Abstract

The goal of traditional market policy is to increase local government economy growth. During year of 2011-2013 the retribution in Bulu Market decreased which has impact to local government income. The purpose of this research is to evaluate and excavate the factors which obstruct traditional market policy in Bulu Market. The research methods which are used are Qualitative research method in descriptive type, with interview, observations, and literature study to gather data. The result of traditional market regulation policy in Bulu Market, using public policy evaluation criteria from William Dunn such as, effectivity, efficiency, sufficiency, alignment, responsiveness, and accuracy indicates that the renovation, area regulation and zoning regarded as not optimal. The initial concept of the Bulu Market is as one of the culinary tourism destination by providing food court on the 3rd floor till now hasn’t realized. Sellers preferred selling in the basement. Market facilities hasn’t completed and. The awareness of sellers in maintaining the cleanliness of the merchandise as well as the environment are still lacking. The policy obstruction, area regulation and zoning in Bulu Market which are run not in their way because more of the sellers who choose to sell in market’s basement than in the fixed zones. Based on this result, the traditional market policy hasn’t been optimal. Researcher advices Market Office to do regular evaluation in every three months to the sellers in Bulu Market regarding the kiosk permit. The purpose of the evaluation is to make the sellers in Bulu Market could choose to keep selling in fixed zones or in basement.

Abstract

Information and Communication Technology/IC become very important in the globalization era. At this time begin to grow electronic government (e-gov) as the implementation of information and communication technology using in the Local and Province Government. One of the E-gov applications in the Government Organization, namely regional or provincial government websites. As do with the cultural and tourism agency in Central Java Province implementing government website as the simplest measure to see e-government, its contents still general formation that is needed by the community as the information seekers. The problem is how to manage e-Gov Government-to-Citizen (G2C) model web based in The Culture And Tourism Agency in Central Java Province. This research aim to explain management functions related to e-Gov implementation and to analyze the factors that become an obstacle in the e-Gov management web in The Culture and Tourism Agency in Central Java Province. To answer this problem is by using management function from G.R. Terry. This study used a qualitative exploratory design research. The results of this research showed that e-Gov management based on the web model G2C in The Culture and Tourism Agency in Central Java Province located in the second stages, namely ripening. This condition can be seen from the planning, organizing, actuating and controlling in the culture and tourism Agency in Central Java Province. The management obstacle of e-Gov management based on the web model G2C in The Culture and Tourism Agency in Central Java Province Agency is seen from the process of planning, organizing, actuating, controlling is not yet reached the maximum in overall. Human resources have not been fullest, lack of socialization for the community, sectoral ego in several government local agencies, and lack of budgets from the local governments. There are some improvement and change management in some aspect of planning, organizing, actuating, and controlling. Improving socialization for the community, the existence of a good budget planning, and improving the capabilities of employees is the suggestions to improve.

Abstract

The aid program poor students (BSM) supported by related to the low participation in education especially on the poor because of high cost of education either directly or indirectly. Then the government seek to students from the poor can continue to go to school without the obstacles in the fulfillment of the cost of schools by issuing a program that is help poor students (BSM) . This policy rests on a presidential regulation (Perpres) no. 15 years in 2010 on the acceleration of poverty reduction . The implementation of this research is to find out the factors influencing the implementation and to identify factors supporting and policy implementation, poor students level junior high schools in semarang city (Study in junior high school 27 Semarang). This objective can be achieved through the process of implementation and the factors affecting implementation according to george c .Edward iii namely communication , resources ,disposition , bureaucracy and structures. The results of this research show that the Policies Help poor students (BSM) at Junior High School 27 Semarang can already help students to be able to continue his education, although in practice there are still various obstacles such as the lack of socialization, the number of personnel is still limited as well as the supervision has not been optimal.

Abstract

Performance Benefits Policy is defined as a function of the successful implementation of bureaucratic reforms on the basis of performance has been achieved by an employee. Problems that occur related to Performance Benefits Policy is the lack of technical regulations in granting allowances performance, so that the amount of allowances performance given to each agency is different and Performance Benefits rational scale when state finances in an unstable state is also not yet considered. Performance Benefits provision problems in NCSA is that provision still based on the workload and the strategic location of agencies, allowances nominal amount of the performance is still not feasible, service and discipline that has not been good because there is no professional human resources and a lack of innovation. The purpose of this research is to identify and analyze the impact of performance benefits against the Job Performance, Work Culture and Employees Fulfillment. Data collection techniques with questionnaires, interviews and observations, the data is processed and analyzed quantitatively. The results showed the perceived impact of employees after the Performance Benefits Policy. Impact on Job Performance in general is good with a percentage of 70%, it is associated with increased quality of work and timeliness in completing the work. Impact on Work Culture is generally sufficient to the percentage of 71%, it is associated with improvement in employee behavior. And the impact on Meeting the Needs of employees in general simply by percentage (66.1%). However, this effect has not been entirely positive because they still need some improvements related to the quantity of work produced by employees, the attitude of employees in work as well as various other aspects in fulfilling the needs of employees. Suggestions from this study is the need for changes to the criteria for the calculation of provision benchmarks on performance benefits, improved communication among employees as well as doing repairs to the weaknesses in the system of performance allowance.

Abstract

Penelitian ini dilaksanakan berdasarkan permasalahan pencapaian kinerja organisasi UPTD Kampoeng Wisata Taman Lele yang belum optimal. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis kinerja organisasi pada UPTD Kampoeng Wisata Taman Lele dilihat dari dimensi kualitas layanan, responsivitas, responsibilitas, akuntabilitas, efektivitas dan efisiensi. Penelitian ini menggunakan deskriptif kualitatif dengan subjek yang ditentukan secara snowball dan accidental sampling. Teknik pengambilan data yang digunakan yaitu wawancara dan analisis data yang digunakan yaitu triangulasi sumber. Berdasarkan hasil penelitian, kinerja organisasi UPTD Kampoeng Wisata Taman Lele belum optimal dilihat dari dimensi kualitas layanan yaitu ketersediaan sarana prasarana atau fasilitas rekreasi yang masih kurang. Responsivitas yang masih kurang dilihat dari belum adanya wadah pengaduan. Responsibilitas dilihat dari belum adanya prosedur terkait dengan standarisasi usaha taman rekreasi. Akuntabilitas masih ada kendala yaitu belum tercapainya target kinerja organisasi, Efektivitas juga masih ada kendala yaitu belum tercapainya target jumlah pendapatan dan jumlah kinjungan wisatawan. Efisiensi juga masih ada kendala yaitu jumlah anggaran untuk operasional dan perawatan yang masih sangat terbatas serta jumlah sumber daya manusia yang masih kurang, terutama untuk petugas keamanan dan petugas kebersihan. Saran yang dapat diberikan untuk mengoptimalkan kinerja adalah menambah sarana prasarana atau fasilitas rekreasi, menyediakan kotak saran untuk wadah pengaduan, membuat prosedur terkait standar usaha taman rekreasi, meningkatkan promosi melalui koran dan media internet, menyajikan kegiatan atraksi seni, mendistribusikan anggaran sesuai dengan kebutuhan UPTD dan menambah jumlah pegawai untuk kebersihan dan keamanan.

Abstract

Population growth and Semarang’s development which outspread into urban area cause increasing of land requirement in urban area. Gunungpati District, one of urban areas around Semarang, becomes the area of Semarang’s development. How the land conversion in Gunungpati District occurs is because city development outspreads into urban area as well assupported by some facilities such as education and settlements. Hence, many agricultural lands convert for nonagricultural activity in Gunungpati District. Land conversion, mainly agricultural land conversion, causes the change of social and economic condition as well as the change of livelihood or employment of population. The purposes of this research are to discover the impact of land conversion from agricultural land into developed land, to know the change of social and economic condition of community, and also to know the available employment opportunity after land conversion occurs in Gunungpati. The research approach used is qualitative approach and method used is matrix Leopold. Designed to determine the impact on the region's natural environment. So that can know the value impact of the conversion of agricultural land to non-agricultural in District Gunungpati Semarang. The result of this research shows that agricultural land conversion into developed land in Gunungpati District has positive effect towards social and economic condition of society and has negative effect towards natural environment surround. According to Leopold matrix, the positive effects has values 25 are good value shown by improving quality of life and increasing the varieties of livelihood or employment, whereas the negative effects has values -13 are bad value shown by decreasing the amount of agricultural land and damaging the sanitation or water infiltration in Gunungpati District. The agricultural land conversion is suggested to divert less productive agricultural land so that it would not damage ecological function of Gunungpati District as infiltration water area.

Abstract

One scope bureaucracy reform is the emergence of law on civil state apparatus (UU ASN). Explained that every government institution shall prepare need for the number and type of positions based on job analysis and ABK. This type of research uses descriptive qualitative approach. The focus of the research is to describe the process and inhibiting factors in job analysis drafting process of echelon IV in BKD Semarang city (post- implementation regulation no. 5/2014 about ASN). The subject of research using snow-ball samplling technique, where the informant that is the head of Sub-areas/Sub-section BKD Semarang city, and the head of the Organization Semarang city. Analysis of data reduction and data through triangulation of sources. Starting from the initial stage to socialization of job analysis by Ministry of Internal Affairs, BKN center of Jakarta, part of Organization, and the establishment of team analyzer. Process of collection data positions using the system of observation, questionnaires, interviews, and combined with regulation mayor of BKD Semarang city. Data processed into job information with several times verification and authorized the issuance of the decree of the head of BKD Semarang city. Inhibiting factors in job analysis drafting process of echelon IV in BKD Semarang city, among others: (1) Budgeting, (2) Regulation, (3) Employee, and (4) Team Analyzer. It was concluded that the job analysis drafting process takes a long time and periodically, team analyzer done before drafting of job analysis, the existence of spesific rules in the job information offic, job analysis need several times verification to the incumbent, until the results of a legitimate form of publishing SK from the head of BKD Semarang city. Advice given is the need for early socialization related regulations that will be used, and socialization to employees about job analysis, provision of training for the team analyzer.

Abstract

Pembangunan Waduk Jatibarang di Kota Semarang merupakan suatu bentuk upaya, inisiatif Pemerintah Kota Semarang dan dibantu oleh Pemerintah Pusat bertujuan menanggulangi masalah banjir di Kota Semarang. Hal tersebut karena dilatarbelakangi dengan adanya musibah banjir dari tahun 1973-2002 yang telah memberikan banyak kerugian bagi masyarakat Kota Semarang. Namun kebijakan pembangunan Waduk Jatibarang dalam pelaksanaan pembangunannya mengalami sebuah masalah keterlambatan penyelesaian pembangunan waduk dari target yang telah ditetapkan. Berdasarkan masalah yang terjadi pada pembangunan Waduk Jatibarang kemudian muncul sebuah pertanyaan tentang bagaimana akuntabilitas dari perencanaan pembangunan Waduk Jatibarang. Hal tersebut dikaji melalui pendekatan kualitatif dengan lokasi penelitian di Balai Besar Wilayah Sungai (BBWS) Pemali-Juana, Bappeda Kota Semarang, Kelurahan Kandri dan Kelurahan Jatirejo Kecamatan Gunungpati, Kelurahan Jatibarang dan Kelurahan Kedungpane Kecamatan Mijen. Penelitian ini dilakukan dengan cara wawancara kepada informan, studi dokumentasi, dan studi pustaka. 2 Hasilnya adalah meskipun sudah masuk dalam kriteria akuntabel, namun perencanaan pembangunan Waduk Jatibarang terdapat cukup banyak catatan seperti dalam dimensi diskusi publik yakni sosialisasi hanya bersifat informatif, hanya dilakukan kepada warga terkena dampak, dan tidak sampai menghimpun aspirasi masyakat pada tingkat subtansi perencanaan. Kemudian pada dimensi koordinasi belum ada pembagian tugas dan kewenangan yang jelas dan tertulis, selanjutnya dimensi publikasi dan kampanye edukatif dimana kampanye edukatif tentang dampak-dampak dari pembangunan Waduk Jatibarang hanya ditujukan kepada warga terkena dampak. Maka disarankan agar melakukan diskusi publik yang ditujukan kepada masyarakat di empat kelurahan yang menjadi bagian lokasi pembangunan waduk secara luas dengan menghimpun aspirasi dari masyarakat, kemudian memperbaiki pembagian tugas dan kewenangan agar lebih jelas dan dalam bentuk tertulis. Dan yang terakhir kampanye edukatif dapat dilakukan terhadap masyarakat Kota Semarang secara luas.

Abstract

Adanya kebijakan otonomi daerah, daerah dituntut untuk mengembangkan daerahnya sendiri. Kerjasama antar daerah dapat menjadi salah satu alternatif yang saling menguntungkan menyangkut kepentingan lintas wilayah. Seperti kerjasama antara Pemerintah Kabupaten Purbalingga dan Pemerintah Kabupaten Banyumas dalam pembangunan jembatan Linggamas. Tujuan penelitian ini adalah mendeskripsikan pelaksanaan dan faktor pendukung kerjasama antara Pemerintah Purbalingga dan Pemerintah Banyumas dalam pembangunan jembatan Linggamas. Berdasarkan penelitian, pelaksanaan kerjasama sudah sesuai dengan prinsip kerjasama antar daerah yaitu kemitraan sejajar, sinergis dan saling menguntungkan, berbasis kebutuhan, pelibatan dan kepemilikan, fleksibel, legitimate serta akuntabel dan transparan. Sedangkan prinsip efektif dan keberlanjutan belum sesuai. Hanya 4 faktor pendukung yang berjalan optimal yaitu komitmen pimpinan daerah, pengintegrasian dan harmonisasi, partisipatif, dan analisa kelembagaan, sedangkan 2 faktor lainnya yakni identifikasi kebutuhan dan champion belum optimal. Untuk meningkatkan pelaksanaan kerjasama maka perlu dilakukan perbaikan pada prinsip efektif dan keberlanjutan, sedangkan pada faktor pendukung yang perlu diperbaiki adalah identifikasi kebutuhan dan champion. Salah satu upaya yang dapat dilakukan yaitu adanya pelembagaan kerjasama antar daerah.

Abstract

Cakupan kepesertaan program Jamkesmaskot di Kota Semarang pada tahun 2013 yang bertambah sebanyak 11.559 jiwa dari tahun 2011, serta banyaknya keluhan dari masyarakat yang berpengaruh terhadap mutu pelayanan kesehatan program Jamkesmaskot, menjadi latar belakang penelitian ini. Tujuan penelitian adalah untuk mengetahui output dan outcome dari Program Jamkesmaskot di Kota Semarang. Metode penelitian yang digunakan adalah kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian yang berkaitan dengan indikator output menunjukkan bahwa cakupan kepesertaan untuk program Jamkesmaskot sudah mencapai 100%, mutu dan akses pelayanan kesehatan sudah semakin baik dan mudah dijangkau. Kemudian berkaitan dengan indikator outcome dapat disimpulkan bahwa program Jamkesmaskot berdampak positif, antara lain seluruh warga miskin dan/atau tidak mampu di Kota Semarang sudah mendapatkan jaminan pemeliharaan pelayanan kesehatan, rasa aman bagi warga miskin di Kota Semarang, serta warga yang hampir miskin tidak jatuh menjadi miskin akibat menderita sakit. Sedangkan dampak negatifnya antara lain ada beberapa warga yang bermental miskin sehingga memungkinkan warga yang sebenarnya tergolong mampu ikut mengakses pelayanan kesehatan, terjadi diskriminasi antara pasien umum dengan pasien Jamkesmaskot, serta adanya selisih biaya kesehatan yang merugikan pihak rumah sakit. Disarankan perlunya pengawasan terhadap pembuatan SKTM, pembuatan tempat penampung aspirasi publik agar masyarakat dapat memberikan masukan serta perbaikan terhadap standar biaya kesehatan agar dapat mengikuti inflasi sehingga rumah sakit tidak merasa dirugikan.
