Abstract

BUMDES is a village business institution in the economic field that is managed by the community and the Village Government in an effort to strengthen the village economy and theeconomy of the village community which is formed based on the needs and potential of thevillage. This study aims to determine the management of BUMDes Silatri Indah and how itcontributes to creating an independent village in the economic field. The research method usedis a qualitative research with a descriptive approach. With data collection techniques throughinterviews with informants who are considered capable of providing detailed information aboutthe Management and Contribution of BUMDes Silatri Indah as an independent village moverin the economic field as well as through documentation that can support that information. Theresults of the study showed that BUMDes Silatri Indah was one of the best BUMDes inWonosobo Regency, because it was seen from various perspectives, such as good management,smooth business units, orderly administration and being able to contribute to the village. Themanagement process of BUMDes Silatri Indah is going well, this can be proven by planning,organizing and controlling which is not only done internally by BUMDes management but alsoto business units and business actors. While the contribution of BUMDes Silatri Indah inrealizing an independent village in the economic field can be seen through an increase inVillage Original Income (PADes) and being able to increase community income throughcommunity empowerment. Supporting factors include Natural Resources, Human Resources,Village Government Support and Cooperation with Other Parties. Abstract

Micro and Small Business licensing program based on technology and information on"iJus Melon" application is a program that gives ease to the community by accessing theapplication "iJus Melon" to obtain the legality of micro and small business licenses. Micro andsmall business actors who have registered in the database of Department of Cooperatives andSMES in Semarang will get a business support facility from the government of Semarang, butnot least among the efforts made by the city government Semarang to address problems thathave been constrained by some factors experiencing failure in implementing innovations inpublic service is electronic based. This research uses innovation theory to broaden the scope ofinformation about the implementation of application innovation "iJus Melon" failure becauseit was influenced by several factors when the innovation was realized by the government ofSemarang As an electronic-based public service. After the researchers conducted interviewsand observations showed that the application "iJus Melon" which is not accessible to the onlinecommunity because there is a mismanagement in the application creation system "iJus Melon"and is not known Transparent how to form the cooperation to finally cause problems in theapplication building system "iJus Melon". Secondly, the selection of the term name on theinnovation of public service that does not conform to the substance that will be done so as toinflict mis perception (mis understanding) of the community in understanding the concept ofpublic service based online The. Third, there is no transparency of budget management for theimplementation of application innovation "iJus Melon" conducted by the government. Inaddition, the Department of Cooperatives and SMES have made various efforts to overcomethe problems that arise due to the inhibitory factor that is excessive dependence on the highperformer, obstructed organizational arrangement, not given Incentives, and administrativebarriers despite the implementation have been supported by the encouragement of politicalactors, economic pressures and service improvements, technological availability, andbudgetary availability. Abstract

Pemerintah Kota Semarang mewujudkan tag-line “Semarang Hebat “ dengan merevitalisasi Kota Lama sebagai bagian dari upaya city branding. Pengelolaan aset kebudayaan merupakan arus utama yang ada saat ini dalam menciptakan city branding yang berbasis destinasi wisata. Penelitian ini bertujuan untuk menjelaskan bagaimana upaya pemerintah kita Semarang dalam menjadikan Kota Lama sebagai city branding. Pendekatan penelitian ini kualitatif deskriptif. Data dikumpulkan dengan teknik wawancara terstruktur maupun tidak terstruktur. Analisis kualitatif dikuatkan dengan data survey persepsi wisatawan tentang Kota Lama.Penelitian ini menemukan bahwa revitalisasi menekankan pada perbaikan infrastruktur pendukung kawasan Kota Lama, seperti perbaikan jalan, jembatan dan trotoar. Bangunan-bangunan lama tidak mendapatkan dana dan perbaikannya diserahkan kepada pemilik masing-masing. Komunitas budaya berkembang secara mandiri mendukung pencanangan Kota Lama sebagai kawasan budaya. Pengembangan komunitas-komunitas ini belum mendapatkan perhatian dari pemerintah. Belum ada alokasi dana untuk membantu mereka mengembangkan diri. Oleh karena itu, keberlanjutan aktivitas masing-masing komunitas budaya ditentukan oleh kemampuan mereka untuk mendapatkan dana secara mandiri. Namun demikian, Kota Lama saat ini telah cukup berkembang menjadi ikon Kota Semarang melengkapi ikon-ikon lain seperti Lawang Sewu dan Sam Po Kong. Keberadaan Kota Lama sebagai destinasi wisata diakui masyarakat sebagai destinasi utama.Kesimpulan yang ditarik dari penelitian ini adalah pertama, proses revitalisasi Kota Lama telah berhasil mengaktualisasikan posisi Kota Lama sebagai brand Kota Semarang. Kedua, peran komunitas budaya sangat substansial untuk menguatkan posisi Kota Lama sebagai tujuan wisata utama. Ketiga, pemerintah telah berhasil melakukan city branding dengan menempatkan Kota Lama sebagai brand baru Kota Semarang. Peneliti menyarankan pada Badan Pengelola Kota Lama untuk bekerjasama dengan pemilik bangunan untuk memperbaiki gedung-gedung tua sehingga tidak membahayakan pengunjung dan sekaligus bisa fungsional kembali. Pendanaan bisa dikerjasamakan dengan investor swasta yang memiliki minat pengembangan budaya lokal. Pemerintah juga perlu membantu komunitas-komunitas budaya yang ada agar bisa berkembang dan menghasilkan inovasi aktivitas budaya yang pada gilirannya dapat mendukung keberadaan Kota Lama sebaga brand Kota Semarang. Kata Kunci: Kota lama, Revitalisasi, Komunitas budaya, City Branding

Abstract

The Surakarta City Government implements E-Budgeting through the application ofSIMDA Keuangan. In addition, the Surakarta City Government also implemented a websiteservice for budget transparency. The results in good financial management are indicated bythe approval of Wajar Tanpa Pengecualian status from Badan Pemeriksa Keuangan. Thisstudy aims to evaluate the implementation of E-Budgeting through the role of thebureaucracy in the Surakarta City Government and the social capital involved in budgetallocation decisions making.The research method used is descriptive qualitative research method with datacollection techniques through interviews, observation and literature study. Informants in thisstudy invited seven people from representatives of Bapppeda, BPPKAD, Diskomifo SP andPattiro Surakarta.The results of this study is the implementation of E-Budgeting using the SIMDAKeuangan as a tool to assist regional financial management has been able to facilitate thestages of budgeting, administration, accounting, reporting and accountability in an integratedand accountable. Budget transparency website services need to be maintained periodically tosupport transparency. The relationship between the role of the bureaucracy in theimplementation of E-Budgeting through the Compliance of the Surakarta City Governmentinvolves local financial management regulations. However, there are currently no specificregulations regarding E-Budgeting. The Surakarta City Government is still in theimplementation of E-Budgeting, while the development of the Perwali or Juknis onE-Budgeting is a target for the Surakarta City Government Bureaucracy Reform in 2019-2021. Social capital that is intertwined in the form of linking through the involvement ofelements of society, sectoral communities and other stakeholders is involved in developmentplanning and budget allocation decisions making.Suggestion in this research is the need to improve coordination and quality of humanresources while overseeing the development of Perwali or Juknis for implementingE-Budgeting to support the successful implementation of E-Budgeting in the Surakarta CityGovernment. In addition, the maintenance of a website for budget transparency andsocialization to the public is also needed to increase public involvement in budget oversightin the Surakarta City Government.Keywords: e-budgeting, regional financial management, evaluation process, bureaucracy,social capital.

Abstract

ABSTRAKPenelitian ini memiliki tujuan untuk mengetahui proses pengelolaan laporan dalam LAPOR HENDI Kota Semarang yang dilaksanakan oleh Pusat Pengelolaan Pengaduan Masyarakat (P3M) Kota Semarang. Pengelolaan Laporan ini merupakan upaya P3M dalam  menjawab dan mengatasi setiap laporan yang masuk yang meliputi, pengaduan, penyampaian aspirasi dan permintaan informasi.Tipe penelitian yang dijalankan adalah penelitian analisis deskriptif dengan pendekatan kualitatif. Sumber data yang diperoleh dari penelitian ini merupakan hasil dari wawancara dengan narasumber serta mengumpulkan dokumen yang berkaitan dengan penelitian. Teknik penarikan sampel yang digunakan adalah puposive sampling. Teknik pengumpulan data yang digunakan alam penelitian ini ialah dengan wawancara, telaah dokumen dan observasi.Berdasarkan penelitian yang telah dilakukan, Pemerintah Kota Semarang melalui Program LAPOR HENDI yang dikelola oleh Dinas Komunikasi, Informatika, Statistik Dan Persandian Kota Semarang, melalui P3M yang berada dibawah naungan Diskominfo Kota Semarang, terdapat suatu proses pengelolaan laporan yang nantinya akan ditindaklanjuti sebagai upaya penyelesaian laporan, dimulai dari Penerimaan, Penelaahan dan pengklasifikasian, Disposisi pengaduan, Pelaksanaan pemantauan pengaduan yang sudah didisposisi, penyelesaian pengaduan (apabila pengaduan dapat diselesaikan di P3M tidak perlu diteruskan ke OPD dan/BUMD).Terdapat alur dalam proses pengelolaan laporan seperti yang sudah disebutkan diatas, dalam proses pengelolaannya terdapat juga faktor pendukung dan penghambat yang dapat mempengaruhi keberhasilan pengelolaan laporan yang masuk, seperti hal nya faktor pendukung yang berasal dari struktur birokrasi yang tidak terlalu rumit, disposisi yaitu adanya kesepahaman antara pembuat kebijakan dengan pelaksana kebijakan, selain faktor pendukung terdapat juga faktor penghambat dalam pengelolaan laporan yaitu adalah Ketersediaan sumber daya manusia, dalam hal ini perlu adanya penambahan personel untuk meringankan beban pelaksanaan tugas yang sebelumnya.Kata kunci: Lapor Hendi, P3M, Pengelolaan Laporan

Abstract

Health insurance is a government health services program. Tujuan adanyajaminan kesehatan adalah sebagai upaya menjaga diri demi kondisi kesehatan.Because Jaminan Kesehatan Nasional (JKN) Part of the Sistem Jaminan SosialNasional (SJSN) Conducted by the use of mandatory social health insurancemechanisms. Have a programme policy UHC (Univeral Health Coverage) The healthprogram implemented by the central government to improve public health, Becauseof the difficult coverage is known by the central government, local governments asrepresentatives of the central government can continue to reach the scope ofmembership to the regional level. This is the case in the city of Semarang, SemarangCity government initiating a program as a form of health insurance for the citizens ofthe Community, For the purpose of obtaining free medication services known asProgram UHC (Universal Health Coverage) By registering the residents ofSemarang as Penerima Bantuan Iuran (PBI) BPJS Kesehatan For residentswho have not been registered as a health insurance participant, unable to pay dues,delinquent.The research method that the authors use is qualitative deskiptif using thetheory of George C Edward III which focuses on the important variables on thesuccess of the program implementation, Communication, resources, disposition,bureaucratic structure and supported with triangulation theory to strengthen data.And identifying the driving factor and barriers of society in implementing theprogram.The results of this research show that the progress of the UHC (UniversalHealth Coverage) program in Semarang has been good in providing free services forresidents of Semarang. So that the goal for the welfare of society through health canbe achieved. The most profound obstacles are often mistargeted because thesocialization of the program gives less community awareness. Abstract

Child Friendly City programs run by the government would not run smoothly without thehelp of elements of the community. They must be aware that this is a joint responsibility andnot the work of just the government, so that synergy between government and the communitymust be committed and there must be a commitment from the community to implement theChild Friendly Cities program. Fulfillment of civil rights and freedoms which are the mostfundamental rights that must be owned by children and must be fulfilled by the Semarang CityGovernment in the context of Child Friendly Cities.This study aims to evaluate how the policy of the Child-Friendly Cities, especially in thefulfillment of civil rights and freedom clusters in Semarang City and what are the obstaclesencountered. The method used is a qualitative method by taking data through interviews anddocumentation. This study uses the policy evaluation theory of William Dunn which is dividedinto 6 indicators, consists of effectiveness, efficiency, adequacy, leveling, responsiveness, andaccuracy.The results of this study indicate that the fulfillment of civil rights clusters and freedom ofChild-Friendly City policies in Semarang City cannot be said to meet targets. The lack ofstrengthening of the children's forum, the stagnation of providing adequate information onchildren, as well as the achievement of the issuance of birth certificates that did not reach thetarget became the main points of evaluation. Lack of socialization to the community, lack ofcommunication between local government organizations, lack of available resources, andregulations that obstruct the implementation of the Child-Friendly City in Semarang CityGovernment.One recommendation that researchers can give to the government is to add resources andalso to issue new, stronger regulations so that they can adjust to the conditions faced in thefield.Kata kunci: Child-Friendly City, evaluation, policy

Abstract

Keberadaan Kawsaan Industri Millenium yang dihuni oleh ratusan perusahaan yang bergerak di berbagai sektor di Desa Peusar Kecamatan Panongan mengakibatkan terjadinya dampak sosial, ekonomi dan lingkungan bagi masyarakat sekitar. Penelitian ini bertujuan untuk mengetahui dan memetakan dampak Kawasan Industri Millenium terhadap kehidupan sosial, ekonomi dan lingkungan masyrakat Desa Peusar Kecamatan Panongan. Metode yang digunakan ialah kualitatif dengan pendekatan desktiptif. Penghimpunan data dilakukan dengan cara wawancara, observasi dan studi dokumentasi.Berdasarkan teori Thomas R. Dye yang digunakan dalam penelitian mengenai lima dimensi evaluasi dampak menunjukan bahwa dari segi ekonomi, perkembangan ekonomi masyarakat mengalami perubahan kearah yang lebih positif. Hal  ini dikarenakan terbukanya lapangan kerja yang luas bagi masyarakat Desa Peusar dari perusahaan – perusahaan di dalam Kawasan Industri Millenium dan bertumbuhnya unit – unit usaha baru yang dapat ditekuni masyarakat seperti kontrakan, warung makan, warung kelontong dan sebagainya, serta pengepulan limbah industri yang berasal dari tenant Kawasan Industri Millenium. Selanjutnya, secara sosial, pandangan masyarakat terhadap pendidikan kini sedikit demi sedikit mulai berubah. Mereka mulai membekali diri mereka dengan pendidikan yang lebih tinggi, terlebih untuk menunjang kehidupan karir. Kemudian terkait lingkungan, Kawasan Industri Millenium menimbulkan kerusakan lingkungan berupa polusi udara, sulitnya akses terhadap air tanah, pencemaran Sungai Cimanceuri dan perubahan temperatur udara.Kesimpulan yang dapat ditarik ialah Kawasan Industri Millenium ini berdampak pada kehidupan masyarakat Desa Peusar khususnya dalam aspek sosial, ekonomi dan lingkungan. Saran yang dapat diberikan ialah dalam keberjalanan kebijakan ini stakeholder terkait perlu saling berkordinasi dan bersinergi agar dampak sosial, ekonomi dan lingkungan yang dihasilkan tidak merugikan masyarakat.        Kata kunci: Dampak, Sosial-Ekonomi-Lingkungan, Kawasan Industri Millenium

Abstract

This study wanted to find out how the interaction between actors in the process offormulating public policies, especially settlement policies in DKI Jakarta Province. The methodused in this study is a qualitative method with a case study approach, which is an approach todeepen a unique case. The process of formulating public policy is a process of interdependencebetween the actors involved and bargaining between actors occurs. The results of this study findpolitical contracts as a momentum of interaction between actors and the process of interactionthat occurs between policy actors is cooperative and accommodative interaction. Abstract

Electronic Government is the use of information and communicationtechnology that is applied and developed by the government to provide services to thecommunity. The purpose of Electronic Government is to increase the effectiveness, efficiencyand quality of government services by utilizing technology. The purpose of this study is toillustrate how the application of E-Service in an effort to improve effectively and efficientlyand to identify the driving and inhibiting factors for the implementation of E-Service in theInvestment and Integrated Services Office of One Door Kendal RegencyThe research method used uses the type of qualitative methods with a datatriangulation approach that is observation, interviews and written or archived data. Informantsin this study were the Head of Licensing and Non-Licensing Services Section and the Head ofData and Information System of the One Stop Kendal Regency Investment and IntegratedServices Office and the applicants who performed licensing services.The results showed that the electronic-based licensing service at the Office ofInvestment and Integrated Services One Door Kendal Regency is still classified in theIntegration stage. Where the Department of Investment and Integrated Services One DoorKendal Regency has used a variety of digitizing services to support services, but this has notbeen done optimally. There are 4 out of 5 types of transformation points that have not yetbeen fulfilled, including service to the community towards service by the community,traditional society towards online society, digital divide towards digital democracy anddocument-based manuals towards online governance. There are 3 factors that hinder theimplementation of E-Service in the Office of Investment and Integrated Services One DoorKendal Regency including bureaucratic structure, resources and disposition.
