Abstract

Tourism sector is a sector which can increase revenue for the region. Wonosobo have a very diverse tourism potential. One of them is the Tourism Village Giyanti which is very famous for the traditional culture and dances. Giyanti village also served as a Tourism Village and being one of the tourism potential object in Wonosobo Regency. But it has not been managed well in Wonosobo Regency. The focus and goal of this study is to formulate strategy for the management of tourist villages. It used the method of SWOT analysis (Strength, Weakness, Opportunities, Threats) analysis of existing strategic environment in the management of the Tourism Village. This study used a qualitative descriptive type by using informants from the Giyanti Village, and the Office of Tourism and Creative Economy Wonosobo District, as well as the Central Java Provincial Tourism Office. The results of the study management in Giyanti Tourism Village haven’t not maximized yet. By analyzing the internal and external environment are obtained strategies then using Litmus test to measure the level of strategic issues based on the scores of existing programs. Based on these results, it is suggested that the strategic programs that have been formulated can be implemented and applied consistently in Tourism Village Giyanti. This is done in order to improve management of the Tourism Village Giyanti to a better direction.

Abstract

Violence against women and children is a crucial issue because every year it always increases. Especially in Central Java Province, There are several areas that enter into violent zones of violence against women and children, one of them is Semarang Regency. To ensure the protection and handling of victims of violent acts that increase from year to year at Integrated Service Center for Women and Children Empowerment was established. This study aims to analyze effectiveness at the Integrated Service Centers for Women and Children Empowerment in dealing with violence against women and children in Semarang Regency and to know the inhibiting factor. The method used in this research is descriptive qualitative method. The results of the study show that the effectiveness of Integrated Service Centers for Women and Children Empowerment in dealing with violence against women and children in Semarang Regency has not been effective. This can be proved by three measures of effectiveness that is the achievement of goals, adaptation and integration that have not met the criteria. Inhibiting factors are not achieving effectiveness of Integrated Service Centers for Women and Children Empowerment in dealing with violence against women and children that is lack of infrastructure in handling violence, limited provision of information, lack of coordination with related parties and lack of counseling personnel. Recommendations for this study are Integrated Service Center for Women and Children Empowerment in Semarang Regency need to increase the victim's companion, maximize coordination between management teams, and increase the provision of complaint information on acts of violence

Abstract

In this era of globalization and reform, the demands of society and the business community to improve the quality of service is getting stronger. The provision of public services to the community at this time it is still a weakness. It is characterized by the presence of a variety of complaints from the public. Given that the primary function of government is to serve the public, then the government needs to improve the quality of service. In improving the quality of care Population Administration in the Department of Population and Civil Registration vBulletin necessary to measure public satisfaction index. Because it makes the authors analyze the quality of care by referring Kemenpan 25 of 2004 on Guidelines for arranging General Public Satisfaction Index and the suitability of the analysis of performance levels and interests through Cartesian diagram.Based on results of this study is that the value of the overall index value of 3.096 and a value of 77.4 IKM so in general it can be seen that the quality of service in the department population and civil registration is GOOD. From 14 elements of the service there are several elements that go very well in the category that is, elements of service personnel discipline (3.35 element value, suitability 97.29%), ministry of justice element (element value of 3.55, the suitability of 107%) and the elements of the charge services (element value of 3.26, the suitability of 100%). However, there are three elements that were considered less important when considered by the community that is the element of service procedures (3,1 element value, suitability 87.24%), speed of service elements (element values 2.69, 78.56% suitability) and elements of courtesy and hospitality workers (element value of 2.97, the suitability of 87.11%) so it should be a priority in order to achieve improved community satisfaction.

Abstract

The implementation of policy of the issuance of fish catching license (SIPI) in Central Java has not been in accordance with the prescribed rules. The implementation of policy of the issuance of fish catching license (SIPI) in Central Java reap many problems so that the background of this research. Research conducted aiming to analyze the implementation of policy of the SIPI issuance in Central Java, analyze the factors supporting and hindering the implementation of the policy, then it can be formulated based on the efforts that need to be done so that the implementation of policy can be effective. This research uses qualitative research by collecting data through observation, interviews, and documents. The results showed the implementation of the issuance of SIPI in Central Java is still there is a mismatch as well as the time and costs in the issuance of the permit. This happens because of the cultural community of fisherman themselves are difficult to understand the requirements and procedure for issuance of SIPI, the role of licensing services or brokers, the issuance of UU No. 23/2014, and the lack of human resources in the implementation of and the lack of human resources in the implementation of the issuance of SIPI in Central Java. Based on these concerns, there should be efforts to minimize the problems start, doing emotional approach with a way to communicate directly to change the paradigm and the culture of fishing communities in providing an understanding related to issuance of SIPI, evaluation of UU No. 23/2014, a watchful eye on the role of brokers, need additional human resources, and simplification of requirements and procedures for issuance of SIPI for effective policy implementation according to predefined rules.

Abstract

Penggunaan dana BOS yang tidak tepat sasaran dan kurang jelinya pihak pelaksana program menjadi latar belakang penelitian ini. Masalah yang mucul : Berapa nilai capaian kinerja program ekstrakurikuler BOS? Apa saja dampak yang terjadi setelah program BOS diimplementasikan?Tujuan penelitian untuk mengevaluasi kinerja program ekstrakurikuler BOS di SMP 26 Semarang. Selain itu, untuk mengetahui dampak yang terjadi setelah program dilaksanakan.Upaya menjawab permasalahan dan tujuan penelitian dilakukan dengan menggunakan teknik evaluasi dengan model Kerangka Kerja Logis Kegiatan dari “LAKIP” atau Laporan Akuntabilitas Kinerja Instansi Pemerintah yang menilai dari indikator masukan, keluaran, hasil, manfaat dan dampak.Hasil penelitian menunjukkan bahwa kinerja program ekstrakurikuler yang telah dilaksanakan SMP N 26 Semarang dengan BOS masuk kategori berhasil karena memperoleh nilai sebesar 76,03. Nilai tersebut diperoleh dari akumulasi nilai 3 kegiatan ekstrakurikuler yaitu pencak silat (72,2); karate (68,92); dan pramuka (84,67).Disarankan pelaksana program ekstrakurikuler SMP Negeri 26 Semarang untuk lebih teliti dan cerdas dalam mengalokasikan anggaran dana BOS menurut skala prioritas kebutuhan. Selain itu, perbaikan sarana dan prasarana latihan kegiatan ekstrakurikuler sangat perlu dilakukan untuk meningkatkan kualitas latihan dan minat siswa.

Abstract

Surat Keterangan Penduduk Non Permanen (SKPNP) is a compulsory document for non permanent residents in a certain region. It is regulated in Pemendagri number 14 of 2015 concerning data collection guidelines of non permanent residents. In Semarang city, SKPNP is regulated in local regulation of Semarang city number 4 of 2016 concerning population administration. Semarang city has high urbanization flows because of the facilities provided. One of the facilities is in the field of education. Semarang has a lot of top universities. It caused a lot of students from outside Semarang, even from outside Java island come to Semarang for studying at universities in Semarang. From 16 sub-districts in Semarang, one of them is Tembalang. Tembalang has a lot of universities including Undip and Polines. It caused a lot of students living at dormitory in Tembalang as non-permanent resident although the amount of students who live as permanent residents have high quantity, but the number of SKPNP makers is still very low even in Semarang city. This research uses effectiveness aspects including goals and regulation program aspect, program socialization aspect, program implementation aspect, and program monitoring aspect. The results show the problems that cause low making of SKPNP. The problems are : the regulation that have not been updated, lack of socialization, lack of RT and RW capacity, students who tend to migrate in living, lack of participation from students, and lack of monitoring.

Abstract

The existence of traditional markets is one of the most real indicators of economic activities in an area. Johar condition is still bad because there are no supporting facilities and unadequate comfort factor. The aim of this research is to formulate a strategy that must be done by the Market Service of Semarang to improve the management of Johar Market. This research used a qualitative descriptive study. The techniques of collecting data is from the result of the interview. This study used purposive sampling method to determine the informants. The writer identified the internal and external factors by using SWOT analysis, then will be gained strategic issues. The next step is measuring the priority scale by doing litmus test to know the most strategic issue. The results of this research showed that Johar market management strategy has not been optimal yet in solving the existing problems. so we need a new strategy. The recommended strategy is to improve the function and role of stakeholders in developing the potential of Johar market especially in competitiveness , develop the cooperation with government / private sector to improve infrastructure service, improve the coordination between the Market Service, Government, UPTD, and sellers to make renovation of buildings and infrastructure based on the rules from the government, develop cooperation with the government and private sectors to solve the lack of budget, and cooperate with sellers in the arrangement to solve the lack of capacity.

Abstract

Public service becomes an important for the government in providing services to the citizen. One of them is giving administration services in DPMPTSP of Semarang City. Till now the administration service is considered difficult by citizen, those which are causing complaints from the public related services. The problem is lack of clarity in the follow-up of complaints that was submitted by the citizen. The purpose of this study is to examine the complaints handling system and the factors that impede the implementation of complaint handling in DPMPTSP Semarang City. The method used is descriptive qualitative. The results showed that on the input aspect of the inhibiting factor is the lack of human resources in handling complaints and frequent disruptions in the internet network. While aspects of the process on the dimensions of commitment showed that the follow-up to the violating community is considered less assertive. In the dimension of clarity, infrastructure facilities regarding the information handling process of the complaint is still unclear. In the output aspect, the complaint handling evaluation program has been carried out on a regular basis. Feedback obtained by the DPMPTSP Semarang City comes from the polling SMS survey of citizen satisfaction (SKM), while from the citizen has felt the development of administration services. Based on these results it is recommended that DPMPTSP Semarang City should add employees to be assigned as staff in handling complaints, increase the quality of internet network, increase assertiveness with sanctioning regulations for society or companies that do not have permission, and improve the facility of information handling complaints to be more clear.

Abstract

Population growth is moving very fast while not accompanied by increasing sum of jobs will lead to poverty. When poverty struck people, the most visible result is a decrease in the welfare of the child is obtained, in line with the decline their parents welfare. To overcome these problems, through the activities of Deconcentration fund for Rehabilitation and Social Protection, Ministry of Social Affairs through Central Java Social Provincial office, implement toddler social welfare programs in Semarang City (PKSAB) to meet their basic needs. The purpose of this study to determine the implementation PKSAB in Semarang and factors inhibiting and supporting implementation of PKSAB.Theory used is the evaluation theories of William Dunn, James Anderson, Thomas R Dye, Riant Nugroho and Samudra Wibawa. This study used qualitative methods with 8 people as informants. Data collection techniques were observation and interview, in which the data were processed and analyzed qualitatively.The result indicate that PKSAB effective accordance with the procedures. The program is managed in accordance with the indicators of program better fulfill meet the toddler need, improve the child in meeting basic needs, improving accessibility to basic social services, strengthening parental responsibility and institutional strengthening. Inhibiting factor program is the responsibility of parents, parents less conscious of the importance of education for toddler, toddler growth monitoring is neglected, and the parents have not been able to meet the toddler basic needs. Recommendations for PKSAB in Semarang is strengthening the Social Workers knowledge on PKSAB, the clarity of the main tasks given to Social Workers, as well as participation of Social Service of Semarang office.

Abstract

Dalam rangka upaya membatasi aktivitas merokok seseorang di Kota Semarang maka Pemerintah Kota Semarang mengeluarkan Peraturan Daerah Kota Semarang nomor 3 tahun 2013 tentang Kawasan Tanpa Rokok. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Kebijakan Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang dan aspek-aspek penghambat implementasi Kebijakan Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang. Penelitian ini menggunakan metode kualitatif deskriptif. Data dalam penelitian ini diperoleh dari hasil wawancara dan dokumentasi.Hasil dari penelitian ini menunjukkan bahwa implementasi Kebijakan Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang cukup baik namun masih ada beberapa kekurangan. Pada aspek komunikasi masih ada masyarakat yang kurang memahami batasan dalam wilayah Kawasan Tanpa Rokok. Dalam aspek sumberdaya Puskesmas Pandanaran memiliki kekurangan dalam tenaga keamanan dan tidak adanya dana yang dikeluarkan untuk Kawasan Tanpa Rokok. Pada aspek disposisi sikap banyak pegawai yang melakukan tugasnya secara ganda untuk menutupi kekosongan yang ada. Kemudian, aspek perubahan perilaku, setiap orang membutuhkan waktu untuk berubah dan terbiasa dengan adanya Kawasan Tanpa Rokok.Kesimpulan dari penelitian ini adalah implementasi kebijakan Kawasan Tanpa Rokok tidak dapat berjalan dengan baik karena beberapa aspek penghambat, yaitu komunikasi, sumberdaya, disposisi sikap dan perubahan perilaku. Saran yang diberikan adalah perlu adanya penambahan pegawai terutama pada tenaga keamanan serta tingkat kemampuan dan ketegasan pegawai. Kemudian segera menyediakan media sosialisasi melalui video promosi dan informasi kesehatan secara periodik tentang Kawasan Tanpa Rokok di Puskesmas Pandanaran Kota Semarang agar masyarakat dapat cepat mengerti tentang Kawasan Tanpa Rokok.
