Abstract

Tujuan penelitian ini adalah menganalisis kinerja dalam pembuatan sertifikasi pertanahan di Kantor ATR/BPN Kota Bekasi dan menganalisis faktor pendukung dan penghambat dalam pelayanan pembuatan sertifikasi pertanahan di Kantor ATR / BPN Kota Bekasi. Pembuatan sertifikasi pertanahan masih belum mencapai yang ditentukan, maka hasil penerbitan kepada masyarakat jadi sedikit terhambat. Permasalahan dalam penelitian ini adalah kinerja dalam pembuatan sertifikasi pertanahan dan faktor-faktor yang menyebabkan belum tercapainya target pembuatan sertifikasi pertanahan. Metode penelitian yang digunakan dalam penulisan ini adalah metode penelitian kualitatif dengan pendekatan deskriftif. Berdasarkan hasil penelitian menunjukan bahwa terjadinya penurunan capaian penerbitan sertifikasi pertanahan disebabkan kekurangan sumber daya manusia yang memiliki kemampuan yang memumpuni, dan waktu penerbitan belum bisa sesuai dengan SOP yang ada dikarenakan harus ada pengecekan keabsahan data yang diperlukan ketelitian dalam mengverifikasi data yang diajukan pemohon, serta masih banyak data-data dari pemohon yang masih belum memenuhi syarat menjadi hambatan dalam penyelesaian pembuatan sertifikasi pertanahan. Penyelesaian kinerja dalam pembuatan sertifikasi pertanahan yang ada di Kantor BPN Kota Bekasi sudah cukup baik. Pelayanan yang diberikan belum baik masih ada hal yang perlu di evaluasi kembali agar lebih baik dengan penambahan pegawai yang memiliki kemampuan yang baik, serta mengevaluasi kembali waktu penerbitan sertifikasi pertanahan untuk meningkatkan produktivitas capaian yang ditentukan

Abstract

Posyandu Lansia is a puskesmas program with the target age of 60 years and over or the elderly. Services at Posyandu Lansia include checking daily activities, weighing, measuring height, health counseling, and simple laboratory tests. but in the implementation of Posyandu the elderly have not reached the target of visiting the elderly, so it is The purpose of this study was to analyze the effectiveness of the Posyandu Lansia Service Program at Puskesmas Tuntang Tuntang District Semarang Regency and to analyze the supporting and inhibiting factors. The method used in this research is descriptive qualitative with data collection techniques of observation, interview, and documentation. The phenomena used to determine the effectiveness of the program are program accuracy, program socialization, program objectives, and program monitoring. And to find out the driving factors and inhibiting factors of the program seen from environmental conditions, inter-organizational relationships, resources, and characteristics and implementing agents. The results showed that the Posyandu Lansia program was not effective because of the phenomenon of program socialization of cadre knowledge that was not good enough, then the phenomenon of program objectives had not achieved service coverage, then the phenomenon of program monitoring was good because there was supervision from the Tuntang Puskesmas. The advice given by the author is by improving the performance of cadres is the task of the Tuntang Health Center, Tuntang Health Center provides socialization and adds health workers.

Abstract

This study is based on the phenomenon of inadequate management of vacant land in Bringin District, Semarang Regency. The objective of this research is to assess the effectiveness of the forest and agroforestry land rehabilitation program in Bringin District, Semarang Regency, and to analyze the supporting and inhibiting factors affecting its effectiveness. The study employs the policy dimensions of effectiveness theory and utilizes a descriptive quantitative analysis for data processing. Data collection was carried out through the distribution of questionnaires using purposive sampling techniques to 73 respondents. The research results are evaluated using six indicators: policy accuracy, target accuracy, process accuracy, communication, policy content, and resources. Based on two indicators, namely policy accuracy and process accuracy, the program has not yet been fully effective. In terms of policy accuracy, the issue lies in the fact that local communities lack a stable market for selling their harvests. Meanwhile, the process accuracy indicator reveals that the road access for farmers and laborers remains difficult, and the available shelters are inadequate. These findings indicate that the implementation of the forest and agroforestry land rehabilitation program in Bringin District, Semarang Regency, has yet to be effective. The researcher recommends that the Watershed and Protected Forest Management Agency (BPDASHL) consider partnering with private entities, particularly those involved in the agricultural and forestry sectors. Additionally, it is suggested to improve road access and the shelters in the planting areas to facilitate mobility and the storage of harvests and farming tools. BPDASHL could also collaborate with KTH Mandiri Jaya I to build larger shelters that meet the needs of both farmers and laborers.

Abstract

KUDU Sekolah is a public service innovation in the education sector which has received the TOP 45 Public Service Innovation award at the SINOVIK 2021 event. KUDU Sekolah aims to reduce the number of Unschooled Children (ATS) in Pekalongan Regency. KUDU Sekolah succeeded in reducing the number of ATS by returning 2,396 children to school from 2019-2023. This research aims to analyze the implementation of the KUDU Sekolahpublic service innovation in Pekalongan Regency in terms of best practice aspects and identify supporting and inhibiting factors in its implementation. This research uses the concept of Best Practice according to Prasojo, namely Impact, Partnership, Sustainability, Leadership, and Transferbility. Meanwhile, the supporting and inhibiting factors use the 5 elements of management theory according to Harrington Emerson, namely Man, Money, Materials, Machine and Methods. The method used in this research is a descriptive qualitative method. Data collection techniques were carried out through interviews and documentation. The research results show that the implementation of the KUDU Sekolah innovation has met all the best practice criteria. Supporting factors for implementing the KUDU Sekolah innovation are the availability of an adequate budget, adequate facilities and infrastructure, the application system is available in two versions (website & android) which makes data collection-monitoring-evaluation easier and can be accessed without the internet, as well as procedures for implementing the KUDU Sekolah innovation that are easy and supported by ATS door to door activities. The inhibiting factor in the implementation of KUDU Sekolah innovation is that there are still Village Level KUDU Sekolah Team who do not master technology and lack discipline.

Abstract

Pertumbuhan penduduk usia lanjut saat ini telah dialami berbagai negara termasuk Indonesia. Kenaikan penduduk lansia merupakan tren yang positif karena mengindikasikan peningkatan angka harapan hidup. Namun pertumbuhan ini perlu diimbangi dengan peningkatan kesejahteraan hidup lansia agar di kemudian hari tidak muncul persoalan baru akibat lonjakan penduduk lansia tanpa persiapan yang matang. Salah satu program pelayanan kesehatan yang diberikan kepada lanjut usia di Indonesia adalah posyandu lansia. Program posyandu lansia bertujuan meningkatkan status dan kualitas hidup lansia dengan pemberian pelayanan yang berupa pelayan kesehatan promotif dan preventif. Sayangnya program posyandu lansia belum dimanfaatkan oleh seluruh lansia secara optimal. Pada posyandu lansia di wilayah kerja Puskesmas Limbangan, kehadiran lansia baru mencapai angka 7,02% pada triwulan pertama 2022. Penelitian ini kemudian berupaya menganalisis partisipasi lansia serta faktor-faktor yang berhubungan dengan partisipasi lansia pada posyandu lansia di wilayah kerja Puskesmas Limbangan. Tipe penelitian ini adalah deskriptif kuantitatif dengan pengumpulan data melalui kuesioner dan observasi. Sampel penelitian berjumlah 98 orang yang diambil dengan teknik accidental sampling. Hasil penelitian menghasilkan rata-rata nilai partisipasi lansia sebesar 2,32 dari skala 4. Artinya saat ini partisipasi lansia dalam program posyandu lansia di wilayah kerja Puskesmas Limbangan masih kurang. Faktor yang terbukti berhubungan dengan partisipasi lansia adalah jenis kelamin, sementara faktor lain yang diuji yakni usia, tingkat pendidikan, pekerjaan dan pengahsilan ternyata tidak berkorelasi. Saran yang diberikan adalah Puskesmas Limbangan dapat menggencarkan sosialisasi program, mengikutsertakan lansia dalam diskusi dan pengambilan keputusan, berasama tokoh masyarakat mengajak lansia lakilaki aktif berpartisipasi, serta dapat menggabungkan kegiatan posyandu dengan aktivitas non olahraga.

Abstract

Student brawls are a serious issue for the community in Tegal Regency. One of the strategies to address the issue of brawls is through the intervention of law enforcement agencies, specifically the Tegal Police Department. However, the services provided by the Tegal Police in handling student brawls still face several issues, including the high number of brawl cases in Tegal Regency. In this regard, some facts on the ground are still at odds with Article 2 of Law No. 2 of 2002 on the Indonesian National Police, which states that the police function as part of the state's governance in maintaining public security and order, enforcing the law, providing protection, guidance, and services to the public. This study analyzes the quality of service provided by the Tegal Police Department, particularly in handling student brawls, using conclusions from service quality theories by Zeithaml, Pasaruman, Berry, Moenir, and Pasolong with a descriptive qualitative approach. Data collection techniques include observation, documentation, and interviews. The results show that the service quality of the Tegal Police Department is still not optimal in the dimensions of tangibility, reliability, and the factors of ability and skill. This situation is influenced by several factors, such as inadequate facilities, the quality and quantity of human resources, and limited accessibility. The researcher provides recommendations to address the issues analyzed, including improving the underperforming dimensions. Actions that can be taken include gradually replacing old operational vehicles, enhancing personnel skills with realistic simulations, and improving infrastructure in remote areas to facilitate access.

Abstract

The purpose of the study was to determine the relationship between Innovative Leadership (X1) with Innovation Management Capacity (Y), the relationship between Human Resource Quality (X2) and Innovation Management Capacity (Y), and the simultaneous relationship between Innovative Leadership (X1) and Human Resource Quality (X2) with Innovation Management Capacity (Y) in Semarang City Health Office. This study used quantitative methods through data collection in the form of questionnaires and employee interviews based on proportional random sampling techniques with as many as 48 respondents. The analysis techniques used are validity test, reliability test, Kendall Tau correlation, Kendall Concordance, and Coefficient of Determination. The results showed that there was a positive and significant relationship between Innovative Leadership (X1) and Innovation Management Capacity (Y) of 0,749 and the coefficient of determination contributed 69,5%%. The correlation of other variables shows that there is a positive and significant relationship between the Quality of Human Resources (X2) with the Innovation Management Capacity (Y) of 0,723 and the coefficient of determination contributes 69,7% and simultaneously there is a positive and significant relationship between Innovative Leadership (X1) and Human Resource Quality (X2) with Innovation Management Capacity (Y) of 0,482 and the coefficient of determination contributes 79,5%.

Abstract

Saat ini Pemerintah Indonesia telah mengimplementasikan berbagai inovasi dalam penyediaan layanan publik, mengingat dinamika lingkungan yang terus berkembang, salah satu bentuk adanya inovasi tersebut adalah adanya fasilitas pengaduan masyarakat yang dapat diakses secara daring. Salah satu pemerintah daerah yang mengimplementasikan inovasi layanan aduan secara online ialah Kota Semarang yang saat ini diberi nama Sapa Mbak Ita. Banyaknya masyarakat yang melakukan pelaporan terkait aduan permasalahan publik di platform Sapa Mbak Ita membuat peneliti tertarik untuk meneliti lebih lanjut terkait inovasi yang diciptakan oleh Pemerintah Kota Semarang dalam penyelesaian aduan dan aspirasi yang masuk sehingga dapat menghasilkan pengelolaan aduan sesuai dengan kebutuhan masyarakat. Tujuan penelitian yaitu untuk menganalisis karakteristik inovasi, faktor pendukung, dan faktor penghambat pada Sapa Mbak Ita dalam peningkatan kualitas pelayanan publik di Kota Semarang Peneliti menggunakan teori inovasi menurut Rogers (dalam Suwarno, 2008: 17-18). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan Teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan atribut inovasi e-government melalui Sapa Mbak Ita dalam peningkatan kualitas pelayanan publik di Kota Semarang dilihat dari relative advantages, compatibility, complexity, triability, dan observability. Faktor pendukung yang mempengaruhi inovasi yaitu adanya keinginan untuk meningkatkan kualitas pelayanan, adanya kebebasan untuk mengajukan aduan kepada pemerintah secara mudah, tersedianya sarana dan prasarana, dan kondisi lingkungan yang harmonis. Faktor penghambat yang mempengaruhi inovasi yaitu budaya risk aversion, ketidakmampuan menghadapi resiko dan perubahan, dan tekanan dan hambatan Administratif.

Abstract

One of the tourist attractions in Boyolali Regency, namely the Tlatar Water Park, is a potential tourist attraction that, if managed well, can increase local revenue. The aim is to describe and analyze how tourism is developed in and to find out aspects of the development of the Tlatar Regency Water Park Tourist Attraction. Qualitative descriptive research methods, data collection techniques dobservation, interviews and documentation. Results of research in the field, Development of Tourist Attractions in the Tlatar Regency Water Park as a whole it's been going well. However, there are still several components that have not been developed properly. The components that have been well developed are the Attractions component, in the form of natural attractions and cultural attractions. Then another component that has been well developed, namely the amenity component in the tourism development process at Tlatar Water Park, Boyolali Regency, has been developed quite well. Most of the facilities are complete and adequate. The component that has not been well developed is the accessibility component where access itself is the main thing that is very important for tourists going to Tlatar tourist locations. And also the supporting facilities component. There needs to be activities such as performances or festivals which are held regularly at the Tlatar Water Park Tourism location. there are improvements to the road to the Umbul Tlatar tourist location, additional types of public transportation to make it easier for tourists to visit the Tlatar Water Park tourist location, there is a need for additional lodging accommodation for tourists

Abstract

Penelitian ini dilatarbelakangi oleh pertanyaan tentang bagaimana tahap pemberdayaan masyarakat dan faktor penghambat yang mempengaruhi pemberdayaan masyarakat di Desa Wisata Wonolopo. Desa Wonolopo dianggap masih terbelakang dibandingkan dari tiga Desa Wisata yang ditetapkan dalam Surat Keputusan Walikota Nomor 556/407 tahun 2012, yaitu Desa Wisata Kandri, Desa Wisata Nongkosawit, dan Desa Wisata Wonolopo. Tujuan penelitian ini adalah untuk menganalisis tahap-tahap pemberdayaan yang dilakukan di Desa Wisata Wonolopo serta mengidentifikasi faktor-faktor penghambat dan upaya yang dapat dilakukan untuk mengatasi kendala tersebut. Data dikumpulkan melalui observasi lapangan, wawancara, serta dokumentasi. Teknik analisis data menggunakan triangulasi untuk memastikan validitas dan reliabilitas data. Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat di Desa Wisata Wonolopo belum optimal. Faktor penghambat pemberdayaan masyarakat di Desa Wisata Wonolopo meliputi sumber daya manusia, kelembagaan, sarana prasarana, dan persaingan pasar. Berdasarkan hasil tersebut,direkomendasikan strategi yang efektif untuk meningkatkan partisipasi masyarakat lokal serta mengatasi kendala yang ada guna mencapai pengembangan pariwisata desa yang lebih optimal. Kata kunci: pemberdayaan masyarakat, pengembangan pariwisata, DesaWisata, pariwisata berbasis masyarakat, keberlanjutan
