The tourism development has grand purpose to increase the number of tourist visits so that increase the local revenues. Moreover, in the tourismdevelopment is related to the infrastructure that need government support, the provision of information about travel and the tourism products and services marketing. The tourismdevelopment sector as one of the efforts in the pursuit of increase economic growth has been planned by the GroboganGovernment. This study used the theories on the development strategy in strategy planning, tourism, SWOT analysis and Litmus Test. The study methodis descriptive qualitative by data collecting technique through interviews, observation and documentation. The informants in this study are the employees of Department for Youth, Sport, Culture and Tourism Affairs in Grobogan.The writer also gain the data from visitors and the public travel in Grobogan area. The tourism development in Grobogan need improvement in infrastructure and lack of budgetary funds that require investors to cooperate. Toreach appropriate strategies in this study, the writer used SWOT analysis. The strategy analyze the internal factors and external factors to determine Strength, Weakness, Opportunity and Threat. Furthermore, to measure the level of appropriate strategies, the data tested with Litmus Test. In this test, the writer get the priority scale strategy on the tourismdevelopment is SO strategy. Both Strength and Opportunity gave the possibility ofthe organizations to evolve quickly by using Strength from the internal environment to take opportunities from the external environment of the organization.

Health is one of the most important element of quality of life in national development to realize the whole Indonesian people. Rowosari health center is organization that provides health care for its people. This study aims to find out and get a clear picture about the quality of services provided by Public Health Care of Rowosari. This study used a qualitative descriptive type, to mind than 8 dimension service. The results showed that the quality of health services at the health center Public Health Care of Rowosari District Tembalang less good, it is proved from the result of the interview which showed that dimension tangibes, reliability and empathy has not been going well and inadequate. To improve the service, the health service center in Rowosari have to repair the building and add some seats in the waiting room for the patients. Employee must also provide 3 S (smile, great, greetings) to patients from the beginning of opening service until done.

Problems in this study were less than optimal performance of employees at the Badan Kesatuan Bangsa Dan Politik Kota Semarang. The purpose of this study was to determine how much influence the work ability and work motivation on employee performance. This study uses a quantitative research with respondents a number of 33 employees are all employees of Badan Kesatuan Bangsa Dan Politik Kota Semarang. The sampling technique used is the technique of the census. The analytical tool used in this study is the Rank Correlation Coefficient Kendall, Kendall Konkordasi coefficient, and the coefficient of determination. Results from this study indicate that there is a positive and significant influence between the variables of work ability (X1) with employee performance (Y) with correlation coefficient 0.335 amounting to KD 2.741 at 11.22%; there is a positive and significant influence between the variables of work motivation (X2) with employee performance (Y) with correlation coefficient 0,331 and with a KD of 10.95%; and there are two variables influence work ability and work motivation on employee performance amounted to KD 69.12 by 29.16%. The conclusion from this study is that the performance of employees in the Badan Kesatuan Bangsa Dan Politik Kota Semarang has been good, the ability to work in the Badan Kesatuan Bangsa Dan Politik Kota Semarang has been good, and motivation to work in the Badan Kesatuan Bangsa Dan Politik Kota Semarang is good. The advice given is conducting training to all employees, inculcate discipline, reward and punishment, inculcate cooperation, and more diffuse leaders to subordinates.

Bidikmisi scholarship program is allocated for Senior high school graduates from low-level-community who are willing to continue studying in university. However, there is an unsuitability of bidikmisi scholarship during its implementation to its proper beneficiaries. Therefore, this research aims at analyzing the suitability of bidikmisi scholarship program in Diponegoro University viewed from its beneficiaries as well as finding out the constraints of bidikmisi scholarship implementation. This study used qualitative descriptive method. The data of this research are obtained from some informants chosen by purposive technique. Moreover, the data are analyzed using triangulation method. In addition, the result of this study shows that the program suitability with the benefit has positive result which is seen from the benefit obtained by bidikmisi scholarship beneficiaries. Nevertheless, the program suitability with the implentor organization shows less optimal result since sometimes there is a delay in bidikmisi scholarship disbursement. Besides, the suitability of the tergeted community with the implementor organization shows similar result, i.e. the regulated requirements have not been implemented consistently. There are some constraints of bidikmisi scholarship program found in this research, i.e. a lack in human resources managing this program and a long complicated procedure in the program administration. The researcher suggests that Diponegoro University needs to improve the quality as well as the quantity of human resources managing bidikmisi scholarship program. Moreover, Diponegoro University needs to improve supervision and responsiveness to coordinators of bidikmisi scholarship program in each department.

Semarang population growth increasing impact the growing need for housing . Housing is comfortable , safe and free society yearning flood the city, so that the hills become an alternative development of new settlements . Housing in the hills now have proliferated , it has become a new problem for the hills designated as a buffer zone of Semarang . Thus, in Regulation No. 14 of 2011 are mentioned in Article 119 of the restriction of land for housing in the hills . The purpose of this study is to investigate the implementation of Regulation No. 14 Year 2011 about Spatial Plan of the city, as well as to determine the factors that hinder the implementation of the policy . The formulation of the problem in this research is about how the implementation of the Regulation No. 14 of 2011 and what are the factors that hinder the implementation of the regulation. This study used a qualitative research method because that will be examined are many phenomena that occur at the sites as well as an analysis of the relationship between the observed phenomenon . With this type of research is expected to get an overview of descriptive analysis in a systematic , factual and accurate information on the facts and the relationship between the phenomenon under study . Determination of the informants in this study using purposive sampling where the determination of informants chosen with special consideration of the researcher. The results of this research is the implementation of spatial planning policy has shifted very significant because most of Semarang space development policy is not in accordance with the land designated function . Interactions were constructed by policy makers actually prefer the interests of the public rather than the use of space that is expected to be affected by the use or management of space . While the factors that hinder the implementation of the Regulation on spatial planning is the lack of public interest a government priority ; existence of private parties that violate applicable laws ; yet supports adequate resources ; lack of concrete measures from the government to crack down on violations ; law is an advanced rules and procedures are already in the previous period so as to improve the system is not an easy thing.

A market is the area of trading goods by the seller more than one good called as shopping center , markets , shops , mall , plasa , trade center and other appellation ( ministerial regulation number 70 years 2013 on guidelines arrangement and training markets , shopping malls and ) modern store . At this time , market developments very rapidly in almost every region .Each region are racing to make market area as a source of revenue ( pad ) in the form of levies .According to regional regulations semarang city no 9 2013 on regulating the traditional markets , chapter iv market management planning part 1 article 9 about the physical development of the market building paragraph 1 as market buildings which consists of the main building and other facilities with marketing attention to the aspirations of local traders . In revitalization peterongan market is also need the support of the or community participation in regulation in semarang no 9 years 2013 about setting markets, section vi the role of the community article 41 (paragraph 1 and 2 ) (.This study adopted qualitative approaches to techniquedescriptive data collection the observation, interviews and study documents. Results in the research indicated that public participation in the revitalization of pasarpeterongan already have not run well. This is evidenced by the lack of the role of the community to participate in the peterongan this market and the lack of support from the markets.The research can be seen also that public participation by the market revitalization peterongan itself. Aspects viewed in research public participation in the revitalization of pasarpeterongan in the city semarang this is mind, power, expertise, and money. Government, traders and citizens should be cooperative and pull in together to support the project of peterongan market in the city of semarang so that the implementation become more optimal.

Getting of quality public services is the hope of every community. In order to create quality public services, the government passed a law that Permendagri Number 4 of 2010 concerning the Guidelines for District Integrated Administrative Services (PATEN). PATEN aims to improve the quality and bring services closer to the community. This study aims to determine how the quality of PATEN implementation in the Sokaraja District Office in Banyumas, and to know what factors support and hinder the implementation. There are five dimensions used to measure the quality of services provided, these dimensions include tangible, reliability, responsiveness, assurance and empathy. And as to know influencing factors are seen from human resources, strategic, system and customer factors. This study uses descriptive qualitative research methods . The data was collected by interviews with informants, observation, and documentation obtained from actual documents relating to the object of research. The results of this study indicate that the quality of PATENTs in the Sokaraja District Office in Banyumas has not been going well, and it is necessary to hold improvements in the implementation of its services on the dimensions of tangible, reliability and responsiveness. Whereas in the influencing factors, it is known that the strategy factors and customer factors are categorized as inhibiting factors. Improvement of services provided can be in the form of additional infrastructure, disciplinary staff, making Standar Operational Procedure and optimizing the capabilities of staff.

A clerk as human resources main in running an organization prosecuted not only have the skills and the ability of course but also is required to adhere to and obey regulation that has been set previously organization , hence needed real role of a leader to invite and affect employees to obey existing regulation by applying force leadership that effective .A style of leadership that effectively will not give influential if there is no support spirit and desire in self employees as motivation in self employees to comply with rules and norms existing in order to create prime services for the community and the goals of the organization. This research both type research ( explanation ) who tried to explain the relationship between variables as well as test a hypothesis that has been formulated , where researchers trying to find out the relationship between the style of leadership and motivation working with the awareness of discipline the land office semarang city , with the total sample 34 people employees .Data collection by observation , the questionnaire , interviews and a literature review , then analyzed in qualitative and quantitative ways .The testing of hypotheses with using analysis koefisiensi correlation rank kendall , konkordasi kendall and to know the size of the relationship between variables used koefisiensi analysis determined with the help of spss program. The research results show that the relationship with the leadership style discipline to 15.5 %, while relations with the motivation of the work of work discipline 21,9 % and discipline of work associated with the style of leadership and motivation simultaneously by 6 percent .The results of research shows that there is a positive relationship between the style of leadership and motivation of employees to work discipline employees work .Recommendations that the author of give it that is underscored the rules and good governance and working in imposing real doubtful , the need of adjustment of the style of leadership that applied by the leader with the level of maturity employees , and the last need the support of leaders such as the appreciation and praise directly as a form of appreciation to the employees.

The impact of poverty in Indonesia is that there are many street children who are spread almost throughout the territory of Indonesia. The problem of street children is as if no settlement is marked by the increasing number of street children in Indonesia. Semarang city is one of the cities with a high distribution of street children. Semarang city government has issued a Local Regulation to address the street children in the city of Semarang. The purpose of the regulation is dealing with street children so they can return to normal life as children in general. In this study, researchers discuss how the implementation of policies to deal with street children in the city of Semarang and to investigate the obstacles in the process of implementation is. Based on the results of research conducted, the implementation of policies to deal with street children in the city of Semarang is not running optimally. Less than optimal implementation of this program can be seen from the results of program performance that has not been achieved as well as of the obstacles encountered, ie internal constraints implementing policies such as the problem of coordination between the implementing agencies, the resources both human resources and financial resources are not sufficient and also constraints of the target of the program itself, namely the social and economic conditions were less positive attitudes of the target group program goals. The results of this study can be concluded that the implementation of program of the handling of street children in the city of Semarang already implemented but not yet optimal. Constraints faced cause. Advice from researchers is more increased relationships between organizations implementing policies and also to approach closer to the street children by working with foundations of street children in the city of Semarang.

Teacher sertification is one way to improve the quality of education and teachers welfare, and serve to enchance the dignity and role of teachers as agents of learning. One important part of teacher sertification is the process of fixing. This study aims to determine how the implementation of the estabilishment of a private junior high school teacher certification participants in Semarang and determine the factors that support or hinder implementation. This study uses a descriptive qualitative method. Data collection is done by literature study, observation and in-depth interviews with a number of informants. Data analysis in qualitative research, according to Miles and Huberman with data reduction, data presentation, and verification.Phenomenon is approached by a model study of public policy implementation by George Edward III in wich the factors that support and hinder the implementation are; communication, resources, disposition, and bureaucratic structure. It can be concluded that the determination of private junior high school teacher certification in Semarang, there are still factors that hinder implementation. It’s because the resources to handle the policy and objectives of the policy (teachers) do not comply with the operational procedures the estabilishment of teacher certification.
