Publisia: Jurnal Ilmu Administrasi Publik, with registered numbers ISSN 2541-2515 (print) and 2541-2035 (online) is a multidisciplinary journal published by the Public Administration Department - Faculty of Social and Political Sciences, University of Merdeka Malang. The purpose of this publication is to discuss the conceptual or concepts and research results that have been achieved in the field of public administration and policy. Abstract

The sub-district office is a government institution and the arm of the state in providing services to the community. This service is also called public services that need assessment. With the spirit of bureaucratic decentralization that gave birth to regional autonomy, the assessment of public services needs to be measured through the Community Satisfaction Index (CSI). That way, this study formulates the CSI in the Umbullharjo sub-district Office, Yogyakarta City, which aims to determine the level of community satisfaction with the public services provided. For this reason, this study uses a survey method with quota sampling method, the instrument of which is a questionnaire as a data collection tool. Data collection methods were used by distributing questionnaires to 100 respondents—taken randomly with consecutive sampling. The calculation results of CSI refers to Ministrial Regulation for the Empeworment of State Apparaturs Bureaucratic of Reformation no. 16, 2014. The results showed that the CSI was 77.25, so the quality of public services was at the level of ‘B’ and the performance category was ‘Good’. This means that the performance of public services in the January-April 2017 period falls into a good category and the bureaucratic system runs at maximum.DOI: https://doi.org/10.26905/pjiap.v4i1.2199

Abstract

Public sector leadership in Indonesia has always been an issue that is at the center of the attention of the Indonesian people. This has emerged since the reformation (1998) which gave birth to many leaders who were not found in the New Order era. This study uses a qualitative approach. Data sources are generated from literature (literature) interviews, documentation, and observations. Data analysis techniques use analytical techniques from Miles, Huberman, and Saldana, which require components of analytical techniques whose data consists of data condensation, data presentation (data display) and drawing conclusions / verification (drawing and verifying Conclusion). The results are seen in 5 GCG perspectives of Andi Faisal Bakti (2000) and 8 principles of Asta Brata (Kakawin Ramayana). It was generally found that the leadership of Basuki Tjahaja Purnama (BTP / Ahok) as Governor of DKI Jakarta was very contradictory to the principle of ASA Brata (sun, moon, wind, wealth, ocean, fire, death, and rain) based on a GCG perspective that characterizes transparency, consistency, agility, accountability, and communicability.DOI: https://doi.org/10.26905/pjiap.v4i1.2272

Abstract

This research uses the concurrent embedded design approach. The objective of this research is to identify the regional regulation of Probolinggo Regency in the health sector in an effort to improve the quality of lower-class health services and the factors or obstacles in the implementation of health policies as well as to know the quality of the health services delivered to that poor community. The results show that the provision of lower-class health services is in the form of JKN membership (Jaminan Kesehatan Nasional or National Health Insurance) held by BPJS (Badan Penyelenggara Jaminan Sosial or Social Security Agency) in the health sector through PBI (Penerima Bantuan Iuranor Beneficiaries); Jamkesda (Jaminan Kesehatan Daerah or Regional Health Insurance) funds sharingparticipants; through a statement of incapacity (SKTM or Surat Keterangan Tidak Mampu). In this matter, the policy is in the form of Regent Decree number 12 of 2015 concerning the lower-class health services which are not included in JKN and Jamkesda at RSUD Waluyo Jati Kraksaan Probolinggo (Waluyo Jati Kraksaan Probolinggo Regional Public Hospital). The factor which becomes the obstacle in the policy implementation is the lack of specialist doctors such as a dermatologist and surgeon. The regional budget also becomes a barrier to meet various health facilities and infrastructure. Besides that, the problem from the lower class itself is the reluctance of the family to be referred to a government hospital (East Java Province) due to their incapability to meet the living and transportation expenses while they wait for the patient. Therefore, quantitatively, the policy implementation to improve the lower-class health services is able to make a positive contribution to the quality of health services in a public hospital. It is also known that various variable indicators are in a good category. Nevertheless, certain indicators still not good and need deep improvements in the service.DOI: https://doi.org/10.26905/pjiap.v4i1.2343

Abstract

TThis paper is intended to present a comparative analysis of the implementation of a community empowerment based Kampung Climate's Leading Program (ProKlim) in Jati Village, East Jakarta and Kebon Kosong Village, Central Jakarta. The result of this research indicates that both in Kebon Kosong Village and Kelurahan Jati have emphasized aspects of community empowerment in the implementation of ProKlim mainly in climate change adaptation and mitigation activities. Empowerment and participation of communities in Jati Village is considered improperly managed, while in Kebon Kosong Village, the implementation of ProKlim is more coherent and sustainable. However in substance, ProKlim has been well implemented in each locus. Further in practice, ProKlim, with a persistent management, is perceived to be able to manage a microclimate which gives a wider impact on temperature deterioration in the capital city. Abstract

The main problem faced by PDAM TKR Tangerang Regency is the low coverage of drinking water services for domestic customers or the community. Whereas services for non-domestic customers such as companies and apartments, Tangerang TKR PDAM is considered to have provided good and optimal services. The service provided by the Tangerang Regency TKR PDAM is done unevenly. This problem can be found in the difference in service quality between domestic and non-domestic consumers. This study focuses on the problem of less than optimal service to domestic customers by the Tangerang TKR PDAM. Public value theory by Mark Moore becomes the basic theory used to measure the success of a company in providing good and optimal service to the community. Company achievements are assessed in terms of service, results and trust. The strategy needed to realize this public value is the Strategy Master initiated by Higgins which includes corporate strategy, business strategy, functional strategy and enterprise strategy. This study recommends that to realize a good and optimal Public Value, Tangerang Regency TKR PDAM is deemed necessary to use the Strategy Master in its entirety and comprehensively in an effort to serve the community as domestic customers.DOI: https://doi.org/10.26905/pjiap.v4i1.2411

Abstract

Nagari Sungai Nyalo is one of the Nagari that applies the principles of governance to be able to advance the development of Nagari, and the welfare of the Nagari community. So, the community will be encouraged to participate in the governance process in Nagari. This research is aim to describe Local Governance Achievers in Sungai Nyalo IV Koto Mudiek Village, Batang Kapas District, Pesisir Selatan Regency. The research method used is qualitative with interview and documentation data collection techniques. Descriptive research type. The results showed that even though Nagari Sungai Nyalo IV Koto Mudiek won the Nagari Achievement competition, however, Governance was still not very good. This can be seen from (1) Accountability, the Government of Nagari Sungai Nyalo IV Koto Mudiek has interacted with the community at the decision making stage, but the socialization of the decision is still lacking (2) Transparency, the Government of Nagari Sungai Nyalo has been transparent, but still lacking in the absence of a website Nagari, and financial disclosure are still lacking (3) Participation, Community and Government have interacted well to increase community participation in the implementation of the Nagari Government.DOI: https://doi.org/10.26905/pjiap.v4i1.2432
