Abstract

The existence of street vendors often considered as an illegal because it occupying publicspaces and its selling at the edge of Semarang highway. In Indonesia, especially the area ofSemarang City, the Government has made a Regional Regulation No. 11 of 2000 on Regulationand Development of Street Vendors to resolve the existing problems of street vendors inSemarang.The purpose of research is to analyze how the implementation of the Regional RegulationNo. 11 Of 2000 on Regulation and Development Street Vendors in Kokrosono Street Semarangand to analyze what makes the implementation of the Regional Regulation No. 11 Of 2000 onRegulation and Development street vendors in Kokrosono Street has not run as expected.According to George Edward III, he asserts that to consider four key issues in order to be aneffective policy implementation is to look at communication, resources, disposition, organizationalstructure. This research uses the exploratory qualitative type with the respondent from MarketOfficer and Kokrosono Street Vendors. The data sources of this study is primary and secondarydata, the data collection techniques used were interviews, documentation, observation. The dataquality that used in this study is the technique of triangulation data.Overall, the results of this study are the implementation of Regulation No. 11 of 2000 isnot running as expected. It can be seen from the accuracy of implementation and precision of thetarget policy is running well, but the accuracy of the process is still problematic. It can be seenfrom the accuracy of the implementation process, those Kokrosono street vendors aren’tunderstand, accept, and ready to implement this policy yet. And it can be seen with still manystreet vendors who sell on the roadside. The causes of this unexpected result are from thecommunication, resources, and disposition factors. Advice from researchers is to multiply thecommunication, increase the number of human resources, and do collaboration with theassociation chairman, local district to conduct surveillance.

Abstract

City planning is a crucial matter in the development of a region, the increase of residents of the city in large number will narrow the available spaces, so it shall be arranged properly, this development of urban planning research is using theory of strategic management, and a SWOT analysis to identify the strengths, weaknesses, opportunities, threats, and strategic issues. The research uses descriptive qualitative. In conclusion, there are eight strategic of development in Semarang city. By using Litmus Test to evaluate this issue, there are six development strategies. The most strategic issues is carried out cooperation between the city planning department Semarang with investors and business sector.

Abstract

Regards Semarang regency otonimi goes to remind PADnya claimed by the lessor in the county, one of which is a Lease Hotel. Underlying regulations Lease Hotel exercise that is PERDA no. 10 of 2010 on Regional Taxes. Performance problems are namely RAS in 2012 fell in comparable estimates the 2011 budget year. And where this lease for 3 years in a row unrealized suitable targets have to be determined. These researchers describe/describe the implementation of the Tax PERDA Hotel in Semarang District and any factors that support the implementation of policy outcomes mentioned.According to George Edward III, supported by communications policy implementation, resource, dispositions and organizational structure. In this study the factors that support the implementation of Semarang regency hotel tax that is communication, disposisi. research resources is a description of the types of qualitative research. Informants obtained by using purposive sampling (sampling intended) that informants who know well the problems of implementing the Hotel Tax. The informant was the head lease areas, - after the data perolah, then tersenbut data analyzed through the stages of data reduction, data presentation and then verify.Result decision showed that the implementation of the Tax PERDA Regency Hotel in Semarang not going well, it is evident from PAD achievement in 2012 decreased, the apparatus is not clear communication, inadequate human resources (number, capacity, facilities), and attitudes about friendly.Finally apparatus recommendations from researchers are socialized in intersif to add taxpayer resources (number, capacity, facilities) are available, and provide specialized training related to service to the taxpayer.

Abstract

The existence of street vendors are often cause a dilemma in every region, on one hand can increase local income. But, on the other hand can reduce the beauty of the city and causing jams. In Indonesia, especially Semarang, Government has made a Regional Regulation Number 11 years 2000 about Setting and Development of Street Vendors to resolve the existing problems of street vendors in Semarang. On the implementation, the government's control to the street vendors who have been set is very lack.The purpose of research is to describe the process of Controlling Structuring The Street Vendors that exists around Simpang Lima Semarang. The theory that used in this research is controlling process using variable of standard setting, monitoring, evaluation, and corrective action. This research use descriptive qualitative methods, and the informant is from Markets Departement and streetvendors around Simpang Lima Semarang.Overall results of this research is, controlling structuring of street vendors in Simpang Lima Semarang is still ineffective. The main problem that cause the lack of effective controlling is insufficient availability of human resources. Minimal amount of human resources will affect to the intensity of controlling.
