Abstract

Landscaping area is the process of spatial planning and space utilization to control the development of the region. Spatial planning Semarang itself is set in Semarang City Regional Regulation No. 14 of 2011 on Spatial Planning Semarang City Year 2011-2031. Implementation of these regulations is difficult to do, as it happens in Simongan Region, District of West Semarang. Simongan region is mentioned as a settlement area of allotment, the trade and services and not as an industrial area. But in fact there are 12 companies located in the region. There is resistance from employers, factory workers and the public against this policy because the policy had an impact on the social and economic fields. Hampered by the problem of financial resources. However Semarang City Government still taking action to not issue a business license for industry in Region Simongan industry for entrepreneurs willing to relocate. There are several factors that affect the implementation of this policy, the resources, the strategy of implementing actors, characteristics of institutions and authorities, public response and target groups as well as compliance with the target group. It should be done reexamining the region by involving community, business, academia and experts structuring policy space in order to be accepted by all parties and in accordance with the existing problems at the site.

Abstract

The condition of the Nongkosawit tourist village during the past six years, could be said to be still premature. The Elimination of the budget for village tourism program in the year 2018 undermines Nongkosawit tourist village to look forward to the Government. Thus the Nongkosawit tourist village had to dig social capital to get another alternative in management. The purpose of this research was to identify the social capital as well as analyze the driving factor and a barrier to social capital in the management of Nongkosawit tourist village. An attempt to answer the problem and research objectives is done using the theory of social capital through qualitative methods. The research subjects were a Kandang Gunung group, Department of Culture and Tourism Semarang City, and the people of Nongkosawit tourist village. The results showed that social capital in the management of the Nongkosawit tourist village have no impetus to build tourism potential. Custom factors became the driving factor and the factor of the position and the role of the individual; education; social class and economic disparities; and patterns of consumption and personal values into the factors restricting the development of social capital in the management of Nongkosawit tourist village. It is recommended to the Government of the Semarang City and/or through the Department of culture and tourism should be more selective in linking the proposed community groups who filed his village as a tourist village. Need for institutional reorganizing the Kandang Gunung Group. Turn of the Chairman and of the range of Kandang Gunung Group is required to be able to drive or urge people to engage actively in the management of the Nongkosawit tourist village.

Abstract

This study aims to analysis of functional technical education and training in order of employee quality development in the area of disaster management agency of Semarang city. This research used method descriptive qualitative. This subjects in this study consist of 6 (six) main informant. Based on the research result show employees quality of the disaster management agency of Semarang city can be categorized good. Either even though there is still some dimension assessed less well. While employee development on the disaster management agency of Semarang city categorized less well, because some employee quality development programs in strategic plan of disaster management agency of Semarang city 2011 – 2015 not yet implemented that is MFR (Medical First Responder) and Scuba Diving. Conclusions in this study was the overall performance of the disaster management agency of Semarang city was good, while for employee quality development assessed not good. Based on the conclusions researchers to a disaster management agency of Semarang city to correct employee quality aspect and implemented employee quality development in Renstra of disaster management agency of Semarang city 2011 – 2015 so that quality and the ability of employees increased.

Abstract

This research uses qualitative research methods. This study will describe and analyze the implementation of the programme in the region of Poor Rice Village Pudakpayung, Kecamatan Banyumanik, Semarang and its determinants of success that influenced them. This policy refers to government regulation Number 68 in 2002 about food security. Data collection techniques are in use through interviews, observation and documentation of information. The theory used is public policy implementation theory of George c. Edawrds III. The results of this research show that the implementation of the programme, Poor Neighborhood in an area of Rice Pudakpayung, Kecamatan Banyumanik, Semarang city is still less than optimal. Indicators are considered still lacking such a policy has not been an effort on target, the acceptance of the rice community that does not correspond to the number of supposed, the availability of resources is still lacking, target recipients who are not on target. The advice given was the necessity held repeated logging to collect socio-economic data, it is necessary diadakanya a profound communication in each line, the extension of poor rice, improve the quality of the rice distributed Government, needs to be fixed in the grant of facilities that have been provided, need to be added to his personnel in helping poor rice distribution.

Abstract

Pembangunan merupakan sebuah pekerjaan yang harus dilakukan secara berkelanjutan dan berkesinambungan. Selain itu, pembangunan yang dilakukan juga harus merupakan sesuatu yang komprehensif dan menyeluruh. Tidak saja pembangunan yang bersifat fisik, namun juga non fisik.Dalam Undang-undang No. 25 tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional disebutkan bahwa, Pembangunan Nasional adalah upaya yang dilaksanakan oleh semua komponen bangsa dalam rangka mencapai tujuan bernegara. Sedangkan yang dimaksud dengan pelaku pembangunan adalah Pemerintah Pusat , Propinsi, Kabupaten, dan Kota, Dunia usaha, dan Masyarakat. Komponen masyarakat terkecil adalah keluarga.Pembangunan ini dilaksanakan di semua aspek kehidupan negara tidak terkecuali dalam bidang kesehatan. Dalam melakukan sebuah pembangunan secara umum, akan sangat sulit dicapai apabila kita tidak terlebih dahulu membangun kualitas sumber daya manusianya. Sebab, manusia merupakan sumber daya utama sekaligus pelaku pembangunan itu sendiri. Apabila sumber daya manusia yang ada tidak berkualitas, maka pembangunan yang dilakukan tidak sempurna.

Abstract

The handling of children's marital needs more attention from the government of Semarang City. The unpreparedness of reproductive organs at the age of children affected the BBLR even death during childbirth. It is important to know the role of stakeholders in the Semarang City in resolving children's marital problems. The purpose of this research is to know the characteristics that are owned by stakeholders and categories and stakeholders efforts in Semarang city in addressing the problem of children's marital. This research used a qualitatively descriptive method. The results showed the characteristic of stakeholders are to reject children's age marriage, although there are still stakeholders who cannot resist. The indicators used are important indicators, r esources, channels, possible participation, level of influence, implications and action. Stakeholders who reject the child's marriage is the office of Population Control and family planning, the Office of Women Empowerment and child protection, Office of Health, Office of Education, Sub-district, PPT light of Love and the equivalent foundation. While the stakeholders who can not refuse the children’s marital are Department of Population and Civil registration, the Office of the Ministry of Religious Affairs, Courts of Religion and society. Suggested advice: The Department of Population Control and family planning is to program the handling of children’s marriage and coordinate them with related agencies. The Women Empowerment and child Protection Office prioritizes the handling in the form of Perda, The Health office: to strengthen the socialization of reproductive health, The Education office: instructs the planting value of anti-marital children to school, The district need to prioritize the handling of children's age wedding during Musrenbang, PPT light of Love must be given the authority for the prevention of Children’s Marital, the equivalent foundation of regulation, the Office of Ministry of Religion needs to running programs Directly to the public, The Religious Court need to complicates the marriage and public dispensations to attempt to make it aware of its surroundings not to marry at the age of the child.

Abstract

Performance Benefits Policy is defined as a function of the successful implementation of bureaucratic reforms on the basis of performance has been achieved by an employee. Problems that occur related to Performance Benefits Policy is the lack of technical regulations in granting allowances performance, so that the amount of allowances performance given to each agency is different and Performance Benefits rational scale when state finances in an unstable state is also not yet considered. Performance Benefits provision problems in NCSA is that provision still based on the workload and the strategic location of agencies, allowances nominal amount of the performance is still not feasible, service and discipline that has not been good because there is no professional human resources and a lack of innovation. The purpose of this research is to identify and analyze the impact of performance benefits against the Job Performance, Work Culture and Employees Fulfillment. Data collection techniques with questionnaires, interviews and observations, the data is processed and analyzed quantitatively. The results showed the perceived impact of employees after the Performance Benefits Policy. Impact on Job Performance in general is good with a percentage of 70%, it is associated with increased quality of work and timeliness in completing the work. Impact on Work Culture is generally sufficient to the percentage of 71%, it is associated with improvement in employee behavior. And the impact on Meeting the Needs of employees in general simply by percentage (66.1%). However, this effect has not been entirely positive because they still need some improvements related to the quantity of work produced by employees, the attitude of employees in work as well as various other aspects in fulfilling the needs of employees. Suggestions from this study is the need for changes to the criteria for the calculation of provision benchmarks on performance benefits, improved communication among employees as well as doing repairs to the weaknesses in the system of performance allowance.

Abstract

Health is a human right and one of the elements of welfare that must be realized in accordance with the 1945 Constitution of the State of the Republic of Indonesia. The government is obliged to set standards and / or criteria on public health, ensure its implementation and facilitate every implementation of these standards and criteria. The nutritional status of children under five is one indicator that describes the level of community welfare. This research will be focused at Puskesmas Wonosalam I Kabupaten Demak. The purpose of this research is to know the implementation of nutrition improvement program of toddlers and the supporting and inhibiting factors in the implementation of the program. This research is a qualitative descriptive research. As informant is head of nutrition section at Demak District Health Office, nutrition practitioner of community health center wonosalam I, village midwife 2 person, village cadre 4 people and mother of toddler 2 people. The research was conducted by interview and observation of the research object. The results showed that in the process of the implementation of nutrition nutrition improvement program, there are 5 precision used. accuracy of policy based on Minister of Health Regulation no. 23 year 2014 article 7 in the form of the implementation of nutrition improvement of children under five through the distribution of PMT and vitamin A, weight monitoring of children under five, posyandu activities and socialization about nutrition of children from two villages have been on target. Second is the accuracy of implementing the nutrition improvement program for children under five from Mranak Village and Getas Village is appropriate and appropriate. Third, the target accuracy has not been achieved seen from the presence of malnourished toddlers in the village of Getas. Fourth is the accuracy of the environment here has not run well seen from the private parties who have not joined the government. The last is the accuracy of the process, the results are correct. Then the supporting factor in this implementation is communication and attitude of executor. Inhibiting factors were found, namely socio-economic conditions and resources. In the end, the government should plan the addition of nutrient in pusosmas wonosala I then allocate funds for the addition of facilities at posyandu in villages brittle, in addition it needs to increase the knowledge of the community about nutrition of toddlers

Abstract

HIV and AIDS policy in Central Java was an attempt by the provincial government of Central Java to tackling HIV and AIDS in Central Java. The developments of HIV and AIDS cases are quite high in the Central Java provincial government make management efforts in solving this disease. Efforts were made consisting of prevention, treatment effort, and rehabilitation effort. On the implementation of the policy implementation of HIV and AIDS in Central Java, there are several factors that affect implementation.This study aimed to describe the process of implementation of HIV and AIDS policies has done by the provincial government of Central Java and to describe the factors that influence policy implementation. This study uses a descriptive qualitative method. Data collection methods used were in-depth interviews and documentation techniques.The finally about HIV and AIDS solve up implementation on central of Java there aren’t optimal away from this solved. That looks at for a few exactly of implementation that not yet doing optimally. The factors that’s under of implementation, for example communication, human resources development, the nature of conditions, and disposition is not better.

Abstract

Tembalang region is one of expansion are in Semarang City that used for regional center of educationl development and housing and settlements. Tembalang as education center have an impact on the increasing number of settlement. Along with the development of the region Tembalang existence og green space park increasing pressured by growing over the land that ist not awakened into smaller plots. Therefore, the government of Semarang creat a Regional Regulation of Semarang City Number 7 years 2010 on spactial planning open green space. The method used in this research is the metod deskriptif kualitatif with document collection surveys, interviews and documentation. Reasearch results show that implementation of policy arrangement of green open space parkland yet walking in accordance with regional regulatioan of semarang city number 7 years 2010. The factor that encourage and impede the implementation of policies is the spatial redources, communications, disposition and bureaucratic structure. The main factor that impedes is a resource in the form of resource and budget financial. There are some suggestions that can be done to overcome barriers such as adding the amoint of budget in accprdance with needs required in Semarang City budget. An increase in the quantity and quality of human resources. Improved the quality of human resources with education and training and to improve coordination with the public to support the policy about green pen space.
