Abstract

Handling of the street children has a goal to reduce the growth’s number of the street children in the City of Semarang. This research was conducted in Social Department in the City of Semarang by using internal and external environmental organization analysis approach. Internal and external analysis of the organization aims to determine the supporting and inhibiting factors in the management of strategy for handling the street children in the City of Semarang. In the process of handling of the street children in the City of Semarang, the writer uses theory from Bryson about the nine basic steps in strategic planning. The approach that the writer used is descriptive qualitative with the data collection techniques interviews, observation and documentation with the informants who has competence in the field of Social Rehabilitation of Social Tuna and People Trafficking, Social Service Outreach Team (TPD), House of Children Social Protection (RPSA), and Non Governmental Organizations (NGOs). The management of strategy for handling of the street children in the City of Semarang still needs to be improve because there is still a culture of giving and buying from society to street children so that street children continue to feel comfortable to stay in the streets. In searching for the right strategic issues in this study, the authors use SWOT analysis techniques (Strength, Weakness, Opportunities, Threats) and Litmus Test. The results of this study yield four strategic issues and based on Litmus Test, the strategic issue of the management of strategy for handling the street children in the City of Semarang which has the highest score is utilizing the suitability of mission vision accompanied by increased cross-agency cooperation and institutions.

Abstract

Semarang city is the capital of Central Java is sufficiently developed, the rapid development of the city followed by volume increases in population resulting in the amount of waste produced is increasing. However, waste management facilities and infrastructures owned by the city of Semarang is not proportional to the increase in the volume of the garbage. The problem that arises : How to waste management in the city of Semarang at this time, and what are the factors supporting and inhibiting factors ? How should the alternative strategies for the optimization of waste management in the city of Semarang ?. The purpose of this study was to describe the waste management, and what are the factors that support and hinder the application of waste management. Furthermore, the data obtained are used to formulate an alternative strategy of waste management in the city of Semarang. Attempts to answer issues and research purposes is done by using the theory of strategic management as a basic foundation in analyzing and formulating strategies. To identify strengths, weaknesses, opportunities, and threats as well as to evaluate the strategic issues using the SWOT analysis and the litmus test. Once the analysis is done, shows there are eight strategic issues in the implementation of the waste management. And after an evaluation by a litmus test, it can be seen the three most strategic issues can be found. It is maximize community empowerment related vision and mission to be achieved,  multiply the number of fleet and containers in Semarang in order to improve service to the public, and increase public participation in order to overcome the limitations of the available fleet and containers.

Abstract

Pemerintah Kota Semarang memberlakukan Kawasan Tanpa Rokok (KTR) dengan menerbitkan Perda No 3 Tahun 2013. Masih banyak pelanggaran yang terjadi pada angkutan umum Terminal Penggaron menjadi latarbelakang dilakukannya penelitian ini. Penelitian yang dilakukan bertujuan untuk menganalisis proses implementasi KTR pada angkutan umum di Terminal Penggaron dan faktor pendukung dan penghambat implementasi kemudian berdasarkan itu dapat dirumuskan upaya-upaya yang perlu dilakukan agar implementasi berjalan efektif. Penelitian ini menggunakan penelitian kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan pelaksanaan KTR di angkutan umum Terminal Penggaron belum sesuai Perda No 3 Tahun 2013. Hal ini terjadi karena kekurangan dari segi dana, informasi, koordinasi, pemahaman dan komitmen pelaksana kebijakan serta pengaruh lingkungan sosial dan ekonomi masyarakat. Berdasarkan kekurangan tersebut, perlu dilakukan upaya-upaya mulai dari pemberian sosialisasi yang tepat, transpransi dana dan media komunikasi masyarakat dengan pelaksana kebijakan agar implementasi berjalan efektif sesuai dengan Perda Kota Semarang No 3 Tahun 2013.

Abstract

Performance is an achievement of work in an organization that is related to the satisfaction and strategic objectives of the organization. The Semarang City Manpower Office is a government agency that has the role of planning, coordinating, and fostering employment, expanding work and empowering unemployed people. issues that are happening in Semarang City are field job that available is not comparable with movement growth people, availability vacancy job is not accordance with skill or competency, job seekers are dominated by graduate high school or vocational high school so that amount of unemployed increase. The purpose of this study is to find out the performance of the Semarang City Labor Department in the area of increasing and expanding employment opportunities. the method used in this study is descriptive qualitative with a purposive technique. Data collection techniques are done by interviewing secondary data and observations. Organizational performance measurement indicators used according to Dwiyanto, namely productivity, service quality, responsiveness, responsibility, and accountability. The driving factor and inhibiting factor of organizational performance are human resources , infrastructures and teamwork factor. The recommendations given are collaborate with private suvey instutution for collecting data of job seekers and requesting fund to local government to conduct socialization activity, so that the information and training delivered to society in Semarang City.

Abstract

Penataan Ruang Terbuka Hijau menjadi bagian yang tidak terpisahkan dari Rencana Tata Ruang Wilayah (RTRW) Daerah. Masalah yang muncul pada Pelaksanaan kebijakan penataan ruang terbuka hijau di Kabupaten Semarang karena juklak dan juknis atau turunan Perda maupun standar operating procedures belum ada, kerancuan aturan antara Permendagri dan Permen PU yang mengatur klasifikasi ruang terbuka hijau, adanya ego sektoral politik anggaran, serta bentuk informasi yang belum terlalu teknis. Penelitian ini menggunakan teori implementasi top down dari George C. Edwards III. Teori dari Edwards III digunakan untuk menganalisis dan mendeskripsikan faktor pendukung dan penghambat implementasi Penataan Ruang Terbuka Hijau di Kabupaten Semarang. Khusus untuk mendeskripsikan implementasinya, menggunakan teori dari Jones. Tujuan penelitian ini yaitu mendeskripsikan implementasi kebijakan penataan Ruang Terbuka Hijau dan kendalanya. Tipe penelitian yang digunakan adalah penelitian deskriptif. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik penarikan sample menggunakan teknik purposive sampling. Teknik pengumpulan data yang digunakan adalah teknik observasi, wawancara, dokumentasi dan studi pustaka. Sedangkan teknik pengolahan data menggunakan teknik triangulasi untuk menarik kesimpulan. Kesimpulan penelitian ini antara lain implementasi yang melibatkan beberapa instansi terkait pelaksanaannya dikomunikasikan secara jelas kepada implementor melalui disposisi dan arahan dari pimpinan yang dilakukan secara struktural. Untuk mengkomunikasikan kebijakan dilakukan sosialisasi dan rapat koordinasi. Rekomendasi yang penulis berikan yaitu Perlu disusun juklak juknis Perda maupun turunannya; Perlu disusun SOP Perda agar pelaksanaan kegiatan sesuai standar; Perlu informasi teknis yang menyebutkan secara khusus program pelaksana penataan ruang terbuka hijau; Pemda harus memberikan sosialisasi kepada masyarakat tentang kebijakan penataan ruang terbuka hijau serta pengawasan dan perawatan pada ruang terbuka hijau yang sudah ada.

Abstract

MICE is an activity aimed on accomplishing business interests. MICE industry has advantages such as: drawing a large number tourists, increasing period of stay and promoting tourism internationally. Since 2013, Semarang has been appointed as MICE city. To make Semarang as a MICE city, an optimal tourism management is needed. The focus and purpose of this research is to identify the tourism management strategy used by Ministry of Culture and Tourism in Semarang to achieve MICE. SWOT (Strength, Weakness, Opportunities, HMM) method analysis is performed in the strategic environment analysis of the area as an effort to improve tourism. This research uses qualitative descriptive type of study with data collection through interview, library study and document study. The research results conclude that the management of tourism in Semarang toward being a MICE city is not optimal. In its implementation, there is no normative document which states the city of Semarang as a MICE City that could be used as a reference to act. The quality and quantity of human resources are not sufficient. In addition, lack of promotion about the potentials of Semarang as a MICE city. By performing internal and external environment analysis, strategies can be obtained and then tested using a litmus test to measure whether the program is strategic or not based on an existing score. Based on these results, it is highly recommended for the Ministry of Tourism and Culture in Semarang to implement and apply the strategic programs that have been formulated consistently. This is done to optimize tourism management in Semarang towards achieving MICE in an effort to increase tourists or travelers.

Abstract

In government service quality is a very important factor and must be considered as a good quality service will give satisfaction to the community as a whole. Given as a servant of the state provide quality service is his their duty and obligation. However field data about the quality of service at the District Land Office Kendal indications of poor quality of services performed by employees, where people have to wait long amounts necessary to take care of the land titling and the accumulation of the completion certificate.. The purpose of this study was to describe the quality of service creation in the land certificate at the District Land Office Kendal.This research is a quantitative description of the five indicators that is tangible (direct evidence), reliability (reliability), responsiveness (responsiveness), acess (ease) and courtesy (employee attitudes). The sample in this study is that people who need land titling in Kendal District Land Office as much as 89 respondents. The collection of data by distributing questionnaires to a sample that comes to Kendal District Land Office to take care of the land certificate and contains closed questions with four choices answer. Then the research data is processed using the analysis of quantitative description using the mean (average).The results showed that the quality of service in the District Land Office Kendal included in category tangible (direct evidence), reliability (reliability), responsiveness (responsiveness) and courtesy (employee attitudes) all of them categorized as good and acess ( ease ) in enough categories.

Abstract

The massive case of corruption in procurement of goods and services encourage the government to publish new policy named e-procurement .E-procurement considered the government able to overcome the problems in procurement as cases of corruption, Diponegoro University as institutions college also implement e-procurement in the need procurement of goods and services, but in the application faces obstacles and makes the implementation not be optimal. Problems underlying as deficiency human resources, incompleteness supporting facilities, as well as lack of readiness the target group is the major cause. This report is written with research methodology qualitative and description aimed at know the state of the implementation of e-procurement and know by factors in support and inhibitors of of e-procurement. The result of this research when viewed from the effectiveness of the implementation not yet optimal because it is still the low understanding the target group and the factors barrier namely the resources and bureaucratic structure of the actor e-procurement policy at the Diponegoro University. Based on the outcome of this research recommended to do improve the quality of related to the procurement of goods and services by means of .Informed to the target group about actor implementor, do maintenance on the software and hardwere at regular intervals , inviting people to apply supervision , improvement of infrastructure , do recruitmen staff as well as fix jobdesk staff.

Abstract

The Ombudsman of Republic of Indonesia (RI) is a state institution that serves to oversee the public services to ensure that people obtain excellent service. The Ombudsman of RI has a representation in each province. One of them is the Ombudsman of RI Central Java Province Representative. The performance of Ombudsman of Central Java Province Representative in completing the report is still not optimal because it has not yet reached the target completion of the report. This research uses quantitative approach. The samples are 12 respondents who are employees of Ombudsman of RI Central Java Province Representative. This research uses quota sampling. The analysis which is used is Rank Spearman correlation test and coefficient of determination. The result indicates that the performance of Ombudsman of RI Central Java Province Representative is good although it is not reached the specified target yet. The result of the hypothesis test shows that there is positive correlation but no significant between leadership style and performance of Central Java Province Representative. This is proved by sig (2 tailed)> α = 0,05 which is 0,068> 0,05 with the influence percentage of 29,4849%. Moreover, there is positive relationship but no significant between the ability of employees with the performance of Ombudsman RI Representative of Central Java Province as evidenced by the number sig (2 tailed)> α = 0.05 which is 0.890> 0.05 with the influence percentage of 0.2025%. Suggestions related to this study is the addition of assistants adjusted with the needs of each representative, providing training equally for assistants who have the same level, and providing advanced training and foreign language training to improve the competence of the assistant.

Abstract

Policy e-goverment reference to presidential instruction no 3 / 2003 which requires the whole range of minister for government and regional governments moreover, there were blueprint e-government program as improve the quality ofpublic services, melelui technology it the emergence of kepemerintahan clean, transparent and able to answer charges change by effective and repairs organization, a system of management and the process of workingkepemerintahan.One of them by making website of the local government.In fact in the county of wonosobo this website, not in use to the utmost proven links with a lot of empty so that the information in give not optimal.In seeing the implementation of e-government district wonosobo is seen from first shared purpose output and impact and the second was process.The implementation of e-government in achieving its goal not regardless of factorsaffecting this policy.Based on theories van meters and van horn inferred factors impeding of resources, communication disposition, external environment. The research used by the researchers is the kind of qualitative descriptive study. By selecting informants considered the most know (non probability sampling), then use the snowball sampling. Later this research attempts to describe the existing problems and analysing a conclusion which is absolute.On the implementation of e-Government in Wonosobo Regency, procurement website has been held since in 2009, but the number of empty links make an impact/benefits generated insufficient. This is caused by a lack of human resources, implementor, disposition and the external environment.Based on the results of the implementation of the e-government policy in Wonosobo Regency views his purpose and process of this policy is insufficient and will still need revamping. The authors provide recommendations in the form of: (1) the addition of the appropriate number of staff (2) socialization in order for the community to know about this policy (3) additions to the budget allocation for the e-government policy (4) enhance the commitment of the implementor (5) create other accounts on social media in order to increase public participation.
