Abstract

The development of e-government in Semarang is one of the programs implemented by the government of Semarang to ease the service towards substantial stakeholders, such as the public society and private sectors by using information technology advances. Result of observations and interviews with several informants indicate . The development of e-government in the city of Semarang is inhibited by a variety of factors such as lack of available resources, infrastructure, and government commitment.

Abstract

Kebijakan ruang terbuka hijau dilatarbelakangi oleh berbagai hal diantaranya dorongan kebutuhan ruang publik dan terjaganya ekosistem lingkungan perkotaan. Ruang terbuka hijau juga merupakan fasilitas umum yang mengandung banyak fungsi kehidupan masyarakat kota seperti hebutuhan tempat untuk interaksi sosial, sarana olahraga, dan ruang rekreasi. Tujuan dari penelian ini untuk mengetahui proses implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal dengan menggunakan landasan Perda No. 4 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kota Tegal. Hasil penelitian ini bertujuan untuk menemukan faktor-faktor yang mendukung dan menghambat yang dihadapi oleh pemerintah daerah Kota Tegal untuk meningkatkan jumlah luasan ruang terbuka hijau di Kota Tegal. Dalam penelitian ini, peneliti menggunakan teori implementasi Van Meter dan Van Horn untuk mengetahui faktor yang mendorong dan menghambat implementasi kebijakan. Penelitian ini menggunakan metode kualitatif, dengan menggunakan informasi dari Dinas Permukiman dan Tata Ruang, Bappeda dan Kantor Lingkungan Hidup. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal dimulai dari tahap perencanaan, pelaksanaan dan evaluasi. Luas ruang terbuka hijau publik di Kota Tegal hingga tahun 2015 adalah sebesar 6,38% dari luas wilayah. Faktor yang mendorong dan menghambat kebijakan ini adalah ukuran dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana, sikap/ kecenderungan para pelaksana, komunikasi antar organisasi, dan lingkungan ekonomi, sosial dan politik. Dengan penelitian ini dirumuskan beberapa rekomendiasi yang diharapkan dapat membantu pemerintah daerah Kota Tegal dalam implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal.

Abstract

Public Service Quality especially in the Investment and One Stop Service Agency of Purworejo Regency should be done well, but based on the observations of the researchers, the public service quality in the Investment and One Stop Service Agency of Purworejo Regency is still not good as indicated by the service poll of 46.2%. This is due to online licensing applications that sometimes error and the existence of new regulations Law No. 72 of 2017 concerning Licensing and Non-Licensing Services in the Network. The purpose of the research was to describe and analyze the public service quality, employee skills, employee communication and the relationship between employee skills and communication to public services quality in the Investment and One-Stop Service Agency of Purworejo Regency. The research method used quantitative research methods through survey. Based on the results of data analysis it can be seen that the public services  quality in the Investment and One Stop Service Agency of Purworejo Regency is good with a total average score of 3,09 but there are two indicators that are still low, namely the ease of process indicators in services (2,78) and work tools (2,74). The skills of the employees in the Investment and One Stop Service Agency of Purworejo Regency are already good with a total average score of 3.04 and good employee communication with an average score of 3.05. Employee skills have a strong and significant positive relationship to service quality of 0.704 at a significance number of 0,000 (<0,1), employee communication has a moderate positive relationship of 0,566 and is significant at 0,000 (<0,1), and jointly between skills and communication of employee have a moderate positive relationship of 0,427 and are significant at 0,000 (<0,1). It can be concluded that the public service quality, employee skills, and employee communication in the Investment and One Stop Service Agency of Purworejo Regency is good. Suggestions that researchers can provide for further research related to public service quality please to use different variables.

Abstract

Based on the high infant mortality rate and low coverage of infants who were exclusively breastfed in Indonesia, the government makes Government Regulation No. 33 2012 on Exclusive Breastfeeding.This research was conducted using descriptive qualitative research method. The location was focused in Puskesmas Sidorejo Kidul and Puskesmas Tegalrejo Salatiga. The selection of informants using purposive sampling. Triangulation techniques used to test the quality of the obtained data.The implementation of this program observed through the implementation stages, goals accuracy, and program performance. Based on the synthesis of Implementation Models of Mazmanian and Sabatier, Hoogwood and Gunn, as well as Merilee S. Grindle, the chosen decisive factors in the program implementation were a power, interests, and strategies of the actors involved; resources deployed; behavior diversity of the target group; as well as compliance and responsiveness.So far, the implementation of exclusive breastfeeding program in Salatiga was not running well because there are still many shortcomings in the implementation stages, goals accuracy, and program performance. Determinant factors in this program implementation can be motivating factor, but also has a potential to be a limiting factos.Recommendations are: (1) dissemination and advocacy on public and private facilities, (2) increase the number of midwives and breastfeeding counselors with the spread arrangements; (3) refer the mother after giving birth to KP ASI ; (4) stronger to supervision against the manufacturer or distributor of infant formula milk; (5) socialized program objectives of exclusive breastfeeding to health professionals and the society , as well as (6) advocacy in the workplace and public facilities with no lactation rooms.

Abstract

Evaluation of Strategic Planning is a step to compare the preparation of a strategic plan that is supposed to already occurred. The purpose of this study was to describe how the strategic planning process of the Faculty of Social and Political Sciences at the University of Diponegoro and the constraints faced in their preparation. Researchers analyzed the strategic planning process and the obstacles through four stages: stage preparing, drafting stage, the stage of assessment and determination stage. Evaluation of the results of research Strategic Planning Faculty of Social and Political Sciences at the University of Diponegoro Year 2015-2019 is still encountering many obstacles on several stages of the process. In the aspect of resources must be improved quantity and quality. Coordination among the implementing other strategic plans have not been established. Data are also not accurate and was not renewed.

Abstract

Indonesia is ranked 4th in the world as the largest population after China, India and the United States with a population growth rate of 3 million to 4 million people per year. One of the cities that have high population growth is Semarang with the population growth rate of 1.65% in which it is also claimed as the highest rate of population growth in Central Java province. Besides, Semarang has a number of productive ages reaching 74%. To manage the rate of population growth in order to get closer to the family planning program, it is established a family planning program called KB village in RW IV Dadapsari. Dadapsari village has a population growth rate of 1% with 66% population of productive age. The purpose of this study is to determine the implementation of the Dadapsari KB village program based on the Central Java Governor Regulation Numb. 77 of 2017 which is about the establishment and coaching. This research is a descriptive qualitative research. The result of the study shows that Dadapsari KB Village has been established in accordance with several criteria called main criteria, regional criteria and specific criteria. The main criteria include families with low rate of family planning participation which are 52% population of early age marriages. The regional criteria include families who live in slums, densely populated, near the railroad and river banks. The specific criteria involve the population with low income and low level of education. Population activities such as BKB, BKL, BKR and cadre coaching have not been carried out optimally. Activities planning should involve the community and refers to community needs. Evaluation activities are not routinely carried out and lastly conducted in 2017. Moreover, community participation in the program is still lack. Some suggestions that can be done are giving rewards for the cadres, creating activity innovation in the Dadapsari Family Planning village and providing more socialization from the Population and Family Planning Control Agency (DPPKB) to the community.

Abstract

Village vocational program is a program that is published by the government in efforts to reduce poverty by providing training to the public in accordance with the existing potential region. Village vocational programs in Semarang has been implemented starting in 2009 conducted by the Education Department of Semarang with a number of activities until the year 2013 amounted to 70 activities in 14 villages. Vocational Education Research Program Implementation village in Semarang is motivated still high levels of poverty in the city of Semarang. This study used qualitative research methods. The sample in this research were taken from three villages in Semarang namely in Wonolopo Village, Village Jomblang and Village Plombokan with each village used samples of 2 activities. Analysis of data using evalusai the performance of activities in accordance with the reporting guidelines for preparation of the government accountability. The phenomenon of research in the form of the factors that affect the implementation, achievement of the respective program of activities and constraints experienced in the implementation of the program. Implementation Program of Vocational Village in Semarang, there are two factors that affect the implementation of that factor and the role of inter-organizational coordination and program resources. Village of Vocational Achievement Program in Semarang for 95,525% and according to the statutes assessment program results are at levels very successful. Obstacles in the implementation of the program is the lack of capital to run the program after the training, the difficulty of marketing, lack of commitment from members continue to pioneer training results and error nature uasaha election activities. Advice given is, (1) Should the budget for business capital so it can be improved; (2) The assistance to the group after training; (3) Selected activities should be able to be observed again adapted to the conditions that exist in the community, the environment in the community, and the interests of society.

Abstract

The purpose of this study is to; 1) to analyze the performance of Kelurahan Gedawang; 2) to know the inhibiting factors of organization performance of Gedawang Urban Village; and 3) to know the supporting factor of organizational performance of Kelurahan Gedawang Kota Semarang.This research uses qualitative approach with in-depth interview method. The theory used to describe the performance of the Kelurahan Gedawang organization is from Bernardin, which divides the performance based on 6 (six) criteria, namely; Quality, Quantity, Timeliness, Cost-effectiveness, Need for supervision, and Interpersonal impact. While narasumner used as many as 5 (five) people, namely Head of Kelurahan Gedawang; Secretary of Kelurahan Gedawang; Head of Public Service Section of Kelurahan Gedawang; Head of Community Welfare Section of Kelurahan Gedawang; and Head of Community Empowerment and Development Section of Kelurahan Gedawang. The finding of this research is that in doing service to society, can be seen from 6 (six) dimension of performance used by measure. From the quality dimension, the performance of the apparatus has not met the target. The quantity dimension shows that of the 43 planned activities, there are 37 activities that have been realized. The dimension of timeliness shows some of the programs already and is still ongoing, such as the making of tourist forests equipped with mushala, tennis and volleyball courts, tool warehouses, and workhouses; from the visible dimension of the lack of signage (guided explanation of the place) in Gedawang Village, making it difficult for people outside Gedawang to find the location in question. From the dimension of Need for supervision, it appears that the funds already allocated and already spent on tourism forests have turned out to be ambiguous due to the decline of Forestry Minister Regulation which prohibits that forests and zoos are managed by the government, even though they have absorbed substantial funds. From the dimensions of Interpersonal impact looks pretty good because it is able to attract private parties to help build a playground in the Village Gedawang. The existence of corporations in Semarang city that quite a lot, especially in Kelurahan Gedawang, has contributed positively to improving the performance of Kelurahan Gedawang. CSR assistance from the company proved to be very helpful in the construction of facilities and infrastructure in Gedawang Urban Village, specifically related to the protection of nature and the environment. The support also comes from the potential of Gedawang Urban Village, which still upholds mutual cooperation in doing all aspects and areas.

Abstract

Provision of public services "clean" is something that is expected by the community, see the deteriorating public services. In order to create public services that will be minimal corruption and so on, the government passed a law that Permendagri No. 4 of 2010 on Guidelines for Integrated Administrative Services District (PATENT). The purpose of the policy is to improve the quality PATENT and service closer to the community. This study aims to determine how the implementation PATENT in District Mlonggo and determine the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation Permendagri No. 4 of 2010 on Guidelines for Integrated Administrative Services District (PATENT) in District Mlonggo. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis of the data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect implementation in the District Mlonggo PATENT, namely communication, resources, ingkungan conditions, as well as the attitude / disposition. It can be concluded that the implementation in the district PATENT Mlonggo there are factors that impede implementation. This is because the transmission process is not optimal, resulting in a lack of understanding of program beneficiaries. In addition, human resources and financial resources to support the facility's sustainability of the program has not been available for optimum.
