Abstract

HR apparatus is a dynamic dimension compared to managing other resources. Humans have different traits, characters, motivations, and emotions that require different handling / management for each personality. Human resources are the most important resource in any organization, where humans are the drivers and managers of other resources. Therefore, one of the responsibilities of the organization is to acquire, organize, motivate, and control its human resources to achieve organizational progress effectively so that bureaucracy in public organizations such as Semarang District Government needs to be managed optimally in the framework of bureaucratic reform. This research is a kind of qualitative research. Sources of data for this study are primary data obtained from interviews with resource persons and informants. Data analysis is done by data reduction, data presentation and conclusion. Based on the result of the research, it can be concluded that the Local Government of Semarang Regency through BKD of Semarang Regency attempts to manage human resources of civil servants in the framework of bureaucratic reform in Semarang regency which includes the arrangement of employee recruitment system, job analysis, job evaluation, standard competency composition, Individual based on competence, application of individual performance appraisal system, development / development of employee database, and development of competency-based employee training.

Abstract

This study aims to analyze quality of service provided to the public Semarang Padangsari clinic / community. Analyze the extent to which level of satisfaction towards the services provided by the clinic Padangsari Semarang. Analyze the suitability of performance clinic with hopes of serving the interests of society or the level of service usage PHC services Padangsari Semarang. The samples were accidental sampling. The sample in this study of 150 respondents. Data analysis techniques using the value of Community Satisfaction Index (IKM)Findings of the research results show that the overall performance quality of service for the use of community health centers serving Padangsari Semarang services can be categorized properly. However, some aspects still need to be improved, although some other aspects has shown good performanceSome aspects of the performance has been good among others: Procedures, Care Requirements, Disciplinary Officer Service, Courtesy and Hospitality Officer, Fairness Care Costs, Cost Certainty and Assurance Services Services ScheduleThen some other aspects that still need to be improved performance include: Clarity Services Officer, Services Officer Responsibilities, Capabilities Services Officer, Service Speed, Obtain Justice Services, Environmental Comfort and Security Services

Abstract

This research was compiled in order to know the implementation strategies used Department of cooperatives and UMKM in Central Java and knowing the factors – factors that hampered the development of cooperatives in Central Java. Development of the number of active cooperatives in Central Java as much as 22.674 (81,37%), but was not accompanied by a reduced number of cooperatives is not active in Central Java with the amount of 5.191 (18,62%). This Research is qualitative research typedescriptive with datacollection through interview, observation, and study of the literature. Informants were taken by researchers is the head of Department of cooperatives and UMKM in Central Java, head of cooperative empowerment, head of the cooperative program, the head of the cooperative loan, Head of cooperative training Hall, head of assessment and development of cooperativetraining Hall, KSU Putra Cahaya Implementation of the strategy Department of cooperatives and UMKM of Central Java in developing cooperatives in Central Java in ways that embody the first cooperative sehatdan quality, the two developed a superior product Areas of Central Java which empowered the third competitiveness, embody the human resources Manager of the cooperative that competent, professional apparatus embodying the fourth, dedicated, responsive and excellent service-oriented in empowering cooperatives, in pelaksanaanya there is still the problem that is There are still many communities that do not know what is cooperative, there are still operatives are less healthy and unhealthy, HR administrators a less competent, cooperative and the difficult access to capital loan obtained.

Abstract

Public participation is the people involvement in the decision making, problem identification and the evaluation process in their own region. Village resort is a certain region that has its own unique appeals and the potential to become a tourist attraction based on the its culture and its nature in order developing the region and the people's standard of living. The purpose of this research is to observe and identify the public involvement and the factors that affect the public participation in order to develope Nongkosawit village resort. This research is using descriptive narrative with a qualitative approach method. The data collection method is using observational study, interview, survey data study, and scientific data study. The result shown the Nongkosawit villagers participation in the development of village resort project is merely a pseudo participation. The level of public participation is only a delegated power. A big factors that boost the public participation is gender, education, culture and some external factors, whereas the factors that hinder the public participation is the people's occupation, and poeple's knowlegde about the project and external cultural distrust. It is advised to improve the participation by educating the people itself about the project and engage them to join the worker union so they can maximalize the contribution and involvement by debriefing, educating, and training Nongkosawit villagers in order to increase people's knowlegde about the project.

Abstract

In coastal resource management is the key issue is still very large number of coastal communities whose income is below the average standard specified and is still dealing with health issues, lack of clean water, abrasion. The decline in environmental quality and carrying capacity. Limited facilities and infrastructure, as well as accessibility and the level of funding available include programs for sustainable resource management. Implementation of coordination or cooperation and optimizing the utilization of existing coastal resources is a solution to the problem of coastal community empowerment. However, until now the condition of the community empowerment can not be run with the maximum. The purpose of this study is to analyze the conditions of empowerment, analyzing environmental strategies, identify constraints, identify the enabling and inhibiting factors, identify key success factors, and provide a recommendation strategy for empowerment of coastal communities in Mangunharjo empowerment by analyzing the condition of coastal communities with environmental strategic SWOT analysis . Were then carried out the identification of strategic issues which further tested the Litmus Test as a way to define strategic issues existing empowerment of coastal communities. In this qualitative study using snowball sampling technique (snowball sampling). Method of data collection used in this study is the in-depth interview techniques and selecting the speakers with a purposive system. From the results obtained, the conclusions obtained are the condition of coastal resources that exist in the Village Mangunharjo constantly increasing. A key success factor for coordination and cooperation strategies for the empowerment of coastal communities, namely the implementation of coordination or cooperation fatherly mentoring and development of processed marine and administrative training includes training on the operation of the network use the Internet, as well as preparing the budget allocation for the program to be executed

Abstract

The implementation of Sleman District regional regulation Number 18 2012 about Shopping Centers and Modern Stores Licensing for minimarket franchise or branch in Depok Districts did not go according to the rules. This study aims to determine the implementation of modern shop licensing regulations (modern store business license) in Depok Districts as well as inhibiting factors and supporting factors of the policy implementation. The research shows that the implementation of the policy of modern store business license in Depok Districts did not comply the aspects of the regulation including aspect of the business location, social aspects, aspects of partnerships with SMEs, and aspects of the use of local labor. This happened because of weak sanctions, lack of budget for the supervision and development, and the communications were not intensive between the authorities that implementing the policy with managers of modern store, and also the policy environment was not conducive. Based on these concerns, there should be an efforts starting from increasing the budget, giving more sanctions to modern stores (minimarket franchise or branch) that do not have licenses, and improve the supervision and development.

Abstract

In the apparatus of state development efforts can not be separated from the role of education and training. Education and training are well supported by the provision of education and training well too. A good curriculum, good teachers, good infrastructure, and good regulations will support the implementation of the optimal education and trainingThe research is descriptive qualitative, so it uses the phenomenon in which there are interview subjects. This phenomenon is about leadership training that consist of referenced curriculum, facilities and infrastructure, lecturer, participant education and training. Where this phenomenon is a decisive indicator and constraining factors of education.Based on the interview can be seen that providing education and leadership training level III which has become routine was still save some fundamental issues that should have the attention of the organizers of the Education and Training Institute of Central Java Province.

Abstract

Semarang city retribution that becomes an important component in the contribution of regional income is the retribution of Pasar Rejomulyo (Rejomulyo Market). In the implementation, the retribution tariff rule has not been relevant with the type of the group of places and the merchants based on the regional regulation. The purpose of the research was to evaluate the performance of retribution policy Pasar Rejomulyo based on the Regional Regulation Number 2 2012, from the consistency aspect of the setting and theoretic relevancy. The research used the descriptive qualitative type, with the informant from Market Office official and the merchants in Pasar Rejomulyo Semarang. The result of the research stated that Pasar Rejomulyo uses the mutual agreement to determine the retribution tariff. Besides, the retribution income cannot be proved, for there is no transparency of market retribution income. The conclusion is that Pasar Rejomlyo does not run the Regional Regulation Number 2 2012. The classification of the merchants based on their types; the enactment of retribution tariff and the provision of the basic area so that the Pasar Rejomulyo retribution can increase, needs to be done.

Abstract

The existence of traditional markets declined with the rapid development of modern markets. The presence of professionally managed modern markets is claimed to have discredited the existence of traditional markets. The development of market revitalization that has been proclaimed by the government is an effort to maintain the existence of traditional market itself, this effort to increase market competitiveness to modern market. This study aims to identify the problem of market development policy of Feathers based on Local Regulation No. 9 of 2013 on Traditional Market Setup and formulate alternative of market development of Feathers based on Noomor 9 Year 2013 Regulation on Traditional Market Setting. The research method used in this research is descriptive qualitative method. The theory used is the theory of brigman and Davis which mentions there are five stages of policy analysis are among others (1) Formulate policy formulation; (2) Determining Policy Objectives (3) Identifying Policy Parameters; (4) finding policy alternatives; (5) Decide on alternative policy. The parameters in this policy analysis use parameters from Patton and Sawicky which state there are four criteria in assessing policy alternatives: technical feasibility, economic and financial possibilities, political feasibility and administrative feasibility. The results of the research indicate that the policy alternatives found in the implementation of the Bulu market development policy are (1) to improve the market management of Feathers covering the availability and maintenance of market facilities, the arrangement of market zoning, the availability of market security and the empowerment of market traders; (2) Increasing compliance of market traders Furs (3) increasing acceptance of market levies Feathers (4) enhancing market competitiveness Feathers. The chosen alternative is to improve the market management of Feathers by stating that the research findings of the researcher is an elite model in the policy-making model

Abstract

This research aims to identify and analyzes strategy conducted by localgovernment district Jepara in the tourism development of Benteng Portugis tocapable of being tourist attraction in the county of Jepara, as well as torecommend a new strategy in the tourism development of Benteng Portugis.The results of this research indicate that tourism development strategyundertaken by the department of tourism and culture has quite succeeded inJepara district, although there are some indicators which is considered lesssuccessful, but more will be considered successful by the writer. The indicatorwhich has not been successful is the existence of natural threats that exist because of the layout of Benteng Portugis which is adjacent to the mountain and the sea.Conclusion in this research is based on tourism development strategyobject Jepara District by the Department of Tourism and Culture District ofJepara there is still an indicator that has not succeeded. The writer recommendsstrategy to correct the strategy has not worked.
