Research aims to describe implementation family planning man in kelurahan srondol wetan, sub-district banyumanik, city semarang and to know factors can obstruct familyplanning man in kelurahan srondol wetan. Locus used in this research is in kelurahan srondol wetan, sub-district banyumanik, city semarang. This research using methodsresearch qualitative spatially descriptive. Subject in this research consisting of 3 informer main.Based on the findings research shows that the family planning program man in kelurahan srondol wetan sub-districts banyumanik can be categorized less successful. The family planning program man can retard diponegoro is: ( social, environmental factorsreligion, culture ) factor resources, the communication and the target groups.Conclusion in this research is the implementation of the family planning program man in kelurahan srondol wetan sub-district banyumanik, less successful especially seen on the participation of the man who continue to decline. Based on the conclusions researchers recommend to the government to be more prioritize famliy planning program for man so that the program could achieve a more satisfactory results.

This research aims to analyze the changes that occur to the community Karangrayung Grobogan District with regard to access to clean water, sanitas, clean and healthy lifestyles as well as the strengthening of institutional capacity at the village level after the Pamsimas program, and to find out what aspects of the mempengaruhinyal. Locus were used in this study is in District 6 in the village of Karangrayung target Pamsimas, Ketro, mountain Rice, Jetis, Parakan, Sendangharjo and Temurejo. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant.Based on the results of the study showed that the program helped Pamsimas Karangrayung Subdistrict in community access to clean water, bowel habits and access to sanitation is also haphazard change for the better, but the improvement that occurred in some villages are still a bit. The aspects that influence the success of Pamsimas in district Karangrayung is a condition of social economic society, the clarity of the content policies, financial resources and the implementing actors support the program itself.Conclusions in this study is, the overall program pamsimas improve the quality of the target sub district Karangrayung village community, however an increase that occurred in several villages, still a little bit to it need to be ditingkatkanya some aspects that are considered to be less, so that this program can be optimized.

Kecamatan Pedurungan merupakan salah satu instansi yang melaksanakan kebijakan Gerdu Kempling di wilayah Kota Semarang. Pelaksanaan kebijakan didasarkan pada Undang- Undang Nomor 15 Tahun 2010 mengenai Percepatan Penanggulangan Kemiskinan.Penelitian ini dilakukan dengan menggunakan teori implementasi kebijakan yang dikemukakan oleh Van Horn & Van Mater. Sehingga bisa diperoleh gambaran yang tepat mengenai penyelenggaraan program Gerdu kempling di wilayah Kecamatan Pedurungan.Penelitian ini menggunakan pendekatan deskriptif kualitatif sebagai unit analisis, sedangkan teknik pengumpulan data diperoleh melalui hasil wawancara dengan informan, dokumentasi, dan observasi.Hasil penelitian menunjukkan bahwa penyelenggaraan program Gerdu kempling di wilayah Kecamatan Pedurungan belum optimal. Hal ini terlihat bahwa beberapa kegiatan berjalan pada saat masa-masa awal pelaksanaan saja, proses pendistribusian produk hasil masyarakat juga belum maksimal.Kesimpulan yang dapat diperoleh bahwa penyelenggaraan program Gerdu Kempling di wilayah Kecamatan Pedurungan belum optimal. Oleh karena itu perlu adanya konsep sinergitas wilayah. Hal ini berguna sebagai proses penyebaran hasil produksi usaha masyarakat serta diberlakukannya penghargaan bagi masyarakat yang mampu menjadi pelopor dalam pelaksanaan program Gerdu Kempling.

In order to support the achievement of performance accountability Semarang regency government better by improving the performance of civil servants who are in the local government area in Semarang. The study aims to describe the performance of employees and determine the influence of environmental variables and the ability to work on the performance of employees working in the District Gayamsari Semarang. Employee performance is a process of assessment of the progress of the work against the goals and objectives in the management of human resources in achieving organizational goals. According to Armstrong there are four factors related to the performance of one's work environment, style of leadership, productivity, and interpersonal skills. Whereas performance by Surya Dharma theory is a theory of motivation, the concept of organizational effectiveness, confidence managing performance, work environment. This study has a locus in the District Gayamsari the city, it is because there is an indication of less than optimal performance of employees in the agency. This type of research is explanatory, respondents drawn a number of 33 people by using population. This study uses quantitative data analysis and hypothesis testing using Rank Kendall, Kendall concordance coefficient and the coefficient of determination.The results showed the results of the performance of employees in the district of Semarang Gayamsari high of 15.2% and a high of 84.8%, the magnitude of the effect between the ability of the (X 1) on employee performance (Y) is equal to 27.56%, the level of influence between the work environment (X 2) on employee performance (Y) is equal to 24.21%, and Employee Performance (Y) is affected by the Work Capability (X 1) and Working Environment (X 2) jointly by 52.71%. From these results, the authors provide suggestions for service revenue and financial management in the form of improved employee performance is optimal, then the increase employability through the provision of training / skills training and work environment through improved infrastructure and create intimacy all employees.

The problem admission process in SMP 3 Semarang was always about the achievement scores of the prospective students that applied to SMP 3 Semarang. This problem is getting worst and more complex by years, so SMP 3 Semarang is trying to prevent it by making a policy that oblige all prospective students that want to apply to SMP 3 Semarang by using the achievement scores to undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores as well. This research aims to identify and analyze the policy impact of school admission policy made by SMP 3 Semarang and to find out all the supporting and impeding aspects during the policy implementation/practice. The research uses descriptive qualitative. In conclusion The research showed that this policy that have been made by SMP 3 Semarang have both internal and external effects, in the form of positive responds giving by public and the Education Board itself already fully support as well the policy that oblige all prospective students that want to apply by using the achievement scores must undergo the achievement scores test done by the school admission committee and oblige to sign a stamped statement that acknowledge the truth of their achievement scores. This policy is having effect on SMP 3 Semarang as well in the form of the descent rate of fraud in the school admission process in SMP 3 Semarang, so the school quality is maintained

PT. Angkasa Pura I (persero) is the government agency in charge of all matters relating to the licensing arrangement. It’s manifestation and implementation of one – stop service where licensing service was held at one place which include various types of services that have relevance licensing process and served through the door.Purpose of this study is to describe, analyze pas service and identify factors inhibiting airport pas service. The research uses a qualitative description type, because it’s more appropriate to use a qualitative approach to examine the process not the outcome or product. As for the selection of informants basis using purpossive sampling technique with specific consideration. This study uses five dimensions, competence, reability, communication, assurance, understanding the customer.Research results with respect to several factors such as skill in serving prospective applicant’s officers, service assurance that’s pretty good, a lack of communication between employees with prospective aplicants, because the Angkasa Pura only provide information about airport pas service to employees, pas shareholder, and prospective applicants only, so that the Angkasa Pura needs to do publicity by adding a banner that contains about airport pas service at airport services department, so that potential applicants aren’t confused to get services. It can be conclude the Pas service airport service in the company at PT. Angkasa Pura I (persero) Ahmad Yani International Airport Semarang is good enough.

Claim players in the world of work there will be increasing service quality demands of stakeholders as key actors in the implementation of the development is expected to take an active role. This research problem is: How does the quality of services and the dimensions that result in less optimal in the service tax Tape Application Preparation (P3C) in Supervision and Service Office Pratama Type Tegal?The purpose of research is an important aspect of a study to describe and analyze quality of service as well as the dimensions of which result in the request for the provision of excise stamps (P3C) of tobacco products in the Office of Surveillance and Customs Services Primary Type Tegal less than optimal. In order to answer the problem and research objectives include the use of dimensional direct tangibels, relibility,responsiveness , competency, courtessy, credibility, security,acess , communication, Understanding the Customer.This study uses a qualitative descriptive technique using accidental sampling so that it can be explained the extent to which the provision of quality services tax stamp application (P3C) in the office of tobacco control and customs services tegal pratama type. There are two sources of primary and secondary data. This study using in-depth interviews, observation and dokumenasi related to service quality. The results showed that the quality of service can not be said to be good because there are still constraints that affect the quality of service such as the lack of access to the service counter, display a lack of readiness of personnel and lack of facilities and infrastructure to improve the quality of service in the Office of Surveillance and Customs and Excise Primary type of Tegal.

Semarang city including the city experienced a fairly complicated transport problems, particularly road transport. Congestion in major cities, roads damaged, the terminal does not support, a growing number of vehicles, is not in line with the increase in capacity and access opening. As part of the effort to solve the congestion problem, the central government through the Ministry of Transportation propose the implementation of Bus Rapid Transit (BRT). The purpose of this study is to describe how the implementation of the BRT program in the city of Semarang and if it is in accordance with the applicable rules and to find out what are the constraints related to or are being faced in the implementation of BRT in the city of Semarang. This study used a qualitative approach with managers and HR Public Service Agency (BLU) Trans Semarang as the interviewer.The results in the development of BRT Trans Semarang constraints experienced by other anatar limited land BRT shelter placement on the right of way, the understanding of the shelter as utulitas by Highways that shelter placement should require permits, can not fulfill the contract mechanism plural, then the auction / tender providers services each year so that continuity of care is constrained at the beginning of the year, the limited ability of local budgets for fleet investment, travel speed bus yet eligible (still too soon exceed 8 km / h because of the standards set for congested areas or standard traffic mix is 10-12 km / h, the number of passengers has not been eligible for the hall I the average number of passengers per day by 5419 as much as standard from 1000 to 1200 and for corridor II of 2930 passengers per day with a standard 500-600 passengers per day.Suggestions presented in this study is the need for fleet expansion given the large number of passengers per day to meet the standards set by the Director General of Communication and Information, need to be reviewed on the performance of the crew bus driver, especially considering the speed of the vehicle exceeds the Directorate General of Land Transportation Standards. This is certainly endanger passengers and crew of the bus itself, need to increase coordination with relevant parties about the existence of shelters that shelter is expected to be in a strategic location, if necessary, plus amusing shleter to increase the capacity of passengers waiting for Bus Trans Semarang, facilities note the presence in the shelter as a place to sit or read media so that passengers feel comfortable.

Integrated waste management is necessary by an area to minimize the negative impacts from the poor waste management. There are some actors who contribute to achieve the objectives from the waste management in implementation of the waste management. Theroles between first actors with another actor are not the same, depending on their position in the public policy environment. There are 3 (three) main actors who play a role in implementation of waste management in Semarang, namely Government Bureaucracy, Community Groups and Private Parties.The purpose of research is to describe and analyze of actor role implementation in policy of waste management in Semarang. Find solution to the inhibiting factors on actorrole implementation implementing in policy of waste management in Semarang. The role of the actor can be seen 10 indicators according to the model Grindle.

The one of infectious diseases in Indonesia is Dengue Fever or. It is a disease causedby dengue virus and transmitted through mosquito Aides Aigepty. The most cases of denguefever in Central Java occurred in Semarang. The problems of the implementation of thispolicy caused by indecision on the application of sanctions in the implementation of policyabout restraining the dengue fever, the lack of human resources in preventive measures aboutthis disease, public awareness of PSN 3M Plus are lacking, and the limited budget to get arestraint of the implementation of policy about preventing this disease. The purpose of thisresearch is to analyze the implementation of policy about restraining dengue fever inSemarang through 4 variables above.This research is an observational research with data are descriptive qualitative. Thedata was collected through depth interviews with key informants, the Section Chief of P2B2,P2B2 staff, community leaders, jumantik, and the society of Semarang. This research aimedto analyzed the implementation of policy for preventing the dengue which can be seenthrough the phenomena that was occurring in the implementation of this policy, and thedeterminant factor of success of the implementation of this policy.The result of this research is the determinant factors in the implementation of thispolicy considered the Health Office of Semarang are caused by 4 variables, i.e. thecommunication which had transmitted properly to the society and clear, the quality of humanresources is good enough, the financial resources are lacking, the disposition which walkedproperly, and there were still mismatch with the SOP.
