dilakukan dengan cara menyebar kuesioner dan melakukanwawancara, maka dapat diketahui variable pendidikan nilai t hitung = 2,905 atau nilai p = 000 danvariable ekonomi t hitung = 2,795 atau nilai p = 000, di peroleh juga f hitung = 4.036 dan nilai sig.0.000, diketahui tingkat pendidikan tinggi dan tinggkat ekonomi tinggi partisipasi politiknya jugatinggi, dijelaskan bahwa tingkat pendidikan dan tingkat ekonomi secara langsung mempunyaipengaruh dan hubungan tetapi hubungan dan pengaruh tersebut rendah terhadap partisipasi politik.Jika ditinjau dari hasil penelitian yang telah di peroleh pengaruh dan hubungan tetapi pengaruh danhubungan itu rendah dengan presentase 10,8%, karena tingkat pendidikan dan tingkat ekonomi tidakmempengaruhi banyak dalam partisipasi karena partisipasi politik pemilih pemula dapat digerakan melalui kesadaran dari diri sendiri akan hak wajib sebagai warga negara dan partisipasi politik dapat dipengaruhi dari pendidikan politik melalui sosialisasi-sosialisasi yang diberikan.
