Abstract

Penelitian ini mengkaji strategi pengembangan Desa Wisata Migas Teksas Wonocolo di Kabupaten Bojonegoro, Jawa Timur. Desa ini memiliki potensi unik sebagai destinasi wisata edukatif berbasis sejarah pertambangan minyak bumi, namun menghadapi tantangan berupa aksesibilitas terbatas, infrastruktur yang kurang memadai, dan minat wisatawan yang rendah. Metode penelitian yang digunakan adalah mixed method dengan pendekatan deskriptif kualitatif untuk analisis SWOT dan kuantitatif untuk validasi melalui uji litmus. Hasil penelitian menunjukkan keunikan Teksas Wonocolo sebagai satu-satunya desa wisata migas di Indonesia. Dukungan pemerintah daerah dan keterlibatan masyarakat menjadi kekuatan utama, sedangkan kelemahan mencakup akses jalan yang buruk dan fasilitas penunjang yang minim. Peluang meliputi pengembangan kolaborasi dengan institusi pendidikan dan promosi digital, sementara ancaman mencakup persaingan dengan destinasi lain. Strategi yang diusulkan meliputi pengembangan infrastruktur, diversifikasi produk wisata, dan peningkatan keterlibatan masyarakat melalui pelatihan. Kesimpulan pada penelitian ini yaitu strategi berbasis kolaborasi lintas sektor dan pendekatan partisipatif dapat meningkatkan daya saing dan keberlanjutan desa wisata ini. Saran diberikan kepada pemerintah daerah untuk mempercepat pembangunan infrastruktur, memanfaatkan teknologi digital, dan memperkuat promosi wisata berbasis edukasi. Kolaborasi dengan sektor swasta dan komunitas lokal perlu dioptimalkan untuk meningkatkan kunjungan wisatawan.

Abstract

This study analyzes the application of good governance principles in resolving maladministration reports at the Ombudsman of the Republic of Indonesia, Central Java Province Representative. Maladministration in public services negatively impacts society, necessitating effective oversight mechanisms to promote accountability and transparency. This research employs a descriptive qualitative method, analyzing primary data from interviews and secondary data from official documents. The study aims to describe and analyze the good governance principles and the obstacles to their implementation in addressing maladministration reports at the Central Java Ombudsman. The research adopts Mardiasmo's good governance theory, which encompasses accountability, transparency, democracy, and the rule of law. The Ombudsman plays a crucial role in supervising public services, however, challenges remain in the application of good governance principles, such as suboptimal accountability and transparency. The findings reveal that although good governance principles have been implemented, factors such as limited human resources affect the effectiveness of their execution. Strategic recommendations include integrating information technology, enhancing human resource training, and promoting public awareness of the Ombudsman’s role to optimize the application of good governance principles in resolving maladministration reports at the Ombudsman of the Republic of Indonesia, Central Java Province Representative. The study's results are expected to serve as a reference for improving public service governance, particularly in optimizing good governance principles and enhancing the efficiency of maladministration report resolution.

Abstract

Public service innovation is an effort to improve the efficiency, quality, and accessibility of services for the community. Public service innovation is closely related to technological adaptation, particularly through digitalization. The transition from manual to automated public service systems represents progress in creating ideal public services for society. However, public service innovation does not always run smoothly or gain broad acceptance from the public. Problems arise due to the lack of public interest in adapting to and using the latest innovations. The purpose of this study is to analyze and examine innovations in population administration services at the Department of Population and Civil Registration in Bekasi City and to identify the supporting and inhibiting factors affecting these innovations. This study is a descriptive qualitative study, with data collected through observation, interviews, and documentation. The results of the study show that the dimensions of service innovation, such as ease of use, innovation for needs, and innovation for efficiency, have been successfully implemented and optimized. However, the dimensions of relative advantage, compatibility, and use intention are still suboptimal in their implementation, requiring further development and improvement. Supporting and inhibiting factors were also identified in the e-OPen 2.0 innovation. The supporting factors include the willingness to change and the availability of adequate facilities and infrastructure. Meanwhile, the inhibiting factors include administrative pressures and obstacles. These factors highlight the complexity of implementing innovations in public services while emphasizing the need for continuous evaluation and improvement to achieve the desired goals.

Abstract

Semarang City is facing an increase in cases of violence against children, despite the enactment of Regional Regulation Number 5 of 2016 concerning the Protection of Women and Children. This policy is implemented by the Semarang City DP3A (Women's Empowerment and Child Protection Service) to protect children from violence. This study aims to determine the effectiveness of child protection policies, as well as to identify phenomena that influence them. The study used a descriptive qualitative method with analysis based on five phenomena of policy effectiveness according to Riant Nugroho, namely appropriate policy, implementer, target, environment, and process. The results of the study indicate that child protection policies in Semarang City have been implemented and show optimality in the phenomena of appropriate policy and appropriate target. However, the phenomena of appropriate implementer, appropriate environment, and appropriate process still have room for improvement. Supporting phenomena include effective communication, policy implementer disposition, and an organized bureaucratic structure. The inhibiting phenomena are limited internal training, and minimal budget available. Recommendations include community-based socialization strategies, increasing the involvement of the Women and Children Protection Network (JPPA), and developing internal training.

Abstract

The institutional capacity building serves as a key reference for improving organisational performance, including BUMDes Sejahtera Bersama, an economy-based community organisation in Nyatnyono Village, Semarang Regency. Following Government Regulation No. 11 of 2021 on BUMDes, BUMDes Sejahtera Bersama strives to revitalise its institutional capacity to achieve the goal of empowering the local economy in Nyatnyono Village. However, this effort faces challenges related to the misalignment of stakeholder interests in managing its business units. This study aims to describe the institutional capacity of BUMDes Sejahtera Bersama within the context of Nyatnyono Religious Tourism Village. Using a qualitative approach, the primary data source was obtained through interviews. The data analysis process involved several stages: description, reduction, selection, and conclusion. Atlas.TI software supported data analysis by facilitating the visualization of findings. The results reveal a detailed description of BUMDes Sejahtera Bersama's institutional capacity and the factors influencing it. Recommendations from this study include enhancing collaboration with third parties, strengthening external oversight, and reinforcing social capital.

Abstract

The KOTAKU (Kota Tanpa Kumuh) program is one of the strategic efforts of the Directorate General of Human Settlements in accelerating the handling of slum areas through the 100-0- 100 movement, namely 100% access to clean water, 0% slums and 100% proper sanitation in 2019. North Semarang District is one of the priority areas for slum upgrading in Semarang City. However, previous research on the KOTAKU program shows that KOTAKU targets have not been achieved. This study aims to analyze the factors that influence the implementation of the KOTAKU program in North Semarang District. The theory used is the implementation theory of George C. Edward III. There are five factors analyzed, namely communication, resources, disposition, bureaucratic structure and community support. The research approach is descriptive quantitative with 83 respondents of KOTAKU program implementers in North Semarang District. Data analysis using SmartPLS software version 4.0. The results showed that communication had a negative effect on implementation, amounting to 0.089. Resources have a positive and significant effect on implementation, amounting to 0.498. Disposition has a positive effect on implementation, amounting to 0.104. Bureaucratic structure has a negative effect on implementation, amounting to 0.067. Community support has a positive and significant effect on implementation, amounting to 0.108. Simultaneously, communication, resources, disposition, bureaucratic structure, and community support affect implementation by 0.702 or 70.2%, the rest (100%-72.5% =29.8%) is influenced by other factors outside the study. The suggestions given by the researcher are to ensure consistency and uniformity of information, add funding allocations to address incomplete slum problems, increase public trust to obtain optimal support from the community, and improve coordination and good cooperation between government agencies, BKM/KSM, and the community.

Abstract

The digital era brings openness of information as a critical factor in establishing transparent and accountable governance. The Jakarta Provincial Government, through the Office of Communication, Information, and Statistics (Diskominfotik), utilizes the Instagram account @dkijakarta as a public communication platform to achieve high-quality information transparency. However, challenges such as low responsiveness to public feedback and limited use of interactive features hinder the creation of more effective two-way interactions. This study aims to analyze the effectiveness of Diskominfotik DKI Jakarta in managing the Instagram account @dkijakarta using a mixed methods approach with an exploratory sequential design. Data were collected through in-depth interviews and closed surveys to evaluate goal achievement, integration, and adaptation to digital trends. The findings indicate that while Instagram is proven to be an effective platform for disseminating information, the response to public feedback remains suboptimal. Limited utilization of interactive features, such as Q&A sessions and live streaming, presents a major challenge in fostering more participatory information transparency. This study recommends the implementation of comprehensive social media management SOPs, including guidelines for response time, trend-based content governance, and the use of social media analytics for performance evaluation. These measures are expected to enhance transparency and responsiveness in public information dissemination through more innovative and interactive social media strategies.

Abstract

This research is based on the low SPBE (Electronic-Based Government System) index of Temanggung Regency, which is 2.80, compared to other regions in Central Java Province, despite being supported by the Regent Regulation of Temanggung No. 83 of 2021 regarding the Implementation Guidelines for Regional Regulation of Temanggung Regency No. 22 of 2020 on the Implementation of Electronic-Based Government Systems. The purpose of this study is to analyze the implementation of e-government based on the principles of effectiveness, integration, sustainability, efficiency, accountability, transparency, interoperability, and security, as well as the factors influencing the implementation, such as communication, resources, disposition, and bureaucratic structure at the Department of Communication and Information of Temanggung Regency. The research method used is descriptive qualitative. Data collection techniques were carried out through observation, interviews, and documentation. The results of the study show that the implementation of e-government at the Department of Communication and Information of Temanggung Regency has been well executed in terms of integration, efficiency, and transparency. However, improvements are still needed in the aspects of effectiveness, sustainability, accountability, interoperability, and security. On the other hand, challenges related to resources and disposition have been identified as factors affecting the implementation of e-government at the Department of Communication and Information of Temanggung Regency.

Abstract

Serulingmas Interactive Zoo as a pillar of artificial tourism in Banjarnegara Regency not only functions as a tourist attraction but also as a wildlife conservation institution. The role of stakeholders is essential because the development of tourist attractions is a dynamic dimension that cannot be done individually. The researcher uses a qualitative descriptive method with purposive and snowball sampling to select informants. Through this research, it is hoped that an analysis can be made of the extent of the contributions and effectiveness of stakeholders in the development of tourist attractions in alignment with the Master Plan for Tourism Development of Banjarnegara Regency 2015-2030. The results show that the development of marketing, industry, and institutional aspects has been very good, but the development of tourism attractions has not been optimized, mainly due to the lack of funds for the development of infrastructure and facilities. The key stakeholder, Perumda TRMS Serulingmas, has also partnered well with the government, researchers, local residents, NGOs, the media, and tourists. However, up to this point, there has been no involvement of the private sector in the development of Serulingmas Interactive Zoo, indicating the need for a partnership network plan with the private sector. In addition, issues such as communication problems, shifts in the values and principles of management, trust, and complex regulations have been encountered in the development process, causing obstacles in capital involvement. New strategies are needed from stakeholders to accelerate the development targets of Serulingmas Interactive Zoo, especially in increasing tourist visits. Communication must be built as the key to optimizing the cooperation networks between stakeholders.

Abstract

Public service is one of the most important things in the process of organizing a country. Public services are closely related to the system and procedures for service delivery rules. The existence of ethics in the implementation of public services is the value of employee behavior. The application of service ethics is not yet fully optimized. This is because there are still many public service providers who do not comply with public service ethics when providing services. The purpose of this study is to analyze the application of public service ethics by the Semarang City Dispendukcapil and analyze what are the supporting factors and inhibiting factors of the application of public service ethics. The type of research used is descriptive qualitative with data collection methods in the form of interviews, observation, documentation, and literature study. The results showed that the order dimension has been implemented optimally, while the efficiency, productivity, and moral awareness dimensions are still not optimal in its implementation. The supporting factors are organizational factors and service facilities factors, while the inhibiting factors are personnel factors, namely communication conveyed to the public is still confusing, speed in providing services, care that needs to be improved. Thus, it can be concluded that the implementation of public service ethics at Dispendukcapil has not fully run optimally. The existence of problems that are not optimal requires improvement and improvement so that the application of service ethics is more optimal and can have a good impact on public services.
