Salah satu fungsi pemerintah adalah sebagai pemberi pelayanan. Badan Lingkungan Hidup Provinsi Jawa Tengah sebagai instansi yang menyelenggarakan pelayanan publik dalam lingkup pelestarian lingkungan hidup. perlu meningkatkan kinerja pegawai dan harus mengutamakan kepentingan publik. Oleh karena itu, untuk menunjang kinerja yang optimal maka instansi perlu meningkatkan motivasi dan disiplin kerja pegawai agar visi dan misi organisasi berhasil diwujudkan.Tipe penelitian yang digunakan adalah tipe penelitian asosiatif. Penelitian ini menggunakan sampel sebanyak 68 responden dengan pemilihan teknik Simple Random Sampling. Analisis data menggunakan metode kuantitatif. Pengujian hipotesis menggunakan rumus Koefisien Korelasi Rank Kendall dan rumus Koefisien Konkordansi Kendall.Berdasarkan hasil perhitungan menggunakan uji korelasi antara variabel Motivasi (X1) dengan variabel Kinerja Pegawai (Y) menunjukkan korelasi yang kuat yaitu dengan nilai sebesar 0,660, disimpulkan bahwa semakin motivasi ditingkatkan maka kinerja akan semakin meningkat, kemudian uji korelasi antara variabel Disiplin Kerja (X2) dengan variabel Kinerja Pegawai (Y) terdapat korelasi yang kuat yaitu dengan nilai sebesar 0,552 yang artinya semakin disiplin ditingkatkan maka kinerja akan semakin meningkat pula. Dengan demikian hipotesisnya diterima, bahwa variabel bebas berpengaruh secara bersamaan terhadap variabel terikat.

Analyzing the Implementation of Bantuan Operasional Sekolah or School Operational Fund and the Public’s Interests in Free Basic Education. The Government of the Republic of Indonesia has recently issued an educational policy, the so-called Bantuan Operasional Sekolah known as BOS or School Operational Fund. This article presents the results of a descriptive study on the implementation of the School Operational Fund in the regency of Gunung Mas, Central Java. The data were obtained through survey on the spot, document analysis, and interviews. The results show that School Operational Fund has increased the interest of the public to send their children to primary schools. This has been indicated by the results of the interviews with a number of school principals and students’ parents (guardians) in the area. However, the interest to send children to primary schools was more significant than that to junior high schools.

The aim of this research is do the analysis afterwards the condition of tourism karaton surakarta hadiningrat, do the analysis afterwards environment both internally and externally to know a factor and supporter of the development of tourism, the economy and formulate a strategy to develop tourism. Used in the analysis method of analysis training strategic environment that exists in the development of tourism. This research using a descriptive qualitative research with the use of an informant who is derived from karaton surakarta hadiningrat as the management of tourist attractions museum karaton surakarta hadiningrat, the hotels and travel bureau of tourism as well as visitors karaton surakarta hadiningrat tourist attractions.The results of research that in tourism development strategy karaton surakarta indicated that during this condition has not been maintained, tourism potential optimally the environmental condition internal and external also is good but there are still deficient, the excess there are still on the weak quality of its human resources, the absence of education for employee dept. of tourism in the region, as well as several other supporting facilities and its appendages are lacking. To do the analysis afterwards environment internal and external then obtained a factor of the economy and supporters that affects in formulating strategies which will then tested using litmus test for measuring the degree of kestrategisan program by virtue of the score that exist.Of this research, advised to strategic programs that have been formulated carried out consistently and further improved with opens up the possibility for the emergence of inovasi-inovasi positive in its implementation.

Berdasarkan potensi yang dimiliki, Kabupaten Semarang mempunyai prospek yang cukup menjanjikan untuk meningkatkan daya saing daerah baik di tingkat regional maupun nasional, khususnya beberapa komoditas yang memiliki keunggulan kompetitif pada sektor pariwisata, namun hingga saat ini belum dikembangkan secara optimal, hal ini menunjukkan bahwa upaya dari Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang Kabupaten Semarang belum maksimal. Sebagai gambaran banyaknya pendapatan dari sektor pariwisata Kabupaten Semarang pada semester pertama tahun 2012 telah mencapai 55 persen atau Rp 1,4 miliar dari total target sebesar Rp 2,5 miliar. Pencapaian tersebut lebih baik dibandingkan realisasi tahun 2011 yang hanya mencapai 70 persen atau 1,8 miliar dari target sebesar Rp 2,3 miliar.Namun kesuksesan Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang dalam meraup pendapatan bukanlah satu-satunya tolok ukur suatu keberhasilan dalam pengembangan pariwisata, melainkan proses manajerial yang sempurna dan kompeten lah yang menjadi tolak ukur keberhasilan.Hasil penelitian yang menggunakan metode deskriptif kualitatif menunjukkan bahwa manajemen pengembangan pariwisata di Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang belum sempurna. Hal ini dikarenakan masih adanya permasalahan di perencanaan anggaran dan pengorganisasasian dimana kurangnya pegawai berlatar belakang pendidikan pariwisata serta pembagian beban tugas yang diterima para pegawai masih kurang proporsional hal ini disebabkan karena banyaknya beban tugas tetapi tidak ditunjang dengan banyaknya personil..Saran dari hasil penelitian ini adalah untuk perencanan anggaran agar terus mengupayakan pengajuan anggaran ke segala pihak terutama pemerintah provinsi dan pusat untuk pengembangan pariwisata. Untuk pengorganisasian pegawai diberikan diklat khusus atau seminar tentang kepariwisataan dan beasiswa pariwisata untuk pegawai berprestasi serta mengupayakan usulan pemenuhan Sumber Daya Manusia melalui Badan Kepegawaian Daerah (BKD).

Birth certificate on when these undergo elimineted dispensation, policy problem among them procedures to be to other institutions, the cost is very expensive, there are still scalpers, and the system arsiping fucked-up. The central government want of all citizens must indonesia recorded events its birth, because a function of birth certificate some of them are very important for the citizens, to document the state and evidence autentik incident to birth. See the problems very much is good news in the analysis of a policy of making birth certificate.The purpose of this research was to find the best alternatives from these problems and for the creation of a birth certificate procedures become better in order to increase production of a birth certificate to be on the rise. To answer these goals using the theory of policy analysis Brigmen and Davis refers to the stages of policy analysis with design research discription.Research showed want birth certificate become more dispensations and socialization. Coordination between each employee must also done so that the policy walk should be.

Electricity is the very important life needs in supporting daily activities. Therefore, as the provider of national electricity services, PLN strive to fulfil the needs maximally. One of the cause of the problems is the high level of losses because of both technical and non-technical factors. The aims of this research are to describe the implementation of Power Consumption Control Program (P2TL) in Semarang City, the problems and obstructions occurred in the program implementation, and the solution for the problems. The research type applied was phenomenology. The research design used in this research was the qualitative research with inductive approach. The phenomena or symptoms in this research were the implementation process of P2TL, consemer participation in the implementation of P2TL, Human Resources availability, implementor understanding and legal assurance. The phenomena and symptoms were obtained besed on the observation and field survey results. In accordance with the research result, in general the imlpementation of Power Consumption Control program (P2TL) in Semarang City has not run well and maximally. It is based on the research and findings in the field that it as faound some infelicities in the implementation process implementor do not have clear job description and organization, and involvd the third party in the organization structure. Then, in the legal assurance regarding the sanctions imposed, there was not transparency between the implementor and policy receptor (consumers/people).

In the era of regional autonomy, the service provided by services institutions must be able to meet the expectations of society. In addition, the services provided must also be qualified and satisfy the public. Public service as a focus discipline of Public Administration science remains interesting to observe because of the services provided government services institutions are still considered unsatisfactory. Office Sub-District Purwonegoro in Banjarnegara district as one of the demographic service agencies must be able to provide data recording of e-KTP is good and on schedule. Reality on the ground say there are indications of dissatisfaction on the quality of services that include dimensions : tangible, reliability, responsiveness, assurance, and empathy given Office Sub-District Purwonegoro.The purpose of this study was to determine the quality of service as well as assessing five dimensions of service quality of e-KTP data recording that includes tangible, reliability, responsiveness, assurance, and empathy. This study used quantitative descriptive type of research using SERVQUAL.The results of this study indicate that service quality of e-KTP data recording at the Office Sub-District Purwonegoro weighs the performance of services by 6839 so that the quality of these services in the category of good, but not satisfactory because SERVQUAL score obtained is -634. The weight of expectation of services is 7473 so it is very high category. In addition the level of compatibility between performance and expectations on service quality of e-KTP data recording at the Office Sub-District Purwonegoro is 91.52%, so the service performance data recording e-ID nearly meet respondents expectations of service quality of e-KTP recording data given.Based on the analysis of the Cartesian diagram, tangible dimension in the quadrant A so that it is the first priority in repair. The dimensions of reliability in the quadrant B. This means that the execution (performance) those dimensions are in line with community expectations. Next is the dimension of responsiveness and empathy in the C quadrant so that the need for improvements in low priority. Assurance dimension in the D quadrant because the dimension is considered not very important, but execution (performance) exceed people's expectations. Through this research is expected to improve and enhance the service quality of e-KTP data recording in the Office Sub-District Purwonegoro

In the apparatus of state development efforts can not be separated from the role of education and training. Education and training are well supported by the provision of education and training well too. A good curriculum, good teachers, good infrastructure, and good regulations will support the implementation of the optimal education and trainingThe research is descriptive qualitative, so it uses the phenomenon in which there are interview subjects. This phenomenon is about leadership training that consist of referenced curriculum, facilities and infrastructure, lecturer, participant education and training. Where this phenomenon is a decisive indicator and constraining factors of education.Based on the interview can be seen that providing education and leadership training level III which has become routine was still save some fundamental issues that should have the attention of the organizers of the Education and Training Institute of Central Java Province.

Di setiap Organisasi manapun di dunia ini, manusia memegang peranan yang sangat penting terhadap perkembangan maupun kehancuran organisasi. Sehingga dapat dikatakan bahwa manusia merupakan motor penggerak Organisasi dalam menuntun ke arah tercapainya tujuan Organisasi. Hasil kerja atau Kinerja yang belum optimal yang mendasari dilakukannya penelitian ini,. Kinerja pegawai juga di pengaruhi oleh gaya kepemimpinan yang sesuai dengan tingkat kematangan setiap pegawai serta motivasi yang baik yang akan menuntun kearah tujuan Organisasi yang harus dicapai. Agar kinerja yang di dapatkan dalam bekerja menjadi maksimal.Penelitian ini menggunakan pendekatan analisis data kuantitatif. populasi yang digunakan dalam penelitian ini sebesar 47 responden yang merupakan pegawai Biro Tata Pemerintahan Sekretariat Daerah Provinsi Jawa Tengah. Analisis data digunakan adalah Uji Korelasi dan Konkordasi Kendall.Hasil penelitian menunjukkan bahwa kinerja pegawai Biro Tata Pemerintahan Sekretariat Daerah Provinsi Jawa Tengah Tidak Baik/Rendah yaitu sebesar 36.2%. Besarnya pengaruh Gaya Kepemimpinan (X1) terhadap Kinerja (Y) sebesar 16.81%, besarnya pengaruh Motivasi (X2) terhadap Kinerja (Y) sebesar 7.56%, dan Kinerja (Y) yang dipegaruhi Gaya Kepemimpinan (X1) dan Motivasi (X2) secara bersamaan sebesar 51.55%. Hasil penelitian menunjukkan bahwa ada hubungan yang signifikan antara Gaya Kepemimpinan dan Motivasi Kerja terhadap Kinerja Pegawai.

Semarang city is a big city where it has high numbers and high activity of population, so that the public roads become crowded and packed by worker’s vehicle, especially 4 wheel riders which increased every year. Toll roads are roads which are created by the BUMN in coordination with the goverment to reduce the congestion level in major cities, because it is a freeway that uses a charge to use this facility, while for Jasa Marga side who carry out this toll road should be able provide the best service for the users of the highway with the standard operational procedure that have been established.This research was conducted in the city of Semarang. The method used in this research is descriptive-qualitative. The data was collected by using interviews, observation and literature review.This research objective was: first, to find out about the implementation of toll road management in Semarang city, second, to find out the factors that affect the success of toll road implementation.Research outcome shows that: (1) The implementation was conducted according to toll road management guidelines those dictated by BPJT of Jasa Marga central office, the toll road management in Semarang city has been going well, however, there is still some obstacle which hamper the success of this toll road. (2) there’s a unfavorable coordination inside the implementer actor that is Jasa Marga in giving service to the toll road users.Recomendations that author provide: (1) Jasa Marga should provide oversight to every branch towards policies that have been made, should be right on the target of the policies. (2) the need for improvement in every lini and technology so the toll road services become more controlable by the policy implementer side.
