Abstract

Environmental imbalance caused as more demand than available land designated as green areas is an important note to Rembang Regency to create policies that focus on how to balance the environment. Green Open Space Policy in Rembang refer to Regulation No. 14 of 2011 on Rembang Spatial Planning. The existence of specific policies for protected areas and open green spaces in urban areas in Rembang also listed in Rembang spatial policy. Qualitative descriptive method is the method used in this study, to determine the factors driving and inhibiting in the implementation of Green Open Space Policy in Rembang using the theory of George C. Edwards III, covering four factors: Communication, Resources, Disposition, and Bureaucratic Structure. The result showed that the Green Open Space Policy in Rembang able to increase the supply, regulation and maintenance of green open space. KBT Marine Parks, Parks Borotugel, Mondoteko Park and updating of Rembang City Square are growing evidence of consistency in the government in meeting the 30% that has been mandated for green space. Research in the Green Open Space Policy implementation in Rembang recommends: (1) Sharing the determination of budget between Parliament and related implementing agencies in order to 2 adapt the needs the budget; (2) Provision of seeds in support of NGOs and community greening program; and (3) Increasing public participation in the development and management of green space.

Abstract

Batik is Indonesia's cultural heritage which is recognized as a world cultural heritage. Pekalongan city as "the world city's of batik" is one of the biggest batik producers in Indonesia. The number of batik production in Pekalongan cause of water pollution because batik waste dumped directly into the river without being processed. River in Pekalongan city contaminated batik waste into black and smelled. Pekalongan Environmental Agency (BLH) employ different strategies to deal with its batik waste problems in Pekalongan. This type of research is descriptive qualitative method of collecting data through interviews, literature studies and documents. The method used in this research is SWOT analysis of the strategic environment which consists of analysis of internal and external environment. Strategy obtained from the SWOT analysis were then tested by using a litmus test to measure the level of strategizing based on the number of scores. Based on the research that has been done, conducted by BLH Pekalongan city is still less than the maximum. Constraints the strategy of batik industrial waste management in Pekalongan is the lack of communal IPAL capacity, inadequate number of human resources, inadequate budgets, and the low level of public awareness. Factors that encourage stratetegi batik waste handling can be exploited to overcome obstacles waste handling batik in Pekalongan. Based on the results of a litmus test strategy that has been done is suggested that the strategic programs that have been formulated can be implemented by BLH Kota Pekalongan in order to make improvements the strategy of batik industrial waste management in Pekalongan.

Abstract

Manufacturing services permit trading is a form of public service provided by the local government to the public and regulated by Regulation No. 6 of 2009. Permit trading is to control any activity that causes interference place of business, hazards, losses from time to time, so as not to interfere with the preservation of the business and harm society. This study aims to analyze quality of service to manufacturing trade business license granted to prospective entrepreneurs in the Integrated Licensing Service Agency (BPPT) Semarang.This study used a qualitative descriptive method. The locus of this study in the office of the Integrated Licensing Service Agency (BPPT) of Semarang and the focus Making Service Quality Trading Business License. The data source using the primary data source and secondary data. The research instrument uses the researcher as research instrument, interview guide, informer. Technique selection study using purposive sample of informants. Techniques of data collection through interviews, observation, documentation and literature. Data analysis techniques using domain data analysis techniques.In this study there were 5 observed phenomenon that service procedures, clarity attendant service, speed of service, the reasonableness of the cost of services, as well as the certainty of the service charge. From the results obtained clarity and reasonableness of service personnel has found that the cost of servicing a good result. As for the procedure of service, speed of service and assurance services necessary costs of particular concern because it is considered less than the maximum.

Abstract

Central Java Environmental Agency was formed with the aim to develop cooperation, strengthen institutional and self-reliance of society for handling pollution and/or environmental damages and biodiversity preservation. This research analyzed central java environmental agency (Observational Study in the Field of Environmental Pollution Control Department). The PERFORMANCE Seen through three dimensions including : service quality, the need for supervision, and responsiveness using qualitative descriptive approach. The data collection techniques used in this research are observation, interviews, documentation, and Library Studies with informants from Central Java Environmental Agency (environmental pollution control Department) Based on the research indicated that performance of Central Java Environmental Agency (Observational study in the Field of Environmental pollution control department) is not optimal, because researcher found some obstacles seen on the Performance dimensions such Human Resources causing unoptimal supervision and ignorance about programs owned by Central Java Environmental Agency, while participation of society is very important to achieve its goals. To Overcome Barriers faced by Central Java Environmental Agency, some suggestions provided to optimalize its performance such as introducing Central Java Environmental Program deeply through several approaches like updating the news about implemented programs as well as conducting trainings shown to employees, engaging society in every programs, recruiting hnrary staff, and doing Periodic Maintenance And Repairing infrastructures quality.

Abstract

The policy of raising the ceiling of the village funds by the Central Government has an impact on the incomplete problem of village apparatus managing the huge amount of village funds, as for the problems in Sidorejo Village is the unregulated budget discipline and unaccountable namely the late disbursement of village funding phase 1 phase 2 of budget year 2016 and not yet a consolidated report, with alleged problems in the competence of village apparatus and organizational culture. This study aims to determine the practice of managing village funds in Sidorejo Village, District Sayung, Demak. The research approach is qualitative, there are 3 observed research phenomena which are about the performance of village fund policy, organizational culture and competence. The indicators of village fund management include: effectiveness, equity and responsiveness. Methods of data collection is direct observation and interview. The result of the research shows that the management of village fund in Sidorejo Village is still not good, it can be seen from indicator of effectiveness and equity which still not maximal. The practice of village fund management in Sidorejo Village that has not been well influenced by the competency factor of village apparatus includes the skills and knowledge of the village fund management system which is lacking, other factors that influence the organizational culture include the absence of reward system and the lack of training and development of village apparatus. The recommendation in this research is the existence of organized training and development and the existence of system of reward/intensive for apparatus having good competence.

Abstract

Policy Advertisment Tax is the policy was included in the law number 28 of 2009 about local taxes and retribution, having the objective among others to set local tax and retribution, giving authority greater to the regions in process, and management governing taxes and retribution in the its. In line with the amount of responsibility region in implementing governance and public service. In Pati Regency, advertisement tax policy implementation set forth in regulations of the area number 3 in 2011 about tax areas, where the regulation of this area, is expected to overcome the problems about advertisement tax during this time. These problems includes : taxpayers who did not pay his taxesin a timely manner, of any installation and installation of the advertises wild does not pay attention to the aesthetics of the city. The goal can be achieved through an effective implementation process that can be seen from the policy implementation, precision accuracy, accuracy environmental targets and the precision of the process.The implementation of advertisment tax in achieving the goal of supporting and hindering factors. Based on the teory of Van Meter and Van Horn, factors that Resource policy, communication and implementation activities, the implementing agency characteristics, Sosial, Economic, Politic conditions as well as the disposition of the implementor.Based on the existing obstacles in the implementation of advertisment tax in the District of Pati, the authors provide recommendation in the form of : (1) Providing socializing purposes and tax policy legal basis to tax payers clearly understand the rules regarding advertisement tax policy. (2) In granting Assertiveness penalities that will be imposed on the taxpayers in case of violations, violations of either delay tax payers paid his taxes and offense ads implementation without permission. (3) Conducting and supervision regularly, in other to minimize the existence of the problem of illegal tax that is not registered in field. (4) The increase of the number of staff good who handles policy advertisement tax in dept or on a field and adding supporting the form of computer.

Abstract

Penelitian ini disusun untuk menganalisis dan mendeskripsikan kinerja pegawai dalam studi kasus sertifikasi guru di Bidang Pendidik dan Tenaga Kependidikan Dinas Pendidikan Kota Semarang menggunakan indikator penilaian kinerja pegawai, serta faktor-faktor yang mempengaruhi kinerja pegawai.Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dokumentasi, dan studi kepustakaan.Informan yang diambil oleh peneliti adalah kepala bidang, kepala seksi bidang, dan pegawai di Bidang Pendidik dan Tenaga Kependidikan Dinas Pendidikan Kota Semarang. Pada penelitian ini, peneliti menggunakan indikator kinerja pegawai dari John Miner. Indikator kuantitas belum baik terkendala oleh kurangnya jumlah SDM dan kewajiban lain di luar kantor. Penggunaan waktu belum baik, pegawai belum dapat menggunakan waktu kerjanya dengan efektif. Peneliti juga menganalisis faktor yang mempengaruhi kinerja pegawai dari Sedarmayanti. Kemampuan pegawai belum optimal, pengetahuan dan keterampilan kerja pegawai masih kurang. Hasil penelitian ini menunjukkan bahwa, kinerja pegawai di Bidang Pendidik dan Tenaga Kependidikan Dinas Pendidikan Kota Semarang dalam mendorong terwujudnya pendidikan yang berkualitas dan berbudaya di Kota Semarang sudah optimal di dukung oleh program yang kegiatan-kegiatannya telah terjadwal, adanya diklat dan bintek untuk meningkatkan kualitas pegawai

Abstract

Sebagai badan yang mengurusi berbagai kebutuhan masyarakat padadaerah bencana tentunya BPBD merupakan lembaga yang sangat tinggi perannyaapabila terjadi suatu bencana untuk itu diperlukan pegawai yang mampu berlakuprofessional. Tujuan dari penelitian ini adalah untuk menguji pengaruh variabelmotivasi, kepemimpinan terhadap kinerja pegawai. Penelitian ini menggunakanmetode kuantitatif yang bersifat eksplanatori. Populasi yang ada dalam penelitianini adalah 44 orang dimana semuanya adalah Pegawai Badan PenanggulanganBencana Daerah Provinsi Jawa Tengah dengan teknik pengambilan sampel yangdigunakan adalah teknik Probability Sampling.Berdasarkan hasil uji statistik dengan analisis Korelasi Rank Kendallterdapat hubungan positif dan signifikan antara motivasi (X1) dan kinerja (Y),pada taraf signifikan 5% maka diperoleh 4,64 > 1,645 yang berarti signifikan.Ada hubungan positif dan signifikan antara kepemimpinan (X2) dengan kinerja(Y), pada taraf signifikan 5% maka diperoleh 3,06 > 1,645 yang berartisignifikan. Ada hubungan yang signifikan antara motivasi kerja (X1) dankepemimpinan (X2) terhadap kinerja pegawai (Y), pada taraf signifikan 5% yaitu86,045 > 0,000.Kinerja pegawai di Sekretariat BPBD Provinsi Jawa Tengah menunjukkansebanyak 75,0% responden menganggap bahwa kinerja pegawai memilikikategori yang tinggi. Akan tetapi masih perlu dilakukan perbaikan pada motivasipegawainya dimana sebanyak 65,9% responden menganggap bahwa motivasipegawai yang ada masih rendah. Namun, kepemimpinan disini menunjukkansebanyak 68,2% responden menganggap bahwa kepemimpinan yang ada diSekretariat BPBD Provinsi Jawa Tengah memiliki kategori yang tinggi sehinggamampu membawa ke arah perbaikan kinerjanya.

Abstract

Pengembangan permukiman perkotan di Indonesia terhambat oleh permasalahan permukiman kumuh. Kota Semarang menjadi salah satu wilayah di Indonesia yang berada di peringkat 8 kota terbesar dengan 43 Desa/Kelurahan dengan permukiman kumuh. Program Kotaku merupakan program pencegahan dan peningkatan kualitas permukiman kumuh di Kota Semarang, penelitian ini nantinya bertujuan untuk menganalisis Implementasi Program Kotaku dalam Revitalisasi Daerah Kumuh di Kelurahan Rejomulyo Kota Semarang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Data primer dikumpulkan melalui wawancara dengan pejabat pemerintah yang berwenang dan masyarakat setempat serta observasi lapangan, sedangkan, data sekunder dikumpulkan melalui literatur. Implementasi Program Kotaku telah diatur dalam Surat Edaran Menteri PU Nomor 40 tahun 2016 tentang Pedoman Umum Program Kotaku yang di dalamnya terdapat langkah-langkah yang dapat dilakukan oleh aktor pelaksana dan masyarakat. Hasil penelitian menunjukkan bahwa pelaksanaan program Kotaku di Kelurahan Rejomulyo sudah berjalan dengan baik namun belum ada konsistensi dalam menjalankan tahap keberlanjutannya. Direkomendasikan bahwa hasil penelitian ini dapat menjadi dorongan untuk implementasi Program Kotaku yang lebih baik lagi, sehingga dapat terus mendukung pemberantasan daerah kumuh di Indonesia, khususnya di Kota Semarang.

Abstract

Waste management policy based on the event by the high number of heaps of garbage that exists in the city of Semarang. Production of garbage in the city of Semarang per day reached 800 tons/day with a capacity of landfill of 400 tons/day. This happens because with the increase of the population of Semarang city around 1.5 million inhabitants and is also one of the goals of the urbanization. As a result of such activities is the increased production of waste caused by the people. To deal with the problem of local government issued regulation Semarang city waste management areas number 6 in 2012 about waste management that aims to improve public health and the quality of the environment as well as made the waste as a resource. The purpose of this research is to find out how the implementation and the factors that encourage and inhibit the implementation of waste management Policies according to the Semarang area number 6 in 2012. Research methods used in this research is qualitative research methods are descriptive, i.e. by providing a comprehensive overview of the focus of the research. The results of this research show that the implementation of waste management policies are not fully managed to reduce the number of existing middens. In practice there are still various obstacles such as, communications, resources, disposition and bureaucratic structure. Recommendations that can be given to the problem of socialization such as local regulations through electronic media, the addition of human resources and facility cleanliness, training, motivation for employees as well as the establishment of a special section dealing with communities who break the rules are already set.
