Abstract

This research discusses the leader in village The leader is essentially a person who has the ability to influence the behavior of others in his work with the use of power. Sokokidul village is one of the villages that has a leader who has the ability to successfully build the village to be developed. The research aims to explain the leadership of the village head in order to build Sokokidul village into a growing and achieving village with various potential village. Both from natural resources and human resources. The research was conducted using qualitative method. Technique of collecting data is done by interview, documentation and literature study. Validity and data reliability are tested using the source triangulation technique. The author uses the leadership and the government leader. The result show tha H. Sudiarto’s leadership is good, because he has innovations to develop the village as well as the many awards received by Sokokidul village. He can also perform his role well as; The role of generating spirit, the role of social relationships and the role of information delivery. He is also a democratic leader proven by good communication between leaders and subordinates and repect the opinions of subordinates and include subordinates of each decision-making.Key Word : Leadership, Village Head, Development

Abstract

Untuk melaksanakan sebuah pembangunan diperlukan adanya tahapan perencanaan. SemenjakUndang-Undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional, forumperencanaan pembangunan yang partisipatif dengan pola bottom up tersebut berubah nama menjadiMusyawarah Perencanaan Pembangunan (Musrenbang). Dalam perumusan perencanaanpembangunan bukan lagi membicarakan tentang antusias kehadiran masyarakat dalammusrenbang, akan tetapi bagaimana kepentingan mereka direspon oleh pemerintah. Pelibatanmasyarakat dalam pengambilan sebuah keputusan yang tidak mengikutsertakan masyarakat,seperti yang terjadi pada pembangunan revitalisasi Pasar Randudongkal, hal ini menimbulkankekecewaan pada masyarakat, pasalnya peristiwa ini menunjukan bahwa sebelum pemerintahmemulai pembangunan tersebut tidak melakukan sosialisasi terlebih dahulu pada masyarakatsetempat. Artinya pemerintah telah mengesampingkan aspirasi masyarakat dalam prosesperencanaan pembangunan daerah itu sendiri. Berangkat dari masalah tersebut maka penulistertarik untuk melakukan penelitian tentang Perencanaan Partisipatif dalam MusrenbangKecamatan Randudongkal Tahun 2019. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan databerupa observasi, wawancara dan dokumentasi. Narasumber dalam wawancara ini antara lain anggotaBadan Perencanaan Pembangunan Daerah Kabupaten Pemalang, Camat Randudongkal, KasiPemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Kepala Desa Kalimas, TokohMasyarakat, Tokoh Agama, Anggota PKK dan Masyarakat yang tidak mengikuti pelaksanaanMusrenbang Kecamatan Randudongkal tahun 2019. Hasil penelitian menunjukan bahwa pelaksanaan partisipasi masyarakat dalam Musrenbang diKecamatan Randudongkal Tahun 2019 belum maksimal. Serta dalam menetapkan usulan programkewilayahan camat dibebaskan untuk memilih usulan program yang bukan dibawa oleh desa, hal inimenyebabkan munculnya usulan program pada musrenbang kecamatan yang bukan hasil dari usulandesa, sehingga membuat partisipasi yang selama ini terjaring dalam musrenbang desa sia-sia dan tidakdigunakan sebagaimana mestinya.

Abstract

Leadership style is a set of characteristics used by a leader to influence subordinates achieving organizational goals or can also be said that leadership style is often applied by a leader, such as giving orders, assign tasks, discipline, reprimand, communicate, and so forth. Wonosoco village is a village that has a leader who can build a more developed village. Successful development includes infrastructure development, community economy, and food security. Wonosoco village was originally just a small village with all its limitations and shortcomings on the economy and agriculture. However, since the village is led by Setiyo Budi who has open and transparent leadership all the limitations and shortcomings are improved. Due to the transfer of funds from the government and the village's original revenue (PADes), all the development went well. For a good performance in building Wonosoco village, Setiyo Budi was awarded as the best performing Village Head of sub-district level. There are various leadership styles, including democratic leadership styles, authoritarian styles, and freedom styles. From those several leadership styles, the researcher aims to explain which one approaches the leadership style of Setiyo Budi in leading Wonosoco Village. The research was conducted by using qualitative method with Descriptive-Evaluative type. Technique of collecting data is done by interview, documentation and literature study. The results show that Setiyo Budi's leadership is very good. The leadership style used by Setiyo Budi is a democratic style and an authoritarian style, in which the two styles are applied according to the conditions. Setiyo Budi also runs the role of village head well, such as the role of problem solver, the role of decision makers, the role of supervision, the role of information delivery, the role of motivator, the role influence, and the role communication relationship. Setiyo Budi is a democratic leader, as evidenced by his involvement of subordinates in every decision making. Suggestions that the author gives is a leader must establish a good relationship in leadership. Because the leader is a guardian and decision maker for whoever is led. Especially for a leader in governance in leadership will have an impact on society. Keywords: Leadership Style, Village Head, Development

Abstract

Research on Water Utilization Cooperation between Semarang City and Semarang Regency Year 2013-2015 aims to understand the form of the clean water utilization cooperation done by both regions, as well as the realization of the cooperation in 2013-2015. Additionally, there will be explanation about the background of the cooperation, the motivating factors of the cooperation, and obstacles faced in the cooperation.This research uses descriptive qualitative method with data collection techniques such as interviews as the primary data and documents as secondary data. Informants in this study are the Semarang Regency Government and Semarang City’s regional water utility company.2Based on the research that has been done, it can be concluded that the cooperation in the utilization of clean water is the second time between Semarang Regency and Semarang City after previously conducted in 2004. The cooperation was established in 2013 and in a period of 25 years with the contribution of water. Realization of the cooperation in 2013-2015 did not achieve the targets agreed upon by the two regions. Inter-regional cooperation is not running optimally, there are still many things that need to be fixed in its management. But behind it all there is still good faith from both areas to solve existing problems.

Abstract

The reasearch is a set of interest by the selection region head of Pati regency 2017, which only followed by a couple of candidates, Haryanto (incumbent candidate) and Saiful Arifin, to fight an empty box. The empty box on the polling station gets 25,48% votes. This votes is significant other than 9 other areas that were also only followed by a single candidates by then. In addition, the volunteer of empty box is sufficiently active to select an empty box and do a negatif campaign about incumbent’s candidate. And the prospective incumbent’s candidate to investors has been identified as one of the unchosen selecting of empty box. The methods used in this research are quantitative methods of research with statistical tests as a tool to test hypotheses. The purpose of this research is to know whether there is a partial or shared influence of a negative campaign, the prospective incumbent’s candidate to the investors, and the behavior of choosing empty box on the selection of Pati regency 2017.The results of this research indicates that there is influence between the negative campaign to behavior of choosing empty box, there is influence between the prospective incumbent’s candidate to investors to choosing empty box, and together there is influence between the negative campaign and the incumbent’s candidate to the investors to choosing empty box on the selection region head of Pati regency 2017. In a hypotheses test the influence of both variables, there are negative campaign and the prospective incumbent’s candidate to the investors, to the behavior of choosing empty box are 42,3%, and 57,7% are described or influenced by other variables beyond the research.Keywords : The Selection of Pati Recency 2017, Negative Campaign, The Prospective Incumbent’s Candidate To Investors, Behavior of Choosing Empty Box

Abstract

Disaster tough village is of village that have own capability to  adapted and  facing disaster potential threat, and  healing soon from disaster impact. Board of Disaster Manajemen District of Kendal (Badan Penanggulangan Bencana Daerah Kabupaten Kendal or BPBD) its a branch of government that have responbility to countermeasures the disaster. I of to decrease disaster risk, BPBD Kendal district there have step before disaster with continue to doing program disaster tough village with society involve to the man actor. In 2016 Kendal district that have 3 disaster tough village in diference of kind disaster.This research used metodic of descriptive qualitative used collective data teknik through interview, observation, and document. The informan in this research is people that knowen well about this field aplication program development.This research, researcher using theory of Thomas Dye “evalution of policy its a objective, investigation, systematic and empiris to policy and public program target from the purpose”. On the basic from this theory, the implementation disaster tough village program in Kendal district thats couldn’t doing well, because limited facility and there’s no good kaderisasion program of volunter, and lack of awareness from young generation, there’s no budgeting to operasional and there’s no facility to on decrease risk disaster effort, and also theres no participation yet from branch of government in Kendal district to decrease risk disaster effort in Kendal district.Based on reseacrh result, we can the conclusion that the implementation program disaster tough village in Kendal district 2016 still have the of stacles to get purpose. To the next time development disaster tough village program can increase quality and quantity, increase the amount of volunteers, and also have facility support budgeting well.Key word : Disaster Tough Village, Disaster Risk Reduction, and Disaster Management

Abstract

ABSTRACTION Warung Kamtibmas in response to the limited number of police personnel is considered to be solving the right problem, related to security and public order. But in reality the expectations of the formation Kamtibmas point different from the reality. Warung kamtibmas not working properly. Many cases Kamtibmas disorder that has been completed, but the results of the solution are not optimal and is not finished, giving rise to new problems again, like the case of brawl happened several times. Based on these problems it is necessary to evaluate the implementation of the program point Kamtibmas in Indramayu Police. The purpose of this research was to determine the implementation of the internal security point, the factors that affect the implementation of Warung Kamtibmas, and evaluation of the stalls kamtibmas in Indramayu in 2014. This research was conducted a qualitative approach, to make observations on the location of shops Kamtibmas, conducted interviews to Indramayu Police Bhabinkamtibmas personnel who perform the technical development of society in Warung Kamtibmas and to study the document to the data relating to program management Warung Kamtibmas in Indramayu. The results of this study indicate that the implementation of the stalls kamtibmas conducted through partners / co-operation with the community, perform troubleshooting and perform problem resolution activities in the community which is carried in the shop or in the police kamtibmas. Several factors are influential in the implementation of point Kamtibmas, among others, this constraint is derived minimal number of personnel, lack of socialization Bhabinkamtibmas to the public about kamtibmas stalls and the lack of means of communication. While supporting factors in the management of the shop kamtibmas, that good relations between citizens and Bhabinkamtibmas, resulting in problem solving will be quickly implemented. The results of the evaluation of the implementation of this kamtibmas stall stall kamtibmas known that the implementation of effective, visible from the indicators of success of the program which has fulfilled the function of explanation, compliance, audit and accounting function. Abstract

The fulfillment of public service standards as regulated in the Constitution Number 25 Year 2009 is an obligation for any service executant. Not every public service executant, whether they are in the ministry/institution or local governments, has implemented what the consitituion has regulated. The results of compliance assessment on the service standards which is done by Ombudsman, Central Java representatives in 2016 at the Health Agency of Salatiga City indicates that the fulfillment of public service standards at the agency is still at the unsatisfactory level (red zone). At the 2017 the results improved, even not significantly, at the intermediate level (Yellow Zone). This is where the questions arise; Can the compliance assessment implemented by Ombudsman improve the quality of public services at all?             This research applies mix method, which combines the qualitative and quantitative methods using the collected data from interviews, observations, and questionnaires. Some source triangulations is implemented to test the data validity by comparing the results of interviews to the results of questionnaires which are addressed to the civilians as the service users.             Based on the research results, compliance assessment implemented by Ombudsman at the Health Agency of The Salatiga City could not yet improve the quality of public services held by OPD. This is discovered from surveys on the society’s satisfaction on the service: the service at 2016-2017 was still poor, This was caused by the service executant who didn’t implement the constitution number 25 year 2009 and yet to understand the indicators included in the public service. Compliance assessment that is expected to give transparency to the society so the civilans don’t have to ask when they use the service hasn’t alse succeeded yet, this is because the society tend to ask to the officers rather than look for the information.  Keywords: Ombudsman, Public Service, Compliance Assessment

Abstract

Abstract.Implementation of Public Service Obligation to BUMD PT Transjakarta asgovernment effort to realize good governance and oriented to public service. With thesubsidy, it is hoped that the people can switch to public transportation Transjakarta. Theissues raised in this study: how the implementation of Pergub No. 62 of 2016? And whatare the factors affecting the implementation process of Pergub?The purpose of this study is to understand how the implementation of public serviceobligations to BUMD PT Transjakarta in accordance with Pergub No. 62 of 2016 and thefactors that affect the implementation process.In answering the problems and objectives done by using the theory of goodgovernance, policy implementation is used as one of the formal process to implement apolicy and public service in the field of transportation.The results showed that in the implementation of Pergub No. 62 of 2016 has been implemented in accordance with the mechanism set out in the Pergub that is through the stage of proposal, verification, budgeting and implementation, disbursement, reporting and accountability. In the implementation there are two supporting factors namely disposition that shows the commitment of implementors in implementation and resources both from human resources and finance. Also found two factors that become obstacles implementation are communication and bureaucratic structure.

Abstract

ABSTRACT Village is a reflection of a country, because village is the smallest part of government in a country. The village government consists of the village head and village as an element of village administration. Village heads elections conducted by the election committee conducted through several stages, netting and screening of candidates, the establishment candidate, campaign, vote, and the determination of the elected candidates. Village Head Election in Pahesan Village, Godong Subdistrict, Grobogan District, followed by several candidates and eventually won by Annaj muts Tsaqib. This research uses descriptive method and aims to provide an overview of the factors of Annaj muts Tsaqib’s victory as village heads of Pahesan. This research was conducted in the village Pahesan Godong Subdistrict Grobogan. The research approach used in this study is a qualitative approach. Factors of Annaj muts Tsaqib’s victory in the village elections is through the approach to the villagers by visiting homes and public places, using a strategy of pre-dawn raid, donated material and non-material to the villagers and the perception of the villagers that its competitors, namely Qomarudin, deemed not able to lead the country if elected.
