Abstract

This research aims to find out and analyze the development of electronic government in Demak regency especially about Demak Regency Government website’s and influencing factor in development of electronic government. Dinas Komunikasi dan Informatika Demak District as an instituion that manages the website and responsible in online-based public service in Demak District that still has obstacles. This research is a descriptive qualitative research with data collection through interview and document study. Informants was taken from the Head of Informatics Deparment of Dinas Komunikasi dan Informatika Demak, employees of Dinas Komunikasi dan Informatika and Citizens. In this study, Researcher used the stages of electronic government development and succesfull elements of electronic government development. The result show that the development of electronic government has not provided complete website content. Not ready yet in some Institution to website management. Lack of human resources which capable to operating or managing a website. Limited funding in order to fulfill the needs of electronic government development. Based on the result of this study, it can be concluded that in general the development of electronic government in Demak District is quiet good, although there still some elements must be improved. The research suggest to increase the amount of competent human resources in informatics technology field next year.

Abstract

In the development of Child-Friendly City in region such as mandated by the Minister of women's empowerment and the protection of the Republic of Indonesia Regulation that planning is one of the stages that must be done by the region through the drafting of action plans The Child-Friendly City. In Semarang City, experienced delays in making Local Action Plan of Child-Friendly City. The main purpose of this research to formulate a strategy of policy and program planning of Child-Friendly City in Semarang City that described in the discussion.  This research based on  theory of M. Manullang, William N. Dunn, T.Hani, dan  Mamduh. The research method used is descriptive-qualitative. While data mining is carried out through in-depth interviews to informants and some of the data and documents to support the completeness and depth of the information required.   Based on research results, the commitment of stakeholders are still low. There was Child-friendly city policy in Semarang city is also not yet known and understood by all stakeholders especially in village and services centre stages. It is visible from a lack of coordination of the stakeholders and the programs was not done according to the plan, example the hours learning child program. According to the Mayor's Regulations Number 20 in 2010 about Child-Friendly City Policies through Child-friendly Village approach, but the implementation of Child-Friendly subdistrict/village still being stagnant. The research is also produce forecasting of the future policy with two alternatives, namely the preparation of the budget and the allocation of RAD.  Based on result of research can be produced the policy strategy and program planning that planned covering institutional and fifth cluster with reference to programs planned by a city government in RAD KLA Semarang City thus produced program planning that is different from that are found on RAD KLA.

Abstract

The era of globalization, the erosion of local culture in Indonesia, declining interest and public concern Semarang city of art and culture, and performance Cultural Affairs D.C.T Semarang into the background in this study. The research objective to analyze the performance of Cultural Affairs D.C.T Semarang and describe the factors supporting and inhibiting performance of Cultural Affairs D.C.T Semarang in dealing with the erosion of cultural values of the people in the city of Semarang. This study uses the theory of organizational performance with five dimensions of organizational performance namely productivity, quality of service, responsiveness, responsibility, and accountability, while also enabling and inhibiting factors are derived from the internal and external environments. The approach used qualitative descriptive. The technique of collecting data through interviews, documentation, and literature study with employees of Cultural Affairs D.C.T informant Semarang. The results showed that the performance of Cultural Affairs D.C.T Semarang in handling the erosion of cultural values of the people in the city of Semarang can be said is good, but not yet maximal because there are constraints on the dimensions of productivity and quality of service that is the lack of coordination and cooperation and the lack of community participation. Supporting factors such as the objectives in the Strategic Plan 2010-2015 D.C.T Semarang year, the organizational structure is very good, quality human resources, the attitude of discipline and mutual cooperation, RPJMD policy, economic conditions and their budgets, community participation when a big event, and public criticism and suggestions. While the inhibiting factors that limited human resources, regulations, central and local government is so strict about the grant, the absence of authority in the national film industry, certification of cultural heritage, and preservation of the Java language, limited budget, and lack of participation, interest and public awareness to conservation culture. Suggested of Cultural Affairs can improve productivity, maximize cooperation has been established, adding cooperation networks, and coordinate with the Central Government and R.E.A Semarang.

Abstract

The event is one of the aspects of residency in a country which is very important and has influence because it is concerned about his life. The Government based on Pancasila and the Constitution of 1945 on the fact that the obligation to provide protection and recognition of personal status and the determination of the legal status of any event on population and Vital Events experienced by the entire population of Indonesia. To provide protection, recognition, personal status and the determination of the legal status of any event on population and Vital Events experienced by the entire population needs to be done about the residency Administration settings.Based on the above, this study will throw light on how the implementation of the E-ID CARD Program in the city of Semarang last with based on the applicable regulation in realizing the orderly administration of the settlement. This research uses theories by observing the criteria of correctness of implementation policies, implementing elements of accuracy, precision, and accuracy of the target environment. Research method used through observation, interviews, documentation, and libraries with the studies service of the employee population and informant civil registration Semarang.The results showed the Program implementation of the E-ID CARDS in Semarang City based on four criteria in reaching effective implementation, not entirely right. As for the aspects that support the implementation of this Program in realizing the orderly administration of the residency is clarity of policy set by the Government in realizing the significance of the Act Number 23 / 2006. While the Barriers were found there on implementing aspects of the policy that lead to a better quality of human resources, the target implementation, environment as well as public participation is minimal. In overcoming obstacles that there have been some suggestions that can be made as needed socialization and understanding about the meaning of an intensive and content policies that have been set, maturation in the phases of activity planning, implementation, and supervision so that activities run in accordance with the path, improvements in terms of the disposition and the bureaucratic structure, mentoring and group adjustments with the prevailing culture in the area.

Abstract

Along with the increasing levels of education, science, medical technology and the rapid socio-economic conditions of the awareness of the importance of health in the community, resulting an improvements of the quality of health care, thus becoming a basic requirement, where health services are quality is expected by the public. One of the health service which is owned by the City of Semarang named Semarang Regional General Hospital. The purpose of this study was to determine the level of patient satisfaction with health care quality Semarang Regional General Hospital, then knowing how to improve satisfaction over the quality of health services in Semarang Regional General Hospital. The author using a technique quantitative data analysis using mean to find the average score the implementatiton level service performance and the average level of the interest of service. There are 23 indicators of quality of service that is used as material assesment of performance and the interests of the service. The average of service performance indicator is 2,72, so that an indicator that has the value of the average under the needs to be improved, while the average of interest indicator is 3,54 so that an indicator that has the value of the average above that the need attentionfor its performance. Based on the results of this study that there are still some indicators of quality of service which should be a priority in the repair, because it is still bad and comfort are important, that the waiting room or ward patients, completeness of medical equipment and patient care space, the ability of personnel to provide services in accordance with the procedures and information provided, courtesy and friendliness of clerk, the trust of patient to the hospital personel, risk-free and danger, fairness in providing services.

Abstract

Regional autonomy as a momentum underlying local independence in the management of local fixed assets,but many autonomous regions including the Government of Semarang Regency are not yet optimal in managing their owned assets. The purpose of this research is to describe the organization's performance in Asset Management Division of Regional Finance Agency (BKUD) Semarang Regency in the management of fixed assets.This research uses descriptive qualitative research design. The informants in thisresearch were heads of regional asset management, three heads of sub-division of asset management, staff and some communities. Data collection techniques is by interview, observation, documentation. Performance appraisal in this research use four indicator that is Accountability, Effectiveness, Efficiency and Transparency. Based on the results of research, it can be concluded that the organizational performance of the Regional Asset Management Division of Regional Finance Agency of Semarang Regency in the management of fixed assets needs to be improved again. This is because there are still some obstacles in the management of fixed assets such as, weak coordination of the Regional Asset Management Division with other OPD, has no fixed asset storage, still lack of transparency, low staff numbers and low staff competence, inadequate facilities and infrastructure. Suggestion given by the researcher is improvement of continuous coordination with external parties (OPD-OPD, BPN, and Village Government related to land certification process), the addition of competent human resources, organizing staff training on IT, looking for alternative place for asset storage, improve transparency, and procurement of additional facilities and infrastructure.

Abstract

The one of infectious diseases in Indonesia is Dengue Fever or. It is a disease causedby dengue virus and transmitted through mosquito Aides Aigepty. The most cases of denguefever in Central Java occurred in Semarang. The problems of the implementation of thispolicy caused by indecision on the application of sanctions in the implementation of policyabout restraining the dengue fever, the lack of human resources in preventive measures aboutthis disease, public awareness of PSN 3M Plus are lacking, and the limited budget to get arestraint of the implementation of policy about preventing this disease. The purpose of thisresearch is to analyze the implementation of policy about restraining dengue fever inSemarang through 4 variables above.This research is an observational research with data are descriptive qualitative. Thedata was collected through depth interviews with key informants, the Section Chief of P2B2,P2B2 staff, community leaders, jumantik, and the society of Semarang. This research aimedto analyzed the implementation of policy for preventing the dengue which can be seenthrough the phenomena that was occurring in the implementation of this policy, and thedeterminant factor of success of the implementation of this policy.The result of this research is the determinant factors in the implementation of thispolicy considered the Health Office of Semarang are caused by 4 variables, i.e. thecommunication which had transmitted properly to the society and clear, the quality of humanresources is good enough, the financial resources are lacking, the disposition which walkedproperly, and there were still mismatch with the SOP.

Abstract

Community empowerment activities is one of the key components as an effort to overcome the problems of underdeveloped Kandri administrative village area as a tourism village in the city of Semarang. It is important considering the majority livelihoods of Kandri villagers are working on the agricultural sector, then to transform to involve in the field of tourism business. This research will further elaborate the implementation of community empowerment activities in the policy of tourism village in Kandri administrative village, Gunungpati district, city of Semarang. The method used in this research is qualitative - descriptive type, with key informants from the staff of Semarang Municipal Office of Cultural and Tourism that specifically managed programs related with tourism village, and community members of Kandri administrative village part of the Kelompok Sadar Wisata (Pokdarwis) management. The purpose of this study is to analyze the implementation of community empowerment activities from the 5 accuracy theory by Riant Nugroho, and describing factors influencing the implementation of activities. The results of the research shown that in the implementation of the undertaken activities, there are problems related to the suitability of the activities provided to local conditions; the assigned of target community; and the transformation process of the local community to become businessmen in tourism sector. Constraint factors of the community empowerment implementation process are the clarity and policy standards, the commitment of governments, social and economic conditions, and the disposition of the implementor. Recommendation earned from this research are : increasing participation of the Tourism Department in the development of Kelompok Sadar Wisata (Pokdarwis) on Kandri administrative village, proportionally to both Pokdarwis Pandanaran and Pokdarwis Sukomakmur; guidelines for the implementation were made by The Government toward the undertaken activities; and clear budget allocation in supporting the activities.

Abstract

Electricity is the very important life needs in supporting daily activities. Therefore, as the provider of national electricity services, PLN strive to fulfil the needs maximally. One of the cause of the problems is the high level of losses because of both technical and non-technical factors. The aims of this research are to describe the implementation of Power Consumption Control Program (P2TL) in Semarang City, the problems and obstructions occurred in the program implementation, and the solution for the problems. The research type applied was phenomenology. The research design used in this research was the qualitative research with inductive approach. The phenomena or symptoms in this research were the implementation process of P2TL, consemer participation in the implementation of P2TL, Human Resources availability, implementor understanding and legal assurance. The phenomena and symptoms were obtained besed on the observation and field survey results. In accordance with the research result, in general the imlpementation of Power Consumption Control program (P2TL) in Semarang City has not run well and maximally. It is based on the research and findings in the field that it as faound some infelicities in the implementation process implementor do not have clear job description and organization, and involvd the third party in the organization structure. Then, in the legal assurance regarding the sanctions imposed, there was not transparency between the implementor and policy receptor (consumers/people).

Abstract

PT. PLN (Persero) Regional Central Java and Yogyakarta Network Services Unit South of Semarang is an institution which runs services in the field of electrical energy. This study aimed to analyze the performance of services and satisfaction user service provided by PT. PLN (Persero) based on community satisfaction index. This research was conducted on the basis of KEP. MENPAN No.25/2014 on the concept of excellent service or the quality of public services. In which there are fourteen indicator services performance of community satisfaction which assesses the performance of services.. This study uses a quantitative descriptive analytical approach as the unit of analysis, while the data collection techniques obtained through questionnaires, documentation, and observation. These results of public satisfaction index value performance of services carried out by PT. PLN (Persero) Regional Central Java and Yogyakarta UPJ South Semarang by 72, including the Good category. PT.PLN service user satisfaction (Persero) degree of conformity between performance and expectations reached 89.84% belong to the category is not satisfied because the performance is lower than the expectations of customers The conclusion that can be derived that the performance of services by PT. PLN (Persero) Regional Central Java and Yogyakarta UPJ South Semarang categorized as good with community satisfaction index score of 72. However, there needs to be improvement in four indicators in quadrant A is based on Cartesian diagram, include: Procedures of service, discipline of service personnel, service requirements, and speed services.
