Abstract

The development of traditional market to become a modern one requires a comprehensive participative approach involving the concerned stakeholders. All parties such as central and local government agencyalong with market traders should come together to sit one table for discussing the matter. By doing so, the parties can voice their interest; the government agency can socialize the proposed policy while the traditional market traders respond to it attentively. Besides face-to-face communication means, the government can make use of another means of communication media such as letters, and paid mass advertising to win public appreciation. This shows the crucial role of mass media communication in propagating government policies. Publicizing government policy is a means to develop the parties commitment to device norms, rules, and values that are to be institutionalized in an attempt to have the related policies sustainable. It is through this means the proposed government project eventually be implemented well. Added to that, it will open opportunity for traditional merchants to defend as well as develop their venue in such way so that they can adapt to the changing social and political environments.DOI: https://doi.org/10.26905/pjiap.v1i1.435

Abstract

This study aims to describe the practice of political dynasties emerged along the carrying out of regional head election, describe the role of political parties in that process, and to explain the impacts on decentralization. The research used qualitative approach with primary data source documentation that purposively selected from Kompas newspaper. Data was collected, processed, and analyzed based on news or information related to political parties, direct regional head elections, and the phenomenon of the rise of political dynasties in some areas. The results shows that the practice of democracy in the local election has grown into a double-edged sword; on the on hand it gives the political rights to be elected to individual or group, and on the other hand depriving political rights to selected individuals or groups. This is a necessary condition for the growth and proliferation of the phenomenon of dynastic politics in Indonesia. Not surprisingly, the emergence of oligarchy both within political parties and local government without sufficient competence in governance at the local government. As a result, the practice of collusion, corruption and nepotism (KKN) spread in almost all regions in Indonesia.DOI: https://doi.org/10.26905/pjiap.v1i2.436

Abstract

The aim of this research is to evaluate the engagement of local community in protecting forest areas as delegation mechanism given by government. According to some scholars, government’s authority could be trasnfered to community. However, in the fact that there are only a few cases can be run succeeded. Nevertheless, the final analysis of this research shows the successful of the implementation. There are three main factors as the result; firstly, based on regulation of HKm, its contain is very open for community to involve in the program; secondly, there is a huge opprtunity for NGO’s to empower the capacity building of local community; thirdly, there is a political interest from local government to encourage local community involvement. Consequently, the community has an enough confidence and an ability to run the implementation of HKm. The data of the research was conducted by doing deep interview with several key informants and also occurring Focus Group Discussion with other important stakeholders. Abstract

This research was done relation with the emergency of the problem about effort for poverty reduction understaken by governments who often considered lacking et maximal, because had a negative impact which make work lazy cultural and drape their life on the aid given by the government. The relation to that, so government of Blitar City has set a way to solve these problems by apply stub “Policy Free Education for The Civil Society at Blitar City through Program Rintisan Wajib Belajar 12 Tahun”. This research carrying to answer over (1) How is the implementation of program rintisan wajib belajar 12 tahun” at Blitar City, (2) How is the performance implementation, and (3) What is the dynamics that appear in the process of the implementation. This research used mixed methods approach with the use model of concurrent triangulation. The data collection techniques by interviews, observation, documentation and questionnaire. Based on the research results can be obtained that in the program implementation have been good enough, that was reviewed of some aspect: initiation taken by the mayor to development human resources through program rintisan wajib belajar 12 tahun”. Support a sufficient budget resources. The results of the implementation of seen from scoring output indicators are program of them: free education reached all students at public schools and private schools. Free education considered beneficial for less well of students and not influential for capable students. The support factor: implementing officials who prioritize education above other sectors. While factors that hampers: the weakness regulation “Program Wajib Belajar 12 Tahun” resulting tug diversion of authority to manage a high school education, the lack of role from parents in terms of children education, the lack of socialization from sides of school about free schooling program.DOI: https://doi.org/10.26905/pjiap.v1i2.441

Abstract

This article reveal the relevance of Islamic rationalist theological stream with struggle value of Ahmadiyya in Indonesia (JAI). Through this analysis will be explained motif of JAI action in response to the pressures experienced. Some of the conclusions in this study it appears that the theological approach of the Ahmadiyya Community has also relevant to groups that collaborate flow streams that have been there - Asy'ariyah and Mu'tazilah - and ideological can be inserted into the flow rationalist Islamic theology. Significant indications can be explained by the standard norms of the personality of Ahmadi, as well as the teachings of Mirza Ghulam Ahmad, who embraced the Ahmadi, as recorded in "Kisyti Nuh". Abstract

The relationship between the press and the government is symbiotic mutualism. A relationship that is mutually beneficial. Expected media as partners are able to socialize development program to provide insight to the community on any public policy undertaken by the local government. It is therefore important for a government to have a good relationship with the mass media in order to convey information about government activities properly. Abstract

Government bureaucracy is the most visible institutions to be monitored by the societies obviously at the village level, associated with the service. As a public institution, the village government is expected to actualize the future goals of the central government under President Joko Widodo called the concept of "nawa cita". Al elements of nation have to team up in setting up the nation on all fronts and sectors particularly public services; as a result of, rapid social transformation and the increasing complexity of the issues, encountered by the modern government. Those are prominent since the quality of public bureaucracy can be parameterized from the apparatus abilities degree in response to demands of the public. A qualified, accessible, and transparent service is the expectations and demands of society in almost all the world, including in Indonesia. Therefore, rejuvenation of the bureaucracy in the public service sector became a sort of a major reformation agenda in Indonesia since 1998 ago. Al in all, the encouragement to the improvement of reformation in service sector became a timeless expectation to be actualized. The society as users of services also must be good at monitoring; controlling and reporting if discomfort able thing occurred. For example practices of mal-administration, extortion and bribe public seemed to be a bureaucratic culture since long ago. Abstract

Removable policy on the village always occur within the period of the ruling regime. As a result, the identity of the villagers 'eroded' by age. The birth of a new policy on the village in 2014 is a new spirit in the effort and equitable development as well as efforts for the welfare of rural communities by involving all social potential which is owned by the village. The study has been completed, is intended to explain the issue of How the Governing Village Welfare Society in Efforts to Achieve? By using qualitative methods eksplanatif, this study found several things to encourage social empowerment of rural communities such as formal institutions and informal institutions. Formal institutional legitimate by the government is a great potential in achieving sustainable development mission for the government. Abstract

In the life of nation and state, society or people should be treated equally in various fields of life because the state is the result of social cooperation between people with each other, or among the children of the nation. In this case, the state is the government (umaro '), is the institution who most responsible for the basic services of its people. In the Islamic perspective, there is no clear system of governance, whether the governance is democratic or other systems. Islam only teaches how the country is managed with a trusteeship leader over his power. The value of ethics (morals), or morality, and justice and others is a guidebook as a trustful leader. Public service is the most fundamental basic need for citizens. Thus, the state must grant such this right to entire people without any discrimination and even provide an excellent service to the most disadvantaged communities in their social life. One of the great attitudes of the leader in Islamic scholar is Al-adalah or justice. Justice is so easy to pronounce, but it is difficult to achieve in every public policy. In qo'idah fiqihyah it is explained that "tasarruful imam ala al-roiyati, manutun bil al-maslahah", (the policy of a leader must base on the principle of greater utility to all his society). Thus, any policy in this regard is public service, issued by the state or government should consider the broadest utility principle (utilitarianism). Therefore, this paper will discuss about the social justice service from a normative-prescriptive perspective but also in the perspective of Islam as a religion of liberation. Abstract

Based on the Decree of the Minister of Marine Affairs and Fisheries No. 35 of 2013 on the Determination of Minapolitan Areas, Gresik Regency includes the Minapolitan area. The fishery cultivation sector of Gresik Regency has the potential to be optimized. This is supported by the sea area of Gresik Regency covering 22% of the total area (Gresik Dalam Dalam 2015). But the problem of synergy between institutions or related agencies that play a role in running this Minapolitan Area is still not optimal.
