The housing problem is one of the things that is getting more attention from the Government at various levels, from the central government to the local government. The main issues of housing and settlement problems are the increasing number of slums in various regions in Indonesia. The need for boards (shelter), clothing, and food is not directly proportional to the income and the knowledge of the community about a habitable home. The Uninhabitable House Social Assistance Program is a program implemented by the Tegal City Government for low-income people in order to have a decent home. this program in practice has been running quite well and effectively because it has reduced the number of uninhabitable houses in Tegal City and managed to repair the house through repair in some parts of the house such as roofs, floors and walls. This research contributed to Governance Science in policy formulation. Result and discussion: the effectiveness of the implementation of the Uninhabitable House Social Assistance program in Tegal City has been effective with a value of 2.67. Indicator of socialization and program understanding of 2.36. The target accuracy indicator is 3.37. The program objectives indicator is 2.56. The indicator of real change was 2.70 and the program monitoring indicator was 2.37. However, in the implementation, there are still obstacles such as aid funds that are still not enough to repair houses, unfulfilled conditions such as citizens who reject the assistance so that the implementation was hampered, the uneven distribution of budgets in each village or each house, time execution is too short so that the workmanship is less than maximum, and lack of socialization programs so that many residents who still do not understand about the program in detail.Conclusions and recommendations: The Uninhabitable House Social Assistance Program has been running quite effectively as evidenced by public opinion with value indicator is 2,67. Furthermore this program also has helped significantly reduce the number of slums ini Tegal city where within 2 years the number of uninhabittable house has been handled around 41% of the number of uninhabittable house registered in PBDT. Government and society have their respective responsibility to create welfare, therefore good cooperation between government and society is needed for the program that has been formulated by government can run effectively and can reach the purpose which have been determined. Abstract. Green Open Space is an importat element in creating qualified city in realizing ecological city in order of ecological city realization. The government policy related to the 30% proportion provision constitute the minimum size in an effort to ensure an urban development balance. Management of green open space is one of general policy and regional development programs in environment space sector by the municipality to fulfill extents of green open space. Manajement of green open space in the city of Semarang and Surabaya is done through of planning, organizing, directing, and monitoring. Research method uses descriptively qualitative approach with observation, interview, and literary review as the data collecting technique. The interviewees are Sub Field Head of Spatial Planning and Environment of Bappeda Semarang, Landscape Gardening Division Head of Hygiene and Landscaping Gardening Department of Semarang, Sub Section Head of Spatial Planning, Housing and Environment of Bappeko Surabaya, Staff of Green open Space Planning of Hygiene and Green Open Space of Surabaya In the manajement comparative of green open space in the city of semarang and Surabaya in 2010-2015, the are similarities and differences. Differences in management of Green Open Space in Semarang and Surabaya there is in quality of human resources, leadership style, budget and the involvement of private sector. The presence of this research can be used as an input in the management of Green Open Space in the city of Semarang and Surabaya Recommendation could be done to Semarang city is to improve the quality of human resources of relevan agencies and conducting CSR with private sector. Pemberdayaan masyarakat hutan merupakan studi pemberdayaan yang sangat penting untuk dikaji. Pembangunan kehutanan perlu didukung oleh partisipasi dari masyarakat lokal dalam setiap elemen pembangunan. Pemberdayaan masyarakat hutan membutuhkan nilai-nilai pembangunan berkelanjutan agar masyarakat lokal dapat mengelola sumber daya hutan dengan cara yang ramah lingkungan secara mandiri dan swadaya. Penelitian ini akan mengkaji mengenai strategi pemberdayaan yang dilakukan oleh pihak ketiga yaitu LSM swaraOwa dalam perspektif Pembangunan Berkelanjutan.Penelitian ini menggunakan pendekatan studi kasus dengan tujuan untuk mengetahui secara mendalam dan komprehensif strategi pemberdayaan yang dilakukan oleh LSM swaraOwa di Hutan Sokokembang, Kabupaten Pekalongan. Adapun sumber data yang digunakan dalam penelitian ini yaitu data primer melalui wawancara kepada LSM swaraOwa dan pihak terkait lainnya serta data sekunder yang bersumber dari dokumen dan observasi lapangan.Penelitian ini menemukan bahwa strategi pemberdayaan yang dilakukan oleh LSM swaraOwa meliputi strategi pemungkinan atau fasilitasi dengan lingkup kegiatan diskusi kelompok dan pembangunan fasilitas pemberdayaan untuk memunculkan motivasi masyarakat, strategi penguatan melalui kegiatan yang berfokus pada peningkatan kemampuan masyarakat seperti pelatihan pengolahan kopi hutan dan budidaya lebah hutan, strategi perlindungan mengenai usaha-usaha pembentukan jaringan petani kopi hutan dan strategi-strategi pemasaran produk hutan non kayu masyarakat serta strategi pendukungan dengan turut serta dalam kegiatan teknis yang dilakukan dengan kemampuan-kemampuan yang dimiliki oleh LSM swaraOwa seperti audit keungan dan kemampuan bernegosiasi kepada masyarakat Hutan Sokokembang. Dampak yang dihasilkan dari pemberdayaan tersebut meliputi tiga aspek pembangunan berkelanjutan yaitu keberlanjutan ekologi ditandai dengan peningkatan jumlah fauna yang ditemukan di Hutan Sokokembang setiap tahunnya, keberlanjutan ekonomi yang tercipta dari tumbuhnya sektor ekonomi masyarakat selain bertani dan tumbuhnya inisiatif masyarakat dalam menjaga kelestarian Hutan Sokokembang menjadi ciri lahirnya keberlanjutan sosial.Kata kunci: Pemberdayaan, LSM, Pembangunan Berkelanjutan.

The development of social movement is increasingly widespread and more complex,especially in Indonesia. Social movement often arise because there is a injustice anddisagreement between one party with another party. That is same way with the resistance ofPegunungan Kendeng society againts Semen Indonesia project in Rembang. The rejectionbased on villagers worried to the impact of factory construction. The purpose of thisresearch is to know the dynamics and the factors that encourage the resistance movement.The research method used in this research is qualitative research method with datacollection technique that is interview, literature study, and documentation. The selectedinformer were actor and Gunem subdistricts society who affected by the construction.The result of this research shown that the dynamics of social movement in Rembang iscomplex and through the stages, start from pra condition stages, legal path stages, postSupreme Court decision stages. Beside that before doing the action, they discuss what wouldthey do during the action.The recommendation that researcher can give to Government and Investors are TheGoverment should be firm when making regulations and should be obey the rule. ABSTRACTGender-based violence to women is an act of violence which caused suffering to womenon the basis of the victims were women. Violence against women due to gender inequality and injusticecompounded by the unequal power that still exist between men with women. The existence ofpatriarchal ideology that puts the position of women under men also triggers perpetuation of acts ofviolence towards women.In attempt to make protection to women victims of gender-based violence in Central Java,Central Java Provincial Government through the Agency for Child Protection of Women'sEmpowerment and Family Planning (Badan Pemberdayaan Perempuan Perlindungan Anak danKeluarga Berencana/BP3AKB) as the Regional Work Units (Satuan Kerja Perangkat Daerah/SKPD) incharge of the issue of violence against women have been trying to do a variety of ways such ascooperation with state agencies and other non-state role in networking PPT, cooperating with LawEnforcement (APH), as well as with other provinces. The study was conducted using a qualitativeapproach, the research methods used to examine the condition of natural objects (natural setting).The results showed a very dominant role of BP3AKB but has not run optimal because of thelack of gender awareness and commitment which considers that the issue of gender-based violence isan important issue and must be addressed both by law enforcement officials, Regents/Mayors and otherprovinces. Bad service hosted by the service provider at the district / city and the ranks of lawenforcement officers to make the victim into a traumatic and not handled properly. BP3AKB supposedrole is to provide assistance and training to PPT / P2TP2A not run well and many people were not ableto be handled regency / city and referred to the province. It also needs assessment to the regency / cityin Central Java to quickly create a gender-sensitive local regulations such as local regulations on theprotection of women as well as local regulations on gender mainstreaming.Keywords: Violence against women, BP3AKB, Partnership, PPT

Participation in politics is a vital aspect in a fabric of democracy, as well as are the hallmark of the modernization of politics. As the process of transformation of politics, the meaning of the election besides being a part of the arrangement of the power structure of the central bank to ensure does it do the mechanism of checks and balances between political institutions of the central level to the area, people expect also that elections can produce regional heads who are accountable, quality, legitimate, and sensitive to the public interest. This study aims to determine the factors that affect the political participation of society in local elections in the city of Pekanbaru year 2017. This study using the kind of research ekspanatori with quantitative. The samples used in this study is a multistage random sampling by using the data from questionnaires. The response of the Pekanbaru City in the election in 2017 can be concluded in participating, you know Rational is an influential factor in political participation of the city of Pekanbaru. Based on the results of the processing and analysis of data that has been raised in the calculation of coefficient of the correlation to the Working Group on the Commission has a positive value to political participation. This means that the higher the Working Group on the Commission the higher the relationship in the Participation of the city of Pekanbaru.The results of the conclusions in this study based on the results of processing and analyzing the data that has been stated in the calculation of the correlation coefficient of Sociological Factors there is no significant relationship with Community Political Participation in Pekanbaru City Election. Psychological factors have a significant relationship with Community Political Participation in Pekanbaru City Election. Rational Factors have a significant relationship with Community Political Participation in Pekanbaru City Election. The DPT Administration factor has a significant relationship with the Community Political Participation in the Pekanbaru City Election. The Working Factors of KPU have a significant relationship with Community Political Participation in Pekanbaru City Election. ABSTRAKDalam beberapa waktu terakhir, variasi, frekuensi dan intensitas gerakan peralawan semakin kompleks. Terdapat ketidakadilan yang membuat masyarakat melakukan perlawanan seperti pada perlawanan masyarakat Luar Batang Jakarta terhadap kebijakan revitalisasi kawasan pesisir. Perlawanan masyarakat Luar Batang dikarenakan mereka menginginkan kampung ini tidak ditertibkan oleh pemerintah melainkan dijaga dan dilestarikan. Adapun tujuan dari penelitian ini adalah untuk mengtahui dinamika perlawanan masyarakat Luar Batang Jakarta terhadap kebijakan revitalisasi kawasan pesisir dan faktor – faktor yang mempengaruhi masyarakat dalam melakukan perlawanan tersebutMetode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data yaitu observasi, wawancara dan studi dokumen. Informan pada penelitian ini adalah Aktor Perlawanan dari masyarakat Luar Batang, beberapa masyarakat Luar Batang yang terkena dampak kebijakan revitalisasi dan Kepala Bidang Pemerintahan Bappeda Provinsi DKI Jakarta.Hasil peneltian menunjukan bahwa perlawanan masyarakat Luar Batang adalah perlawanan secara tim (Team Work) terbagi atas 3 tugas yaitu mengedukasi masyarakat, mengumpulkan bukti surat hak atas tanah, dan membangun jaringan lintas sektoral. Dengan pembagian tugas tersebut tercipta 3 bentuk perlawanan masyarakat Luar Batang yaitu aksi massa, jalur hukum dengan memperjuangkan hak atas tanah, dan diplomasi. Adapun faktor – faktor yang mempengaruhi masyarakat Luar Batang untuk melakukan perlawanan adalah faktor hsitoris, agama, hak atas tanah, dan kebijakan yang dianggap merugikan masyarakat.Rekomendasi yang dapat diberikan untuk pemerintah adalah ketika dalam merumuskan, menetapkan dan melaksanakan suatu kebijakan harus melibatkan masyarakat didalamnya sehingga masyarakat mengetahui tujuan dari kebijakan tersebut sehingga meminimalisir konflik antara masyarakat dan pemerintah.Kata Kunci: Perlawanan Masyarakat, Gerakan Sosial Baru dan Kebijakan

Dana desa adalah dana APBN yang ditransfer melalui APBD kabupaten/kota dan diprioritaskanuntuk pelaksanaan pembangunan dan pemberdayaan masyarakat desa. Berdasarkan hasil evaluasitiga tahun pelaksanaannya, dana desa terbukti telah menghasilkan sarana/prasarana yangbermanfaat bagi masyarakat. Selain itu desa juga punya kesempatan untuk mengembangkanekonomi masyarakat, melalui pelatihan dan pemasaran kerajinan masyarakat, perkembangan usahapeternakan dan perikanan,, dan pengembangan kawasan wisata melalui BUMDes ( badan usahamilik desa ). Desa Margorejo Kecamatan Wedarijaksa Kabupaten Pati merupakan daerah yangsangat terbantu dengan adanya dana desa.Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulandata berupa Observasi, Wawancara dan Dokumentasi. Dasar peneliti menggunakan pendekatankualitatif adalah peneliti ingin mengetahui secara mendalam tentang pengelolaan dana desa dibidang pemberdayaan masyarakat di Desa Margorejo Kecamatan Wedarijaksa Kabupaten PatiTahun 2017. Dana desa membawa manfaat positif bagi kesejahteraan masyarakat Desa Margorejo. terbuktidengan adanya peningkatan infrastruktur dan pemberdayaan masyarakat. Community empowerment in Candirejo Tourism Village is one of the efforts by the village and the government to empower the community through the natural resources and human resources available to manage the tourism potential in Candirejo Village. This has goals to identify the form of community empowerment that has been done in Candirejo village to have an impact on the welfare of the community. The type of research is descriptive analytically through a qualitative approach. Sources of data in this research were obtained from interviews with resource persons and archives or documents relating to research. Sampling technique are using purposive sampling. Data collection techniques that used in this study are interview, observation, and documents. This type of research is descriptive analytically through a qualitative approach.Based on the research results can be seen that the tourism potentials in Candirejo tourism village is the potential of nature, the potential of agro tourism, the potential of art and culture, & the potential of home industry. The potential then packaged and managed into a form of community empowerment through a tour package managed by Candirejo Village Cooperative. Potential mapping programs, promotional programs, cooperation programs, and training programs are also underway so that the potential of Candirejo Village is more developed and known. Supporting factors Candirejo village is its potential is still adequate, close to the government, the facilities of the relevant agencies and the participation of the community is classified as active. While the inhibiting factors encountered are still limited funds, limited human resources and weak language in communicating. The existing community empowerment affects the economic and socio-cultural sectors. The impact of the economic sector itself is able to increase the income of the surrounding community and the opening of jobs for the surrounding community in the tourism sector such as local guide, homestay and home industry. The socio-cultural impact of promoting the existing potential and training softskill to the community around to be more developed and able to manage the potential that exists. The issue of green space, especially parks, often found in big cities in Indonesia. The existence of the city park is often underestimated, because they are considered to have a smaller financial value compared to other assets (such as buildings, infrastructure, roads, etc), when in reality the cost required for the maintenance of the park is quite large. That prompted the Government of Bogor City to cooperate with PT. Pilar Hijau Madani in structuring and maintaining the city parks. This study used qualitative research methods and the data was collected through observation, interviews, documentation and literature. The subjects of this study are Department of Hygiene & Landscaping of Bogor City and PT. Pilar Hijau Madani. The purpose of this study was to determine the application of the partnership between the Government of Bogor City and PT. Pilar Hijau Madani in structuring and maintaining the city park, and also to find out any obstacles thay may arise in estabilishing a partnership between the two sides. This agreement using lease contracts model with several elements in fit, including: 1) PT. Pilar Hijau Madani as the party that partnered in the arrangement and maintaining of the city park; 2) The objects of the partnership are Taman Air Mancur dan Taman Pulau across the Pangrango Plasa; 3) PT. Pilar Hijau Madani is responsible for the entire cost of the arrangement and maintaining of the park; 4) As the compensation,PT. Pilar Hijau Madani was given the permission to put up billboards in the parks area. The result of this study suggest several reason that encourage partnerships between government and the private sectors, such as: 1) as an alternative source of financing for regional development; 2) as a form of contribution of the private sector in regional development; 3) the involvement of the private sector in regional development is a way to encourage the private sector in order to contribute to the acceleration of development.Key Words: Public Private Partnership, Park
