Abstract

Maladministration is a behavior that is not in accordance with the principles of good public service. The Indonesian Ombudsman Representative of Central Java is the representative of the Ombudsman of the Republic of Indonesia in Central Java whose function is to monitor and prevent maladministration actions carried out by following up and completing public reports /complaints. The purpose of this study was to analyze and describe the performance of the Indonesian Ombudsman Representative in Central Java in order to resolve community reports. The research method used is descriptive qualitative method. The indicators used to assess performance in this study are productivity, service quality, responsiveness, responsibility, and accountability. In addition, it is also seen from the supporting factors and obstacles to organizational performance. The results showed that the productivity of the Republic of Indonesia Ombudsman Representative in Central Java was not maximal due to the completion of reports that the community had not yet reached the target. The quality of service in completing reports is also not optimal, because the Ombudsman is still slow in handling public reports. The responsiveness of the Republic of Indonesia Ombudsman to the Central Java Representative has not been maximized due to limited expertise in reviewing and discussing the wishes of the reporter and the reported party. The responsibility of the Republic of Indonesia Ombudsman Representative in Central Java is not maximal and are not accountable and transparent to the community. The factors that hamper performance are the lack of quantity and quality of human resources in completing reports, the absence of work system mechanisms, lack of facilities and infrastructure, budget constraints, lack of public knowledge about the existence of the Ombudsman in Central Java, and leadership and team driving Ombudsman's performance.

Abstract

Tourism is one of the national industry which have not thoroughly developed in Indonesia yet. In the efforts to developing Indonesia’s tourism which also related with increasing nation foreign exchange, the government establishing a tourism developing programme based on community empowerment called Kelompok Sadar Wisata (Pokdarwis). One of the oldest Pokdarwis in Semarang is Pokdarwis Pandanaran located in Kelurahan Kandri, Kecamatan Gunungpati, Kota Semarang which also the only Pokdarwis that can survive since established in 1993, so it’s interesting to see about how is the development process of the programme implementation and what is the not only motivating but also limiting factors in this implementation process. The purpose of this study is to learn about the programme implementation especially in Kelurahan Kandri including the motivating and limiting factors so the result can help to improve not only Pokdarwis Pandanaran but also other Pokdarwis. This study used a qualitative descriptive research method by using observation and interview to get the data. The result of the study itself is there are a linkage between the position, role and potency of the Kelurahan Kandri community with the improved quality of the programme implementation. The community are not an object of the implementation, but a subject, in that way, the community will feel the urge to participate to the programme because its correspond with their life, their consideration. Furthermore, the phenomenon of implementation from Van Meter and Van Horn theory, which is statutory goals and objective, programme’s environment and programme’s resources is included in the motivating and limiting factors to the implementation of Pokdarwis.

Abstract

This research is based on the problem of the unpreparedness of village government in managing the Village Fund. This study aims to describe the accountability of Village Fund management using Elwood accountability theory and to analyze the factors that inhibit it. The research method used is descriptive qualitative with data collection method of interview, observation and document search. The selection of informants is done by purposive sampling technique. The results of the study and discussion show the discipline of procedural performance, role implementation, reporting and accountability to the regent and the community. Meanwhile, the results and objectives of the Village Fund empowerment have not done well. Sridadi Village Government experienced obstacles in understanding the rules and arranging the work structure. The limited resources of the apparatus, facilities and infrastructure, work culture and also society are the other factors that hinder the management of the Village Fund. This shows that the management of Village Funds in Sridadi Village has not been accountable. The researcher's recommendation to improve the accountability of Sridadi Village Fund management is that the government must disseminate the implementation of the village governance and management of the Village Fund, as well as to give education and training on the operation of the computer equipment to the village apparatus.

Abstract

Di Indonesia sampah telah menjadi permasalahan rumit yang selalu terjadi bahkan semakin rumit khsuusnya di Kota Semarang. Pemerintah Daerah mengeluarkan Perda No.6 Tahun 2012 tentang Pengelolaan Sampah untuk mengatasi permasalahan sampah yang ada di Kota Semarang khususnya. Tujuan dari regulasi tersebut adalah untuk mengatasi permasalahan sampah dengan pengelolaan yang baik. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Aspek yang disoroti dalam penelitian ini adalah tingkat komunikasi serta ketersediaan sumberdaya manusia maupun non manusia. Hasil penelitian ini menyimpulkan bahwa program pengelolaan sampah berbasis komunitas di Kelurahan Sambiroto Kecamatan Tembalang Kota Semarang sudah baik namun belum optimal. Kendala dalam program ini berupa kendala teknis, kurang tersedianya sumber daya manusia dan non manusia termasuk pula dana. Perlu adanya peningkatan komitmen dan kinerja dari seluruh pihak yang terkait dalam pelaksanaan program agar program yang bermanfaat ini dapat berkembang dengan baik.

Abstract

The problem of poverty is a problem faced and is of concern to many people in the world. One of the Government programs to alleviate poverty that was just launched in 2015 in Semarang is Electronic Warong mutual assistance or eWarong is an electronic mutual cooperation program. This research was conducted to find out accountability in the E-Warong (Electronic Grocery Mutual Cooperation) program in Banyumanik District. To measure the accountability of the E-Warong program using the Probity and legality accountability dimensions, Process accountability, Performance accountability, Program accountability, Policy accountability, Financial accountability and the inhibiting factors in the accountability of the E-Warong Program. The method used is a case study with a qualitative approach. Data collection techniques used were interviews, observation, and documentation. The results in the field show that the targets of the E-Warong program have not yet been achieved, lack of human resources, members' creativity in dealing with problems are not developed and the lack of response of leaders in responding to problems. Result on the research that has been carried out the accountability of the implementation of the E-Warong Program (Electronic Gotong Royong Warung) in Banyumanik Subdistrict, it has not been optimally seen from the dimensions of accountability that have been measured and there are obstacles in the implementation of the program.

Abstract

Quality is a condition that shows conformity between expected with the reality both in the individual and group .Health services is any effort that held in its own or together in an organization to maintain and improve health, prevent and treat disease and restore the health of individual and group.Puskesmas ngaliyan is one of the organizers of the organization of the government health service in semarang city. This research aims to know about the quality of health services at puskesmas ngaliyan semarang city as well as the bottleneck supporters and the quality of health services at puskesmas Ngaliyan. Based on research results can be concluded that the quality of health services in puskesmas ngaliyan not yet done well .This can be seen from five dimensions the quality of service , namely: Tangibles , realibility , responsivness, Assurance and emphaty .Faktor that inhibits and support the quality of service; customers , the strategy , the sistem , human resources .Based on the results of research , the researchers recommend to the officers puskesmas ngaliyan semarang city to fix some indicators and the factors considered still not optimal.

Abstract

This research is aimed to identify the shape of a given social interventions and evaluate the stages of social intervention in order to obtain good performance of program and to identify whether there is result of the implementation of social interventions provided by Department of Marine Affairs and Fisheries Semarang through Fisheries Development Program in Tambakrejo Hamlet, Semarang. This research is a qualitative descriptive study with data collection through interviews and documentation. Informants were selected by researcher is employees of Department of Marine Affairs and Fisheries Semarang and fishermen communities in Tambakrejo Hamlet, Semarang. In this study, researcher used a phase of social interventions to see if the social intervention provided is in accordance with the stages of implementation and use phases of policy evaluation. The results showed that social interventions provided by Department of Marine Affairs and Fisheries Semarang has been running well and in conformity with the implementation phase. Results of the administration of the social intervention is fishermen awareness to use environmental friendly fishing gear, fishermen awareness of safety at sea, fishermen skill enhancement, and increasing fish catches. But the intervention provided also still has shortcomings, that is in terms of the implementation stages, the data collection phase, the contract negotiation phase, and termination phase. Termination stage or termination of intervention activities can not be done, it is because a given social intervention has not been fully able to resolve all problems in Tambakrejo Hamlet, Semarang. Furthermore, supervision and sanctions toward fishermen who still use dangerous fishing gear has not given explicitly. Social interventions is still not fully utilized by some fishermen. The advices can be given by researcher is to raise awareness to protect the environment, involving collaboration with the private sector, eliminating the lazy attitude of fishermen, apply strict supervision and sanctions to fishermen who commit violation. While the advice can be given to other researchers that will research the social intervention in order to pay attention to the excavation problems stage and establishing a system of action. Due to give an intervention need to be excavated and the main problems involve other parties for the implementation of a given intervention can run well.

Abstract

Hall Placement Services and Protection of Indonesian Workers (BP3TKI) is a public organization that provides services to Indonesia and the Labour Candidate Indonesian Workers in the field of manufacturing services Identity Card Work Abroad (KTKLN). BP3TKI Semarang is an organization built from the National Agency for the Placement and Protection of Indonesian Migrant Workers (BNP2TKI). This study aims to identify and obtain a clear picture of the quality of services provided BP3TKI Semarang and also identify dimensions that lead to a poor quality of service. Type used is descriptive qualitative view of the six terms of quality of service and also the five dimensions of service. The results showed that the quality of services provided and also less than the maximum of five dimensions of service showed a poor value. It is evident from the results of the interview. To improve the quality of care in BP3TKI KTKLN Semarang should consider service user satisfaction.

Abstract

This research is purposed to analyze and describe the performance of employees at the Environment Agency of Semarang City using employee performance assessment indicators, and the factors that affect employee performance. This research uses qualitative descriptive study with data collection through interviews, observation, documentation, and literature study. Informants were taken by researchers is the head of the field, the head of sub-fields, and employees at the Environment Agency of Semarang City. In this research, the researcher uses an indicator of employee performance from John Miner. Indicator of quality is not good enough, employees do not understand about their duties and functions, and they still make mistakes while working. The indicator of quantity is not good enough constrained by the lack of Human Resource and other obligations outside the office. The use of working time is not good enough, the employee can not use their time effectively. Researcher also analyzed the factors that affect the performance of employees from Dale Timple. The employee competence is not good enough, knowledge and skills of employees work still lacking. The employee discipline is not good enough, employees still often violate the rules office. The work environment is not good enough, it is less room lighting, the air temperature is hot altough there are air conditioners, the noise due to the building process and traders coming into the room, and the office layout is cramped and not really tidy. Based on the research,we can conclude that the performance of employees at the Environment Agency of Semarang City is not good enough. Recommendations that given by the researcher is employees need education and training to improve their quality of human resources, need to increase the amount of human resources, applying finger printing for absent employees, providing strict sanctions for employees who are not discipline, and complementary facilities and infrastructure that support employee performance.
