Abstract

New Public management (NPM) is a new paradigm in public sector management. And was first developed in the 1980s, especially in New Zealand, the UK and the U.S. as a result of the emergence of welfare state crisis. This paper aims to look at how the application of NPM in Indonesia, particularly in the form of bureaucratic reform through decentralization and relationship between the government (public) and private, to improve public services.

Abstract

Remuneration emerged as a solution to the issues of corruption that afflicts a number of civil servants (PNS) and officials in the bureaucracy. Remuneration is expected to improve their performance to be better, but in fact the opposite happened. In a number of media reports, many people who work in the government who aren’t absent from corrupt practices, although they have a high salary. Remuneration, which is in the study of literature is also referred to as pay-for-performance system, the use of performance measurement associated with reward (compensation) as appropriate. With the proper compensation, employees no longer think about looking for financial benefits in ways that are not justified by law. On the other hand, the low level of compensation will affect the performance of employees is also low. The implementation of remuneration is one of the governments efforts to lead to good governance, coupled with bureaucratic reform. There is a strong link between the compensation and quality of public services. Improving the quality of public services is also determined by their motivation, but the growth of a great motivation is because of their high compensation. In its development, the remuneration is not absent from criticism. In fact, arguably the remuneration policy and objectives are often misguided. Therefore, governments need to include these policies with strict sanctions if there are employees or officials who make mistakes, disciplinary, and violated the rules.

Abstract

Pragaan Daya village in Sumenep Regency is known as the village of beggars, for begging into peoples daily work. Which became the main motive for people to do the work of begging is behavior "beg" hereditary so as to form a local cultural entities. In addition, the quality of human resources is still low which can result mindset people less creative and view life narrowly. Begging that can not be eliminated from Pragaan Daya vilagers be the reason why this work is still occupied them hereditary. Sumenep regency government has sought to address the begging behavior in their communities through the local legislation, the implementation of local government a persuasive approach to coaching, empowerment. Nonetheless, the fact that there are showing people in the hamlet village of Nong Pote vilages in Pragaan Daya still begging activity.

Abstract

The development of traditional market to become a modern one requires a comprehensive participative approach involving the concerned stakeholders. All parties such as central and local government agencyalong with market traders should come together to sit one table for discussing the matter. By doing so, the parties can voice their interest; the government agency can socialize the proposed policy while the traditional market traders respond to it attentively. Besides face-to-face communication means, the government can make use of another means of communication media such as letters, and paid mass advertising to win public appreciation. This shows the crucial role of mass media communication in propagating government policies. Publicizing government policy is a means to develop the parties’ commitment to device norms, rules, and values that are to be institutionalized in an attempt to have the related policies sustainable. It is through this means the proposed government project eventually be implemented well. Added to that, it will open opportunity for traditional merchants to defend as well as develop their venue in such way so that they can adapt to the changing social and political environments.

Abstract

Street kids is one among many social issues in Indonesia. Central government already issued Act Number 23 Year 2002 concerning Child Protection, so it needs to be known about the real condition implementation in the field by local government which is Malang City Government. One of Malang City program is Child Friendly City. Implementation of the child protection act expected to give contribution to Malang City programs achievement. The purposes of this research are to knowing the implementation of child protection act in Malang City by Department of Social Affairs Malang City Government, and knowing the supporting factors and problems that the Department are facing. Type of research method used in this research is descriptive qualitative research. Research data obtained from documentation and unstructured interview with the Department of Social Affairs Malang City Government. Interviews were conducted with the Head of Department and staffs under that selected with purposive sampling based on the subject who understand the issues. Checking the validity of data was using peer debriefingandtriangulation. Analysis data method was using Miles and Huberman qualitative model analysis. Result from the research shows that the child protection act already implemented in street kids countermeasures through the Mayor of Malang Regulation Number 55 Year 2012 and Malang Regional Regulation Number 10 Year 2013 concerning street kids, homeless people, and beggar countermeasures. Supporting factors of the act implementation are (1) Mayor of Malang Regulation Number 55 Year 2012, Local Regulation of Malang City Number 10 Year 2013, (2) Asset that owned by the Department of Social Affairs Malang City Government; Meanwhile the problems that the Department is facing are (1) limited human resources, (2) budgets, (3) and factors that came from street kids themselves.DOI: https://doi.org/10.26905/pjiap.v1i1.419

Abstract

The phenomenon of child labor in developing countries often have yet to be resolved, especially child labor in the informal sector. Children are the next generation of the nation, so that should get the fulfillment of their rights by the state and the family environment that feasible. Children have the right to acquire education, develop personality and potential, as well as protection from violence and discrimination. However, the strong patriarchal ideology, neoliberalisms influence and the discrimination against the child in the field of education, particularly for girls, as well as the still weak state policy in protecting child labor, making this problem up to now has not been able to solve. The problem of poverty is often understood as the basis of the causes of child labor issues. But a more serious cause is in fact concerns the responsibility of the countrys top that does not satisfy the rights of the child, in particular in terms of education.DOI: https://doi.org/10.26905/pjiap.v1i1.418

Abstract

Home Shelter "Griya Baca" of the places for training street children and a non-profit organization. The function and purpose of home shelter Griya Baca is to accompany and steer of street children to find the identity, and facilitate the process to achieve his goals. Another function that becomes the institutional mission is to reduce the rate of growth of street children in Malang City.
